disenfranchisement that was nothing short of Jim Crow.


As an African American citizen of the USA, a hands-on public
policy and community justice protagonist, I immediately took
issue with the tone and wrongness of the attack on MC COLE,
investor and taxpayer. It was the attack of a member of the
private sector seeking to honor the process and procedure of
the city of Milwaukee for acquiring a Class B license. After the
meeting, Milwaukee Professionals Association LLC business
development services were offered to Mr. Cole and he
became a client.
Alderman Russell Stamper II is the Alderman for District 15
He was present.
Since the October 10, 2014, very disturbing discoveries have
emerged regarding the unacceptable behavior of the
Alderman Russell Stamper that are inappropriate and bias.

was contacted on October 24, 2014 for public information.
You failed to respond to two (2) specific questions. According
to your NEW employee, Edwin Huertas, he was directed by
superiors (cc sent to Jim Owcazrski, Sarah Zarate and you)
with a question. The question spoke of alleged when My
office asked for Oversight and rules that governed It had
been presented in the Public Information Request that my
office sent. Staff assistant, Sarah Zarate, gave me an email
address for her that was Keith Stanley (ex-Common
Council president Willie Hines staffer).
The behavior seen by you and those in the cc of Mr. Huertas
engaged obstruction and failure to provide public
information for starters.

Alderman/Common Council President Murphy:
What specifically are you - Common Council President and the CityClerk's office
responsible for in the Oversight and Accountability of the License Committee of
the city of Milwaukee?
What is considered a breach of duty by the License Committee - chair, v. chair
and members?
We will need policies and/or statutes that so governed.

3. This is a Request for an Investigation immediately at your level to provide clarity


for the people as to why investor, employer and taxpayer MC COLEs Class B
license was legitimately placed on HOLD per rules and regulations of the city of
Milwaukee rules and regulations. You are asked for specific rules and regulations
that governs placing a Class B license on HOLD.

This Open Letter is a formal complaint regarding how MC COLE, taxpayer and vetted business
owner was treated during his process and procedures to acquire a Class B license from the city of
Milwaukee. He was sabotaged by one of the members of the city of Milwaukee License Committee,
Common Council and charter officer representing District 15 Alderman Russell Stamper II.

This Open Letter follows an email sent to your attention on October 24, 2014. The response
received from your office on that day is unacceptable since it failed to provide the appropriate
leadership and authority of your office as the Common Council President; and, relevance to the
questions asked.
Additionally, based on the Video of the October 20, 2014, License Committee; consistent and
credible rules should be put in place and conveyed in writing to those seeking a Class B license (or
any other license through the City Clerks office).
We, the People, should be treated with respect and provided information before and during the
License Committee that is informative, appropriate and consistent with ethics of the city of
Milwaukee and the state of Wisconsin. The chain of events since October 10, 2014 community
meeting at Walnut Way have placed a negative and opened the doors of Conflict of Interest, misuse
of power, arbitrary, bias and capricious decision making at the License Committee.
Milwaukee Professionals Association LLC works to ensure that the public policies of the urban 1st
Class city of Milwaukee is fair, professionally sound, respected, respectful and timely for our
citizenry in the city of Milwaukee.
Mr. Cole business plan called for capturing the holiday Hospitality revenue. It now November 10,
2014 and he is yet ON HOLD since October 20, 2014 He has not received appropriate follow-up
regarding Alderman Russell Stamper II arbitrary and capricious ON HOLD.
MC COLE has support from the people in and around the Hammers Den, 1810-1822 W. Fond du
Lac. He has invested over $88,000, over $7,000 in 2013-2014 taxes, known compliances by the city
of Milwaukee and $1,100 for the cost of a Class B license; and, he has not been given his due
process. He has a minimum of 10 full-time jobs for two of his developments and the site has
been closed for over 5 years. We need this investigated immediately.
We ask that you provide process, procedure and timeframe for executing this Complaint
Investigation upon receipt of this email.
Attached is a Letter my office sent to Alderman Russel Stamper II that was also cc your office for
oversight and accountability.
