Appendix A: Revised Guidelines on the National Search for Huwarang Pantawid

Pamilya (Draft)
Objective:
To recognize family - beneficiaries of Pantawid Pamilyang Pilipino Program who maintain
strong family ties, demonstrate positive Filipino values, and have a positive impact in the
community where they reside.
Mechanics:
1.
The contest is open to all family-beneficiary of the program nationwide. The family
must consist of the father and/or mother (solo parent) and child/children.
2.
City/Municipal Links shall obtain nominations and endorsements from Parent
Leaders, Barangay Captains or the Local Government Units (LGU). Each LGU may
nominate more than one family as their official nominee.
If the family of a Parent Leader is nominated, they shall be endorsed by
City/Municipal Links, Barangay Captain or the LGU.
3.
All Field Offices (FOs) of the DSWD shall conduct a regional search and must have
one (1) winner by mid-August. Conducting a provincial search prior to the regional search
is optional. Judges for the provincial search could be representatives from the LGU,
DSWD DepEd, DOH, CSOs, or Program partners.
The winning family will serve as the official nominee of the Field Office for the
national competition.
4.
The FOs will forward to NPMO their winning entries complete with properlypackaged documentations/ evidences for screening and validation at the national level.
The packaged documentations, prepared by Pantawid Pamilya Information Officers, shall
be shall include:
- a write-up about the family
- household assessment profile
- birth certificate(s) of child/children and marriage certificate (if parents are
married)
- certificates of trainings and seminars attended
- certification from groups/organizations the family/family member is part of
- certificates or awards won by the family
- certificates or awards won by the child/children
- certification from school(s) of child/children
- endorsements from LGU, barangay captain, and City/Municipal Links
- certificate of compliance from CVS focal and City/Municipal Links
- photos of the family and their activities in community and photos of children in
school and extracurricular activities

(Original certificates/documents and actual awards/medals need not be submitted.


Advance e-copy of the documentations can be submitted to NPMO via email, but the
actual documentations must be received by NPMO within the set timeline. )
5.
The Pantawid Pamilya National Project Management Office (NPMO) shall be inviting
judges for the preliminary screening of all the entries coming from the region. Judges for
this event will come from DSWD, representative from the Civil Society/ Non-Government
Organization and a representative from the National Committee on the Filipino Family.
6.
The judges shall conduct a desk validation to choose the top 5 families from all
the regional nominees. After getting the results of the desk validation, a field validation
shall be conducted to visit the top 5 families in their house/community to ensure that the
data included in the documentations are correct and truthful and to acquire information
that was not captured in the submitted documents/evidences. The field validation shall
include at least 3 interviews with LGU officials, barangay captain, beneficiaries, parent
leaders, and neighbors of the top 5 families, and teachers of the children beneficiaries.
The judges will convene after the field validation to tally the scores of the finalists.
50% of the total score of each family must come from the desk validation score while the
other 50% must come from the field validation score.
7.
The top 5 families shall be awarded during the National Family Week Celebration
in September. Venue for the awarding of the winners will be within Metro Manila only.
8.
The winning family must be willing to help in the advocacy efforts (including the
KAYA KO! campaign) of the Department by serving as family ambassadors.
9.
Relatives of employees of the DSWD and members of the selection committee up
to the third degree of consanguinity or affinity are not allowed to join the search.

Eligibility
1.

A Filipino family* who is a beneficiary of the Program for at least two years.
*Family: mother, father, and child/children OR solo parent and child/children
**IP families with practice of polygamy can be nominated as well

2.
A family who has good standing in the community with no derogatory records and
has not been convicted of any administrative, criminal, civil case or cases involving
moral turpitude in the last five years.
3.
A family whose income is not derived from gambling, prostitution, child labor,
extortion and other similar illegal resources
4.

A family with 100% compliance in all conditionalities

Criteria for the desk validation

1.

A family that maintains strong ties and harmonious relationship and upholds
Filipino values despite the challenges that poverty causes/brings. (25%)
- Demonstrates love, respect, unity and togetherness through meaningful
activities and service
- Strives to improve living condition amidst difficult situation

2.
A family that practices and promotes healthy living and taking care of the
environment (20%)
- Backyard gardening
- Cleanliness/sanitation (sanitary toilet facility, waste management, recycling)
- Practice and promotion of health habits (nutritious/balance meals, family
hygiene)
3.

A family that is actively involved in community activities (20%)


- Does the family participate in the activities of the community? What are these
activities?
- Does the family lead in these activities?
4.

A family who inspires other members of the community (20%)


- Does the family inspire/motivates their neighbors and co-beneficiaries to make a
difference?
- Does the family help other people in their community? How?
5.

-A family who strives to improve living condition amidst difficult situation (15%)
- The cash grants/money earned are used properly
- Hard-working family; madiskarte/resourceful; maximizes very limited resources
to improve family welfare

Criteria for the field validation


1.

Character (25%)
- Character of nominee and immediate family (this is primarily based on actions,
gestures, manner of speaking during interview)

2.

Communication (25%)
- Expressiveness / Able to express thoughts clearly and justifiably so (based on
the documents)

3.

Leadership/Participation In Community Activities (25%)


- Leadership qualities of the nominee per conversation with community residents

4.

Insights (25%)
- Able to define what a Huwarang Pamilya is in so far as his/her nomination is
concerned
- How does the family intend to use the cash prize or recognition?
