Republic of the Philippines DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT MUNICIPALITY OF SARIAYA Province of Quezon OFFICE OF THE MUNICIPAL LOCAL GOVERNMENT OPERATIONS OFFICER 2012 SGHK FOR BARANGAY AND SEARCH FOR BEST PERFORMING OFFICIALS Terminal Report of Accomplishment Executive Summary: The 2012 Seal of Good Housekeeping (SGHK) for Barangay and Search For Best Performing Officials was conducted from November 8 to December 12, 2012, the entire duration when the Municipal Evaluation Team did their visitation at the forty three (43) barangays of Sariaya, Quezon, ‘The SGHK for Barangay and Search for Best Performing Officials was conceptualized with the main objective of insttutionalizing a system of providing incentives and rewards to barangay officials who had shown exemplary performance and 2s a means of motivation that will boost the morale of these officials in exerting efforts to comply with what is required of them by law in order to be able to provide efficient and effective services to the people and attain a more developed community, ‘The Department ofthe Interior and Local Government from time to time were conducting trainings and seminars to enhance capacities of Barangay Officials and to make them fully aware of the responsibilities and obligations they are to perform. The continuous conduct of the Search or Year end luation also serve as a follow through on the result of the attended seminarsitrainings and on how these officials applied their learnings to the daily operation of the barangay government. The activity is also aimed at determining the level of strength and weaknesses of barangay officials’ performance in various sectors of governance so that the Municipal Government would know in what areas they should be given assistance. Before the start of barangay visitation, the Municipal Evaluation Committee created by virtue of MEO-RVM No.18 S 2012 dated Nov. 6, 2012 conducted its meeting on Nov. 2, 2012 to discuss matters pertaining to the possible issues, problems and hindrances that might be encountered during the whole duration of barangay visitation. The groupings of barangay and date of evaluation was agreed by the team. Members of the Municipal Evaluation Team were Mun. Administrator Allan V. Loria, who acted as the Chairperson, members were: MBO Lilibeth M, De Leon, MLGOO Moises S. Villa, Jr. -DILG Representative and Mr. Eric Dedace-NGO Representative of the municipality. Guided by the formulated criteria for judging based on standard requirements of the Local Government Code and other pertinent laws and issuances, the Municipal Evaluation Team with MLGOO- who acted as the focal person/ facilitator and as Head of Secretariat, started the conduct of barangay visitation/evaluation on November 8, 2012. The target barangays to be visited in one day anges from three to four only depending on the distance of the barangay from each other, its accessibility, road status and weather condition. The strategy adapted by the team was enhanced as compared to the techniques and style of ssessment done before. To make the project more beneficial, a post evaluation/assessment conference is at once being conducted to inform barangay officials about their weaknesses and strengths in operation. They are also given recommendations and suggestions as to how they could conformed with the right manner and procedures of complying with the standard requirements in government system, proper safekeeping of important documents and on how they could established a functional barangay office. Entire assessment and post evaluation conference lasted for almost two to two and a half hours In one barangay depending on the availability of documents presented and appraisal of the team. They were so glad that there are municipal officials who are closely supervising their activities and giving them the guidance so that they could comply with the requirements of a functional berangay office fully abiding with those mandated by existing provisions of law, rules and regulations. In the just concluded barangay visitation and evaluation, officials demonstrated their full support ‘and cooperation to the activity. Most of them also signify their willingness and even committed that they Will try their best to follow the recommendations of the team, ‘The team disclosed that the evaluation done this year when compared to previous years’ results revealed that: there are barangays who were able to maintain their functional office, majority did well to improve the quality of their operation, while others did their best to get the top rating in terms of physical appearance of their office. But the team was also disappointed to say, that two to three barangays were ‘not able to sustain the already established requirements of good governance such as the updated full disclosure policy and compliance to Citizen's Charter. Some of he ndings were as flows all barangays have tried to put-up their organizational chart, but there is stil a need to improve the same > all barangays have complied to establishment of Full disclosure Bulletin Board, but posting made are not yet complete > there were a few of the barangays who did not maintain complete compilation of personal data sheets, oath of office and appointment of barangay officials which are important documents that must be available at barangay office > all have file of resolutions but some were incomplete, others were not fastened in folders and not properly labeled > journal of meetings were written at logbooks, Secretaries were able to provide typewritten! computerized minutes of meetings but not all of the barangays have a complete file » 43 barangays have an updated Citizen’s Charter, but not all were able to post their performance pledge > presence of updated Registry of Barangay Inhabitants but some failed to have posted the same > two to three barangays without filing cabinet, some have no systematic filing yet, documents were put together and difficult to locate when needed > all barangays have an assigned officer of the day but not regularly done > all the barangays were able to conduct Bay. Assembly, but not all did it twice as required in Sec. 397 of the code > there were remaining barangays that needs technical support in complying with requirements of a presentable office > there were barangays that needs improvement/extension of office to accommodate other services required in a barangay > only one barangay have no permanent barangay office yet > posting of financial documents, resolutions, ordinances. are some of the requirements for transparency purposes that must be complied, a few did not comply > there were barangays with presentable barangay hall but other barangay facilities are not given due attention ‘majority of the barangays have a good filing system ‘most of the Lupon Tagapamayapa members are not conducting regular monthly meeting some of the barangays were not yet used to utilizing LT forms in the documentation of lupon cases ‘majority of the barangay have complied with an updated inventory of equipments focus of project implementation is more on infrastructure barangays were so dependent from higher LGUs in the implementation of agriculture programs ‘majority of barangay needs technical assistance in administrative aspects some of the barangays have to be supervised in terms of planning and implementation of different projects there were barangays with no logbooks of cases filed there should be separate logbooks for Lupon cases, Visitors logbook, Duty of the Day and journal of proceedings, others doesn't have release of honoraria were commonly done at barangay hall after session, but some ‘Treasurers were doing this at home there are barangay officials who were saying that their documents are at the office of the liga, which should not be, these officials were being so dependent from Liga staff the displayed vision/ mission of some barangays needs to be highlighted (broader size) old pictures of accomplished projects during the past years are stil posted, these should be placed in the album to lessen too much posting of unnecessary documents most of barangay based institution were not actively conducting meetings, Pictorials of activities undertaken including projects must be posted at barangay bulletin board for transparency purposes ‘extravagant use of office supplies in some barangays majority of the SK were not doing their duties and responsibilities very few of the SK Chairmen were actively doing their job all of the barangays have complied with the putting up of suggestion box not even fifty percent of the SK were doing the regular conduct of meetings vv vv vvv vvv vv vvvvv vv vv ‘Assessment of the MLGOO done thru'conduct of interview with Barangay Kagawad using the BGPMS form revealed that the information submitted by the Secretary were not tallied. Most of the Kagawad are not so familiar about the functions and responsibilities as Chairman of different Committees they belong.
