In a growing population and demand of the people town centers and commercial complex
are areas that creates businesses, sources of the needs of the entire neighborhood or a
community it powers the entire area with its services that every individual needs to live. Food,
water, money, goods and other products are located making it a center of life in a community,
rapid growth in population through the years results demands not only in goods but the standards
of being on a municipality into a city rises up, failure to deliver such standards not only in economy
but in architectural results flaws like traffic congestion, crowded hallways and uncomfortable
places that no human being could resist in a subsequent number of times. Pacita Commercial
Complex in the heart of San Pedro, City in Laguna and is the third and last town center that made
up the downtown area of the whole city. Its adjacency to Bian City makes it more special
because its where vehicles from the infamous Maharlika Highway passes by making it an
important key to some of the drivers, the complex composes of fast food restaurants, a Tiange
Center, supermarkets, banks and transportation like the PNR, Jeepney, UV Express, Pedi
cab, Tricycle, Buses. The whole complex is the heart of the whole subdivision and villages because
of the uniqueness of the stores and its services implied, and everyday commuters from any parts
of San Pedro usually go, making it the center of San Pedro City, creating a diversified complex
and linkage between the unseen advantages of transportation capability means efficiency in every
aspects of the place, contributing not only to the progress of the area but because it gives people
comfort of having such facilities into a certain place thus effectiveness is resulting factor.
The proposed study aims to provide the component city of San Pedro specifically the
owner Pacita lands with a well-planned and well adapted town center which will be the center of
commercial, businesses, health and transportation in the residents of Pacita 1 and 2 and other
subdivisions across the whole city, the target users will be the consumers and other commercial,
health, businesses related services and the commuters. The end market will be the staffs of each
and every establishments, and the tricycle drivers, Jeepney drivers, bus drivers, and other PNR
related staffs and maintenances. The proponent is to develop a diverse complex which will be
able to service the residents of the city and the neighboring city as well.
The early building established in Pacita Commercial Complex was the Commercial building which
is located in the center of the complex, the gas station was soon demolished and a fast food chain
Jollibee was established in front of the National Road, the tricycle terminal was soon added, and
Pedicab terminal in the south side was introduced to the public, city buses and provincial buses
was operational since then and converted the parking lot into a bus terminal, the Jeepney was
already swarming in front of the complex and other transportation like the UV express existed.

of being a city cant be sustained, growing population deemed to have
more space has to be given, growing demand and certain approaches has
to be based on a city level planning, and analyzing it is the key solution.
This research can be based on other development of the site in which for
the benefit of the progress of the site, and to be able to help other entity
that are having the same study to have an idea to prior research studies.
The study create good impact and certain ideas to be proposed for the
development and the contribution of study thus, getting more insights and
proper knowledge to the statistics and ideas to be withdrawn to the study.
Encourages certain people to view the study in other way possible that
could negate a certain thought process which can sustain the study and
further progress the overall needs of the research study.
Connecting certain existing commercial complex and transportation hub study in local and
in foreign settings will not only provide information, but to adapt certain principles in the integrity
of an commercial complex and transportation hub, and other ideas and types of approach in the
same study, related literature will help in formulating certain ideas and execution to the study,
that will develop the study even further and to build a certain approach to the problems.
The study will provide important local laws based on the Local Government of the city or
the province, and the Constitutional Laws of the Philippines, and the prioritization of building
codes and codes given by the San Pedro City Local Government and the National Building Code.

was in the municipality stage, the continuing development of the commercial complex can create
many jobs and many opportunities for the users of both local and visiting users. Modern era and
the advance planning methodology could have a great impact in the integrity of the site, saving
lots of electric bills, creating more income for the stall owners and the administrator of the
commercial building of the complex, wet and dry market will continue its flourishing livelihood
and cope up with the enhancement of certain techniques in creating a great interior difference in

Research Methodology
This chapter is used by multiple methods in order to satisfy the gathered data. The
descriptive method and techniques used herein will be further discussed throughout this chapter.
I.3.1 Research Design
In the study, we used descriptive research method where in the study is focused on the
existing and current problems and concerns of the facility. It involves recording, description, and
presentation of the problems of Pacita Commercial Complex. Under the descriptive method, the
study used the Case study method wherein we observed the current facility; Interview to the
reliable source is conducted usual commuters, tricycle drivers, bus drivers, UV express drivers,
Pedicab drivers and stall owners.
I.3.1.1 Research Design: Case Study
The case study is a walk-observation to the complex, determining, identifying and confirming the
problematic areas of the facility, the study composes of interviews, and photo-documentation of
the facility making it as a reliable source in identifying the needs in the area.
Based on the conducted research the main problem within the area of the PCC is during torrential
rainfalls which results to flooding delaying the flow of the usual commuting and transportation
capability of the whole complex, flooding is the concern because of shops being flooded that
results to certain damages to stocks and selling products, Hans Queano a daily commuter in
Pacita Commercial Complex said that rainy seasons in the area is the biggest drawback in the
complex, hence he suggested that elevated walkways and sheds will bring relief to the
transportation network and the businesses that are operating within the area.
The Pacita tricycle terminal which is located on the west side of the complex has its own
problematic issues to address, the overall tarmac which the tricycles are lined up is consisting of
soil, which in rainy season becomes mud, that makes commuting very hard, and lack of sheds
just the front of the terminal is only has sheds. The bus stop which is near the tricycle terminal
is not suitable when rainy season, commuters are forced to run to the nearest shed which is the
shed of the tricycle terminal, very narrow walkway in the area is not suitable for large numbers
of commuters, and the rapid unloading of the buses are meant to create a traffic on the road.
UV Express Terminal
Absence of landscapes that dictates the peoples movement and direction are one of the
resulting factors to be considered, potholes from the roads, improper disposal of waste,
jaywalkers, old building and poor maintenance results to deterioration of the center of the
complex, terminals doesnt have sheds so rainy days are hard for the commuters, and stops the
flow of travel cutting lines from the whole complex. Traffic flow every 7:00am and every 5:00 am
resulting to heavy traffic to moderate. Issues like tricycle terminal clogging the road, improper
bus and jeepney stops are one of the main causes of traffic, dangerous jaywalking activities that
negates the traffic also are the factors of not orderly termination.
The absence of concrete on the terminal of tricycles, potholes results to thick mud every
rainy season, lack of sheds from commuters coming from buses, UV express, Jeepnies are one of
the worst scenarios that could happen, inadequate ventilation, lack of sunlight means more
electric cost to power lights, lack of planning for the pedestrian results people arent visiting the
shops inside, resulting to poor business incomes and opportunities, the PNR station and
the back alley of the market problems are improper disposal of waste, the old PNR station isnt
renovated yet, and the lack of proper sidewalks and walkways are the problems.
The wet market has its own store room which other goods like rice and some fish products
are stored, the store room is not sealed which means other insects are prone to the area, and
moist are the problems of the store room, which will spoil the foods inside the store room.
The Pacita commercial complex is like an abandoned structure, with lots of waste
scattered around the vicinity, the terminal is still operational but very rare occasion of train
passing by the vicinity, broken roofs and destroyed lights and slippery cement are signs of poor
and cheap development of the station lack of rooms or ticket booth are one of the problem.
Based upon observation through the site observations and walkthrough all around the
complex, we emphasize the overall behavioral patterns of the users of the complex.

Commercial Complex, this will be the basis for the identifying the particular needs in the study
and making a reliable source for future inferences. In the study of the PCC, we used the tools
used Interview and Observation.
I.3.3.1 Research Instrument: Random Sampling
In an Random Sampling it is defined as a random on the spot interview, which means
asking directly toward the user in action, that can define the issues of the place, and its thoughts
in the situation, This occurs by asking questions for much needed information for the interviewee
Verbally and directly. One of the methods used in interview is interviewing commuters
which is residing and using the complex for years and decades past, and base their experiences
on the research, stall owners and different modes of transportation drivers interviewing can
satisfy the research method used, thus giving more evidence and clarity to the overall problem
of the site.
Hans Christian Queano is residing in San Pedro City for almost 2 years now, and his
experiences in the complex, every single detail of what he do and what he is wanting more out
of the vicinity was told in an interview, thus recommending some options and varying ideas. Kuya
Gilbert sells pirated CDs and DVDs in his stall inside the commercial building, and he said that
business is slow in the area, mainly because of lack of passerby and people coming inside. Aling
Jessa inside the Wet and Dry Market told us her hindrance in the disposal of the garbage and the
Lack of drainages inside the wet market, and the ventilation is making her so
uncomfortable and business is slow because of consumers are going for the bigger commercial
establishments. Commercial stall owners are being interrogated of out of 18 stalls inside the
commercial building 12 of them arent happy about the location because of the lack of passerby
and costumers going inside of the place. This can be very hard for the business to earn income.

In this study the collected data will be presented in graphical method and figures to
understand the complexity of the problem, the proponent can easily discuss the problem on it.
The wet and dry market is located on the north side of the complex, at the rear of it is
the old PNR station, and in the east is the tricycle terminal and in front is the old commercial
building, the disposal of the market is located on the far north west of the market and stalls in

Since there are no existing datas in the number of cars going in and out of the complex
because there is no government agency that is concerning the ratio of cars in the Philippines. We
are going to just compute for the number of cars in San Vicente where Pacita Commercial Complex
is situated. The approximation of the number of cars that may enter is just to give an idea of how
many cars can and may possibly go inside the complex. The record shown is as of year 2010.
The table shown shows that the Philippines has 30 vehicles for every 1000 people approximately.
Taking this statistics to consideration. The population of San Vicente where Pacita Commercial

because of the bills in electricity which they are paying, lack of ventilation can be very frustrating
not only for stall owners but for consumers as well.
Lack of space for this modes of transportation can result to not organized complex in which
it can possibly interfere with the balance of the complex, lack of terminal for UV Express can
result to occupying public parking space for private vehicles, which can greatly affect the
opportunities of the site same as Pedicab drivers.
Poor Maintenance of the Commercial buildings and the Wet and Dry Market
Meaning the investment of the commercial spaces will not uplift the integrity and
the reputation of the structures and the complex. Which can result drawbacks such as ceiling
failure and the floor flooding and many more building damage without the proper maintenance.
Pacita Commercial Complex can be a gateway to Pacita or possibly to San Pedro City
because of the growing number of commercial establishments investing in PCC.
Existing commercial establishments like Shakeys, Jollibee, Greenwich, Max can uplift
the number of opportunities and lessen the uncomfortable level of going in and out of
the complex.
National Highway or the Maharlika Highway is the bridge between the two cities
(Muntinlupa City and Bian City) hence, transportation, shipping and tourism can grow.

commercial establishments so proper execution of different problems should be announced and
documented to seal different kinds of problem that arouses the commercial complex and the
terminals inside it. This problems should be solved accordingly to the governing codes and
standards and the laws to achieve legitimate results, and provide the Pacita Commercial Complex
into a hub of transportation, and the center of business and commercial needs of the users. The
lack of public toilets for the public user serves a hindrance in creating a diversified public friendly

stores has its own theme depending on its own goods, but in this way uniformity is the most
important aspect that could be a driving force in the overall characteristics of the interiors. Certain
materials that will harmonize the different kind of the approach in the certain forms of interior.
III.3.3 Application: Modes of Transportation Terminal Focused
Greeneries such as having a landscape garden will be a relaxing point and a refreshing color to
the eye, greeneries promotes such sustainable design and environmental friendly executions,
greeneries are another factor of transition between environment and manmade materials, this
blends into the designing of the hardscapes and softscapes of the structure. Trees and ornamental
plants promote the environment, and very pleasing for the commuters and passerby, and give
interest to the visitors and other stall owners and staffs of the complex, living wall or other
contemporary designs that promotes the greeneries will not only help to clean air from the
pollution from the bus, jeeps and private vehicles, not only promotes the environment but the
people using it as well. Green space creates activities like open fields and other personal works.

III.1.1A: The City of San Pedro
The city of San Pedro is a 1st district first class city in the province of Laguna, officially City of San
Pedro. It is named after its patron saint Peter. San Pedro City is located in region 4A or
CALABARZON. San Pedro City is the boundary between Laguna and Metro Manila. Pacita
commercial complex is also the first complex that is closes to the Bian City boundary.
Lagunas Gateway to Metro Manila. San Pedro shares boundaries with Metro Manilas
southernmost city, Muntinlupa (northern portion) and Bian City (southern portion). Its position
makes San Pedro City a popular suburban residential community, where many residents commute
from daily work to Metro Manila. Support groups from the local government and non-government
organization are striving to incorporate San Pedro into Metro Manila by the year 2015. The
coordinates of San Pedro City is 142153N 1210320E.
In the table shown above the computed population of the National Statistics Office in San Pedro
City in the year 1990 to 2010 with the total of 294,310 last May 2010 and with a percentage
increase of +1.59%.
In this this table The City of San Pedro is the 37th most populous city in the Philippines. As of
2010, the population is 294,310, up from 281,808 in 2007, or an increase of 4.44%. Its area is
24.05 square kilometers (9.29 sq. mi) with a density of 12,237.42 per square kilometer
(31,694.8/sq. mi). The barangay San Vicente has the most number of population of 92,092 as of
May 2010 and the least is barangay of Nueva which has the total population of 2100. The table
also indicates the household population in every barangays in the city and the density or the
person per hectare which is also beneficial in order to have an idea of the population of the city.
III.1C: Climate
Pedro is in the 6.95 typhoon index shown in orange color, which means the area is susceptible
to typhoons or the average tracking of typhoons. The temperature vulnerability map shows the
temperature index of the City of San Pedro, according to the index the city of San Pedro is in the
3.22 index. Which means it is a good sign and very average temperature in the city.
The climate graph shows the precipitation, and other important datas depending on the months
of the year, the chart below states that the highest temperature of the year and the least is
January, and showing the season from December to February- Cool and Dry Season and March
to May Hot and Dry and June to November with Rainy Season

The figure above shows that the cities of Santa Rosa, Bian and San Pedro doesnt have
any flood prone areas, which is beneficial to the residences of this cities. But at very strong
typhoons the coastline of the San Pedro City overflow creating floods at the part of Landayan,
which is the barangay closes to the lake, which also floods the Pacita Commercial Complex
especially on heavy rains. Other establishments on the national highway is affected on the floods.

The maps in the figure are showing various hazardous areas like Tsunamis and Volcanoes
Maps which can affect the study and the feasibility of the site, the shorelines that are indicated
in the blue lines are the Tsunami Prone Areas and the blue triangle shape icons are the location
of the volcanoes prior to the assessment and findings of Department of Environment and Natural
Resources. The city of San Pedro doesnt have any shorelines except to Laguna Lake which
doesnt create Tsunami like waves but only small storm surges, and the City of San Pedro doesnt
have existing volcanoes.
In the figure above the map also indicated the prone areas of the Philippines where the city of
San Pedro results which the map is indicated, San Pedro City is somewhere to 7.3-7.6 magnitude
earth quakes radius and San Pedro city is in 20-47 hts. , which is the San Pedro city is prone to
earthquake, but then the San Pedro is far from any fault lines and the rarity of certain earthquake
to hit the location of San Pedro city, there are no present risk of landslides because san Pedro
city is in a flat to medium terrain.
The Pacita Commercial Complex is located at San Pedro, Laguna facing Maharlika Road or
the National Highway. The 3 connecting roads towards the National highway are public roads,
the National highway serves many commercial and industrial establishments, from the RC cola
factory, and the shopping centers like Pavilion mall and shop wise grocery, this are the key
commercial establishments around the city, at the back of the commercial complex is the Centro
Pacita another commercial establishment, and between them is the PNR MG Station.
The existence of the highway makes the Pacita Commercial Complex striving and full of
opportunities for visitors and travelers and commuters, this can link many more cities
and sharing ideas and cultures and to renown the place for its diverse activities.
The highway can accommodate large vehicles like buses and trucks that can make the
transportation sector with good services and accessible places.
The National highway serves like the collector road for every road in the city. Almost a
major road next to the South Luzon Expressway.
Certain deliveries of good in and out of the public market and the commercial
establishments creates a certain accessibility in terms of the marketing sector of the
whole complex.
The advantages of being passed by vehicular traffic creates more iconic and
opportunities for the complex to be discovered, such tourist can pass by the site to eat
and basic needs, the highway merges both the tourism industry of the complex.
The figure above states the existing trees in the green highlight, the location of the trees are
scattered around the site, minimal tall trees are present on the site, the greeneries around the
site arent maintained and many branches from the trees close to the commercial building are
scattered almost, in front of the faade there are no trees present in the site, the trees closest to
the commercial building serves as shading for other security and maintenance personnel of the
building, the yellow lines are the noises that are present in the vicinity, almost every part of the
site have noises, at the front is the busy and noisy national road where not only the vehicles but
the barkers of the informal parking of Jeepney are located, at the west side lies the commercial
establishments where noises from speakers and shoppers are present, at the market area where
the seller of fishes and other merchandise yell to get attention to the buyers, then the train where
it begin to be noisy as well. Every establishment is seen right away looking from the national
road. But the market and the stalls located at the south arent visible right away due to location.
the south side where the Pacita MG Station is located, and bounded by the National Highway at
the north and an open space at the west and the West Lake Medical Center at the east side of
the complex. The commercial complex also is equipped with a public toilet for one person each
time, and you have to pay for that. Certain terminals are scattered around the commercial
complex. The center building is the commercial complex building where stalls are located and at
the back is the wet and dry market and several stalls and commercial stores where they sell
goods, in front of the complex is where the UV Express are parked and Jeepney are located.
The complex has so many shops and services to offer like Salons, Grocery Stores like Reysal
Grocery Store, Pure gold Supermarket. Some computer shops are located inside the commercial
building, computer store like Milestone Computers, Pet shops like the Simons Pet shop located
inside the Commercial building 2, Wet and Dry Market, and several fast-food and restaurants like
Jollibee, Maxs Restaurant, Greenwich, Dunkin Donuts, Pan De Manila and several more. The
commercial building also composed of a Food court where several small scale food stalls are
located. The open space inside the complex is the tricycle terminal parking that covered a lot.
The site, this computation will be the determining factor of possibly the maximum and the
minimum area for the building. Areas and the open spaces that are classified into isolated parts
as the tarmac of the paved and unpaved part of the area.
The Development Control or DC determines whether the bulk of the building structure bulk in
which that the assuming size of the faade in the position of vertical and horizontal aspect of the
site.
Computation of AMBF or Allowable Maximum Building Footprint.
In this computation we determine the possible maximum area of the buildings erected or the
buildable area of the entire lot.

building in which the preliminary building bulks of the commercial buildings of the Pacita
Commercial Complex. This computation and the whole formulation of getting the TLA, PSO, ISA,
USA, TOSL, AMBF, MACA, BHL and the resultant height we are able to identify this factors in the
site computation. In this study and computation we will able to study and be knowledgeable
whether the site had reach its full potential according to the National Building Code computations,
and if we can further expand the site horizontally and vertically oriented.
The computations are based on the TLA given to the site development plan, in this we
identified the different factors which we will consider further for the planning, after knowing this
formulas and computations that are provided and imprinted to National Building Code and the PD
1096. We computed and applied the formulas to the TLA of the complex, regardless of us
determining the area mentioned in the study which is dependent to the existent of the complex.
