lakh 66 thousand 203 self-help
groups and have saved Rs. 5978
crore so far. Linkage of Rs. 21
thousand 876 crore has been provided to SHGs during year 201314. This was informed at a 2-day
national workshop on successful
implementation of Bank Mitra
Yojana
by
National
Rural
Livelihoods Mission. As many as
80 representatives of 17 states
participated in it. The workshop
decided that states will chalk out
action plans and policies to implement Bank Mitra Yojana to implement them. In entire country, over
5000 Bank Mitras will be appointed till March during current fiscal. The Bank Mitras will ensure
effective coordination between
self-help groups, their women

body is the ultimate bliss. Constant efforts are being made to prevent diseases. Pentavalent vaccination is a pleasant step towards
this. Three vaccines will prevent a number of diseases. Constant
efforts are being made to ensure that common people get effective
health services. Free food, medicines, tests, emergency medical
services and free transport facilities are being provided to
patients. Doctors conduct is also very important along with these
facilities. Referring to several incidents, he said that doctors who

got a new life because of the scheme and she
was operated successfully free of cost, says
Domanlal Sahu, resident of Jevra Sirsa village
in Durg district. Sahu said that his two-andhalf-year-old daughter, Hetal, has been suffering from a congenital heart disease. As the economic condition of the family was not good, he
was unable to provide medical treatment to
the girl child. He said that after birth of the
child, his family had been in pain on being
informed that there is a hole in her heart. In
the meanwhile, Sahu got information that the

Mukhyamantri Baal Hriday Suraksha

Yojana, under which free treatment and operation of children up to 15 years suffering from
heart disease is being done. Sahu said that he
got the health examination of his daughter
done at Apollo BSR Hospital Bhilai. Her operation has been done successfully. Now the
health of the child is improving. Now his family is very happy with the free treatment and
operation of the child.

scheme of the State government. Thousands of
children get new life because of this scheme, he
added. After launch of the scheme in the State
on July 28, 2008, free operation of about 4,500
children has been done so far.
Moreover, free treatment and operation of
children up to 15 years suffering from heart
diseases have been done under the scheme at
approved hospitals. For the heart operation of
children, the State Government gives maximum `1.80 lakh to the hospital. The State
Government has signed agreement with Apollo
BSR Hospital Bhilai, Escorts Heart Centre,
Raipur, Ramakrishna Care Hospital, Raipur,
Apollo Hospital, Bilaspur and Balaji Super
Speciality Hospital Raipur for treatment of
children under the scheme.

Jan Dhan Yojana: The Progress and the roadblocks

Pradhan Mantri Jan Dhan Yojana is the flagship financial inclusion plan of the NDA Government. The Finance
Ministry rolled out this scheme to enable each household in the country to have access to at least one bank account.
All Indian citizens can now avail of a bank account despite the lack of KYC documentation. These bank accounts
are valid for a year within which account holders must furnish proof of having applied for valid documents
required to comply with KYC norms. The idea of this scheme was first announced by Prime Minister Narendra
Modi in his Independence Day speech and it was later launched on August 28, 2014. The bank accounts opened
under the scheme come with a RuPay debit card and accident insurance cover.

Yojana gets a website- The Government
of India launched a website for the Pradhan
Mantri Jan Dhan Yojana (PMJDY) on October
27, 2014. The portal is available in two languages English and Hindi. The Union
Finance Ministry launched the dedicated portal in keeping with the Digital India ambitions
of the Government enabling technology to
facilitate the implementation of all
Government schemes. According to official
statements from the Finance Ministry, the
Pradhan Mantri Jan Dhan Yojana has met
with unprecedented success.
Gearing up for Phase II- On January
26, 2015, Phase I of the Pradhan Mantri Jan
Dhan Yojana is set to come to an end and
Phase II will be launched. In the run-up to this
phase, the Finance Ministry has asked the Life
Insurance Corporation (LIC), Indias largest
life insurance provider, and all other State-

owned general insurance companies to finalise


the details of the products to be sold to all the
bank account holders under the scheme. About
15 micro-insurance products have been identified for Phase II. These will be sold to the
PMJDY account holders. Some of them like
crop insurance are targeted at the rural sector
while life insurance may be applicable to all
account holders.
More delays and concerns- After a very
successful launch, the PMJDY seems to have
run into delays, and concerns about the effective implementation of the scheme. By early
October, about 5.29 crore accounts had been
opened while only 1.78 RuPay cards had been
issued. The RuPay debit card is a major highlight of the scheme and is key to providing the
account holders the promised life and accident
insurance covers. Another major concern that
has come up is that of duplication of accounts.
The lack of KYC regulations make it easy for
account holders to open multiple accounts in
different banks to avail of multiple insurance
policies.

gender gap. And how can we ignore the gender gap in workforce, both in urban as well
as rural areas? Indian women still earn
lower wages compared to men. There has
also been a crunch in the womens workforce
in the country in recent years. In rural
areas, the average income of a household
has increased as a result of which women
are withdrawing from workforce, especially

from farm jobs. Also, there are very few


attractive non-farm jobs for women in rural
India and most of these are in the construction sector, which are not generally suitable
for women. Also it is seen that a higher proportion of women are not eligible for social
security benefits. The Government of India
along with the various States and Union
Territories have initiated a number of programmes targeted with the objective of
reducing gender inequality and to increase
womens empowerment over the 1989-2013
period. Some of these programmes are

The most recently published article on
national employment trends in India show
that the growth rate of employment has
been negative for females. It is strange but
true that India is presently at a unique position as it is the one among the fastest growing nations in the developing world. But, in
spite of growth, and the Governments
efforts to reduce gender gap in health, education and employment, the socio-economic
inequalities and substantial gender gaps
still persists. There is no doubt about the
fact that women in India face various cultural and social challenges that act as obstacles in their path of social advancement.
Lack of education, lack of health care, preference of boys over girls, discriminatory
family codes, cultural stigmas are just a few
instances. With more and more emphasis on
this, the Government needs to bring about
more reforms in the institutional treatment
of women and increase womens rights in a
fast growing, modernizing society.

Setback SC supports LG's efforts to

There is a bad news for Aam Aadmi
Party (AAP) which has been claiming that
there is no possibility of government formation in Delhi. The Supreme Court has said:
"There could be a minority government with
an outside support of some political outfit".
The apex court expressed satisfaction over
Lt Governor Najeeb Jung's recent
moves to explore the possibility of government formation in Delhi and said that he
should be given more time. AAP chief Arvind
Kejriwal, on the other hand, had termed
Najeeb Jung as a "BJP agent". Kejrwial had
accused Jung of delaying the process of government formation in Delhi. But court's
observation seems to vindicate Najeeb
Jung's stand. Referring to recent media
reports, a five-judge Constitution bench
headed by Chief Justice H L Dattu said,
"Whatever I have read in newspapers, it
appears that the LG has made positive
moves." The bench asked Prashant
Bhushan, counsel for AAP which has filed a
plea seeking dissolution of the Assembly, to
wait for sometime as the
LG had started the consultation process
with the political players in the national
capital and adjourned the matter till
November 11. During the brief hearing, the

the war against Tuberculosis (TB) to
move forward with the conviction of not
merely reducing the burden of the disease, but also ending it. Inaugurating the
45th Union Lung Conference in
Barcelona, Spain, Dr Harsh Vardhan
said that TB is omnipresent, but not
invincible. It is present in all regions of
the world.
In 2013 more than 9 million people
developed TB and 1.5 million died. He
pointed out that concerted action is
already causing a discernible decline.
The World Health Organisations Global
Tuberculosis Report-2014 has pointed
out that TB is slowly declining each year

and estimates that 37 million lives were


saved between 2000 and 2013 through
effective diagnosis and treatment.
However, given that most deaths from

global targets, set within the context of

Scheme for development

Under the CM Skill Development Scheme and
the Central Skill Development Initiative, 96,000
youths of Chhattisgarh have been imparted skill
development training in various professions during
the first four months of the current financial year.
The State has set a target of imparting training to
two lakh youths under the two schemes during the
current financial year. In the Executive Committee
meeting of Chhattisgarh State Skill Development
Authority held here recently, Chief Secretary Vivek
Dhand reviewed the skill development training programmes in the State.
He issued necessary directives to the officers
concerned to achieve the target of training. On the
occasion, the Chief Secretary gathered information
through video conferencing from district collectors
of the progress of this scheme. The Chief Secretary
said that under the scheme, along with imparting
training to the youths in various professions, monitoring of their income from self-employment after
training and their employment opportunity was
necessary. He said that maximum skill development
training should be imparted to youths under different
self-employment
schemes
of
Labour
Department, Forest Department and Rural
Development Department. In Livelihood colleges,
training in information and communication technology, shop assistant and accountant, telecom, retail,
automotive repair, construction and paint, garment,
beauty and balance, security and hospitality should
be imparted through skilled trainers. For that
trainers should be appointed, he added. It has been
said in the meeting that the Livelihood College, to
impart quality training, will select sector-wise
training partners through advertisement. For the
selection, proposal has been prepared for the formation of a search and selection committee.

launched Vanbandhu Kalyan
Yojana (VKY), a scheme by
which various facilities will be
developed for the welfare of
tribal communities in different
states. The Scheme which will
be implemented on pilot basis
in one block each of the states
of AP, MP, HP, Telangana,
Orissa,
Jharkhand,
Chhattisgarh,
Rajasthan,
Maharashtra and Gujarat was
launched by Union Tribal
Welfare Minister, Jual Oram, during the meeting of tribal welfare
ministers of states/UTs here.
Under the scheme, the Centre will
provide Rs. 10 crore for each block
for the development of various
facilities for the tribals.
These blocks have been selected on the recommendations of the
concerned States and have very
low literacy rate. Speaking on the
occasion, Oram said this scheme
mainly focuses on bridging infrastructural gaps and gap in human
development indices between
schedule tribes and other social
groups. He said VKY also focuses
on convergence of different
schemes of development of central
ministries/departments and state
governments, with outcome oriented approach. Initially the
blocks having at least 33 per cent
of tribal population in comparison
to total population of the block will
be targeted. Oram informed that

the Ministry has taken up initiatives for strengthening of existing


institutions meant for delivery of
goods and services to tribal people.
He said that specific funds allocated to the State Governments for
this purpose should be utilized
judiciously. The Minister said as
many as 12 Minor Forest Produce
products have been included in
the programme namely - Tendu
Leaves, Bamboo, Mahuwa Seeds,
Sal Leaf, Sal Seed, Lac, Chironjee,
Wild
Honey,
Myrobalan,
Tamarind, Gums (Gum Karaya)
and Karanji. The Minister also
referred to the Forests Rights Act
as landmark legislation to recognize the pre-existing rights of tribals and other traditional forest
dwellers and informed that out of
37.69 Lakh claims filed by the
intended beneficiaries about 14.57

more than 22,200 community forest rights titles have been distributed as on June 2014.

The government has instituted a new team


named Ganga Vahini that has been provided
the responsibility of protecting the ghats of
River Ganga across the entire area that is covered by the river. This is among the various
measures that have been announced by the
Indian Government in this regard. The government is also looking to train the spotlight on the
drains that have been one of the major sources
of pollution of River Ganga. There is a proposal
to stop the discharge of even treated waste
water into the river and use it for industrial or
agricultural purposes instead. Uma Bharti, the
Water Resources, Ganga Rejuvenation and
River Development Minister, has also stated
that the riverfront model followed in the
instance of Sabarmati will be used for the ghats
of Ganga as well.

Delhi's Kisan Mandi to directly sell fruits & vegetables


New Delhi
The countrys first Kisan Mandi that is
slated to come up in Alipur of Delhi in the
next few months will provide a platform for
farmer producer organisations (FPOs) to
directly market their fruits and vegetables.
The Kisan Mandi is an initiative of the
Small Farmers Agribusiness Consortium
(SFAC), Department of Agriculture and
Cooperation, Government of India which
has a mandate to link farmers to investment, technology and markets. SFAC has
promoted over 300 FPOs across the country.
Over 5 lakh farmers are members of FPOs
supported by SFAC.
It is hoped that the soon to operate
Kisan Mandi at Delhi will create direct market linkages of FPOs with the buyers. The
Kisan Mandi (KM) is a physical as well as
online platform for transaction of fruits and
vegetables.
SFAC will operate the kisan

Mandi with the assistance of technical partners. The Mandi will act as a facilitator for
identified FPOs/Grower Associations, helping to identify produce, support quality control, logistics, price discovery, delivery and
payment.
In addition, dry and cold storage capacity will be created to hold some stocks for
retail supply, while the effort will primarily
be to create direct linkages between the farmgate and bulk demand. Target customers
are organized retailers, hotels, restaurant
and catering (HORECA), large vendors,
exporters, processors, RWAs, general public.
Further, SFAC will facilitate FPOs/GAs to
set up sorting, grading and packing facilities
near the farmgate so that only sorted, graded and packed or semi-packed products are
available at mandi. Training inputs will be
given by the mandi to enable FPOs to meet
quality norms.

its losses as a result of the abandoned one-day
and Test tour had been estimated at $41.97
million, and gave the regional board 15 days
in which to come up with a plan of compensation, reports CMC. The BCCI had announced
two weeks ago it would seek compensation
from the WICB for losses sustained as a result
of the cancelled tour, and followed through
with formal correspondence to the Antiguabased organisation Friday. Media rights make
up the bulk of the losses with the BCCI estimating them at just over $35 million, while
ticket sales account for around $2 million and
the title sponsorship from Micromax estimat-

ed at $1.6 million.
The BCCI has also
factored in losses in
kit sponsorship from
Nike, team sponsorship, in-stadia sponsorship and stadium
concessionaires,
in
the
compensation
package. The BCCI
calls upon the WICB to formally inform the

note that the BCCI has peremptorily instructed its attorneys to initiate steps for recovery of

will go back on sets to shoot her comeback film, Jazba.


While there has been a lot of buzz around this film, especially due to the supporting cast which includes Irrfan
Khan and Shabana Azmi, little is known about the
movie's plot and characters. So as we wait for Rai to
make her comeback, here's a low-down on all the dope
we have on Jazba.
Directed by Sanjay Gupta, the film is a suspense
thriller. Reportedly, inspired from the Korean film,
Seven days, the film is about a lawyer who's
daughter is kept hostage while she is asked to
fight a case for a man who has been charged of
rape and murder five times and win it within seven
days. While Rai will play the role of the lawyer,
Irrfan Khan reportedly will essay the character of a
suspended cop and Shabana Azmi will play his
onscreen mother who is also a professor. Media
reports claim that John Abraham will also be a part
of the cast, however, no confirmations have been
made it. Will Abraham play the felon? Given his
Dhoom performance, it may be fun if he does play a
negative role. The film is already at the pre-production stage, however, it is way behind the schedule
that was initially agreed on and the actors might
have to work on tight shifts if Gupta wants to
release the film by Christmas 2015.
Reportedly, The Expendables' stunt director
will direct the action sequences of this film. Rai
will not have to leave town as the entire film will
be shot in Mumbai. Rai has taken a long time to
make her comeback, however, speculations about
her comeback films have often made headlines.
Before Rai finalised Jazba, reports claimed that
the actress would feature with husband Abhishek
Bachchan in a film made by Prahlad Kakkar,
called Happy Anniversary. However, that didn't

New Delhi: As on date, nine states including Andhra Pradesh, Kerala, Delhi, Himachal
Pradesh, have crossed 90 percent Aadhaar coverage, while sixteen states have Aadhaar coverage of over 70 percent. UIDAI is also conducting Aadhaar enrolments in the newly assigned
states of Uttar Pradesh, Bihar, Uttarakhand
and Chhattisgarh, at a fast pace. These four
states with a combined population of about 34
crore, were added earlier this year to UIDAIs
mandate by the government. Till date, Aadhaar
numbers have been issued to 8.93 crore residents in these states, which is 26% of the target
population. Over 25,000 Aadhaar enrolment
kits are operational across the country, including both camp mode and Permanent Enrolment
Centres, with a total output of approximately
10 lakh enrolments per day.
UIDAI has already geared up its processing
capabilities to achieve the targets and has the
capacity to process around 15 lakh enrolment
packets every day. Enrolments are expected to
pick up further once the festival season is over.
In the recent months, Government of India has
provided fresh impetus to the UIDAI by linking
Aadhaar to various schemes and initiatives,
including the Pradhan Mantri Jan Dhan
Yojana (PMJDY), MGNREGA, Pensions,
Scholarships, DBTL, UAN (EPFO), PDS,
Passports, Attendance system in government
offices etc.

said. Officials have been asked to use
video conferencing for meetings wher-

ever possible. "While officers are entitled to various classes of air travel
depending on seniority, utmost economy would need to be observed while
exercising the choice keeping the limitations of budget in mind. However,
there would be no bookings in the first
class," the finance ministry said. The
government aims to further cut fiscal
deficit to 3.6% in 2015-16 and 3% in
2016-17.
