PARTICIPATION RULES
I.
ELIGIBILITY OF ATHLETES FOR THE ELEMENTARY AND SECONDAY DIVISION

a. Filipino children and bona-fide pupils/students duly enrolled at the beginning of the current
school year.
b. The athletes should have participated in the preliminary meets.
c. Athletes are those who are thirteen (13) years old or younger for elementary and eighteen (18)
years old or younger for secondary as of January 1, 2015. They should have participated in
the multi-level sports competition to be eligible to play in the Provicial Meet pursuant to DepEd
Memorandun No. 18, s. 2003.
d. Pupils/students athletes transferring from province to another and or from one division to
another within the province shall be allowed to play provided that transfer has been made
during the enrollment period (enrollment period is the period before the opening of classes until
June 30 after the opening of classes.) Pupils/students athletes who are transferred after
enrollment period of the current year shall be disqualified.
e. National athletes are allowed to participate in the Provincial Meet provided.
e.1 They are bona-fide pupils/students meeting the age requirement.
e.2 Maximum of two (2) national athletes per team.
e.3 National athletes shall present his/her district of origin. They are exempted in the
requirement of participating in the lower meets. The division may arrange their inclusion.
e.4 National athletes of boxing and taekwondo shall not be allowed to participate in the
Provincial Meet to ensure safety of the athletes.
e.5 National athletes of gymnastics and members of the gymnastics national development
pool shall also be disqualified in participating in the Provincial Meet.
II.
DISQUALIFICATION
a. Over-aged pupil/student athletes in the elementary and secondary level.
b. Athletes who are banned during the previous Provincial meet.
c. Athletes who are banned/disqualified by the screening committee.
d. Athletes who have failing grades in more than of the basic subject load.
e. Over-aged athletes in the elementary will not be allowed to play in the secondary.
III.
DOCUMENTS REQUIRED FOR ELIGIBILITY

a. BPS Form 137 with five recent 2x2 pictures duly assigned by Coach, Teacher Adviser, and
Principal.
b. Original Birth Certificate must be shown during the screening period. Photocopy shall be
submitted to the Screening Committee (Certified true copy of the Local Civil Registrar). Original
copy shall be held on the custody of the Screening Representative.
c. Medical Certificate singed by government physician and parental consent (Good up to
Palarong Pambansa.)
IV.
DOPING AND GENDER DETERMINATION

a. Possessing/administering and taking/drinking prohibited drugs or intoxicating
compound/liquor during the meet is forbidden. Any delegation member or official shall be
disqualified by the Tournament Manager at any obvious sign that are under the influence of
such. Likewise smoking is not allowed in all playing venues and athletes/official quarters.
b. Competitors, who are sick e.g. fever or have any health problems shall be allowed by the
officiating officials and medical officers to play until they have fully recovered.

c. Competitors are subject to medical examinations. (Any competitors who refuses to be

examined particularly sex test shall be disqualified.)
V.
PROTEST, PENALTIES AND SANCTIONS

a. Protest on eligible must be filed before the second game of the team and must be addressed
to the chairman of the screening committee. Protest filed after the prescribed period shall not
affect the schedule of the games. However, the case shall be pursued accordingly after the
Provincial Meet.
b. Protest on technicalities arising from the game shall be resolved in the following manner:
b.1. The tournament manager is empowered to conduct on the spot investigation and
decided immediately on any protest to avoid disruption of the game.
b.2. If the protesting party is not satisfied with decision of the tournament manager, a
formal protest, signed by the coach concerned and Head of the Delegation may be file
to the Jury of Appeals, the decision of the Jury is Final.
c. The violation of the rules on eligibility is punishable by lifetime ban without prejudice of the
filing of the appropriate administrative charges to both erring officials and athletes. The
decision of the Jury of Appeals, in the case, appeal able only to the Regional Director.
d. When violation is established, the game which an athlete has taken part shall be declared
forfeited in favor of the opposing team in case of team competition. The case of individual
events, the individual performance shall be nullified.
e. Competition. The case of individual events, the individual performance shall be nullified.
f. All officiating officials and coaches shall observe the Code of Conduct, proper decorum
anywhere at all times and should serve as models to athletes.
g. Coaches and chaperons shall submit Form 212. DepEd personnel and employees only shall be
assigned as officiating officials.
h. All unsportsmanlike conduct of coaches and athletes are grounds for suspension and
disqualification.
Parents, followers and spectators who are very partisan shall be the responsibility of the Delegation
Head and Coach concerned.

DUTIES AND RESPONSIBILITIES

TOURNAMENT MANAGERS
1. Assist the Athletic Manager in the Conduct of the Regional Palaro in the different sports
events.
2. Serves as field commanders of the Athletic Managers.
3. Prepare schedule of assignments of officiating officials.
4. Examine all equipment to be used according to specifications prescribed by the international
rules.
5. Check field according to the international rules of the game.
6. Submit written ground rules approved and signed by the participating coaches.
7. Chair the Technical Committee composed of the officiating officials in their respective sports
events deliberate/decide immediately protest regarding technicalities/solve issues before
bringing to the higher ups. The written decision must be signed by the Tournament Manager in
consulting with the Tournament Supervisor of the event.
8. Report the progress of tournament to the Tournament Supervisor of each event daily.
9. Make provisions for crowd control during the tournament in coordination with the Security
Committee.
10. Submit the result of the game duly signed by the meet officials concerned.
11. Submit the names of the outstanding players that will complete the provincial team for the
MIMAROPA Meet.
12. Submit post-tournament report indicating performance rating of officiating officials for future
use.

2. Arranges competitors by heats according to record of previous performance. (Fastest men as heat
leaders/runners from same Divisions, if possible, should be assigned in different heats.)
3. Makes records of drawings. Prepare at least 8 bolilos or small blocks with numbers for
drawing of heat.

Establish headquarters in a centrally located place.
Prepare a master score sheet in quadruplicate.
Record only official results signed by the Chief Judge of the event.
Record name, division, and point of each winner in the proper space.

JURY OF APPEALS
1. Investigate and decide all protests on technical matters of the game.
2. Investigate and decide all appeals or violations regarding the conduct of the games.
CHIEF RECORDER
1. The Chief Recorder is in charge of all official record of the meet. It is his/her duty and
responsibilities to prepare a complete compilation as the case of ball games, from eliminations to
the championship rounds and from trial heat to final in individual events like Athletics and
Swimming. After the meet, the Chief Recorder submits all records of official results of the game to
the General Manager who in turn officially endorses it to the school authority concerned. The
Chief Recorder is usually assisted by an Assistant Recorder and assigned tabulators.
SCREENING COMMITTEE
1. Determine the authenticity of records and eligibility of all athletes based on existing rules and
regulations.
2. Accredits eligible athletes before participating in the actual athletic meet.
3. Conduct on-the-spot verification of athletes.
4. Investigate and commend appropriate disciplinary action on any delegation, official/athlete
found guilty of infraction.
5. Renders final decision on cases of protest on eligibility.
6. Considers replacement for disqualified athletes only during the period of screening.
7. Performs other related tasks.
TIMER
1. Check out stop watch from Chief Timer.
2. Operate several times for practice.
3. Use forefinger to start and stop.
4. Take up slack in terms of readiness to start at Gun-up signal. Stop with the same technique.
5. Start watch at flash of gun (sight of smoke).
6. Stop watch when torso of first runner reaches finish line.
7. Record watch reading on blanks provided for such purpose; sign and hand to Chief Timer.
8. Preserve reading on watch until cleared by the Chief Timer.
9. Do not discuss nor compare time with anyone.

CHIEF TIMER
1. Check out watches from the Manager or the Committee Chairman for the purpose and consult
instructions to timers.
2. Appoint official timers and substitutes.
3. Assigns positions on either side of the track.
4. Signals to the starter when ready. Use yellow flag or white flag provided for the purpose Chie
Judge at finish may have those flags.
5. Collect recorded items, compare, and determine official time.
6. Checks readings of all watches, if necessary.
7. Organizes and prepares timers for the next race, if possible.
8. In case of record, have references check watches.

After every race, Judges at Finish should check the runner for purposes of determining their
corresponding places after breasting the tape of yam in the bench where they are suppose to sit
after the race.
JUDGES
1. Judges picking same place get on the opposite sides of the track.
2. Watch race until runners approach with ten meters of finish line, then sight across track along line,
after their completion. (Give name, association, time, height or distance.)
3. In field event, announce the (1) names of the contestants qualifying for the finals; (2) from to the
height of the bar; (3) Those who have cleared; and (4) the best distances and those who made
them.
4. Give a periodic resume of the point scores of the games and their standings on the basis of the
number of events completed.
5. Assist the Marshal when necessary by requesting spectators to help maintain conditions which will
help everyone enjoy the meet of the fullest.
6. Give information concerning restrooms, exists, etc. for the convenience of spectators.
7. Present winners as they receive their awards.
8. At the close of the Meet, give the final scores and standings of the teams.
9. Thank the spectators and bid them good day/Flag Retreat.
LANE UMPIRES
1. Report to the referee for directions and assignments. The Chief Inspector may do this for Referee.
2. Review rule in passing a runner, staying on lanes, jostling and hurdling.
3. Report violation immediately to the Referee by giving a full description of what happened.
Caution runners to avoid foul.
FIELD JUDGES (HIGH JUMP)

Call roll and arrange for the jumps.
Star bar at height to fill class competitions.
Raise the bar from one to two inch increments. It is customary to determine the height in which
consultation with the contestants before the event begins. Remember that the best performances
are and not attained by prolonging the event.
6. Give each jumper Three (3) jumps or trials at each height.

7. Let jumpers take off from one foot to make jump fair.
8. Continue event until all have failed to clear the bar or all but one.
9. Measure the greatest height cleared at the point where the bar is lowest.
FIELD JUDGES (POLE VAULT)
1. With the following exemption, the officials should follow the same procedure for conducting the
pole vault as listed for the high jump.
a. The bar may be raised as much as six inches for the first or second time. Thereafter, three
to four inches increment should be observed.
b. A trial consists of displacing the bar, passing under it, crossing the line of the bar
extended, or leaving the ground in an attempted vault.
c. The top hand may not be moved nor the lower hand move above the top hand.
FIELD JUDGES (LONG JUMP)
1. With the following exemption, the officials should follow and apply instructions 1,2 and 3 for the
high jump.
2. Give each jumper three (3) jumps or trials in the preliminaries and three (3) jumps for the best
six/eight qualifiers in the finals.
3. A trial occurs when a contestants shoe extends over the scratch extended.
4. Measure each jump at right angles to take off board and from the ground which is touched by the
jumper.
5. Use knife-edge or flat blade to mark nearest point of jump.
6. Have zero end to tape at jumping pit.
7. Record distances and call fouls.
8. Judge at pit keeps sand by same level at take-off before each jump.
9. Determine the qualifiers and place winner, sign results and deliver to scorer.
FIELD JUDGES (SHOT PUT)
Procedures 1,2,3,4,5,6,7,8,9 and 10 of the Long/Board Jump to the shot put. A foul occurs when
the feet touches the stop board of the circle or when the contestant steps outside the circle before the put
is stacker off. A foul counted as trial but it is not measured. Measure each put from the nearest of edge
of mark made by the put to the nearest point on the inside of the circle. The point maybe found by
moving through the arc along the inside edge of the circle until the shortest distance is found. The zero
end of the tape should be held at mark of the put. The other extends through the circle and should co
inside with the Diameter of the circle.
FIELD JUDGES (DISCUS THROW)
The shot put and the discuss throw are conducted in exactly the same manner with two minor exceptions:
1. For throws to be legal, it must fall within a 90-degree sector which is marked on the ground.
2. The best throw of its competitor is marked by means of metal or wooden pins and measured at
the end of preliminary and final throws:

1. Be thoroughly prepared for the officiating task accepted.

2. Report to all contests with an alert mind and a rested body and ready to give the highest
level of professional service.
3. Wear a neat uniform or apparel which at all times should be acceptable for the type of
contest to be handled.
4. Report for duty early to give ample time to carry out all pre-game responsibilities of officials.
5. Rectify mistakes without having to even up.
6. Stick to correct decisions not withstanding verbal disapproval of the spectators.
7. Control temper at all times when officiating.
8. Respect the decision of fellow officials.
9. Do not discuss play of other teams with rival coaches. An official must have integrity.
10. Do not pass the buck. Stand up for tight decisions regardless of who made it.
III.
The Good Officials:

1. Is consistent
2. Is clear and decisive so that players of both teams understand what to expect.
3. Establishes his pattern of calling decision at the beginning of the game and does not deviate
from it as the games progresses.
4. Holds pre-game conference with players and coaches, and discusses officiating procedures to
be used.
5. Is ready to accept joke for him. The crowd particularly mused when an official is placed in a
situation where he loses his dignity.
6. Does not keep too close or too far away from it.
IV.
Proper Care and Conditioning

1. It is advisable for officials not to eat too heavy just before the event.
2. Use proper clothes and other necessary approval to prevent sickness and injury while
officiating.
3. Engage in warm-up activities prior to the game which demands energetic activity of the
officiating officials.
4. During intermissions, the officials must guard against cooling-off too rapidly or drinking
water/alcohol excessively.
5. Officials should take a hot water shower after he has officiated a game especially in
inclement weather.
6. Cool-off by walking about slowly.
7. In all matters of personal hygiene, the official should be guided by common sense. He needs
to follow good hygiene practices for his protection and that of the contestant.
In general, the main duty of an official is to act in a neutral manner. The experienced officials as
a rule will not be too technical. To him, the spirit of the game is more important than the normal
requirements.
B. REMINDERS ON THE CONDUCT OF THE GAMES
1. Only DepEd personnel are to officiate or coach of the game.
2. Due to the tight schedule of the games, all heads of delegations and coaches as well as
officiating officials are reminded to be will informed of official playing time.
3. A grace period of 15 minutes shall be given to a team to appear in the playing field, failure to
do so will be sufficient grounds for losing the game by default.
4. Athletes are allowed to warm-up only in the area designated for that purpose.
5. Smoking among officials and athletes is not allowed in the athletic field.
6. All officiating officials shall be at the playing fields at least 15 minutes before the start of the
game.
7. No athlete, coach or meet official under the influence of liquor shall be allowed to participate in
the game.
8. All athletes, except in actual competition, are required to wear their athletes ID especially when
not in athletes uniform within the sports complex.
9. Only the exact official number of a team including the coach and chaperon shall be allowed in
the playing field.
10. Athletes, coaches/chaperons when not in competition, should stay in the athletes bleaches
provided for them.

11. Officials not officiating are required to stay in the area exclusively reserved for team.
12. Presentation of athletes shall be done only during the first and placement games.
13. Tournament managers assigned shall see to it that materials, supplies, equipments, and other
ground facilities are prepared and in order before the start of the game.
C. QUALIFICATIONS OF COACHES/CHAPERONS
1. Should be a teacher with at least one year in the service;
2. Should be physically fit, mentally fit and values oriented;
3. Should be knowledgeable in the sports event; and
4. Knowledgeable and be responsible/liable in the preparation and accomplishment of athletes
documents.
D. QUALIFICATIONS OF OFFICIATING OFFICIALS
1. Should be a teacher or DepEd personnel with technical know-how.
2. Should b accredited locally, regionally by the DPESS/RPESS/BPESS;
3. Should be physically and mentally fit with valid medical certificate;
A. For the Division Meet
They should be recommended by the District PESS Coordinator and identified by the
Division PESS Supervisor
B. For the Regional Meet
They should be accredited by the BPESS or RPESS based on their levels of accreditation
and recommended by the Division PESS Supervisors. Non-accredited teachers on school personnel
with competence and capabilities to officiate as identified by the region or division can be
included in the list of officiating officials by the RPESS or upon recommendation of the Division
PESS Supervisor.

Will never utter abusive or irritating remarks from the sideline.

Will never attempt to rattle an opposing (player, such as the pitcher in a baseball game or a
