AIR BASE WING DAIRY FLAT
AUDIT OF PERFORMANCE OF SADE MANUFACTURING COMPANY
MAINTENANCE CONTRACT 446/99 - 16 JUN 01
Background

Contract 446/99 requires an annual performance appraisal to be carried out by


the base. The 2000 appraisal noted eight issues that required attention: four by
the contractor, and four by the base. The 2001 performance appraisal is in draft
form now. This brief is provided to CO ABW to allow remedial action to begin
prior to the latest report being released.

Issues Raised in the 2000 Report

Fallen branches and outdoor furniture were not being shifted by mower
operators, resulting in untidy grounds.

This is in contravention of clause 12.5 of the contract. The matter has


been resolved and current performance is very good.

Provision for after-hours access was not properly established, resulting in


delays to essential maintenance and response to call outs. Key control
now allows the contractor timely access to base facilities after hours.

Issues Raised in the Draft 2001 Report

Mowing is being completed according to the contract.


Some seasonal variations are required to the contract to allow for the slow
growth over winter.

Variations are allowed in the contract.

Over the last winter period heating in barracks often fell below the 15 degrees
overnight minimum.

The non-compliance report cited various reasons for this, but focused on
the failure of coal deliveries from Australia.

Five items were deleted from the Base capital works programme due to a
lack of finance.

One of these items was the planned upgrade to the mediumtemperature hot water system.

Leaks are sufficiently serious to degrade the overnight heating


capability within the base.

The contractor has repeatedly reminded the Base WKS OFFR of the
inefficiencies in the current reticulation system.

Five recent accidents at the main entrance to base have highlighted the danger
faced by both base personnel and contractor staff. Furthermore, the movement
of heavy equipment across SH 446 creates further traffic hazards.

The contractor has quoted for an underground road and rail system to
allow cross traffic and improve traffic flow into and out of the base.
The contract requires the contractor to provide adequate pressure at all fire
hydrants, both on base and in the housing area.

The water source is an RNZAF responsibility. Frequent occasions have


arisen when the tested pressure has been well below that specified due to
poor supply from the wells.

Either the wells must be improved, or the storage capacity


increased.

Summary

All issues from the 2000 contract report have been dealt with. Nine issues have
been identified in the draft 2001 report. The most urgent issue is that of water
supply to the base. DLOG advises that new capital bids will be required within
four weeks.
