g. Alternative Delivery Modes that Promote Access and Holding Power of School.
To strengthen the holding power of the schools, Project EASE (Effective Alternative
Secondary Education) was implemented for students who cannot attend class
regularly due to personal, economic or financial reasons. It was intended to
complement the existing formal system to make secondary education more
accessible to students in disadvantaged situations. An EASE student can enter into
a contract with the school to study at home for a period of time until he/she is ready
to return to the formal system. Learning is facilitated with the use of modules as
instructional materials during the period when they are out of the classroom.
For those who are unable to start or complete secondary education due to lack of
time, distance, physical impairment or financial difficulties and for those living in
areas of conflict, the Open High School Program was designed and implemented.
The system is learner-centered and makes use of a wide range of teaching-learning
strategies through a combination of print and non-print media. This is complemented
with the implementation of BalikPaaralan Program (Home Study Program).
Learning is primarily a self-activity and is achieved only when the curricular program,
instructional materials and delivery system are adjusted to the needs of the learner
who cannot, for one reason or another, regularly go to school. At the elementary
level, Project IMPACT, a combination of self-learning materials and an in-school, offschool
mode, continues to be implemented in some regions as a way of reaching the
hard-to-reach students and circumventing limited school resources.
