Topic: Strengthening International Cooperation on Combating Trafficking of Illicit
Opium Poppy Seeds
Working Paper 1
The Commission on Narcotic Drugs,
Recognizing the threat to international peace and well-being posed by the channeling of
illicit opium poppy seeds,
Confirming its commitment to Afghanistan and other developing nations that are affected
by the illicit cultivation of opium poppy seeds,
Recognizing the International Monetary Funds, (IMF) efforts in promoting international
financial development.
Maintaining Resolution 57/8 where the United Nations Office on Drugs and Crime
(UNODC) agreed that awareness needed to be strengthened of activities related to the
misuse of opium poppy seeds and also opium poppy seeds produced from illicit crops,
Reaffirming Resolution 56/3 which called for the strengthening of international
cooperation in battling illicit opiates from Afghanistan,
Emphasizing its commitment to the 3rd pillar of the Paris Pact Initiative,
Acknowledging the risk and coercion that Afghan farmers encounter from external
organizations,
Disturbed by the wide-spread drug trafficking of illicit drugs,
Noting with deep concern the criminalization associated with the illicit poppy seed trade,
Understanding the need for a swift and efficient end to this problem,
Affirming that the members of the United Nations Office on Drugs and Crime
understands that international cooperation and action is necessary and urgent to combat
this issue of trafficking illicit opium poppy seeds,
Acting under Chapter IX of the United Nations Charter,
1. Seeks to combat the criminal element associated with the drug trade by working in
conjunction with the International Security Forces (ISAF) to;
a. Promote educational outreach to Afghan farmers;

b. Including but not limited to education and training to transit route states
2. Urges the UNODC members to each tighten security on their respective regional
borders in order to prevent the continued trafficking of illicit drugs on an
international scale;
3. Authorizes the Member States of ISAF to educate the Afghan farmers about
different methods of livelihood and farming methods, as well as effects of using
opium as a narcotic drug;
4. Suggests the assistance of 6000 UN peacekeeping troops per member-state,
divided evenly among the 12 major regions of opium production within
Afghanistan, as a means of protecting the farmers so that they can grow their own
crops;
a. Invites member states to volunteer personnel in efforts to help combat drug
trade;
b. Suggests international participation in the economic exchange between the
international community and the Afghani farmers;
5. Suggests collaborating with the Working Group, a group established to strengthen
border control and management on an international level by:
a. Providing consultants who specialize in international security and border
control to further develop the reinforcement of borders;
b. Increasing security on ports;
c. Providing training to the security personnel and border patrol in hopes of more
efficient tracking of illicit trade in and around borders;
6. Suggests a higher compensation to farmers for taking in this method;
7. Proposes that any countries affected by the illicit drug trade (whether developed
or developing) use the aforementioned services;
8. Recommends a business structure for the developing countries to expand their
markets, including but not limited to:
a. International joint efforts to create a modified poppy crop version that would
eliminate the narcotic attributes of the poppy seed and add medicinal
attributes.
b. Additionally redefine two additional uses for the newly engineered crop
including marketing as an alternative food product and alternative fuel.
c. Suggests for international funding through the revenue amassed from the
generation of cash crops for modification of the poppy crop as well as reengineering of alternative cash crops and native crops to ensure drought
resistance;
d. Urge the global scientific community to help with the research of the
modification of the crop and urge the funding for such research be offered by G8
nation states and nation states with financial standing to assist developing nations;
9. Establishes that the purpose of the cooperation of this proposal is to help empower
the developing countries by the member nation-states;
