STORY
MOGADISHU, 9 November 2014-The Somali National Army (SNA) is moving to
address challenges of human rights within its ranks, to ensure compliance with
international law and protocols and improved protection of civilians.
The commitment was sounded by the SNA Director of Training Col. Hassan
Mohamed Nur, speaking during a ceremony held to mark the completion of a 5-day
Training of Trainers Human Rights course in Mogadishu.
The training organized for 18 senior SNA members was facilitated by the United
Nations Assistance Mission in Somalia (UNSOM), the African Union Mission in
Somalia (AMISOM), United Nations Support Office for AMISOM (UNSOA) and the
European Union Training Mission (EUTM).
"On behalf of The Somali National Army we are grateful to the United Nations for
this opportunity. With this training we have found similarities in our religion and the
human rights laws",said Captain Barlin Ali Guled one of the trainees.
Col. Hassan Mohamed Nur added that issues of human rights were crucial to
improving the professional outlook of the Somali National Army and challenged
participants to share the knowledge acquired with colleagues in the army.
AMISOMs Chief of Training Col. Daniel Yanka said it is the duty of all partners to
facilitate the growth of a stronger and professional army in Somalia. He urged the
participants to be agents of change in their army through utilization of the
knowledge acquired.
UNSOM Human Rights Officer Muna Abuagla said the course had comprehensively
covered key aspects of human rights.
The purpose of the training was to equip participants with knowledge on human
rights issues, pertinent to the conduct of the soldiers. They will now go back as
trainers in the SNA to ensure that the knowledge acquired is shared and applied to
check violations, she said.

The participants said the course was comprehensive and had provided knowledge
that they previously did not have access to.

The training covered a range of areas ranging from human rights and its relation to
Sharia law, humane treatment of civilians, the use of force and fire arms, basic
principles of arrest and detention, the protection of civilians, the role of the army in
child protection and integrating gender in military operations, among others.
The trained officers are to be deployed at the Jazeera Training Camp and within the
wider SNA, to champion training of troops on human rights issues.
