ll hell broke Wednesday as rival supporters of football
legend George Weah of the Congress for Democratic
Change and Robert Sirleaf an independent candidate and
son of President Ellen Johnson Sirleaf, came face to face
in the PHP community. Cars were vandalized and people wounded as
the two rival groups threw stones at each other and chanted slogans
of war.
Supporters of Sirleafs camp say it was the CDC that started the
unprovoked attack on them but supporters of the CDC claim
otherwise.
The violence began on Wednesday afternoon when some former
executives of the CDC went to the Barracks Young Controllers (BYC)
football pitch in the PHP community, to pledge support to Sirleaf. At
the same time the ceremony was going ahead, partisans of the CDC
said to be in a convoy escorting Weah were passing through what is
now termed the Sirleaf zone.
Riot Police officers were swiftly deployed in the area to quell the
skirmishes and put the situation under control and at last, they
succeeded. The CDC partisans walked away and continued their
rallying of Monrovia.
Chief Budu Wilson, former National Vice Chairman of the CDC led
the way to pledge support to the Sirleaf camp. He told FrontPageAfrica
that he was shocked by the actions of the CDC partisans.
Just today about an hour ago, I along with some former members
and executives of the CDC, endorsed the candidacy of Mr. Robert A.
Sirleaf. People identified as CDCians barricaded the premises. They
threw stones, damaged several vehicles; were so surprised, he said
after the incident.
Weah Has Not Delivered
While the Press conference was going on, we received calls and text
messages of threat, threatening us to desist from what we were doing.
But the irony is, we are not partisans of the Congress for Democratic
Change, as for me, I was expelled from the party, other former
members left the party for various reasons.
Wilson said his decision to support Sirleaf is because he finds no
vision in the party. He said Weah has not delivered to youths of the
party who have placed their trust in him.
I see that Robert Sirleaf is development oriented hes especially
concerned about the wellbeing of the young people. What I see him
doing for young people is commendable, he said.
Continued Wilson: The young people of this country need to be
transformed and there must be someone in whom they can repose
their confidence. They have done it for Ambassador Weah but they
are not seeing the reciprocity. People love Ambassador Weah, but
in return, they are not seeing him loving them and Robert Sirleaf is
doing the contrary.
Sirleafs supporters allege the incident, which started around 14:00
Hours GMT was started by a marauding gang led by Rep. Acarous
Moses Gray (District 8, Montserrado County) who reportedly
instructed CDC followers to storm the headquarters, break down the
gate.

Declaring the attack on what his supporters say is his stronghold,
Sirleaf, whos seeking the Montserrado County Senatorial seat,
slammed an attack on his campaign headquarters Wednesday as a
cowardly act of desperation and fear.

mode due to the increasing and overwhelming support his campaign
is receiving throughout the county.
It continues to sadden us that an institution like the CDC is again
returning to the same "violence at all cost model." The perpetrators of

He said his camp headquartered at Blue Field, PHP-and the home
of BYC Football club was attacked Wednesday and vehicles were
damaged. He said several women campaign volunteers were injured
by a band of supporters from Weahs CDC.
Gray later told LIB24 radio that he was giving the Rob Sirleaf
campaign 72 hours to vacate the premises before their return.
Tantamount to assassination, Gray says
Gray pointed fingers accusing fingers at Sirleafs supporters for what
he termed attempted assassination.
It saddens us that Mr. Sirleaf and his team will seek to shamelessly
issue a statement that seeks to shift blame instead of calling off his
brutal attack dogs who provoked a barbaric and uncivilized situation
by throwing stones at our political gathering. Their action which
included an attack on the vehicle of our flag-bearer and senatorial

candidate Ambassador Weah, is tantamount to assassination and


needs immediate redress, Gray stated.
The CDC lawmaker is demanding an inquiry into the matter. We
demand inquiry into this matter as we were invited by the community
Chair to help with their quest for Safe drinking Water. The Sirleaf
supporters willfully intruded into our gathering and threw stones and
fled into the PHP field and continued the stone throwing from there,
he explained.
Gray questioned the slow pace of the police arrival on the scene
in responding to the violence against supporters of the CDC. We
wonder why the police took so long to arrive as all candidates need
equal protection. We have instructed our supporters to remain law
abiding but we want the Sirleaf team to know that this barbaric act
on their part must be the last of its kind. The National Elections
Commission(NEC) must act now so as to avoid further acts on the
part of Mr. Sirleaf handful of supporters, Gray declared.
The CDC lawmaker declared that the PHP field is not a personal
property of Mr. Sirleaf or his campaign team. The property belongs to
the GOL and the field is intended for the community use just like the
one built in Slipway.
Moses Konneh a supporter of Sirleaf speaking after the clash said the
instruction to stone supporters of Sirleaf was issued by Gray, (CDCDistrict 8).
We were standing at the front there Acarous Gray told the CDC
people to stone the fence saying we dont need any fag (gay) in this
country and the people started throwing rocks, he said. So while they
were throwing rocks, we were fighting to come inside, so we cant get
hurt. The crowd was too much and we could not stand in front of the
crowd. The thing theyre doing is wrong it is not necessary. They hurt
one person. They have no right to come to our party headquarter.
Jefferson Koijee, Youth League Chairman of the CDC told
FrontPageAfrica that the party is ahead in the process and there is no
need to cause disturbance. We are already ahead in this process so
there is no reason to disrupt the process.
The CDC has invested in the process and we cannot cause problem
Koijee said.
He accused supporters of Mr. Sirleaf of attacking CDC supporters and
said the action supporters of Mr. Sirleaf Wednesday is a confirmation
of his promise to make Liberians bleed like Ebola for jeering at him.
The ongoing campaign is a confirmation of the work we have done
over the time. As you may be aware it is Mr. Sirleaf who said he will
squeeze people until their intestines come out. Those were things that
should
have been said in 1990 and not today, said Koijee.

LIBERIAS FRAGILED

Any form of violence at this time when the eyes of the


world is watching, praying and hoping that Liberia
ride through this crisis will send a bad signal and
message that Liberians are a bunch of unserious
people in need of some serious political therapy.
EBOLA-HIT Liberia received a Doze of potential reality
Wednesday when rival supporters of football legend George
Manneh Weah and the independent candidate Robert Alvin Sirleaf
clashed in the PHP Community, the headquarters of Sirleaf.
THE CLASHES came just days after the National Elections
Commission declared open the start of the political campaign
season for the upcoming Special Senatorial elections slated for
December 16, 2014.
VARIATIONS OF WHAT may or may not have triggered the
melee has been cluttering the social media circuits with supporters
of both sides laying to their shares of the spoils of what has now set
up a prelude to what many anticipate would be a rather contentious
elections.
MR. SIRLEAF, in a statement late Wednesday took aim at the
CDC he blamed for the incident he described as a cowardly act
of desperation and fear, suggesting that the grassroot party is in
a panic mode due to the increasing and overwhelming support
his campaign is receiving throughout the county. It continues to
sadden us that an institution like the CDC are again are returning
to the same "violence at all cost model." The perpetrators of this
wanton act of violence must be brought to justice. Our campaign
journey will remain a peaceful one throughout the entire democratic
process, as we have faith in the good people of Montserrado County

WEAH ON THE OTHER hand riled up his supporters with jabs of
his own at Sirleaf.
SAID WEAH: "The behavior here today show that Robert Sirleaf
does not mean well for this country. The attitude should in no way
discourage you from supporting CDC; but rather should motivate
you to do more."
REPRESENTATIVE ACAROUS Moses Gray(District 8,
Montserrado County) a former secretary general of the CDC told
FrontPageAfrica late Wednesday that the party is saddened by
claims from the Sirleaf camp. It saddens us that Mr. Sirleaf and his
team will Seek to shamelessly issue a Statement that seeks to shift
blame instead of cutting off his brutal attack dogs who provoke a
barbaric and uncivilized situation, throwing stones at our political
gathering. Their actions today to attack the vehicle off our flag
bearer and senatorial aspirant, Ambassador. Weah is tantamount to

THE INCIDENT while not as damaging as it could have been drew
riot police who quickly arrived to restore order, but not after several
properties were seen damaged as a result of riot from supporters
of both sides. A despondent Weah urged his supporters not to be
discouraged especially in their beliefs.
HISTORY HAS NOT taken too kind to Liberia and elections.
AS FAR BACK as 1955, when S. David Coleman's Independent
True Whig Party and its ally the Reformation Party were barred
from participation in the presidential elections and took their appeal
to the Supreme Court, tensions have been at the front and center of
elections in Liberia. Coleman and other Independent True Whig
and Reformation Party officials were charged with treason and
sedition, after an alleged attempt on the life of President William
V. S. Tubman. Coleman was killed in a reported shootout when
security forces attempted to arrest him at his Clay-Ashland home.
COLEMAN HAD RISEN to the position of Chairman of the True
Whig Party during the reign of President Edwin Barclay (1930
1944). But relations between the pair deteriorated to such an extent
that the two became political opponents. Coleman then successfully
joined William Tubmans campaign for the presidency but in 1954
switched back to Barclays camp that rivaled with Tubman for

he political party is a contemporary form of


dictatorship; it is the latest modern dictatorial
instrument of government, whereby the
part rules the whole. Comprised of a group
as opposed to an individual, a political party is able
nevertheless to attribute a semblance of democracy to
itself through the formation of councils and committees,
and through the propaganda activities of its members.
But a political party is not in any respect a democratic
instrument. It is an organization formed by individuals
who share the same interests, ideas, culture, place or
doctrine. They come together to form a political party so
that they may realize their interests or impose their ideas
or the might of their doctrine on society as a whole, with
the intention of seizing power as a means to implement
their political program.
Democratically, none of these individuals or members of
a political party should rule over a whole people who
constitute diverse interests, opinions, dispositions, places
and beliefs. A political party is a dictatorial instrument of
government which enables those with the same ideas or
interests to rule over the people as a whole. In actual fact
the party constitutes only small minority.
The purpose of organizing a political party is to create
an instrument with which to govern the people, the nonparty members of the populace. Fundamental, political
parties are based on a domineering and despotic theory:
the manipulation of the people by the party leadership
alleges that its rise to power is a means to realizing the
partys objectives, and assumes that its objectives also
represent the aspirations of the people. Such theorizing
is justification for party dictatorship, and it is the theory
presented by any dictatorship.
Regardless of their diversity, political parties set forth
theories that basically the same. Yet it is the plurality of
parties that escalates the struggle for power which usually
supersedes and destroys any achievements gained by the
people, and also subverts any socially beneficial plans.
Such destruction and subversion is meant to justify the
opposition partys attempts to undermine the ruling party

it aims to replace.
In their fight against each other; political parties seldom
engage in armed strife; instead they usually resort to
mud-sling tactics to discredit one another. Their battle
inevitable rages beyond societys vital and prime
interests, and of these some, if not all, may fall victims of
this wrangling and be destroyed.However,this situation
serves to support the arguments of the opposition parties
against the ruling party or coalition.
In order to rule, the opposition party must defeat
the existing instrument of government. To do so,
the opposition must undermine the governments
achievements and cast doubts on its plans, to prove the
incompetence of the current governing instrument even
if these plans were beneficial to society.
Consequently, the interests and programs of society
became the victims of the power struggle raging among
the political parties. Although the struggle for the power
among political parties stimulates political activity, it
nevertheless his a divesting impact on political, social
and economic levels, if invariably, it culminates in
the triumph of just another instrument of power- the
downfall of one political party and the rise of another,
but also in the defeat of the people, and thus the defeat of
democracy. It should be added here that political parties
can also be bribed or corrupted by both internal and
external interests.
Initially, a politically partys formed to represent the
people.However,it does not take long for the party
leadership to become the representative of the party
members, then for the head of the party to become the
representative of the elite. it is clear that this is a game of
deceitful force base on a false form of democracy, which
has underlying selfish and authoritarian intensions that
are fraudulently pursued with maneuvering and political
games, this confirms the fact that the party system is a
modern instrument of dictatorship which the world has
not yet eradicated. It is the dictatorship of the modern
age.

1955 presidential elections, the assassination attempt took place (June
22,1955). Coleman, one time Minister of Interior under President
Tubman, was accused of being implied in the assassination plot, was
hunted down by security forces and killed on June 27, together with
his oldest son under conditions that have never become very clear.
The facts that surrounded The Plot That Failed have never been
satisfactorily verified.
THE OCTOBER 15, 1985 election was the first since the April 12,
1980 military coup that brought Samuel Doe to power.
OFFICIAL RESULTS SHOWED that Samuel Doe won the
presidential election with 50.9% of the vote, just enough to avoid
a runoff and his National Democratic Party of Liberia(NDPL) won
large majorities in both houses of the national legislature.
IRONICALLY, the polls were marred by allegations of widespread
fraud and rigging that the current president who ran as a senator
for Montserrado County rejected the results even though she was
declared the winner.
IT WAS WIDELY believed that Jackson F. Does Liberia Action Party
which officially finished second was the actual winner and that Doe
had the ballots counted in a secret location by his handpicked staff.
THE SAD REALITY is the results of those elections triggered the
events that led to years of a bloody civil war as multiple coup attempts,
human rights abuses, corruption and ethnic tensions followed, leading
to the 1989 civil war and subsequent death of Doe in September 1990.
SADLY, IT APPEARS that the death of Doe and the civil war has had
very little impact on Liberians.
IN NOVEMBER 2011, Hundreds of protesters clashed with the police

and United Nations peacekeepers leaving at least one person dead


the day before a presidential runoff that the opposition has vowed to
boycott.
ALL THIS AFTER international observers described the first round
of the presidential election the first since 2005 and only the second
since Liberia emerged from its devastating 14-year conflict as free
and fair.
AT A TIME when Liberia already has its hands full dealing with a
major health epidemic; a deadly Ebola virus outbreak, these elections
must offer promise for a fragile democracy and hope for many
languishing at the bottom of the economic.
ANY FORM of violence at this time when the eye of the world is
watching, praying and hoping that Liberia ride through this crisis;
will send a bad signal and message that Liberians are a bunch of
unserious people in need of some serious political therapy.
WE HAVE COME too far and witnessed so much political turmoil;
yet, life for many poor and indigenous people, remain the same.
THOSE WHO CLAIM to be seeking public offices in hopes of
rescuing people out of poverty and suffering have been riding on the
backs of voters and constituents for years.
THIS MUST NOT be one of those times when we see yet more deaths
and chaos leading to the same results we are experiencing today.
LIBERIA HAS had enough violence, seen a lot of pains, sufferings
and deaths.
WAR, EBOLA and multiple violent turns have taken a lot out of our
existence; a lot from our mindset and taken us decades back. Now is
the time to avoid the trappings of power and the errors of the past that
has brought us nothing but trouble. A Hint to the Wise

Sometimes we miss the issues terribly and present misguided
views. What are the issues? Credentials or certification? The issues
lie in whether or not Mr. Werner has an education and measurable
experience that supports his ability to work as lead manager in Public
Health. I think he has demonstrated that he has. Does he have to be
a licensed clinical therapist to be considered as a clinical therapist?
No. I do not know if he is or isn't certified, but the key point is that it
is not an issue for his nomination. (Some states in the U.S. in which
a person with a masters degree in education or psychology may
practice counseling or psychotherapy without a license.) A health
healthcare system can not be built by an individual and it is not the
role of the health minister, so to say Mr. Werner is not qualified to
build the healthcare...

WHY WEAH WILL WIN MONTSERRADO

The Editor,

n 2014 Weah will win and this is why; Weah has instant name
recognition, he has a large following, the youth see him as one of
them, the common man see him as one of them, yet Liberians see
him as an icon, humanitarian and philanthropist.
In addition he has earned political capital and political relevance. In short
he has a large following, made up of various constituents, and he has
gone through the electoral process twice, thus allowing him to be vetted.
Indeed George Oppong Weah will win because the people see him as a
voice for the voiceless. They see him as one who knows and understands
their plight, therefore they believe he will represent them and speak for
them.
Now let's juxtapose a George Weah with a Robert Sirleaf, and that will
give us an insight into why Robert Sirleaf will be rejected by the Liberian
people. As opposed to George Oppong Weah, they see Robert Sirleaf as a
man who is using "their money", and his political connection and power,
to acquire more power. They see him as acquiring power not to represent
the poor and marginalized in society, but as means of consolidating
power and influence in order to succeed his mother as President. They
see his building of markets and football fields as more of a contrived,
calculated political move, as opposed to a George Weah who was with
them during Liberia's dark days.
Robert reminds people of AB Tolbert. Robert reminds people of the fact
that he is SENIOR adviser to a president whom they consider a "failed
leader". Robert represents the educated people who have failed them.
Robert represents a lifestyle they consider foreign to Liberia.
Therefore their vote against Robert Sirleaf will represent a vote against
a "Sirleaf dynasty". It will represent a vote against what President Sirleaf
stood up to during the days when A.B Tolbert was a lawmaker, and
President Tolbert had a government full of his relatives. They will vote
against Robert Sirleaf because UP has rejected him for moral reasons,
and Liberian society is not ready to make gay rights a political issue.
They will reject Robert Sirleaf because he represents everything that was
wrong with Liberia prior to the 2005 elections.
Why Weah and not Ali Sylla? Ali Sylla should have been the one to take
away the Mandingo voting block, as well as some of the youth vote, but
the miscalculation was in the fact that the president, and her inner circle
refused to support the UP candidate. Instead she decided to support her
"beloved son". This is a decision that will haunt her seriously because
that brought about a split in her Party, and a severe denouncement and
rejection of her son. Ali is now out of the race for "medical reasons", and
Weah's youth and Mamdingo voting block remains intact.
Why not Ben Sanvee? Ben SANVEE is eloquent and has a history of
standing up to the dictator Charles Taylor. As a result he was made Youth
Advisor to Taylor. Some say he used that post to promote youth causes
and that some individuals benefitted from his Advocacy. Others see him
as a member of a despot's regime. They see him not as "A fresh start", but
as more of the status quo, since he is surrounded by Benoni Urey and A.
B Darius Dillon. Ben was brought in to take away the youth vote, but he
does not have a constituency as entrenched as Weah. He may take away
some of the high school and college smart-phone carrying youths, who
are tuned into social media. However I doubt very seriously if he will do
much damage to Weah's base.
Why Weah and not Christopher Neyor? Christopher Neyor for all his
managerial skills, lacks the constituency and following of a George
Weah. In addition he also represents the ruling party which he fell out
with. In his letter to the president he made it clear that he asked for the
President's blessing, but she refused to give it to him. Therefore he will
be rejected by the people because he is a disgruntled member of the
ruling class.
Why not Miatta Fahnbulleh? For all of her advocacy, Ms. Fahnbulleh
represents the ruling elite. She is good friends with the president, and
therefore she does not represent the common man. In addition she does
not have a constituency. Therefore she will be rejected by the people and
will not do much damage to Weah's base of market women.
Why not Joyce Musu Freeman the incumbent? Although she is from the

CDC, and she has failed miserably, she is seen as someone who doesn't
understand the issues. Therefore the big man whose coattail she rode on,
is coming in to fix things. She initially complained to the public that she
would run as an independent. Since then we've not heard from her. If she
keeps her word she too will be rejected.
For all of the reasons outlined above, when the campaigning and voting
is done, that will leave only one person standing. That person will
be none other than George M. Weah; the people's choice, the rags to
riches success story, the one who was "with us during our suffering', the
humanitarian, the icon, the philanthropist, and the UNICEF Goodwill
Ambassador who helped with the disarmament process.
For those who would want to focus on the issues, as oppose to his
popularity, and ask about his "footprints", I will say it speaks for itself.
George Weah's campaign message can be summed up when you watch
the CCTV documentary on his life. He wins when you watch the ESPY
awards presentation narrated by the American Actor Denzel Washington.
He wins when you watch Nelson Mandela speaking about what he
represents to Africa. He wins when you ask Liberians of the voting age
demographic (18-25), (a large percentage of our population) what he
represents to them. He wins when you ask the yannaboy, penpen driver,
market woman, taxi driver, slum dweller and struggling LU student what
he represents to them.
In addition he wins when you listen to the endorsement made by Musa
Bility; who is a powerful businessman, a Mandingo, the LFA President,
and the man who delivered Montserrado for President Sirleaf. He wins
when you hear the endorsement of Representative Edwin Snowe, who
is an influential politician in Montserrado County. He wins because
the ruling party has rejected the son of the president based on moral
grounds. Their Secretary General went on to refer to him as an enemy
of UP, which is an indication that they will canvass for Weah, or one
of his opponents, other than Robert. He wins because 14 out of 17
lawmakers have signaled to their constituents that he is "my choice",
and automatically "your choice". He wins because the people see Robert
as fake and wanting to use "their own money" and resources to buy his
way into power. He wins because Liberians believe that he deserves to be
given a chance, considering all of the characters we have in the Senate.
He wins because people see him as the "son of the soil", who came close
to being president twice. He wins because people like this writer said
he had no governing, executive or leadership experience, therefore he
has decided to "learn government", according to Representative Edwin
Snowe. He wins because he's already been vetted and scrutinized by all
of us. He wins because this is his time to show us that he can translate his
patriotism, humanitarianism and philanthropy into policies and statutes
that will change the lives of the Liberian masses.
My advice to Mr. Weah is to be receptive to constructive criticism after
you win, because we will continue to watch you and scrutinize you, as
you have set expectations very high. The people will be expecting a
whole lot from you in terms of educational reform, health care delivery,
jobs and economic empowerment. When you get there it is my hope that
you will set realistic goals and meet them. It is also my hope that you will
show true leadership by getting your colleagues and party legislatures to
put forth bills and earmark spending on those areas that will affect the
lives of ordinary Liberians.
My fellow Liberians the 14 lawmakers and their constituents,
Representative Edwin Snowe and his constituents, LFA President
Musa Bility and his constituents, Mr. Wilmot Paye and UP, the market
women, yannaboys, penpen drivers, taxi drivers, journalists, youths and
the average voters in Montserrado County, as well as this writer, are all
predicting that In 2014 Weah will win. May Mulbah Morlu's prediction
of vote rigging fail to be a reality.
God bless Liberia, God bless Montserrado and God bless Ambassador

Supreme Set to Rule in Writ of
Prohibition Against NOCAL

MonroviarontPageAfrica has learnt that the Supreme Court of


Liberia is expected to rule in a Writ of Prohibition filled
against the National Oil Company of Liberia and its
head, Mr. Randolph McClain within 24 hours beginning
Wednesday morning.
Mr. Harry Greaves, Jr. a Liberian businessman through his legal
counsel, Cllr. Frank Musah Dean and the Dean and Associates
Law Firm filled the petition against NOCAL for its handling of
the sale of offshore blocks LB-6, LB-7, LB-16 and LB-17.
Acting on the Writ of Prohibition filled by Greaves through his
legal counsel, Presiding Associate Justice Philip A. Z. Banks
in a memorandum from the high court issued November 24
cited Greaves and his lawyers and NOCAL to a conference on
Wednesday, November 26.
At the Temple of Justice Wednesday, Mr. Greaves, his lawyers and
representatives from NOCAL were spotted after the conference
with Associate Justice Banks.
Although both NOCAL representatives and the Greaves party
refused to comment on the outcome of the conference held in
closed doors but inside Supreme Court sources hinted that the
high court after hearing the arguments of both sides announced
that it will rule on the Writ of Prohibition within 24 hours.
Greaves through his lawyer is praying the Supreme Court to
restrain and prohibit NOCAL from further proceeding with the
sale of the Liberia Basin Round 2014 covering offshore blocks
LB-6, LB-7, LB-16 and LB-17.
The petition filled by the lawyers representing Greaves stated
Wherefore and in view of the forgoing, petitioner prays for
the issuance of the Alternative Writ of Prohibition against the
respondent, restraining and prohibiting NOCAL from further
proceeding with the Liberia Basin Bid Round 2014 and/or
awarding any oil blocks pursuant to the said Liberia Basin Bid
2014, pending a hearing by Your Honour on the issues involved,
on a date and time to Your Honours convenience; and after a
hearing, Petitioner prays for the issuance of the Peremptory Writ,
prohibiting and restraining the Respondent from ever proceeding
with the Bid Round in the manner and faction it started to
conduct same. Petitioner also prays Your Honour to grant unto
Petitioner any other and further relief as in such cases is made and
provided by law, with cost of these proceedings ruled against the
Respondent the Petition concluded.
Recently the NOCAL announced inviting bidders participate in
the bidding for the sale of the offshore oil blocks but Greaves and
lawyer are arguing that sufficient time was not allowed during the
announcement process and as such the process was carried out in
secrecy and mystery.
Greaves and Lawyer declared Further to count eight (8) herein
above, Petitioner says the Bid Round, as conducted under the
auspices of NOCAL, was shrouded in mystery, secrecy, and
privacy to the extent that either no or little effort was made to
undertake publicity through the print (newspaper) and broadcast
(radio and television) media.
The petitioner also contends that Liberians were not given
sufficient notice on the bidding process and as such it violates
the constitutional rights of Liberians to have equal access to their
resources.
Petitioner says unless this Prohibition is issued to restrain
NOCAL from proceeding, substantial injustice will be done to the
rights of Petitioner and all interested Liberians.
Based on the numerous counts the petitioner sated that the petition
was filled to ensure that the provision of the constitution and rights
of Liberians to equality is adhered to.
Petitioner says this Petition has not been filed for the mere
purpose of delay; but instead, to ensure that the provision
of the 1986 Constitution mandating the Government and its
instrumentalities to manage the national economy and the natural
resources of Liberia in such manner as shall ensure maximum
feasible participation of Liberian citizens under conditions of
equality is adhered to. Our Supreme Court has held that a writ of
prohibition will lie only in cases of manifest necessity. Dennis
vs. Dukuly, 7LLR 212 (1941) stated the petition.

Party is we have the capacity.
We have men and women
who are well trained, welleducated and have the capacity
to move this country forward.
All we need now is to use
that term unity as effectively
and efficiently as we can and
with a level of respect for one
anothera level of humility.
Once we get there, you will see
this country will turn around
and turn around for better,

has served for 25 years. They
started doing hand washing; they
changed their burial practices;
they recognized the need for
specific Ebola treatment [units].

in the same capacity as our
Soldiers, but because this is their
country and they feel training is
valuable, theyve joined us.
Clinicians
and
hygienists
are separated for portions of
the program and presented
curriculum relevant to their role
in the ETU. Clinicians include
doctors, nurses and physicians
assistants. Hygienists include
those who will care for the
upkeep of the unit.
On the clinician side, we do
clinical cases and teach how
to assess whether or not a
patient has Ebola, how to treat
Ebola patients and the process
to discharge them home or,
unfortunately, if theyve passed
away, how to manage the
bodies, said Favand.
Hygienists are taught how to
appropriately and safely clean
the treatment unit, how to mix
bleach and water, and how to
manage the bodies, she said.

Class begins
Using the WHOs curriculum,
which instructors have already
successfully completed, service
members begin day one with
an overview class on EVD and
infection prevention.
In a breezeless room filled
with little more than tables,
chairs and Meals, Ready to Eat,
service members train health
care workers on how to operate
an ETU. In an environment
where something as simple as
improperly washing their hands
can be life threatening, its vital
these workers learn here rather
than in an active ETU.
After an overview of EVD,
the class participates in a hand
washing exercise followed by
an introduction to the mock
ETU and the personal protective
equipment.
We teach them what they need
to know to protect themselves,
to protect their family and get
rid of the virus, said Air Force
Senior Airman Kyle Thompson,
instructor, DET-3. A lot of the
people here have family or know
someone who has died, and
theyre just overly grateful were
here to teach them how to take
care of their loved ones. Were
the ones training the Liberians
on how to fight EVD, but were
leaving it up to them to make the
right decisions.
Several Liberians, including
medical
and
nonmedical
personnel, are participating in
the class.
To save lives, Im being trained
to protect myself first before
helping the patients, and these
classes have helped my fear of
getting infected with Ebola to go
away, said James Gaylor, social
worker and ETU course student.
Gaylor, a native of Lofa County,
Liberia, said prior to the ETU
course, he wasnt trained on the
proper way to wash his hands or
wear the PPE.

for this training, he said. We

Students are tested on the fifth
day by going through a mock
ETU, said Favand. They go
through the mock ETU as a
team and don their PPE in buddy
teams so they learn to check each
other for exposed skin. Then
they have five patient scenarios
to go through in separate rooms,
including patients who are
combative and a patient who has
passed away. From caring for the
patient to properly disinfecting
the rooms, the teams are tested
on their ability to safely handle
various situations they may face
in an ETU.
In addition to the feedback
instructors give health care
workers as they go through the
mock ETU, survivors of the
Ebola outbreak participate as
expert patients.
The patients who play in the
scenarios are Ebola survivors
and they give feedback to the
teams immediately after each
of the scenarios are completed,
said Favand. They know exactly
what should be done to take care
of them.
One perspective these expert
patients remind health care
workers of is how foreign they
look in their PPE to patients,
said Favand. They emphasize
the importance of showing
compassion through their mask
and gloves to patients who
may seem frightened of their
appearance.
The final station in the mock ETU
is where the teams remove their
PPE. For safety purposes, every
ETU requires one supervisor to
watch one health care worker
remove their PPE.
Helping their own
Part of this mission here is to
essentially raise courage and
confidence in people to get rid of
this virus, said Thompson.
These people are really
wanting to help themselves,
said Thompson. Theyre very
proactive. Its not a lack of
want; its a lack of know-how.
Were here to teach them how
to prevent Ebola from spreading
and theyre listening to us and
taking those prescribed steps
seriously to help their own people
recover from this epidemic. I
think taking the fight to the main
source is definitely key to getting
rid of the virus.
While American troops and
volunteers from around the
world are helping combat the
Ebola outbreak, for natives of
Africa, this training and mission
hits closer to home.
Theres a part of me that is here
for the humanitarian aspect of it,
said Nell. Im from Africa and
there are Africans who need our
help. For me its an opportunity
to contribute and improve things
and hopefully to leave Liberia a
better place once weve left.
We want to take care of our
people and now we have the
training to take back to our
communities and teach them
how to stop this infection from
spreading, said Gaylor.

seen during the process of
fighting Ebola is that when
the community got involved
we saw a drastic change. In

learned that every disaster
begins at the community and

To fully ensure to get RITE
right is to empower the county

Dr. Kateh maintained that
the Incident Management
System is using the Rapid
Isolation and Treatment of
Ebola (RITE) strategy to now
combat the pockets of Ebola
outbreak across the country.
The RITE strategy is what we
think will be the best solution
in order to make sure that we
get to zero, he said.

will target five cities in Liberia

According to Flomo the cities to
benefit from the project include
Monrovia, Ganta, Voinjama,

training will begin in Monrovia
on November 27, 2014 targeting
six drivers adding that about six
hundred drivers in Monrovia will
benefit from the training.
Flomo further said, seventy-five
drivers each from both Voinjama
and Buchanan will benefit from
training adding two hundred

each from both Ganta and


Gbarnga are to benefit from the
initiative.
He added that trainees from the
anti-Ebola training will serve as
supervisors at various parking
centers.
He said, the trainees will carry out
temperature checks frequently,
monitoring hands washing and
educating the people about the
prevention of the Ebola virus.
Flomo said, the focus is to
buttress government efforts
in the fight against the killer
disease.

has led a woman and her two daughters falling prey to

man 22, accused of raping two girls ages 15 and 16 including their
28 year old mother (name withheld).
Defendant Hassan Dukuly duly charged with theft of property,rape
and statutory rape is currently detained at the Monrovia Central
Prison pending prosecution.
The police say defendant Dukuly was arrested following a formal
complaint filed by a relative of the victims who were reportedly
raped while seeking help to solve their spiritual problems.
The victims relative quoted by the police stated that the defendant
in an effort to succeed in his organized crime scan of theft and rape
influenced her sister by means of deception and impersonation in
order to gain the trust and confidence in several individuals who
sustained the loss of US$35,000 under the pretense of sending
them to the United States of America.
The relative of the victim continued in her compliant that the
defendant also in his scan did sexually abuse her three nieces at
graveyards,fearful and dark locations in Montserrado, Margibi
and Bong counties where their under clothes were buried or left
on the scene where they were sexually abused.
According to the police charge sheet, an investigation done
with one of the girl age 15, she stated that during the time when
the Muslim fast month ended in June 2014, defendant Dukuly
a resident of Jacob Town on the Somalia Drive went at their
Gardnesville resident and told her that they had family problem
and that she was a witchcraft.
The 15 year old victim explained that from this statement that the
defendant invited her behind Kerbah in the Gardnesville forest so
that he can remove the witch but upon their arrival the defendant
asked her to undress herself in the center of the graveyard and
instructed her to stand on a lapper at which time he mixed lime,
ginger and rice dust and put it in her private parts and begin to
have sex with her.
The second victim age 16 is also quoted by the police that on
October 2014, at 7:00 pm defendant Dukuly allegedly took her
into a bush in Harbel,MargibiCounty for seven days striped her
naked put her hand behind her head turned her face around and
had sex with her but after he got through put the lime and ginger
in her private parts and told her to urinate in his hands and he
drank her urine.
The third victim, the mother is reported to have told the police that
she received a call from one KarbahDemba telling them that she
was in witch so one Hassan Dukuly was coming to remove her
from witchcraft activities.
She also stated that the defendant came with a ginger, lime,rice
dust and took her around 15 Gate, Harbel Road in the bush where
he rubbed some of the lime on his waist on his hand, in her private
part along with the ginger and spread the rice dust around and
forcefully had sex with her by knocking her down and told her to
throw her under clothes to where they had the sex.
According to the police defendant Dukuly was duly charged with
the commission of the crimes when the police visited the various
crime scenes where evidence were gathered along with medical
reports that shows that the victims were raped with one of them 15
year old discovered to be pregnant for about 13-14 weeks.
The police say that they established that defendant Dukuly during
the course of carrying out his fake ritual practice on the victims
took advantage of their vulnerable state of minds and sexually
abused the victims in swamps, dark and isolated places.
The police furthered that defendant Dukuly made no comment and
chose to remain silent throughout the course of the investigation
which was his right under the law.

has lauded the Dutch Government and the European Union
(EU) for their contribution of supplies to the people of
Liberia to boost the fight against the deadly Ebola virus.
Atty. Woods in a release described such effort as a significant
contribution to a historic partner adding that it translates into a true
friendship.
According to a statement, Atty. Woods made the statement at the
Freeport of Monrovia on Monday, when he joined President Ellen
Johnson Sirleaf and other Liberians to receive the supplies from the
Ambassador of the Kingdom of Netherland accredited to Liberia,
Hans Docter.
It can be recalled Attorney Woods visited the United States and
Europe in search of needed assistance to help Liberia fight the Ebola
virus, the release added.
While in Europe, he visited the Netherlands and worked with several
organizations.
According to the release during the trip, the veteran Human Rights
lawyer held productive discussions with officials of government and
several private institutions, including Save the Children to launch a
fund raising campaign for the region in an effort to sustain the fight

against the deadly Ebola virus.

earned several academic achievements, is noted for his extensive
international networks in Europe and the United States.

Atty. Woods accompanied Amb. Docter and Save the Children to
several communities in Monrovia, including the West Point where
they interacted with young people from the Young Adult Center
supported by Save the Children to deal with sexual and reproductive
health and local intellectual center (Hatai center).
Atty. Woods also toured centers hosting orphans whose parents fell
prey to the Ebola Virus and household that just ended 21- day of
quarantine in Shara community, Du-port Road.
The Human Rights Lawyer urged Liberians to continue exercising
due caution by observing all of the health tips provided by medical
experts until every inch of Liberia, the region and the world is free of
the Ebola pandemic.

County is gradually evolving
in the Paynesville vicinity
specifically in the Rock-Hill
Community as eight residents
of the community have been
tested Ebola positive according
to medical sources.
The outbreak started after
some
residents
especially
close neighbors to the late Mr.
Solomon King Pour of the
Rock Hill Community were
misled to attend the burial rites
of the late Solomon following
a death certificate issued by a
local health center in the area
confirming the man had died of
typhoid and High pressure.
Residents told FrontPageAfrica
that after the death of
Solomon, community members
specifically close neighbors to
the late Solomon were cautious
as to how to approach the family
because the cause of his death
was unknown until a death
certificate from a health center
known as Rock-Hole Clinic was

provided indicating that the man


did not die of Ebola.
As a result of this assurance
from the death certificate, some
residents took initiative to help
the family give their beloved a
befitting burial.
According to eyewitnesses, some
residents helped family members
to bath and cloth the body of the
late Solomon followed by burial
at a local cemetery in the Sand
Town community, Paynesville.
One account have it that two
weeks after the burial, the wife of
the late Solomon fell ill and was
rushed out of the community to
(Rossville) Grand Bassa County
for treatment.
Family members are yet to
explain why they chose to
take their mother out of town
rather than the health centers
in Monrovia but it has been
established that she got paralyzed
and became speechless.
According to some neighbors
two days after she was taken to
Rossville she died and currently
eight members of the family
have been taken to the ELWA-3
Ebola treatment unit run by MSF
where all eight have accordingly

one death reported- one of the
Grandchildren.
Some residents who assisted the
family according to the head of
the community Ebola awareness
and sensitization volunteers,
Mr. PayeNyenawah have agreed
to turn themselves in but have
been told to keep themselves
in Isolation at home because

Madam VabahKebbeh, chair
lady of the Rock Hill community
said, residents of the community
woke up Wednesday morning
with the terrifying news of
an Ebola outbreak in their
community leaving them to live
in panic.
Varbah said: Yesterday was
a sad day in this community
everyone was walking hands
folded with faces in the skies
waiting for the results of their
Neighbors and fear has taken
over the community.
In

interview
with
FrontPageAfrica she said she
initially opted to treat news about
results of the eight people testing
positive as rumors because

according to her by then it was


not from an authoritative source,
but said if the news is anything to
go by, close to twenty homes will
have to be quarantined.
She also frowned on the health
center that declared the body
of the late Solomon Ebola free
for misleading the community
leading them to the current
situation they are faced with.
I know this community, since
the outbreak of Ebola people of
this community have been very
careful they are aware and taking
preventive measures but because
of a certificate from this clinic
people turned out to cater to the
body, she added.
Chair lady Varbah has disclosed
that she has not seen the alleged
certificate given to the family
by the clinic but threatened to
complain the clinic to health
authorities and recommended its
closure.
Because we trusted the result
given us by the clinic we never
care too much to monitor the
wife even though we heard she
was sick until I heard she died a
day ago on Buchanan highway,
Chairlady Varbah said.
Clinic Management Tightlipped
In an effort to contact the
management of the Rock-Hole
Clinic that has been accused of
issuing fake death certificate, an
unidentified lady who claimed to
be an employee of the clinic said
her boss was not in office and she
could not give any comment on
behalf of the Clinic.

EBOLA IS CHANGING COURSE IN LIBERIA

Will The U.S. Military Adapt?

he Ebola outbreak
started in rural areas,
but by June it had
reached
Liberia's
capital, Monrovia.
By August, the number of people
contracting the Ebola virus in
the country was doubling every
week. The Liberian government
and aid workers begged for help.
Enter the U.S. military, who
along with other U.S. agencies
had a clear plan in midSeptember to build more Ebola
treatment units, or ETUs. At least
one would be built in the major
town of each of Liberia's 15
counties. That way, sick patients
in those counties wouldn't bring
more Ebola to the capital.
But it's taken a long time to build
these ETUs; most won't be done
until the end of the year. And now
the spread of Ebola changing
clusters are popping up in remote
rural areas. So building a huge
treatment center in each county's
main town may no longer make
sense.
Two hours outside the capital,
the Army's 36th Engineer
Brigadejust finished erecting
an ETU last week. Lt. Abraham
Richardson shows me around,
first giving me a tour of the
triage building where all patients
will arrive. Then he leads me
to four giant white tents inside
what health workers call the "hot
zone."

"That's where all the confirmed


cases will be," Richardson says.
Each tent will house about 25
patients.
This is what the military is good
at: landing in a place they've
never been and building stuff.
But some say the size of the
ETUs is a problem.
Because it's taken so long to
build the centers, their relatively
large size is no longer useful,
says Dr. Darin Portnoy, who's
with Doctors Without Borders.
He's just finished caring for
two sick children at one of the
organization's original ETUs
back in Monrovia.
"ETUs are not needed right
now at the same level," he says.
"Right now the construction
should be scaled down fewer
beds."
"Take the amazing capacity that
has been brought to bear and
direct [it] elsewhere," he adds.
By elsewhere, Portnoy means
remote rural areas, where,
sometimes, the only way to
reach people is by walking for
hours or taking a canoe. He says
big international donors should
support so-called rapid response
teams that go out, find those
hard-to-reach people and set up
small treatment centers where
they actually live.
"Just because you have a plan
... doesn't mean you have to
continue on that plan," he says.

The U.S. has started to scale


down its plan, building only 15
ETUs instead of the 17 originally
planned. Some ETUs will now
have 50 beds instead of 100. And
instead of sending 4,000 troops
to West Africa to build facilities
and train health workers, the
military says that number will
now be closer to 3,000.
The military is also helping to
locate Ebola cases in remote
areas. Just last week, says
Maj. Gen. Gary Volesky, who
commands the U.S. forces in
Liberia, the military gave a team
of epidemiologists a ride in a
helicopter to a remote village
north of the capital to find Ebola
victims.
But Volesky says he wants to
know the military has an exit
plan, and that someone else will
take over the jobs that the U.S.
troops have been doing.
A few hours north of the capital,
at one of the busiest ETUs in
Liberia, custodian John Jameson
shows us the burial ground full
of fresh mounds of dirt. "Three,
four, five burials a day," he says.
The ones buried here were
those who could make it to the
ETU. Health officials say many
more people are getting sick
and dying in remote rural areas,
which means Ebola will keep
spreading.

AS EBOLA PINGPONGS IN LIBERIA, CASES DISAPPEAR INTO THE JUNGLE

here's a new phase


of Ebola in Liberia.
Epidemiologists call it
pingponging.
Back in March, the disease was
found in the rural areas. Then
as people came to the capital
to seek care, it started growing
exponentially there. Now, some
sick people are going back to
their villages, and the disease
has pingponged to the rural areas
again.
So that's where we're headed
into the hot, thick jungle of
Liberia to investigate a new
Ebola hotspot.
Our day with the team of Ebola
investigators starts at 3 a.m.
The team has been told there's a
woman with Ebola out there who
hasn't been treated. She could be
spreading the disease.
We drive five hours from
Liberia's capital, Monrovia,
and stop at a small, rural clinic
that looks something more like
a house with a few rooms and
no electricity. The team has
people from the World Health
Organization, the African Union,
Doctors Without Borders and the
Liberian Ministry of Health.
At the clinic, the head nurse says
she has also heard the rumors
of a sick woman. But the nurse
hasn't seen her. The nurse shows
us a hand-drawn map on the wall
of where we need to go to find
the woman. Our destination,
she says, is a village called
Fermaneeta.
It's the last village at the end of a
thin black line on the map. A thin
black line means the only way to
get there is to walk, down a long
footpath into the jungle. Fours
hours each way.
As we walk, Mutaawe Lubogo
from the African Union says
there are several options for the

bridge by dark," Dweh keeps
telling us. That's the last bridge,
the biggest bridge. It's two
bamboo poles over a dark muddy
river.
Once we get to the clinic, the
plan is to have an ambulance take
the alleged traditional healer to a
stadium where health workers
monitor people who might have
Ebola. If he doesn't show signs
of Ebola after 21 days, he'll be
let go.
But that night, the road to the
clinic goes out and the ambulance
can't reach the traditional healer.

the village and try to come back
the next day with supplies.
If the woman is still in the early
stages of Ebola, she can walk
back to the clinic, where an
ambulance can pick her up.
Lubogo is from Uganda and
worked on the 2007 Ebola
outbreak there.
"You're talking to someone who
has seen it before," Lubogo
says. But in Uganda, Ebola was
confined to the rural areas, and
that's where it ended. In Liberia,
there's pingponging.
"If I fall sick, I have to come to
the rural area, where I have my
parents, to my family to give me
care," Lubogo says.
This is how pingponging works,
he says. People go back and forth
between the city where there's
commerce, and the village where
there's family. And a few of them
take Ebola with them.
Out where we're walking, a
village is basically a clearing in
the jungle, with 10 or 20 huts.
The walls of the huts are made

of mud; the roofs are made


of branches and leaves. Each
village has a well, a fire pit for
cooking and small fields nearby
to grow food.
Each village is about an hour
from the next one. At the fourth
one, we find a clue. The team
meets a man who people say
is a traditional healer he
rubs herbs on sick people. He
supposedly cared for the woman
who's rumored to have Ebola.
The team lists off the names of
people who have tested positive
for Ebola. The man says he
knows a lot of them. But he
denies that he's a healer. He won't
even admit that he has touched or
treated any of them.
This is called contact tracing. If
you're doing it in Dallas, Texas,
you get addresses and phone
numbers. Out here it's different.
We leave the man and keep on
walking. We finally make it to
the village where the woman is
supposed to be.
At first, the village is pretty quiet.
There's laundry drying in the sun.
People start to gather around the
team. They put their hands in the

where you're going, you have no
idea what you're going to find.
Postscript: On a second hike,
the team found the woman who

Bomota, her home village. So
far she has shown no symptoms.
According to the team members,
she admitted she was hiding on a
farm the day that we came.

No one is opening the door.
The people in the village say the
woman is gone. Many members
of the Ebola team think the
villagers are hiding something.
Maybe the sick woman is behind
that door. Maybe she has already
died. If she has or had Ebola, in
any case, she is very contagious.
Emmanuel Dweh, one of the
team leaders, warns people not
to hide a sick person. If they
do, he says, they will get sick
themselves. But the people are
adamant that the woman isn't
there. After that, there's not much
more for the team to do.
So we start back out into the
jungle. It's four more hours back
to the clinic.
On the way, we pick up the man
thought to be the traditional
healer because he treated and
touched people with Ebola. He
has agreed to come with us.

UGANDAN DOCTOR ATAI OMURUTU ALARMS OVER

MALE EBOLA SURVIVORS INFECTING THEIR PARTNERS

Units (ETUs), President
Ellen Johnson Sirleaf
expressed happiness that all
the ETUs around Monrovia are
experiencing a drastic decline
in patient intake. However, she
continues to warn Liberians to
follow the advice and measures
specified by healthcare workers
in order to break the transmission
of the disease, as there are
still hotspots and pockets in
communities.
According to an Executive
Mansion release, President
Sirleaf made the comments
on Wednesday, November 26,
2014 when she visited the 96bed Alpha OAU Ebola Center
in Virginia and the 100-bed
Island Clinic Ebola Center
near St. Pauls Bridge, Bushrod
Island to assess conditions
there, including constraints, and
to thank healthcare workers,
partners, and volunteers for their
services to the country especially
in the fight against the Ebola
virus disease.
At the Alpha OAU Ebola Center
in Virginia, near Hotel Africa, the
head of the ETU, Dr. Jonathan
Hart, informed President Sirleaf
that they commenced operations
two weeks ago, precisely on
November 10. With a total of
80 staff, they currently hosts 20
suspected patients most of whom
have been there for a week.
Responding to the Liberian
leaders
question
about
constraints, Dr. Hart, who
previously worked at ELWA-2,
confirmed that the payment of
salaries is not an issue presently,
there was sufficient beds and
mattresses, while regular meals
(3X/day) is available for patients.
However, for the patients, he
appealed for more clothing
(clothes, blankets, beddings,
pampers, etc.), and supplements
like biscuits, juices, etc. We
need to make sure our patients

not Ebola, he said. He also
appealed for medical clothes
and transportation for the staff
as theres only one vehicle that

Speaking to the staff, President
Sirleaf thanked the healthcare
workers for serving their country
during this difficult time and
working with this kind of disease,
but thanked them for their
commitment and dedication.
At the Island Clinic Ebola
Treatment Unit, the head of the
clinical team, Dr. David Kaggwa
provided President Sirleaf with
the statistics since the ETU
opened in late September. They

have seen 1,015 patients to date;


while 582 were confirmed with
the Ebola virus disease. A total of
301 deaths occurred at the ETU
and the survival rate at the ETU
stands between 50 55 percent.
Dr. Kaggwa reiterated that there
is a decline in the cases of Ebola
being treated there, noting,

appealed to the health workers
to have patience and promised
to raise their concerns with the
Ministry of Health in order to
resolve the issues. With regards
to outstanding arrears owed the
healthcare workers, she assured
them that they will received
their salaries that they diligently
worked for. Once you sign
a contract, youll have to get
paid no doubt about that, she
assured.
On each stop, President Sirleaf
the healthcare workers,
thanked
partners, and volunteers for their
services to the country. We
would like to appreciate all of
you for making this big sacrifice
to come and join us to fight this
problem and for your service to
the country, she told everyone.
As usual, the Liberian leader,
at each stop provided assorted
food items and some cash to

building and recovery of the
health services of the affected
countries and is funding

he U.S. Public Health Service (USPHS)
Commissioned Corps has announced that two
patients, both Liberian healthcare workers, were
released Monday from the Monrovia Medical Unit
(MMU). Both patients have recovered from Ebola and are
virus-free.
Stanley Sayonkon, a 42-year-old nurse, and Mark Tate, a
43-year-old clinic records specialist, were admitted to the MMU,
a 25-bed field hospital constructed by the U.S. Department of
Defense, earlier this month and were successfully treated for
Ebola. The MMUs mission is to care for health care workers
who become infected with Ebola.
Both Mr. Sayonkonand Mr. Tate have returned home to their
families. Before they left the facility, both men left their mark
of survival, a yellow handprint, on the MMUs Ebola survival
wall. The colors of the wall, maritime blue and quarantine
yellow, are the official colors of the USPHS and symbolic of the
long history of the USPHS fight against infectious pathogens.
Both Sayonkon and Tate expressed gratitude to the staff at the
MMU for providing care, and helping them recover from Ebola.
We couldnt be more honored to have Mr. Sayonkon and Mr.
Tate walk out of the clinic cured of Ebola,RearAdmiral Scott
Giberson, Acting U.S. Deputy Surgeon General, said. They are
health care heroes. I also want to thank all our officers for their
superb service in providing care to Mr. Sayonkon and Mr. Tate,
and to future health care workers, who may seek care at the
MMU.
Health care workers, such as doctors and nurses, are at a higher
risk of infection, because they are in close, sustained contact
with Ebola patients who are symptomatic and infectious. Since
opening its doors at the beginning of November, the MMU has
received and provided care for 4 patients, all Liberian health
care workers.
The USPHS announcement is not only good news for the two
patients, but a positive sign for other brave health care workers
on the front lines, that there are resources for them if they
become ill with Ebola.
The MMU is staffed by a specialized team of officers from
the USPHS Commissioned Corps. This mission is led by Rear
Admiral Scott Giberson, Acting U.S. Deputy Surgeon General.
The Commissioned Corps, part of the U.S. Department of Health
and Human Services, is a deployable uniformed service of the
United States, with more than 6,800 full-time, highly qualified
public health professionals, serving the most underserved and
vulnerable populations both domestically and abroad.

WASHINGTON he World Bank Groups Board of Executive Directors today


approved a $US70 million International Development
Association (IDA)* credit to help Cote dIvoire improve
deployment and quality of health services in selected
regions, with a focus on maternal, newborn and child health and
nutrition services.
Todays financing will support the Health Systems Strengthening and
Ebola Preparedness project and part of the funds ($10.0 million) is
aimed at promoting Cote dIvoires pro-active measures to prevent
the spread of Ebola.
Recent political and social crises have taken a heavy toll on the
countrys health system. During 2002-2010, most of the health
centers were closed in the central and northern part of the country
(over 52% of health centers nationally), and only Non-Governmental
Organization (NGO) facilities remained open. Following the electoral
crisis of 2011-2012, all health centers in the western part of the
country and in the city of Abidjan (the communes of Yopougon and
Abobo) were closed. Nationwide many hospitals and health centers
were looted and remain in dire shape. The country health system
has particularly suffered during the ten years of crisis and instability
Cote d' Ivoire experienced. Investments in the sector were slow
and insufficient. As results access to, and quality of services have
deteriorated. This project will complement the Country ongoing
efforts to address those challenges, said Ousmane Diagana, World
Bank Country Director for Cte d'Ivoire, Togo, Burkina Faso, Benin
and Guinea.
In recent months, the Ebola outbreak in neighboring countries of
Liberia, Guinea, and Sierra Leone have been of great concern,
especially since there is over 800 miles of border between Cte
d'Ivoire and both Guinea and Liberia, and the epicenter of the
epidemic is in the eastern part of these countries--near Cote dIvoires
western border.
So far, the Ivorian Ebola response plan has been working efficiently,

with no recorded case. However, continuous support to Cote d' Ivoire


remains essential to help the Country respond effectively in case of
necessity said Mr. Diagana.
According to Dominic S. Haazen, Lead Health Policy Specialist
and TTL of the project : In addition to the specific funding to
improve Ebola preparedness, the project also addresses a number
of the barriers to the effective utilization of health services in the
country, including access, availability, acceptability and affordability.
Different interventions will address each of these barriers, in a
mutually supportive way
The project will benefit those covered by either the Performance Based
Program (PBF) or the Ivoirian Universal Health Coverage (CMU)
interventions. The PBF program is expected to help approximately
2.5 million people with a strong focus on women and children. The
CMU interventions will help an estimated 200,000 poor people and
provide them with free health insurance.
For the Ebola preparedness activities, the potential beneficiaries
include the entire population, although it is hoped that there will be
few, if any, cases.
The Government of Cote dIvoire has developed a National Health
Policy, which is accompanied by a National Health Development

lives. IDA is one of the largest sources of assistance for the worlds
77 poorest countries, 39 of which are in Africa. Resources from IDA
bring positive change for 2.8 billion people living on less than $2
a day. Since 1960, IDA has supported development work in 112
countries. Annual commitments have averaged about $18 billion over
the last three years, with about 50 percent going to Africa.

soldiers boarded a Monrovia
bound Hercules aircraft.
"It was decided between USAID
(U.S. Agency for International
Development) and the Liberian
government that two of the 17
Ebola Treatment Units was no
longer necessary. They were
canceled," he said.
Elsewhere in West Africa,
the disease is still spreading,
especially in neighboring Sierra

Leone which recorded 533 new


cases in the week to Nov. 16.
At least six people have died
from Ebola in Mali, whose
government is now monitoring
hundreds of contacts linked to
Guinean imam whose symptoms
went undetected.
Tate's comments echoed other
positive signs from Liberia, once
the epicenter of the worst known
Ebola outbreak in history that has
killed more than 5,459 people.
Already, the United States has
decided to trim the number of
troops in Liberia from 4,000 to a
maximum of 3,000 in December.
Liberian President Ellen Johnson
Sirleaf decided this month not to
renew a state of emergency there
and set a national target of no
new cases by December 25.
But Tate warned that authorities
need to remain vigilant.
"We can by no means declare
victory. We have to continue
pressure on this disease in
Liberia as well as in Guinea and
Sierra Leone and work on border
security," he said.
Tate said the United States had no
current plans to shift resources
to other Ebola-hit countries. "If
it became necessary and those
orders came to us, we maintain
the capability," he said.

grand jury decision
took to the streets
in cities across the U.S. for a
second day Tuesday, showing
that the racially charged
case has inflamed tensions
thousands of miles from the
predominantly black St. Louis
suburb.
For many, the shooting of
18-year-old Michael Brown by
Officer Darren Wilson recalled
other troubling encounters with
law enforcement. The refrain
"hands up, don't shoot" became
a rallying cry over police
killings nationwide.
A look at some of the
demonstrations:
NEW YORK
Thousands of people marched
for a second night in Manhattan,
gathering in Union Square
before splitting into several

smaller groups, chanting "No


justice, No peace." Some held
signs saying "Jail killer cops"
and "Justice for Mike Brown."
One group marched uptown
to Times Square, meandering
between lanes of traffic as
police followed. The protesters,
disrupted traffic on the FDR
Drive and congregated at the
entrances to the Williamsburg
and Manhattan bridges and the
Queens Midtown Tunnel.
"As long as they remain
nonviolent, and as long as
they don't engage in issues that
cause fear or create vandalism,
we will work with them to
allow them to demonstrate,"
Commissioner William Bratton
said.
The NYPD says 10 people
were arrested in Times Square.
Four people were charged with
resisting arrest and six with
disorderly conduct. There were

no injuries.
CALIFORNIA
In
Oakland,
protesters
vandalized police cars and
businesses in downtown,
smashing windows at car
dealerships, restaurants and
convenience stores.
The crowd briefly shut down
two major freeways and set
several trash bins on fire across
a major street before police
in riot helmets forced them to
disperse.
The California Highway Patrol
in Oakland said several people
were arrested.
In Los Angeles, protesters
flooded the U.S. 101 freeway,
bringing traffic to a halt.
Officers chased the few dozen
protesters off the freeway.
Separately, hundreds converged
on police headquarters.
About 150 people were arrested
after failing to disperse during

demonstrations, police said.


In San Diego, protesters
disrupted traffic on Interstate
5 early Wednesday after
demonstrators
blocked
a
freeway and hurled bottles at
officers the night before.
MINNEAPOLIS
A rally turned scary when a
car struck a protester and then
burst through a pack of others
who surrounded it. A woman
suffered minor injuries.
Several hundred people had
gathered near a police outpost
to show solidarity with Brown.
The driver called police soon
after to report the incident,
which police say is under
investigation.
OHIO
In Cleveland, several hundred
people marched down a
freeway ramp to block rushhour traffic while protesting
the Missouri developments and
Saturday's fatal police shooting
of 12-year-old Tamir Rice, who
had a pellet gun that looked
like a real firearm.
"The system wasn't made
to protect us," 17-year-old
protester Naesha Pierce said.
"To get justice, the people
themselves have to be justice."
In Cincinnati, more than a
dozen people were arrested
and officers had to shut down
part of a highway briefly.
The
Cincinnati
Enquirer
reported that up to 100
people marched several miles
through downtown, and some
demonstrators climbed over
barriers to stand on Interstate
75.
A municipal judge said 15
people were charged with civil
unrest.
ST. LOUIS
Protesters disrupted downtown
traffic for several hours by
blocking major intersections,
an interstate highway and

a Mississippi River bridge


connecting the city to Illinois.
Riot police arrested several
demonstrators who sat in the
middle of Interstate 44 near
the Edward Jones Dome. They
used pepper spray to disperse
the crowd.
ELSEWHERE
A couple hundred people from
historically black schools in
Atlanta, including Morehouse
College, Spelman College and
Clark Atlanta University held
peaceful demonstrations.
Some people split off from a
separate rally downtown and
tried to block a freeway. Police
said some windows were
broken and 21 people were
arrested, mostly for failure to
disperse when asked, but one
person faces a weapons charge.
In Portland, Oregon, a rally
drew about 1,000 people who
listened to speeches then
marched through downtown.
A splinter group of about 300
people kept going, marching
across a Willamette River
bridge. Bus and light rail traffic
was disrupted, and police used
pepper spray and made several
arrests.
In Boston, dozens of people
were arrested during a march
that drew an estimated 1,500
people.
In Kansas City, about 100
protesters marched through an
upscale shopping district to an
entertainment area, where they
encountered police barricades.
A photographer for The Kansas
City Star was among several
people arrested.
In Dallas, protests were mostly
peaceful, but seven people
were arrested when they
blocked part of Interstate 35
downtown.

Compaore resigned and fled the country in late October following

Drafted into the starting XI after Danny
Welbeck's injury, Yaya Sanogo sealed the
perfect start when he finished through the legs
of Roman Weidenfeller after 73 seconds, his
first competitive goal for the Gunners.
Alexis Sanchez then curled a fine shot past
the keeper from just outside the edge of
the penalty area in the 57th minute and a
composed Arsenal were able to hold off
Dortmund's attempts at a fightback thereafter.
Arsenal needed just a point to be assured of

qualification but victory leaves them with a


chance of sealing top spot in the group and
avoiding a potentially tricky last-16 tie.
For Dortmund - already well off the pace
behind leaders Bayern Munich in the
Bundesliga - defeat ended their perfect record
in the competition this season as a side missing
influential forward Marco Reus through injury
struggled to make much of an impact.
Both teams have seen their ranks depleted
by injuries this season and there was further
concern for the hosts as first captain Mikel
