1. Purpose
The purpose of this document is to define the responsibilities and actions to be taken
to protect the hearing of personnel working at PV Drilling (PVD) facilities and to
meet legislative requirements.
2. Scope
This procedure applies to all PV Drillings facilities. The procedure covers the
responsibilities and actions required ensuring compliance with the Noise at Work
regulations of Vietnam and the host country if working outside Vietnam.
3. Procedures
Assess the risks of noise
Protect employees
Consultation and training.
Maintain and use equipments
Health surveillance.
3.1 .Assess the risks from noise.

Every job shall be analyzed the risks which included risk from noise.

Likely exposure to noise shall be estimated

Control measures required to eliminate or reduce the risk, to protect employees


shall be identified.

An action plan will be documented if required.

3.2 Protect employees


a. Eliminate the risk or control noise risk.
Eliminate or reduce noise risk by using good practices or management solutions,
for the high risk cases, technical and organizational noise control measures shall
be recommended. Legal limits on noise (see appendix 1 below) are made sure
not exceeded. The risk control can be:
- Engineering control : avoid metal-on-metal impacts, add materials to reduce
vibration, isolate vibrating machinery or components from their surroundings, fit
silencers to air exhausts or blowing nozzles.
- Modify the path by which noise travels through the air to the people exposed.
- Design and lay out the workplace for low noise emission.
- Low noise purchasing for machinery and equipment.
- Rotate the employees working at high noise areas, make sure not exceeded the

time limit as appendix 2 below


b. Provide hearing protection.

Hearing protection devices shall be always available for employees to use when
working at high noise areas.

In some high risk areas, hearing protection is mandatory with instruction and
supervision.

3.3 Consultation and training

The worker shall be consulted the noise risk associated their work and let
participation in noise control. The safety representative of each department in
HSE Committee will play his role with consultation in hearing protection.

The worker shall be given information, instruction and training about the risks,
control measures, hearing protection and safe work practices.

3.4 Maintain and use the equipments.

Any noise control equipments and hearing protection shall be properly used and
maintained.

Employees shall use the controls provided and report any defects.

3.5 Health surveillance.

All employees who are likely to be regularly exposed above the upper exposure
action values, or are at risk for any reason shall be provided health surveillance
(hearing check) with 06 month interval.

Employees shall cooperate and attend for medical checking as requested.

Actions shall be taken upon recommendation made by medical service provider


about employees continued exposure to noise.

Records of health surveillance (except confidential medical records) shall be


kept and made available for checking at any time. The medical checking results
can be used to review, and if necessary, to revise risk assessment (or JSA) and
plans to control risks from noise at work.

4. Responsibility
Rig Operation Manager:
-

Ensure condition of facilities adequate to comply with legal requirements on


noise control.

- Ensure implementation of any hearing protection program


Drilling Division HSE Manager:
-

Assisting Drilling Division Director in maintaining and monitoring compliance with


regulations on noise control at work

- Auditing compliance with the legislation and this procedure on an annual basis
Drilling Division Administration Manager:
-

In coordination with HSE manager and rig personnel to arrange medical checking
for employees working onboard to make sure compliance with the legislation and
this procedure.
Offshore Installation Manager (OIM):
-

With assisting from onshore management, to ensure this procedure to be


implemented onboard.

Note: The above limits designed for 08 hour shift, in case of more than 08 hour
