SCRIPT
The African Union Mission in Somalia (AMISOM) together with the United Nations
Office for the Coordination of Humanitarian Affairs (OCHA) today launched
guidelines to facilitate better harmonized and coordinated delivery of aid support to
the Somali people.
The Somali Country Specific Humanitarian Civil-Military Coordination Guidelines
were launched at a ceremony attended by the Special Representative of the
Chairperson of the African Union Commission (SRCC) for Somalia and AMISOM Head
of Mission, Ambassador Maman S. Sidikou and the Deputy Special Representative of
the UN Secretary General to Somalia and Resident Humanitarian Coordinator
Philippe Lazzarini.
The guidelines aim to establish agreed principles and practices for constructive civilmilitary relations between AMISOM and humanitarian actors, operating within the
same environment in Somalia.
Speaking during the ceremony, the SRCC reiterated the commitment of AMISOM to
provide a conducive environment for humanitarian assistance to reach the Somali
people.
Am so proud of what AMISOM has done, our men our boys I will call them have
done on the ground, but we also want from the guidelines to also show that they are
not people just carrying arms they are also people soldiers but actors opening the
way for the populations of South Central Somalia to be accessing their God given
rights to food to health to education, he said.
Mr. Lazzarini added that such guidelines are very important in ensuring better
structured relations and in turn more effective aid delivery. Well in the Somali
context if we can improve the movement of basic commodities and movement of
population it will favourably contribute to the overall food security situation it is true
that today we are in a situation which is comparable to 2010 we have a number of
indicators telling us if we are not addressing the need today the situation will get
worse tomorrow, he noted.
The guidelines address civil-military coordination in both complex emergency
situations and disasters in peacetime settings.
