This document establishes the requirements for design, construction and testing of UPS systems for
offshore/onshore units. Requirements for telecommunication UPS systems are specified in TR3043, clause 18.
The UPS system (DC / AC) normally consists of rectifier, inverter, battery and main distribution board (DC UPS
without inverter).
The requirements specified in this document shall complement the governing regulations, national and international
standards relevant for UPS system.
This document is mainly based on requirements in IEC 61892-3, IEC 62040 Part 1, 2, 3, EN 50272-2.
The references listed in each clause are guides to standards with the requirements for the actual subject.
Requirements in other standards are not limited to these references.

1.2

Target group

The target group is personnel involved in selection, engineering, procurement and manufacturing of UPS systems.

Single DC UPS system
A single DC UPS system shall be a complete system for transformation of AC supply voltage to DC voltage with a
battery bank to obtain UPS in main power failure situations.
A single DC UPS system shall include the following:
Rectifier input isolating switch

Battery with battery racks
Battery circuit breaker with trip facilities
Main distribution board
Incomer circuit breaker for main distribution board
Capacity discharge test facilities for batteries
Black start facility from battery (when the main supply is not available)

Parallel DC UPS system
A parallel DC UPS system shall be two single DC systems working in parallel or as separate systems connected to a
common or separate DC main distribution board.
Each of the two single systems forming the parallel system shall include the same items as a single DC UPS system.
Single AC UPS system
A single AC UPS system shall be a continuous duty, on-line, solid state system providing AC power to a main
distribution board.
A single AC UPS system shall include the following:
Rectifier and bypass input isolating switch
Isolating transformers for main incomer and bypass
Rectifier
Battery with battery racks
Battery circuit breaker with trip facilities
Inverter
Static bypass switch

A parallel AC UPS system shall be two single AC systems, each connected to separate AC main distribution boards.
If specified the two single systems shall be connected to a common AC main distribution board. The two AC main
distribution boards shall have interconnection and synchronising facilities included to allow the two systems to
operate in parallel. Each system shall be rated for 100% of the specified load.
The system requirements are described in TR3021 for offshore and TR3022 for onshore.

Equipment requirements

3.1

General

The UPS unit shall meet the requirement in IEC 62040 - Part 1, 2 and 3.
The general life cycle information (LCI) requirements are described in TR2381.
The UPS system shall be natural air-cooled. Forced air-cooling may be accepted if the system has mutual redundant
fans.
The UPS unit shall have a static switch arrangement for automatic no break transition to bypass supply in case of
inverter failure, short circuit, voltage out of tolerances on the Secure Bus etc.
An IT-system shall be used as distribution network for instrumentation, control voltage, telecommunication and safety
systems. UPS system dedicated for a designated purpose may be solidly earthed (TN-system).
For parallel UPS systems, it shall be possible to work on one UPS unit with the other in service. All live parts shall be
protected. Each UPS system shall be capable of supplying rated output in addition to charging of the battery. It shall
be possible to remove one UPS unit for replacement without downtime on the distribution board.
The UPS unit shall have an incomer breaker for rectifier supply and one for bypass supply (the latter is only for AC
UPS system). In addition, a breaker facility between rectifier supply and bypass supply shall be provided. An interlock
should be implemented to ensure that one incomer open before permission is given to close this breaker. The
breakers shall be manually operated only, lockable and clearly marked.
The UPS units shall be provided with an integrated battery discharge unit for battery capacity testing. Equipment for
logging of test data shall be integrated in the UPS. The inverter shall be able to feed the battery energy back to the
grid. Other integrated solutions for battery discharge may be accepted.
There shall be a black start (sometimes called cold start) facility of the UPS system. This means that start up of
the UPS system with only battery supply available shall be possible. There shall be a manually operated switch in the
battery breaker panel to override shutdown signal and to provide necessary control voltage to operate (i.e. close) the
battery circuit breaker.
Transformers shall be provided for all UPS rectifiers and bypass supplies in order to achieve galvanic isolation,
voltage adaption and sufficient short circuit level.
Light emitting diodes (LED) should be used for indication purposes. If LED is not used, there shall be a lamp test
button.
Estimated lifetime for components with expected lifetime shorter than the UPS system shall be specified.

3.2

Enclosures

Lifting devices for panel and cubicle installations shall be provided for easy handling of equipment or part of
equipment. Approved lifting lugs on top of the panel shall be supplied.

The minimum degree of protection shall be IP22.


All components with voltage level above 50V that can be accessible during normal operation (open door) shall have a
minimum degree of protection of IP20.
Hinged doors shall open to at least 95 and have a device for securing the doors in open position.
Means shall be provided for strain relief and support for all external cables. Special care shall be made for support of
single core cables.
Manufacturers standard painting system and standard colour are acceptable for equipment located indoors in
mechanically ventilated area. However, paint containing isocyanates shall not be used.
Document holders shall be provided inside the enclosure doors.

3.3

Arrangement

All components in the panel fronts shall be flush mounted, and be mounted in the upper half of the front.
The system front panel shall include an intuitive graphic mimic diagram and an alarm panel.
There shall be easy access for maintenance and inspection of the panels.
Bus bars shall be made of electrolytic copper.
All materials shall be flame retardant and have low halogen content.
The panels should be designed to allow for thermographic inspection on live equipment. Where thermographic
inspection is not possible, thermo strips may be used.
There shall be safe and easy access for manual voltage measurements and connection of hook-up cables.
Terminals shall be mounted with sufficient space for strain relief and termination of cables.
Output terminals in the UPS unit and input terminals in the main distribution board shall be equipped with duplicated
terminals for future modification purposes.

3.4

Wiring

Wire conductors shall consist of copper and shall be multi stranded according to
IEC 60228 class 2. All insulating materials shall be flame retardant and have low halogen content.
Only one conductor is allowed in each terminal of a terminal block/row for external connections. This is not related to
terminals approved for two conductors for internal components, e.g. relays, contactors. Two conductors may in
certain cases be used in one approved type ferrule connected to one terminal.
Crimps shall be used at both ends of all the control cables/wires except where terminals are designed for stranded
conductors. Internal wiring shall be identified with easily readable markers carrying a number identical to the terminal.
Otherwise manufacturers standard for internal wiring and marking may be used.
This is also applicable to the single conductors for cross wiring between the terminal blocks in panels/boards.

For terminal blocks with external wiring all internal wiring shall be connected to the same side. The other side shall
only be used for external wiring. The interconnection of neighbour terminals shall be made by purpose made jumper
bars.
Space shall be left in all wiring ducts and trunks so that 25% additional wiring can be installed.
All installation of primary wiring to equipment such as fuses, circuit breakers and measuring devices in connection
with main circuits shall be made short circuit proof.
All internal cables between shipment sections shall be premade, marked, terminated and coiled in one of the
sections.

3.5

Terminals

Plain and spring washer shall be used on cable lugs and bolted electrical connections. Torque values shall be
according to the relevant tables.
Information of required torque values for terminals shall be listed inside the cabinet.
Terminal blocks for different voltage or trip levels shall be segregated and marked with the applicable voltage / trip
levels.
The terminals forming a terminal block shall be arranged and positioned to allow easy access for carrying out
external cabling, testing, inspection and maintenance after termination of cables.
Terminals shall be of the modular rail mounted snap-on type. They shall be angled and positioned to achieve easy
termination, testing, inspection and maintenance.
The minimum size for outgoing terminals shall be 2.5 square mm.

3.6

Circuit breakers, Relays and Contactors

Circuit breakers shall be according to IEC 60947-2. See also TR3121 clause 4.5.
Contactors shall be according to IEC 60947-4-1. Contactors for motor application shall be duty class AC-3. Resistive
load can be duty class AC-1. See also TR3121 clause 3.3.
Load breakers shall be according to IEC 60947-3.
Incoming breakers and load breakers shall have provisions for padlocking.
Circuit breakers shall be equipped with alarm contact.

3.7

Earthing

Noise

Equipment shall comply with the reqirements for noise level limits for the area. See requirements in TR0926 clause
4.6 Noise.
The noise level measured at one metre distance from the UPS unit, at any position, shall not exceed 70dB (A) at any
load between zero and the rated output of the unit.

3.9

Harmonic and ripple limitations

For harmonic distortion the requirements in IEC 61000-2-4 clause 6 applies. The UPS system shall comply with
requirements for class 1. See also IEC 61892-2, clause 9.7 and IEC 61892-1, clause 4.7.2.3.
The harmonic current feedback into the supply network shall, in normal operation, be limited to a crest factor
(Ipeak/Irms) of 2 unless otherwise stated in data sheet.
The UPS system shall withstand a minimum load crest factor of 3:1 (Ipeak/Irms).
The ripple current shall be kept as low as possible. The ripple level from the rectifier and the inverter shall be
documented during testing. See also the requirements in EN 50272-2, clause 11.
The rectifier shall be designed to limit the ripple in the DC voltage to 1% of the rated value. This also applies when
the battery is disconnected from the rectifier or when the rectifier is changing its mode of operation, e.g. from float to
boost charging.

3.10

Electromagnetic compatibility (EMC)

Electromagnetic compatibility shall be achieved for the UPS system. General EMC planning shall be in accordance
with IEC 60533, Annex B.

3.11

Rectifier

The rectifier shall have voltage- and current control capabilities for all relevant charging scenarios of the installed
batteries i.e. boost charging, reconditioning charging etc. The boost/quick charging shall be interlockable with the
ventilation of the battery room.
The rectifier shall be capable of supplying the DC load with the battery disconnected, within the operational limits,
and with due consideration to ripples, harmonics, over voltage etc. as specified in the data sheet.

The rectifier shall be of a constant voltage, current limiting type.


Load switches for the incoming supply shall be installed in front of the rectifier (behind panel door).
The rectifier output voltage shall be according to the battery ratings for float charge and boost charge.
The UPS unit shall have provisions for temperature compensated charging.
During charge conditions, the time to recharge the fully discharged battery to 80% of its capacity and simultaneously
supply the rated load shall not exceed 10 hours, ref IEC 61892-3 clause 9.3.3. Different charging rate may be
necessary for particular applications.
Functionality shall be provided to keep the load voltage within +/- 10% of the nominal voltage during all charging
conditions on DC systems. Different load voltage limits may be necessary for particular applications.
The following measurements shall be provided as a minimum, and be displayed on the front of the panels:
Output current display (one per rectifier)
Output voltage display (one per rectifier)
Battery charge/discharge current display
The following local alarms shall be provided as a minimum, and be displayed on the front of the panels:
Rectifier failure
Rectifier fuse failure
DC-over voltage (Prewarning (H), Rectifier shutdown (HH))
DC-under voltage
Over temperature, (Prewarning (H), Rectifier shutdown (HH))
Main supply failure
Battery breaker/fuse failure
Earth fault
The following local status signals shall be provided as a minimum, and be displayed on the front of the panels:
Main supply "ON"
Battery switch "ON"
Battery on normal charge
Battery on boost/quick charge
Battery end voltage
Boost charge required (on manual boost charges only)
For DC UPS systems in parallel mode the following apply:
If the UPS system has two parallel rectifiers, the normal operation shall be that both rectifiers are
working in parallel supplying the DC load and in addition float charging the battery. If one rectifier
fails then the remaining rectifier shall be rated to supply the total DC load and battery float charge
requirements.
Parallel rectifier units shall be designed so that during parallel operation, load sharing shall occur.
The difference between the rectifiers DC current shall not exceed 10 % of the rated current for one
rectifier.

Important factors to consider regarding battery design are capacity, lifetime, load profile, temperature, charging
condition and available space. The calculated discharge time shall decide if the battery shall be of the normal type,
the high energy type or the high power type.

3.12.1

Batteries

The battery cells shall be Nickel Cadmium, Lead-Acid or VRLA type.


The degree of protection shall be minimum IP20. All battery cells shall be vertically mounted due to leakage
problems.
Emergency batteries shall have a capacity to supply emergency power for a period of minimum 30 minutes, ref. ISO
13702, table C1. UPS for emergency lighting shall have a capacity of 60 minutes, ref. EN1838 section 4.2.5. These
batteries shall be dimensioned to supply rated load for 30 or 60 minutes (according to requirement above) when
charged to 90% of rated capacity at an ambient temperature of 5C throughout the specified lifetime.
An alarm indicating rectifier fault may be implemented instead of discharged battery alarm. References are made to
3.11 in this document and IEC 61892-2, clause 4.3.8.
All materials used for the construction shall be corrosion resistant with respect to the type of electrolyte used.
Cell containers shall be constructed of flame retardant plastic. Each cell shall be equipped with a spray and flame
proof vent plug, and the battery poles shall be protected against accidental contact.
For batteries that require maintenance, the cell containers shall be transparent for visual indication of the electrolyte
level. This is not applicable for valve regulated lead acid (VRLA) batteries. Lead-Acid battery shall be provided with
Ex-plugs to secure easy and safe check of electrolyte weight.
Individual cell voltages in a battery shall not deviate by more than 15 mV when delivered (new).
The batteries shall be delivered complete with adequately insulated, inter-cell and inter-tier connectors. All
connectors shall be dimensioned for carrying fault currents and the continous rated current.
The torque values on battery poles shall be specified and clearly marked on each cell.

3.12.2

Battery racks

The battery rack shall be designed in accordance with the following criteria:
All cells shall be easily lifted out
All cells shall be easily available for measurements (electrolyte weight, voltage etc.)
Electrolyte level shall be visible without moving any cell (For relevant batteries)
The battery rack shall require minimum of floor space
The battery racks made from metal shall be bonded to the structure.
The materials shall be flame retardant and corrosion resistant with respect to the type of electrolyte used.
If liquid electrolyte is used then drip trays shall be part of the design.

3.12.3

Classification: Internal

Battery circuit breaker

The battery circuit breaker shall be supplied with trip facilities due to ignition source control.
The tripping unit shall be based on shunt trip or under voltage trip (UVT) facilities. After trip of the battery breaker, the
trip circuit shall not be energized.
If 24 V DC internal control voltage is available in the UPS unit, this voltage is recommended used for battery breaker
trip coil (UVT). This provided that the control voltage extinguish short time after UPS shut down and that voltage is
restored before closing battery breaker (charging the UPS DC circuit by use of UPS rectifier or charging the DC
circuit from battery via push button and resistor in parallel with battery circuit breaker).
Closing of battery breaker shall be possible even with rectifier out of service.
The tripping of the battery breaker shall be controlled by an adjustable time relay located in the UPS.
Normal trip time is 30 minutes. However for emergency lighting UPS trip time is 60 minutes, ref. section 3.12
Batteries. The time relay shall have the following three inputs:
Start timer
Reset timer
Immediate trip
The time relay shall have a lockable manual override switch. A local alarm shall be provided to show use of this
manual override switch.

3.13

Inverter

The inverter shall be fully automatic and of the solid state type. The inverter output shall be distributed to the load via
a static transfer switch.
The load shall normally be supplied by the inverter.
The inverter short circuit capability shall be sufficient to achieve discrimination throughout the UPS distribution
network in inverter mode (typically 4-5xIn).
Protection shall be provided against overload, short circuit and open circuit conditions. The current limiting circuit in
inverter mode shall be co-ordinated and tested with the largest outgoing feeder (MCB/MCCB or fuse) in the main
distribution board. The outgoing breaker shall trip before the current limiting device takes any action.
The inverter output shall be phase-locked to the network frequency as long as the output frequency is within 5% of
rated value and the frequency-shift is within 2Hz/sec. Otherwise the inverter shall be free running with an accuracy of
1%.
The UPS shall withstand an overload of 150% for 2 minutes and 125% for 10 minutes.
The inverter shall be designed to supply a load consisting of 100 % switched-mode power supplies.
Unbalanced load shall be permitted for 3-phase IT-systems.
The inverter output shall be in synchronism with the bypass supply when the main power is within the specified limits.
Load voltage shall be within +/- 10% of the nominal voltage and the output frequency within +/- 5% of nominal
frequency.
The inverter shall meet the dynamic voltage/ frequency requirements in table 1 regarding connection/disconnection of
load.

The following measurements shall be provided as a minimum, and be displayed on the front of the panels:

3.14

Bypass Transformer

The bypass transformer shall be of the dry type with galvanic isolation.
Auto-transformers are not acceptable.
The transformer short circuit impedance shall be chosen with regards to voltage drop in the transformer and the short
circuit level on the main distribution board.

3.15

Manual bypass switch

A manual bypass switch shall be provided.

3.16

Static transfer switch

The static transfer switch shall consist of a static bypass and a static inverter switch. The static transfer switch shall
enable transfer of the load from the inverter to the bypass line without interruption (no-break operation) when the
main power is within the specified limits.
In case of inverter failure, the static transfer switch shall transfer the load from the inverter to the bypass circuit. The
monitoring circuits shall be designed to minimise spurious operations due to load changes and other transient
conditions.
If the UPS switches over to the bypass supply due to inverter failure, the logic shall lock out the inverter and shall not
automatically transfer back to the inverter supply. No-break return to the inverter supply shall be manually initiated. It
shall also be possible to transfer the load to bypass manually to enable the inverter to be taken out of service.
In case of a short circuit on the outgoing feeders, the UPS shall automatically switch to bypass mode if bypass is
available. When the short circuit is cleared, the UPS shall automatically switch back to inverter mode.
The static bypass switch (including the fuse) shall be designed for the maximum short circuit current through the
bypass transformer. Reference is also made to requirements in clause 3.19.

TR3121 Switchgears and main distribution boards


A separate main distribution board shall be provided.
Selection of miniature circuit breaker (MCB) / fuses shall be based on a protection and discrimination study.
All live parts shall be protected against accidental touch.
Each main distribution board section shall be equipped with an insulation monitoring system and a common alarm:
The insulation monitoring system shall automatically identify earth fault individually on each outgoing feeder.
Each outgoing feeder from the main distribution board shall be protected by a MCB/MCCB (or fuse) with an
additional alarm contact.
The following local alarms shall be provided as a minimum:
MCB/MCCB/Fuse tripped
Earth leakage

3.18

Control, metering and protective devices

The UPS unit shall have provisions for remote monitoring.


The UPS unit shall have a mimic diagram on the front showing operational modes and voltage/ current/ frequency.
The diagram shall show the system status and incorporate symbols, operating switches and indicating lights. The
major components such as bypass switches, isolating switches and circuit breakers shall be shown with indicating
lights.
The alarms shall initiate a common relay with potential free contacts for remote monitoring.
Alarms shall be provided with a common reset button and with facilities to enable the alarm functions to be tested
without tripping the UPS unit.
Each UPS unit shall have a separate control unit operating 100% independently of other UPS units, i.e. a parallel
UPS system shall have two control units. Each control unit shall have separate settings for all relevant parameters.
The UPS unit shall be equipped with insulation monitoring device. Battery earth leakage monitoring shall be included.

3.19

Protection and discrimination study

Discrimination between UPS / bypass / battery breakers and fuses in the main UPS distribution board shall be
documented. Selection and coordination of protection devices shall ensure selectivity in all modes of operations.
Maximum rating of fuses from main distribution board to achieve protection discrimination without shutdown of the
UPS shall be stated.

Inspection and testing

4.1

Inspection

Classification: Internal

The equipment covered by this document shall be subject to inspection during fabrication, construction and testing.

4.2

Type Test

Test certificates for tests which have been carried out on similar equipment, shall be provided on request.

4.3

Shop Test

A test procedure shall be provided based on the following requirements.


The results of all tests shall be recorded on test sheets together with all rated values and equipment data.
Applicable shop tests shall be carried out on the completed equipment in accordance with the relevant standards and
recommendations. Shop tests shall be fulfilled before factory acceptance tests.
These tests should include:
Checking of data
Mechanical inspection
Insulation test
High voltage test
Complete operation and functional test
Primary injection tests on protective relays
Check of relay settings
Frequency out of limits test
Frequency shift test
Check of all alarm functions
Perform manual return to inverter output from bypass supply, and record results on oscillograms
Simulating of inverter failure which would cause transfer of load from inverted output to bypass
supply, and recording of results on oscillograms.
Short Circuit Test. Simulated test for the correct functioning of the distribution protective device
should be made through an impedance which represents the load loop, in addition to a direct short
circuit. The output shall be recorded on an oscillogram

Factory Acceptance Test (FAT)

The UPS system shall for each project be subject to the standard test listed in table 2. The UPS with distribution
board shall be tested with a suitable battery bank.
These tests shall be considered to be the minimum test requirements for an UPS system. If additional tests are
required, then they shall be specified in the UPS data sheet.
Tests shall be performed according to IEC 62040-3.

Visual inspection and check of wiring and dimensions according to project drawings.
Insulation test.
A complete functional test.
This test shall also include test of supervisory and remote signalling circuits.
Full load test.
Short circuit test.
Short circuit protection device test.
Test shall be performed to document the selectivity in the UPS distribution.
Identical type of largest fuse and/or circuit breaker as installed in the UPS main distribution board shall
be included in the test. Test shall be done with and without bypass available.
Earth fault test.
Transfer test.
Measurement of UPS output voltage quality. The test shall document proper function of the UPS voltage
regulation during switching between all different modes of operation.
Battery discharge test function shall be demonstrated.
Restart test.
Black-start of UPS system shall be demonstrated.
Audible noise test.
Measurements shall be made with and without cooling fans in operation.
If more than one identical UPS is ordered, only one UPS shall be subject to the sound level test. All UPS
ratings with forced cooling shall be subjected for this test. However, this test is not applicable for UPS
with nominal rating below 100 kVA (AN), or if the audible noise level is documented by type test
measurements on identical UPS.
