IhadtheresponsibilitytofollowupontheDirectorate'sdecisiontoclose6hatcheriesinthesoutheast.Iwas
involvedinallaspectsoftheclosureandsubsequenttransferofthehatcheriestotheStatesandtherelocationof
all28employeesimpactedbytheclosures.DuringmycareerIservedon,chairedandcochairedmanyRegional
andNationalworkgroupsthataffectedallofthehatcheriesintheNationalFishHatcherySystem(economic
outputs,outsourcing,programpriorities,budgets,staffingneedsetc)includingthemitigationhatcheries
(mitigationresponsibilities,economicoutputs,outsourcing,budgets,staffingneedsetc).AsyoucanseeIfully
understandServicehatcheries,themitigationhatcheries,hatcherybudgetsandstaffing,andhatcheryclosure
andtransferprocessesandprocedures.
Afterreadingandwritingmanyemailsoverthepastthreeyears,readinganumberofServicecorrespondence's
tothepublicandCongress,reviewingnumerousServiceandCongressionaldocumentsincludingbudget
documents,aswellasreviewingtheMEMOandtheREPORTitismyopinionthattheDirectorateisoperating
withabiasedmindsetthathasonlybeenfocusedonclosingthemitigationhatcheries.Itisalsomyopinionthat
theMEMOandtheREPORTclearlydemonstratethattheDirectorate'spushtoclosethemitigationhatcheriesis
drivensolelybytheDirectorate'sownpersonalagendaandnotbybudgets.
Aswesurfacefacts,addressmisleadingdataandinformation,discussbudgetandnumerousotherissuesand
concernswewelcomeanydiscussionsandadditionaldataorinformationfromtheDirectoratethatbetterexplains

Plus,thetrophytroutfishingintheColoradoRiveraroundWillowBeachwillsoonbejustamemory.
TheArizonaGameandFishDepartmentisworriedaboutallofthis,saidChrisCantrell,thefisherieschiefforthe
ArizonaGameandFishDepartment.
"Thereisnoquestionthis[hatcheryclosure]isgoingtoimpactanglersfromWillowBeachsouthtotheBullhead

unfamilarwithswimbaitsaquickgoodsearchshoulddoyougood.Mostofmyluresmimictrout,becausethat
iswhatbigstripersliketoeat,Now,withnotroutinmohave,orintherivericanonlyimaginehowrhisisgoing
toaffectthings.First,withnofishorhatchery,whywouldsomeonegotowillowbeach?Theyhavenoreason
tovisitorstaybecausetheycanttourthehatcheryandtheycantfish.Second,youareslowlybutsurley
changingtheecosystemfortheworst.WithnotroutintheColoradoriversystemiamsureyouwillseea
declineinthepurchaseinfishinglicenses,especiallytroutstamps.Soplease,canwehaveourtroutback?
