Sealed tenders are invited in two bids (Part - I Techno Commercial Bid and Part - II Price Bid) from bonafide experienced
contractors of financial standing and reputation for the work as per details given below:

Pre-qualification requirement :
TECHNICAL PRE QUALIFICATION CRITERIA
1. Work related experience.
1.1 The bidder should have experience in execution of condition monitoring job of Rotary Equipment in industries like
Hydrocarbon Processing/Fertilizer plant/Refinery/ Petrochemical complex/Power Plant with asset count not less
than 1500 rotary equipments.
1.2 The bidder shall submit order copies and/or completion certificates for 5 such contracts executed during any of the
last five preceding financial years including current year but up to the last date for sale of tender.
2. The agency will provide service through qualified and suitably skilled & experienced personnel. The personnel to be
deployed at site for the job should meet following criteria.
2.1 Vibration analyst should have

At least 5 years of field experience in the field of condition monitoring of rotary equipments in industries like oil
& gas, Petrochemicals, Power Sector, Fertilizers, Process Industry. Copy of experience certificate(s) from the
Employer Company/ Companies should be submitted in support of this.

Degree in Mechanical Engineering. Copy of the Engineering Degree should be submitted in support of this
along with the Techno-Commercial Bid.

BINDT Level-I or Vibration Institute USA Category-II certification. Copy of such certificate should be
submitted in support of this along with the Techno-Commercial Bid.
The agency should provide above mentioned certificates and bio-data for at-least 4 such vibration analysts. One of
these engineers/Analysts should be given exclusive responsibility for carrying out this project and the other two
persons should be made available on job requirement basis.
2.2 Expert vibration analyst for review meetings / advanced analysis on quarterly basis with IOCL EIC

BINDT Level-II or Vibration Institute USA Category-III certification. Copy of such certificate should be
submitted in support of this along with the Techno-Commercial Bid.
The agency should provide above mentioned certificate and bio-data for at-least 1 such vibration expert. The expert
analyst should be given exclusive responsibility for carrying out this project
2.3 All the technicians must have at least Diploma / ITI in mechanical Engineering and at least 2 years of experience in
the field of vibration monitoring in a down-stream Oil Refinery / Process Industry. The agency should provide copy
of certificates, experience certificates and bio-data for at least 8 such technicians. All these five technicians should
be given exclusive responsibility for carrying out this project.

Party should have successfully carried out motor current signature analysis. Performance certificate along with one
executed Work Order reference to be furnished in support of the same.

Financial Requirement:
Annual Turnover during any of the preceding three financial years shall be Rs. 58.72 Lac.
Other Requirements: The agency shall have other statutory requirements of having Provident Fund
Registration Number, Permanent Account Number (PAN).

Date and time of opening of Part I

3.30 P.M. on 26-Jul-2011 in the presence of intending tenderers, at

the office of the Chief Manager (Contracts), Gujarat Refinery.

(Techno Commercial Bid)

The price bids of Technically acceptable tenderers only shall be

opened in the presence of intending tenderers after giving due
intimation to them.

The tenderer shall furnish the proof of their pre-qualification as per NIT, experience giving work orders, satisfactory
completion/performance certificates, balance sheet and profit and loss account statements, Provident fund registration,
PAN Details along with their bid.
# Earnest Money Deposit and Tender Fee shall be made by way of demand draft / pay order / bankers cheques
only, drawn in favour of 'The Accounts Officer, Gujarat Refinery' and payable at 'Vadodara'.
The Tender Document is also available on our website: www.indianoiltenders.com and can be downloaded from
the website. No tender fee shall be required to be submitted for web downloaded tenders.
The tenders shall be obtained by the bidders either from the Tender issuing authority or downloaded from the
website www.indianoiltenders.com by the bidders themselves. Tenders obtained from any other source shall not
be accepted.
The EMD shall be submitted along with the techno-commercial bid without which the offer shall be liable for rejection.
Public Sector Undertaking of Central / State Government/ JV of IOCL are exempted from payment of EMD and Tender
Fee.
Small Scale Industries units registered with National Small Industries Corporation Ltd. and having valid registration under
Single Point Registration Scheme for the items of job / work as per NIT as of the bid opening date for the tendered work
are exempted from payment of EMD and Tender Fee.
IOCL reserves the right to allow price preference to SSI units as per the prevailing Govt Policy.
The tenders shall be sealed super scribed with number, details & due date of its opening.
The tender issuing authority reserves the right to refuse issue of tender documents to any party or to reject any or all of
the tenders or any part of the tender without assigning any reason.
The tender receiving authority takes no responsibility for delay, loss or non receipt of bids sent by post / courier service.
The OWNER reserves the right not to accept the lowest rates quoted by the tenderer.
Telex/Telegram/Fax/E-Mail offers shall not be accepted.
Tendering can be abandoned without assigning any reason. No compensation shall be payable for the efforts made by
the bidder.
Any legal dispute shall be within the jurisdiction of Vadodara District Court.
