esteemed organization.
I assure everybody to put my best efforts and move forward with collective
wisdom to transform PM&DC into a vibrant, credible and dynamic professional
body ranked high among the international Association of medical regulatory
authorities (IAMRA).
Currently PM&DC is encountered with huge challenges and we all need to join
hands and work together to meet these challenges.

As President PM&DC I am conscious to protect the rights of patients by ensuring


quality of medical education in order to produce professionally competent
doctors which is the prime responsibility assigned to PM&DC by the legislature.
I assure everybody that attainment of high standards of medical education in
Pakistan at all levels shall be ensured.
We at PM&DC are required to adopt futuristic visionary approach to achieve this
goal. We need to define our objectives with time line, workout strategies and
practical measures to improve the standards of medical education.

INTRODUCTION OF
Prof. Dr.Masood Hameed comes from an
educated family,born at Karachi in 1954
received training and education with
emphasis on noble living and service to
mankind, which led to his bright success
and he became the symbol of
humanitarian services.
He graduated from Dow Medical College
in 1978, acquired MCPS, FCPS, FRCP
Edinburgh, FRCP London.
Served as Associate Professor and
Professor of Medicine at JPMC and Dow
Medical College, Principal of Dow
Medical College and as the first Vice
Chancellor of Dow University of Health
Sciences (DUHS). He is a writer of two
books n a m e l y ' A P P L I E D
ELECTRO CARDIGRAPHY' (two
editions) and manual for Diabetes. About
forty research papers publications are at
his credit.
Established 1 hospital, 13 institutes,
2 colleges, 3 centers, 2 modern
laboratories besides upgrading 3
hospitals. He is Chief Editor, Journal of
Dow University of Health Sciences,
served as editor of JCPSP and on the
editorial advisory board of well known
indexed journals, as Vice President
PM&DC, member of drug quality control
board of Sindh.
He is member of various academic and
professional bodies, organized national

especially of UK/USA for acquiring
technical know-how in the field of
medical and health sciences.

t is indeed a matter of great pride for me to be elected as Vice President of Pakistan Medical and
Dental Council. I have been a part of this esteem Organization since long but still feel that there is
a lot to be done for the betterment of doctors and Medical dental education.

The Medical/Dental education in this present age is progressing rapidly, bringing new
streams and field of challenges. In close collaboration with other medical and dental stake holder
and my colleagues I am fully committed to improve the quality of medical dental education and
health services in Pakistan and abroad.
I would like to congratulate the newly elected members of the Council and I am
confident that the new Council will keep a loft for the high standards of Medical and Dental
education and PM&DC.
I also like to congratulate Prof.Dr,Masood Hameed for being elected as the President
PM&DC and I believe that he will be an asset to the Council and Medical Dental education.

INTRODUCTION OF VICE PRESIDENT


Prof. Dr. Syed Muhammad Awais (Sitara-e-Imtiaz) is MBBS (Pb.), MCPS Surgery (Pk.) | M.S.-Orth (Pb.),
MSc Bioengineering (UK).Prof. S M Awais (S.I.), Vice President PM&DC; is Chairman Department of
Orthopedic Spine Surgery and Traumatology, King Edward Medical University & Mayo Hospital Lahore,
Founding President of Foundation for Health Care Improvement, Dean Faculty of Nursing & Allied Health
Sciences, Director Quality Enhancement Cell, Director Postgraduate Studies & Editor Annals of KEMU
Lahore-Pakistan.
He is former Pro-Vice Chancellor of King Edward Medical University (2006-2010) and former President of
Pakistan Orthopedics Association (POA) (2002-2004).He passed MBBS examination in 1979, qualified
postgraduate qualifications of MCPS (Surgery) from College of Physicians and Surgeons Pakistan (1983),
M.S. (Orth) from Punjab University in 1995 & M.Sc (Bioengineering) from University of Dundee UK in 1987. He
also attended more than twenty three (23) Training Courses.
Prof. S M Awais is a dedicated teacher, researcher, academic manager, conscientious surgeon,
rehabilitation expert, professional thinker and writer, quality manager & a voluntary social worker. He has
experience of 35 years including working as a Teacher and Surgeon in the field of Orthopedics Surgery
since 1983; he has provided services to thousands of patients.
He has made eight (08) new innovations out of which Device for Limb lengthening is the most
distinguished. He has trained large number of students and supervised forty six (46) MS/FCPS students
produced eight (8) M.Phil qualified Physiotherapist in Pakistan, and supervised dozens of research projects
of physiotherapy graduates.
He is Editor of Annals of KEMU, Asstt. Editor International Orthopaedics (Headquarter Brussels, Belgium), Ex
Editor Journal of Pakistan Orthopaedic Association, Ex Chairman PMDC Journals Committee, Member
HEC Committee of Biomedical Journals. He has to his credit, seventy nine (79) Publications (fifty one
research papers, twenty eight (28) editorials, thirty six (36) policy documents, twenty one (21) bulletins, and
one book). He has widely travelled and has attended 226 national and 81 international conferences
and have read papers.
As voluntary Social Worker, he has raised more than Rs two hundred and fifty (250) millions from private
donations and contributed for uplifting of Quality Education & Healthcare, construction of wards, roads,
OT & installation of equipment in Govt. hospitals. He also has provided health care services and
rehabilitation for 05 years to the victims of Earthquake 2005 and has constructed a village for flood victims
2010. In recognition of his scientific contributions and social work he was awarded the Sitara-e-Imtiaz by
President of Pakistan in 2004, Life Achievement Award by Pakistan Orthopedic Association 2012, and
Award for writing outstanding book on Technical Standards of Department of Orthopedics Surgery by
Quality and Productivity Society of Pakistan 2011.

New Executive Board of PM&DC


The 134th meeting of the Council was held on 5th August 2013 .This is the first meeting after the constitution of the new council. The main agenda
of the Council meeting was to conduct the election of the president ,vice president and the Executive Committee.
After the election Prof.Dr.Masood Hameed Khan President PM&DC , Prof.Dr.Syed M.Awais Vice President, PM&DC and the Executive
Committee for the first time in PM&DC history have been elected unanimously .

MEMBERS DISCUSS STRATEGIES TO UPLIFT PM&DC WORKING


A consultative meeting of the Executive Committee members was held in the PM&DC secretariat to
discuss various ongoing issues to determine means and ways to strengthen medical and dental
Education.
The Committee gave recommendations for promoting postgraduate education in the country The
President invited suggestions from all the members, how to further improve quality education and how to
increase and give opportunity to young doctors and how to examine / attain Post Graduate education?
How to work out and what should be the formula and policy for basic medical sciences
and clinical sciences, It was also decided that PM&DC should be made paperless for which a
consultant will be hired to make the procedural system of PM&DC according to the modern times so
that it works transparent and efficient.
The Committee decided that in addition to the registration of degrees PM&DC will also issue a license to
practice medicine for which all doctors will have to avail mandatory credit hours of CME.It was decided
that in future all doctors holding post graduate degrees will be mentioned in their PM&DC registration
certificates along with their degree awarding and training institutions.
A unique number will also be allotted to those students who are enrolled with the PM&DC at the time
they get admission in medical / dental colleges and this number will continue as their registration
number throughout their career. Every year around 13000 to 14000 students are enrolled in different
medical and dental colleges.
The Committee also decided that all post graduate students will have to provide a transcript of the
training as per form 7 to endorse professional education of the doctors so as to ensure they have
professional knowledge of the specialty ,requisite skills to carry out procedures and Medical ethics. The
Committee further resolved that all doctors using unregistered degrees/additional qualification of any
specialty with their names which are not registered with PM&DC will be dealt with strict disciplinary
action.
President PM&DC in the meeting apprised the members that all registered Medical Practitioners and
registered Dental Practitioners will be directed to write only those medical / dental qualifications against
their names which have been duly registered by the Council in their registration certificate on the board
and prescription. He said if any doctor will be reported to have carried out any specialized procedures
for which he / she doesn't have required additional qualification, he / she shall be liable to be
proceeded against as per law which may result in suspension or cancellation of his / her license to
practice altogether. All doctors will be directed to display his/ her PM&DC registration certificate
prominently at the place of practice. He said that PM&DC will make surprise inspections to check the
implementation of these decisions
The Committee unanimously decided and directed to implement all these recommendation at the
earliest. The meeting was chaired by Prof.Dr.Masood Hameed Khan President PM&DC. Members of

PM&DC HOLDS INTERACTIVE SESSION WITH FOREIGN CONSULTANTS

In an interactive session with foreign consultants / specialists along with officials of PM&DC on 23 December
2013, Pakistani specialist doctors of international identity assured the council of their willingness to provide technical
and financial support to medical education of the country for having quality education for future doctors.
They said that without the support of relevant international organizations and Pakistani doctors living in abroad,
an important organization like PM&DC cannot fulfill its objectives. They urged all medical practitioners working in
abroad to help PM&DC in this challenging time.
They said that there is a need to have proper sharing of knowledge between PM&DC and concerned
organization across the globe for addressing the issues like improving quality of medical education and amendment in
curriculum in line with international standards.
Dr. Amir Akmal from USA said that they are ready to help PM&DC in training of post-graduate and under
graduate medical students besides training on continues medical education (CME). He said that PM&DC should be
worked as independent regulatory body without any external influence.
Registrar, PMDC, Dr Amjad Mehmood said that technical support of Pakistani doctors working in abroad will
help PM&DC to improve its standard in all aspects including academic front. He added an advisory committee will be
set up with the participation of these doctors to improve the system.
Member Executive Council PM&DC Dr Khursheed said that PM&DC is in phase of establishing its system to
ensure better performance, proper registration system, and restricting fake medical colleges in the country.He expressed
the hope that PM&DC will soon be able to overcome all issues and meet the challenges with the support of all
stakeholders.
During meeting the participants discussed in detail issues including PM&DC progress on international levels,
day to day facilitation to Pakistani doctors working abroad and way forward and mutual experience sharing system and
guidance on postgraduate medical education.

THREE MEDICAL / DENTAL COLLEGES RECOMMENDED FOR CLOSURE
Hashmat Medical & Dental College, Gujarat, AL-Razi Medical College, Peshawar and Sahiwal Medical
College, Sahiwal have been recommended to the Health Ministry for closure by the Pakistan Medical & Dental Council.
This was decided in the PM&DC Executive Committee meeting held recently. The Committee took this decision as these
colleges did not meet the minimum standards of PM&DC criteria for recognition of Medical dental Institutions.
The Committee also disapproved the dental Section of Bacha Khan Medical College, Mardan for recognition
due to shortage facilities and deficiencies.
PM&DC BANS ON ADMISSION IN MEDICAL DENTAL COLLEGES
The competent authority of PM&DC has stopped the following medical dental colleges from admitting students (due to gross
deficiencies as per PM&DC Criteria), for year 2013-2014 till further orders.

College, Faisalabad, Women Medical College, Abbottabad, Pak red crescent Medical college Lahore.

PM&DC trains foreign medical/Dental


Pakistan Medical and Dental Council (PM&DC) has conducted a preparatory course for
the preparation of registration examination for foreign medical / dental graduates. The
course started on 30 September 2013 at the PM&DC Secretariat, Islamabad. The classes
were held five days a week and the total duration of the course was three weeks.
The course was meant to train foreign medical graduates in such a way that can came at
par with the Pakistani local graduates and to improve their understanding of the basic
medical science subjects so they can show better performance in the Registration
Examination of the National Examination Board of PM&DC.
President PM&DC Prof.Masood Hameed had taken this initiative to hold the preparatory
course for the first time in the history of PM&DC to facilitate foreign graduates as every
year around 1,500 to 2,000 foreign graduates appear in the National Examination Board
(NEB) examination and the previous passing ratio had been up to 20% per examination
only.

PM&DC PROMOTES POSTGRADUATE MEDICAL EDUCATION


A national conference was held by the Pakistan Medical and Dental Council to devise new strategies to improve
postgraduate medical education in the country, all the stakeholders of medical profession agreed to join hands
for the promotion of postgraduate medical education and Continuous Professional Development'.
PM&DC President Professor Masood Hameed chaired the Conference, where members of College of Physicians
and Surgeon of Pakistan, Higher Education Commission, vice chancellors and deans of medical universities and
degree awarding institutions, PM&DC Council members and officers were present to assess the postgraduate
medical education and continuous professional development in the country and ways and means to promote it.
In the welcome address, the PM&DC President highlighted that postgraduate medical education is facing
problems in basic and clinical medical sciences and there is an acute shortage of basic medical teachers and
dental faculty.
He said his prime focus was on establishment of inter university board and uniform standardisation of MPhil or PhD programmes in medical
education in all levels regarding induction of trainers, curriculum, and monitoring of training and examinations.
He said that College of Physicians and Surgeon of Pakistan (CPSP) has a vital role in postgraduate education and CPD.He acknowledged the
contribution of CPSP towards medical education and production of good quality postgraduates.
He also apprised that the council had revised certain levels in the regulations for equivalence of postgraduate
qualification and thus, improving the standards of postgraduate education.
He said that PM&DC had introduced the renewal of PM&DC certificate subject to the continuous medical
education in which five credit hours would be required for basic medical education and 10 credit hours would be
required for doctors having additional qualification. He apprised that there were only 7,854 female medical
specialists and 21,651 male medical specialists, 288 female dental specialists and 770 male dental specialists in
Pakistan.
PM&DC Vice President Prof M.Awais stressed on the need for the continued professional development and defined ways to improve skill of
medical and dental practitioners at national level. PM&DC Advisor Lieutenant General (r) Rehan Burney appealed to all participants to cooperate
and contribute towards their national goal to help in producing good quality future specialists.
All the participants recommended that medical ethics and medical education be a part of curriculum and that contribution of female doctors
be enhanced. They also agreed on the point that encouragement and promotion of medical education should be taken as a subject in the
medical and dental curriculum.

Sub Committee of Senate Standing Committee Meeting held to discuss PM&DC issues

The Sub-committee of Senate Standing Committee on 4th October 2013 discussed the affairs of Pakistan Medical

and Dental Council (PM&DC) and its recently held elections. The meeting was chaired by Senator Rafeeq Rajwana.
This meeting was arranged to resolve all outstanding issues between PM&DC and the ministry of NHRS&C.
Senator Rajwana emphasized that the Ministry of Health Services and PM&DC should resolve all matters on table
instead of moving to courts in order to protect this important national organization.Senator Kareem Ahmad Khawaja
said that there should be routine work in such organizations even in change of governments. Senator Abdul Haseeb
Khan suggested to avoid disturbing the affairs of this important organization.
The Committee directed the ministry to notify the members of the PM&DC .Senior Joint secretary of National Health
Services promised that the ministry will notify the PM&DC council members in seven days.
The committee members appreciated the PM&DC for their prompt implementation and starting of the preparatory
refresher course for foreign students.
The committee also appreciated the initiatives taken in regard to Continuous Professional Development education
and CME continuous medical education.
The meeting was attended by President PM&DC, Prof Dr Masood Hameed Khan, Registrar PM&DC, Dr Amjad
Memhmood, Deputy Registrar Dr Shaista Faisal and Council members Dr Ghulam Qadir Qazi and Dr Khursheed
besides officials from the Ministry of Health Services.

136 PM&DC Council Meeting held on 5th October 2013


Pakistan Medical and Dental Council held its 136th meeting of the Council in Islamabad, on the decision of the
council, a committee was formed to consider the issues of legality of the
recent elections of PM&DC President, Vice President and Executive
Committee.
The committee consisted of Justice (r) Ghulam Rabbani, Dr Karim A
Khawaja, Professor Hafizullah Khan, Professor Javaid Asgher, Professor Najibul
Haq, Professor Ghulam Kadir Kazi, Professor Mian Abdul Rashid and Dr Azhar
Jadoon.
After detailed deliberation, the Committee gave its vote of
confidence to the PM&DC President, Vice President and the Executive
Committee members.
PM&DC President Professor Masood Hameed Khan after the Committees decision invited suggestions on
rationalisation of inspection protocols and faculty requirement of institutions from all stakeholders of medical and dental
profession and medical dental facilities.
He also issued directions for seeking suggestions on the matter from stakeholders before placing them before
the committee on Rationalisation of Undergraduate Medical and Dental Educational Institutions.
He appreciated Prof.Ghulam Qadir Qazi (member of the executive committee), Dr Sitara Hassan, assistant
registrar (student registration), and other relevant officials for clearing the backlog of student registration in a very short
span of time as in August 2013, 13,000 applications of student registration were received, only 1,300 were entertained.
Later, the President gave the task to the team and in only one month, they completed the task.
The Council members unanimously passed a resolution on the
abduction of cardiologist Dr Munaf Tareen.This issue was raised by
Prof.Dr.Saadat khan. He apprised the Council that the government has not
taken any action against the abductors of Dr Munaf Tareen even though they
have been identified.
All the Council member condemned the abduction of the doctor Dr
Abdul Munaf Tareen and passed a resolution that Government must take
immediate remedial action against the terrorists in Baluchistan and provide
full security to doctors.
President PM&DC Prof.Dr.Masood Hameed Khan informed the council about the past killings and kidnappings of
doctors all over the country. He said, It has became a practice that 4 to 5 doctors every year are been killed as 13
doctors were killed in 2001, 11 doctors were killed in 2002.since 2003 more than 25 doctors have been abducted till
now. He said, Medicine and dentistry is a very noble and prestigious profession and due to the current situation the
doctors are feeling insecure and are leaving the country which is creating shortage of doctors in the country.The Council
also requested the provincial government for the recovery of heart specialist Dr. Abudl Munaf.

and dentists registered with PM&DC,who were eligible to participate in the electoral exercise
meant to pick one member each from Punjab, Sindh, Balochistan, Khyber Pakhtunkhwa, Islamabad Capital
Territory, Federally Administered Tribal Areas, and Azad Jammu and Kashmir and Gilgit-Baltistan from among
those with at least 10 years good standing in the medical and dental profession according to the record of the
council and with residency of the respective province/region as per the PM&DC record.
The elections were held in pursuance of clause (e) and (g) of sub- section (1) of Section (3) of the Medical and
Dental Council (Amendment) Act. XIX 2012. Candidates from Islamabad Capital Territory, Federally
Administered Tribal Areas, and Azad Jammu and Kashmir and Gilgit-Baltistan had to produce proof of
residency in their respective regions and employer certificates along with nomination papers.

Dr. Raja Amjad Mehmood as Registrar, PM&DC on deputation with effect from 24 January 2013.After the
promulgation of the ordinance II 2013 in February exercising the powers conferred under section 2(3) of
PM&DC (Amendment) Act, 2013the Federal Government appointed Dr. Raja Amjad Mehmood as Administrator
PM&DC and head of the Executive Committee /Council which empowers him to exercise powers of the Council till
constitution of the new Council and to conduct elections for the membership of the Council. The Executive Committee of
the Council welcomed the decision of the Federal Government and showed their full confidence in the newly appointed
Administrator Dr.Amjad Mehmood and expressed its joy saying that it had been a long awaited decision that would help to
tackle the issues of the Council.
After taking the charge, the Administrator PM&DC called a meeting of all the PM&DC Officers explained and his
responsibilities as Administrator and shared his commitments for making PM&DC an exemplary regulatory authority
both at national and international level. He said that working for the council is a pride and we shall all work for the
betterment of the council beyond our personal interests and the sanctity of the profession shall be preferred over all other
matters.

Dr.Amjad Mehmood is a well known qualified health professional holding an extensive
experience of working on various administrative posts in health department during his career.
He was working as joint executive Director, Institute of Medical sciences (PIMS) Islamabad
before joining PM&DC.
After taking the charge, Dr.Amjad in a press conference held at PM&DC apprised the media
regarding the working and initiatives taken by the PM&DC for its
improvements. He said that for the first time PM&DC has conducted Audit by the Audit General
of Pakistan for the financial, administrative and operational audit for the period of last five years.
Dr.Amjad said PM&DC has made many land mark decisions for the uplift of the medical/
dental education. Honourable Minister NHRS&C through his directives has instructed PM&DC
to ensure implementation of its regulations in true spirit, few of which are 50% of welfare beds by
attached teaching hospitals, 5% quota for non affording eligible students to undergraduate.
A module system is also in process to be devised for house job/ foundation year in which BLS course will be
mandatory during house job if not done during final year. Assessment exam after completion of house job will also be a
requirement to be fulfilled by the institution and the completion certificate shall be issued to the doctors after fulfilment
of these requirements PM&DC is also deciding to re-assess hospitals for recognition of house job as there are many
hospitals which do not meet minimum requirements as per criteria of house job training to house officers.

Decisions of the Executive Committee


According to the ordinance, upon commencement of the Medical and Dental Council (Amendment Act
2012), the incumbent Council constituted under section 3 was dissolved and the President and Vice
President of the Council and Executive Committee as existed was remained intact. The president and the
vice president according to the law acted as members of the Council, after the devolution of the Council
and the Executive Committee would act as Council.

The Ex-President PM&DC due to his detoriating health resigned from the post of President. The Executive Committee
meetings were held regularly and the Committee made many important decisions for the medical dental fraternity.
The Executive Committee decided that a Candidates for the Council member should not be more than 70 years of age and
once he / she is a Council member shall be seized to be a member of the Council when she / he attains 70 years of age (Meeting
127 held on 6th May 2013).
The Committee/Council decided to constitute a Post Graduate expert Committee to revisit, standardize and check the
curriculum and learning environment of Post graduate institutions on 6th May 2013.
The Committee further decided that failures / detained students shall be counted on the strength of the class which should
not be more than 10% of the allocated seats per year. A dropout student will be a registered student of the college, admitted after due
process and all the drop out students shall be reported to the council with evidence.
The Executive Committee /Council decided to up-hold the decision that a period of five years would be permitted for
continuation of MBBS and BDS classes after dis-continuation of studies by any student for any reason. After discussion and
consideration it was decided as the validity for any examination at international level is 3 years therefore, the absence may be only
for 3 years and after 3 years he has to retake the last professional examination. However, during the absence period of three years he
has to fulfill the requirements of training of that year in which he left the class.
The Committee decided to modify the earlier decision of the Council to the extent of final year drop out only, irrespective of

time and subjects failed in, provide such persons repeat the entire final year class with a minimum of ninety percent attendance.
Executive Committee / Council constituted a committee to revise the ambiguity contradictions from the inspections
protocols.
Various medical/dental colleges every year submit requests for adjustment/admission of students in lieu of their drop
out/vacant seats. The Committee decided that In lieu of dropout students/vacant seats in the first two years, the institution may admit
students in subsequent admission so as to maintain total admission strength allowed to the institution in the first two years only, The
failures/detained students shall be counted in the strength of the class in this connection which should not be more than 10% of the
allocated seats per year. A dropout student will be a registered student of the college, admitted after due process and all dropped out
students shall be reported to the Council with evidence. The dropouts will not be those students who are expelled after failure to
succeed in four attempts in the professional Examination. Details of all failures/detained students and dropout students shall be
submitted to the PM&DC office. Once the PM&DC office gives permission and defines the number of admissions which can be
done in lieu of dropouts/ vacant seats after study of record and upon satisfaction that vacancies existed as per seat allocation. After
deduction of retained students, only then new students can be admitted till 30th January each year and the office shall register the new
students. New students admitted without permission or over and above total allowed strength of first two years shall not be registered
by Council office.

Dental colleges and Registrars of all recognized universities in Pakistan with clarification of the actual rule in this regard.
The Executive Committee/Council took serious notice of this issue as incorrect information was provided to the institutions
regarding the issue by the Ex-Registrar PM&DC Dr.Nadeem Akbar. Executive Committee/Council also decided to give explanation
to Dr. Ahmad Nadeem Akbar in this regard.

National Committee for Foreign Medical Education and Accreditation


(NCFMEA ) unanimously approved Pakistan for next three more years.
The United States of America has declared that the standards and procedures used to accredit
medical schools in Pakistan are comparable to those used to accredit medical schools in the United
States. This was communicated by the Government of United States of America on September 18,
2009. Pakistan Medical and Dental Council is the accreditation, recognition and registration agency
for medical and dental colleges in Pakistan. The United States Department of Education National
Committee for Foreign Medical Education and Accreditation in a meeting held on 15th and 16th April
2013 again analysed the accreditation and inspection procedures and activities of Pakistan

medical education. The NCFMEA formally reaffirmed its prior Determination that the standards

and procedures used to accredit medical schools in Pakistan are comparable to those used to
accredit medical schools in the united states are comparable to USA accreditation standards and
unanimously approved Pakistan for next three more years.

Pakistan Medical and Dental Council (PM&DC) asks medical colleges to allocate 50% beds for the poor
Pakistan Medical and Dental Council (PM&DC) has decided to formulate a policy and to ensure that all medical / dental
colleges allocate 50 per cent beds for the poor patient free of cost including consultation fee and treatment. This was decided in a
meeting by the administrator PM&DC Dr Raja Amjad Mahood, Advisor Under Graduate Lt Gen (R) Rehan Barney with Federal
Minister Shahzada Jamal Nasir. The Minister directed PM&DC officials to establish a hotline network with all the private and
public medical colleges to help-facilitate the patient complaints on war footings.
The Minister appreciated the efforts made by PM&DC to restrict media from unethical practices of fake promotional advertising of
fake doctors. The Minster also assured that PEMRA and APNS will be given clear-cut directions to ban such advertising promotion
fake doctors and clinics. It was also decided that a fee structure would be devised for all the doctors to charge from patients.

UPGRADATION OF INFRASTRUCTURE LIKELY TO


BOOST PROFESSIONAL ENVIRONMENT IN PM&DC
New security features would improve the security and impregnability of
PM&DC registration certificates
Talking at the occasion of the 134th meeting of the Council, the President PM&DC Prof. Dr. Masood
Hameed apprised the Council members regarding the efforts made for the minimization of delays in the
Registration process through the up gradation of infrastructure.Certifying international online
verification capability and easing exchange of information among medical regulators. He said that the
registration section is the backbone of the council catering doctors from across the country. He also
praised the working of verification section for maintaining good record and swift verification of
credentials of the doctors.
Informing the Council members about the launching of new tamper proof registration certificates, the
President said that theses new security features will improve the security and impregnability of PM&DC
registration certificates. He told the Council that such an important security step in the registration
certificate would curb the chances of any mischief.
REIMBURSEMENT OF FEE FOR STUDENTS LEAVING
COLLEGE BEFORE TIME
The Council categorized a fee-refunding structure for the students leaving the institution before or during the training sessions as per
following formula.

# 100% recompense of the entire fee for one-time admission before joining of classes.
# 50% refund of the total deposited fee subsequent to leaving off within one month.
# 25% repay of the total fee subsequent to after one month of joining classes.

The Council amended the mentioned formula as "Regulation under Section 33(2) of the Ordinance" in the rules and
regulations of Pakistan Medical and Dental Council.

PROVINCIAL GOVERNMENT TO HOLD MEDICAL ENTRY TEST

The Council approved that provincial governments would hold a central entry test for
admissions in MBBS/BDS for both private and public sector medical colleges in
consultation with the stakeholders to ensure merit making foundation for admissions in
their respective provinces.
The Council further declared that the result plus the proposed merit in one province
shall also be acceptable to other provinces of the country.

shall not be more than six lacs fifty thousand per

taxes, hostel fee, transport fee and the one time
admission fee of 15 % of the per year fee.

PM&DC AMENDS MBBS/BDS PROFESSIONAL PROGRAMS


Pakistan medical and dental council [PM&DC] has amended the MBBS/BDS
professional studies programs comprising of 5 professionals while superseding the
earlier MBBS program schedule comprising 4 professionals.
According to the new methodology, decided by the Council/Executive Committee,
1st professional of 2 years duration is divided into two professionals.
Furthermore, The Executive Committee/Council also decided that Any student
who fails to clear first Professional in four chances availed or unveiled or gets
expelled on that account shall not be eligible for continuation of medical/dental
studies of the MBBS or BDS and shall not be eligible for fresh admission as a fresh
candidate in either MBBS or BDS. Any student who fails to clear 2nd Professional
in four chances availed or unveiled or has been expelled on that account shall not be eligible for continuation of medical studies of
the MBBS and shall not be eligible for fresh admission as a fresh candidate in either MBBS or BDS.
Moreover, for full Registration the medical practitioner shall have the following two modules including Modules of Medicine and
Allied ( six months) and Modules of Surgery and Allied (six months). while each module has to be completed separately in the
same hospital recognized by the PM&DC.
The breakup of the columns of the house job modules can be deleted and be replaced by the above mentioned distribution.
The Council also decided that medical and dental colleges in the first two years shall allow only 10% of allocated seats per year in
lieu of dropout students /vacant seats.

PM&DC REVIEW RATIONALIZATION OF


FEE STRUCTURE, ADMISSION SCHEDULES
IN PRIVATE COLLEGES
The Council has given a go-ahead signal to the recommendations concerning line-up of fee structure and admission
schedules across the country as provisioned by the Fee Structure Rationalization and Admission Committee and their
sequent approval by the Executive Committee of Pakistan Medical and Dental Council.
The Council gave its consent on the mentioned subject after the recommendations of the Executive Committee.
ENTRY TEST OR SAT-II COMPULSORY FOR FOREIGN PAKISTANIS
The Council decided that an entry test or SAT II score of 550 marks is a must for admissions for foreign seats for both
overseas Pakistanis and foreigners, along with having the required qualification for the entry test from abroad, would
have to appear either in the entry test or present the SAT score. And, those overseas Pakistanis applying for regular
seats must have three science subjects with Biology and Chemistry as compulsory for having the eligibility to appear in
the entry test.
The Council further declared that candidates with minimum SAT II score of 550 marks would have to only appear in the
interview exempting the entry test.
Moreover, TOEFL or IELT score of 500 or 5.5 plus the required qualification shall be required from the students of nonEnglish medium schools. However, an alternate to TOEFL and IELT is a one year study certification provided by the
National University of Modern Languages [NUML].

Unrecognized Medical Dental Colleges


The following medical dental institutions are not recognized by PM&DC;

!Indus Medical College, Tando Mohammad Khan Sindh


!Faryal Dental College, Sheikhupura
!Poonch Medical College,AJK

These institutions have been directed not to admit or advertise for admission of students unless their institutions are notified
by the Federal Government under PM&DC Ordinance, 1962, as any such action shall be construed to be a violation of the
PM&DC Ordinance, 1962, Medical & Dental(Amendment) Act, 2012 and orders of the honourable Supreme Court of Pakistan PLD
2007 SCMR 323. If any student is admitted before issuance of notification by the Federal Government, responsibility of any
adverse effect on the career of the students shall be entirely on the admitting authorities and penal action will be taken against
the institute under Section 25 of Medical & Dental (Amendments) Act, 2012 which amended the section 22 of PM&DC
Ordinance, 1962.

PM&DC MOVING TOWARDS EXCELLENCE


Dr.Amjad Mehmood after joining PM&DC took important steps to improve the working of PM&DC.
Brief account is as under.
!Financial, administrative and operational audit of PM&DC for the last five years has been done on the request
of the Administrator for streamlining the workings of PM&DC.
!PM&DC started inquiry with 3 members Inquiry Committee findings to identify fake registrations proved
from the official record and lodged FIRs against fake doctors.
!More than 50 fake/bogus registrations were identified and action was taken as per rules.
!Registration Section Information Cell in Registration Section has been established to promptly

address the queries of doctors.


! Backlog of approximately 2500 experience and registrations Certificates cases have been cleared.
!Doctors are informed about the status of their applications for registration by email and telephones.
!Database has been updated & linked with Recognition Section with access to PM&DC website &
online interaction.
!Pending Renewal of Registration Certificates of Medical/Dental practitioners has been initiated and
over 175,000 registrations of Medical/Dental practitioners has been done till to date.
!New Database with sophisticated links has been installed to get quick access of the data & statistics of
faculty .This will provide control over management of Faculty & Teaching.
!Payroll banking system, has been introduced and started functioning since March 2013.
!A data base entry system with an advance record and feedback has been established.

MORATORIUM

After enrolling in controversies of registering sub standard medical colleges in recent times .The PM&DC has decided
to ban the recognition of new medical college for indefinite period initially the ban was imposed in 2010 for two years.
Recently elected Executive Council in its meeting decided once again to impose the ban for indefinite period .In
pursuance to its earlier decision as it proved better results. There are many reasons of the ban but the foremost reason
is to improve the standards of already established colleges as their academic standard have suffered in recent years
as they face dearth of faculty and infrastructure. Currently 140 medical & dental colleges both Public/ private are
functional of which many are under scrutiny

PM&DC Introduces smart cards for doctors


The Administrator PM&DC met with chairman NADRA to discuss ways for the up gradation of
PM&DC website (Data management) which can facilitate PM&DC in the development of
computerization of record of registered medical /dental practitioners, medical/dental faculty,
postgraduate /undergraduate students and medical/dental colleges. PM&DChas also planned to introduce
smart card for the doctors with the detailed information of bio data of doctors with the help of NADRA.

Action taken by the PM&DC to Curb to Eradicate Quackery


As per directives of Honorable Minister of NHRS&C a meeting was held with District Health officer, Islamabad
on an anti-quackery campaign . Administrator, PM&DC emphasized upon the actions taken by the District
Health department Islamabad to curb Quackery and opined that the Health Department ICT has
developed a plan to crackdown illegal/un-authorized quacks within limit of ICT. For the purpose, a list of
quacks has also been prepared and Health departments with the assistance of Area Magistrate is going to

conduct raids under the relevant provision of law.PEMRA has alos been intimated to devise protocol to
discourage quackery and to formulate regulation/legislations as not to entertain Ads based on promotion of
potential healers, miraculous drugs and products. Chairman NADRA has also been taken in the loop to help
and facilitate PM&DC in the development of its website and information system.

PMDC's disciplinary committee decisions on


various cases
The Disciplinary Committee of Pakistan Medical and Dental Council (PM&DC) completely suspended the
registration of one doctor under section 35 of the PM&DC Council (amendments) act substituting the section 31 of the
PM&DC Ordinance 1962.
According to committee decisions Amir Shahzad was working on a fake certificate, has been stopped to
continue his practice and his registration with PM&DC has been completely suspended. The decision in this regard
was made after verification of his IBCC certificate against his FSc degree which was declared as fake.
The Disciplinary Committee suspended the registration of four (4) doctors for 3 to 6 months. Similarly the
registration of three doctor's has been suspended for 6 months including Dr.Faiz Rasool of Faiz Eye & Diabetic center
Rawalpindi due to wrong eye operation, Dr. Ali Raza and Dr.Raiwat Shah of DHQ Hospital, Nowshera for negligence
of treating a cardiac patient, Dr.Raja Sadaqat Mahmood of THQ Hospital, Kahuta Rawalpindi for letting his
technicians to treat patients. While the registration of Dr.Ghazala Akram (Gynecologist) at city hospital at Mirpur
Azad Kashmire has been suspended for 3 months due to abdominal pack/sponge during delivery.
Similarly the committee decided to CENSURE 5 doctors including Dr.Zahid ,Dr.Fatima and Dr.Farhana
Azhar of Fatima Hospital Wah Cantt for negligence in a delivery case, Dr.Inayat Ullah of Shifa International Hospital
Islamabad for negligence in neuro surgery case, Dr.Ejaz Ahmad Khan of Shifa International Hospital, Islamabad for
negligence in diagnosis of an appendix operation case, Dr.Taqdees Naqash,Dr.Sehrish Gul and Dr.Abdullah Ali
Lashari of Shifa International Hospital Islamabad for negligence during delivery, the Committee also directed the
Shifa Hospital to improve their system. ,Dr.Raza Ahmed Gorsi of Cardic Center, Mirpure Azad Kashmir for using
PM&DC unregistered additional qualification with his name.
The committee also issued warnings to 2 doctors including Dr.FaridUllah ,CEO of Shifa International Hospital
Islamabad for negligence with a cardiac patient, Dr.Inayat Ullah for negligence in the surgery & metopic synostosis
and forehead deformity.
The Committee also decided the case of Dr.Tahir Choudry who was taking scholar ship from Banazir Bhutto
Hospital Rawalpindi for study during service which was against the law so the Committee decided that Dr.Tahir will
return all the amount of stipend to the hospital.
The meeting of the Disciplinary Committee was chaired by Dr.Asim Hussaain , Justice Gulam Rabbani
(member), Prof.Dr.Musadiq Khan (Experts), Prof.Dr.Ghuzala Mehmood(Experts),Prof.Dr.Naseem
Ullah(Experts),Prof.Dr.Khaliq uzaman(Experts), Prof.Dr.Arif (Experts), Dr.Ali Gohar Zamir (Experts),Prof.Dr.Ali
Raza (Experts),Dr.Khurshid Naseem (Experts),Prof.Dr.Hafiz Ullah (Experts),Dr.Raja Amjad Mehmood Registrar
PM&DC, Dr.Rashid Anjum Deputy Registrar, Sara Rubab Nasir Chief Legal Officer.
Dr.Asim Hussain Chairman Disciplinary Committee said that there will be zero tolerance regarding the
negligence of doctors and strict disciplinary action will be taken against those who will involve in any such case.
He said several steps have already been taken by PM&DC to have check on any such activities and all the
doctors have been directed to display his / her PM&DC Registration certificates prominently at the place of practice

qualification he / she shall be liable to be proceeded against as per law which may result in suspension / cancellation of his /

Commission of inquiry against Dr.Ahmed Nadeem Akbar


Ex-Registrar,PM&DC
Three-member panel headed by former Lahore High Court judge Syed Shabbar Raza Rizvi is geared up to begin inquiry
into the alleged administrative irregularities of the Ex Registrar Dr.Nadeem Akbar for recognition of 19 medical colleges
in a single day.
Other members of the 'inquiry commission' formed by the Ministry of National Health Regulations Services &
Coordination on January 24 are Joint Secretary Arshad Farooq Faheem, a representative of the ministry, and Dow
University of Health Sciences Vice Chancellor Professor Masood Hameed Khan, a nominee of the PM&DC.
The commission is tasked for examining the legality and transparency of the registration of 19 medical colleges,
including Benazir Bhutto Shaheed Medical College, Karachi; People's University of Medical and Health Sciences,
Nawabshah; Al-Nafees Medical College, Islamabad; Ameerud Din Medical College, Lahore; Aziz Fatimah Medical and
Dental College, Faisalabad; Khawaja Muhammad Safdar Medical College, Sialkot; Rawal Institute of Health Sciences,
Islamabad; Gujranwala Medical College, Gujranwala; Bhittai Medical and Dental College, Mirpur Khas; Sahiwal
Medical College, Sahiwal; Muhammad Bin Qasim Medical and Dental College, Karachi; Bannu Medical College,
Bannu; Pakistan Red Crescent Medical and Dental College, Lahore; Mohtarma Benazir Bhutto Shaheed Medical

FACULTY REGISTRATION OF MEDICAL/ DENTAL COLLEGES


PM&DC introduced Registration of Faculty of Medical & Dental Institutions in 2009. As per Part XII of Pakistan
Registration of Medical & Dental Practitioners 2008, registration of faculty is a mandatory requirement for teaching job in
any medical or dental institution in the country. Hence, it is also a mandatory requirement for recognition of any medical or
dental institution. The objective of Faculty Registration is to maintain a database of Medical/ Dental Teachers working in
Pakistan so as Faculty shall understand and deliver the educational programs/ curriculum devised by the Council and
participate in student assessment, professional development activities (Teaching and Evaluation) accordingly. The
migration of Faculty from one Institution to other is not allowed during an academic session/ activity by the Council. Details

N.E.B TO ASCERTAIN UNIFORMITY OF QUALIFICATIONS OF PAKISTAN AND FOREIGN MECAL GRADUATES

akistan Medical and Dental Council successfully held the NEB Examination 2013 for foreign
graduates under the auspices of the Khyber Medical University Peshawar [KMU].

For a foreign Medical graduate it is necessary to get himself / herself registered with PM&DC through
passing the NEB Exam for medical practice in Pakistan. The NEB examination is held twice a year, usually
in March/April and in September/October.
On 16th February 2013, PM&DC NEB step-III (OSCE/VIVA) Examination of 082 foreign medical graduates
and 63 graduates were declared success full at Margala Hotel, Islamabad was conducted by Khyber
Medical University, Peshawar.
The National Examination Board conducts an examination to determine the professional competence or
otherwise of a candidate for registration and equivalence of his or her foreign basic or postgraduate medical or
dental qualification to enable the council to make a decision about the equivalence to Pakistani basic or
postgraduate medical or dental qualification of the foreign qualification.
However, there are some bars for the examination as per regulation no.58 (1) saying that no person
shall be allowed to appear in the National Examination Board basic qualification examination unless:
a)
The candidate must be a citizen of Pakistan and possesses any foreign basic medical or dental
qualification, either whose name or the institute awarding it are included in the World Directory of medical
Schools, published by the World health Organization, Global directory of educational institutions for health
professions or International Medical Education Directory (IMED) processed Research (FAIMER) or
AVECINNA or which is confirmed by the Pakistan Embassy concerned to be a recognized qualification for
enrolment as medical or dental practitioner in the country in which the institution awarding the said
qualification is situated or as decided by the National Examination Board of the Council.
b) The applicant should have at least 60% marks in FSC.
C)The candidates who have obtained their basic medical or dental qualification from the institutions
where medium of instruction is not English would be required to submit original copy of the IELTS with 6.0
score and equivalent in TOFEL test result for issuance of eligibility.
Criteria for issuing permission letter (eligibility Certificate) to sit in NEB exam.
Application for the eligibility criteria shall be accompanied by the no objection certificate of the Council to
join the course, the original degree or diploma or certificate and mark sheet, original detailed transcript and
credit hours of the qualifying examination and equivalence certificate of premedical studies from IBCC. The
original certificates shall be return to the candidates after verifying the same and the copies shall be retained
by the Council. The request for issuance of eligibility certificate shall also be accompanied by a demand draft
/pay order for the specified sum in favour of PM&DC, Islamabad.
