TEST 1
DESIGN PROBLEM 01

A MASTER PLAN FOR A MUNICIPAL PARK AND RECREATION CENTER


Background Scenario:
A progressive town of 120000 population somewhere in the western part of Luzon is in the
process pf implementing its 1990-2000 Comprehensive Development Town Plan and as identified in the
plan and given top priority for implementation within the first quarter of the plan period is the
development of an approximately 6 hectares tract of land into a Municipal Park and Recreation Center.
As can be gleaned in the Vicinity Map (Fig. 1), the proposed site is strategically located in the
CED (Central Business District) of the town and very accessible to the population.
The land is on flat terrain with a mean sea level elevation of 1.5 M. endowed with flourishing
vegetables cover of Pine trees and coconut tress towering and dominating the landscape. The inlet river
(See Fig. 2) dividing the proposed development site from the built-up area is of brackish water and lined
by Mangrove growth along its bank having a heavy concentration of growth in its terminal end. Marine
life thrive in the terminal while in the river inlet stretch, the marine life threat has diminished due to
siltation.
The presents of existing improvements threat are the basketball court, a tennis court, a crude
athletic oval field carved out of the earth surface, dilapidated concrete benches around several pine trees,
a concrete river protection level along the river banks and the intrusion of the squatters in the western
part of area numbering 50 shanties or houses of light materials program to be evicted and relocated to an
appropriate housing site. The two bridges spanning the river inlet are of concrete culverts.
The Comprehensive Development Town Plan envisions the area to provide the necessary
ecological balance of the community by preserving, conserving and protecting its natural endowments
while making it a site to accommodate the amenities required of the rapidly growing population.
The Municipal Planning and Development Council who is in-charge in the implementation of the
Town Plan has conceived and adopted the following guidelines and requirements for the development of
the area.
(a) The immediate preparation of the MASTER PLAN wherein you are as an Architect is
commissioned by the local authority to form part of a planning team tasked to execute and
translate into spatial terms the aspiration of the community.
(b) The utilization of the indigenous resources and materials that abundant in the community for
the necessary infrastructure supported and improvements that shall be introduces in the park
and recreation center. The indigenous materials found in the community are: nipa, cogon,
bamboo, rattan, coconut, pine trees, narra and yakal trees and other dipterocarp species,
adobe stones, white clay. Also, it has big deposit of granite, chromites and the other ores, the
town being a mining town.
(c) The conservation, preparation and protection of the area and its development into a Nature
Park.
For the different functions and features of the Municipal Park and Recreation Center, the following to
accommodate in Master Plan:
1. A Socio Civic center Area that shall accommodate or house a multi-purposed hall
for community assemblies, conferences, seminars or meetings with approximate
capacity to hold 300 to 500 persons. It shall be complemented by the administration
building to house not only the administration facilities of the park but also provisions
of the office spaces for the different local NGOS committed to support for the
development and maintenance of the park. A guesthouse to accommodate visiting
technicians and resource speakers of the multi-purpose hall.
2. A Trade Fair and Exhibition Center Area that will host seasonal and periodic
exhibition activities that showcase the communities various agricultural, agriindustrial and agro-forest produces.

3. A Food and Delicatessen Gallery Area to accommodate food stalls for the park
visitors and also to cater the food and snack requirements of the seminar participants
at the Socio-Civic Center. Dining areas shall be open.
4. A Children Playground to accommodate both active and less active play area.
5. A Heroes Plaza area to accommodate both local and national heroes that has
relevance to the community.
6. Special Gardens a series of educational gardens such as a Chinese Garden, Herbal
Garden, an orchard or plant nursery. The Chinese garden area is a commitment to the
local Filipino-Chinese community who have pledge to fund its construction and
maintenance. The Herbal garden area is in support of National Health Policy On
Herbal Medicines and the orchard or plant is to support the maintenance of the
vegetation cover as well as the beautification aspect of the park.
7. Sports and Athletic Field Area as mentioned in the preceding description of the site,
the existing basketball and tennis courts has to be re-established being a local sports
endeavor of the community. There shall be an oval field for sports competition
purposes. However, due to the policy of no tress shall be up rooted in the
development of the park, the usual bleachers for spectators surrounding the oval shall
be ruled out. Only one grandstand or center stage is required. (There is Municipal
Sports Complex being developed by the community in another site).
8. Skating Rink this is in respond to an earlier survey among the population whereby
such sports activity was given top list priority and aspiration.
9. Picnic Grounds, Walkways, Pathways, Promenades and Landscaping. The western
part of the site facing the China Sea shall be the beach area for bathing and
picnicking, circulation system of roads, pathways and walkways shall be in a
continuous loop connection to the oval to address the strollers and jogging exercises
requirements.
10. Parking Area there shall be no vehicles inside the park. Parking facilities shall be
provided before the bridge.
Budget and Financial Aspect of the Project:
The Municipal government has committed its Countryside Development Fund allocation from
the National government for this project and complemented by the local funds. The local NGOS has
likewise committed to fund the different functions of the park and recreation center. Maintenance and
Administration of the park shall be by a Special Body or Authority composed of the public and private
sectors the Socio-Civic, the Trade Fair and Exhibition Center, the Food Gallery areas and the for the
operation and maintenance of the park.
DRAWING REQUIREMENTS:
1. Draw the master plan of the proposed Municipal Park and Recreation Center on Sheet 1/3. Use
the scale of 1:750 M.

DESIGN PROBLEM 02
THE PROPOSED GUEST HOUSE located at the Socio-Civic Center Area
Of the Municipal Park and Recreation Center.
As discussed in the preceding design problem, there is a requirement to construct a Guest House in
the Socio-Civic Center to function as a reception or accommodating guests, technicians or resource
speakers engage in the Centers Multi-purpose Hall. The Guest House shall have four (4) bedrooms
with two (2) toilet facilities, a kitchenette, a Dining area and a living room.
As conceived the Socio-Civic center Area where the Guest House is located shall showcase the
indigenous materials of the community.

1. Draw the FLOOR PLAN, ELEVATION and one SECTION and a PERSPECTIVE VIEW of the
Proposed project on sheet 3/3. Use the scale of 1:100 M.
