Facility Safety Orientation Guide


1. PURPOSE
This Safety Management Guide is intended to assist managers in meeting their responsibilities as
outlined in Element 1 of the Saudi Aramco Safety Management System (SMS) manual to
communicate safety rules and standards to all employees and contractors and to visibly
demonstrate the priority of safety in their organization. This guide will assist Saudi Aramco
proponent organizations in implementing a safety orientation program for personnel entering their
facility or project site for the first time, in order to meet the expectations of the SMS, including
Element 3 (communication of safety concerns, emergency response, and contact information) and
Element 7 (contractor safety orientation).
NOTE: This safety orientation program does not constitute and is not to be used in lieu of overall
orientation program for new employees, as required per Element 4 of the SMS.
2. GENERAL OVERVIEW
A safety orientation is to be provided for all newcomers as follows. Newcomers are defined as Saudi
Aramco employees, contractor employees, government employees (i.e., ISF, Coast Guard) and
unescorted visitors who have not previously attended the facilitys safety orientation.

For industrial facilities (Saudi Aramco red plant ID card required for access) and project sites
therein, the proponent/facility owner is to ensure that all newcomers have completed their
facilitys safety orientation before entering their facility. One method to control this is to require a
safety orientation before approving the newcomers Saudi Aramco plant ID card or temporary
pass, in accordance with the recommended process flowchart in Attachment A2.
NOTE: A proponent organization may approve the plant ID request for those individuals who
have a valid reason for not attending the facilitys safety orientation before plant ID approval (i.e.,
remote location or need plant ID access to numerous facilities). In this case, the proponent needs
to ensure that the employee attends the facilitys safety orientation upon first arrival at the facility.

For construction/maintenance work in non-industrial areas, the proponent is to ensure that safety
orientations are conducted for all newcomers.

For grassroots construction project sites, Project Management is to ensure that safety orientations
are conducted for all newcomers to these project sites.

3. SAMPLE PROGRAM MATERIALS


Attachment A1 of this Guide is a sample safety orientation program that can be used by industrial
facilities to develop their own safety orientation program. Project Management and proponents for
non-industrial areas will need to adapt this sample program to suit their own needs.
The Loss Prevention Department Intranet website ( http://lp.aramco.com.sa ) contains a
downloadable Microsoft PowerPoint presentation template covering key safety requirements.
This presentation template is intended to be modified by each proponent organization to suit their
own site-specific safety requirements and procedures. Proponents can use one safety orientation
presentation for all newcomers, different presentations for Saudi Aramco employees than for
contractor employees, or even develop a specific safety orientation for certain activities, i.e. shutdowns. Please contact your area Loss Prevention office for more information and assistance.

Sample Industrial Facility Safety Orientation Program


1.

Purpose
To make all newcomers aware of potential
safety hazards and expected safe behavior
before entering this facility, and to convey
the message that we strive to maintain the
highest levels of safety.

2.

Newcomers And Visitors

2.1

Newcomers are defined as Saudi Aramco/


contractor/government
employees
and
unescorted visitors who have not previously
attended this facilitys safety orientation.

2.2

All newcomers shall attend this facilitys


safety orientation before entering.

2.3

Escorted visitors (who will be accompanied


at all times) shall be given an Emergency
Response Pocket Card (see Attachment A3)
by their escort, who will also provide a brief
explanation of the topics on this card.

3.

Proponent Responsibilities
(assigned to specific individuals or teams)

3.1

Develop a comprehensive and site-specific


safety orientation program, including
customized presentation(s) and/or video(s), a
Site-Specific Safety Card and Emergency
Response Pocket Card (see Attachment A3),
and review tests.

3.2

Provide an adequate facility for conducting


safety orientation sessions.

3.3

Schedule, communicate, and conduct safety


orientation sessions, including as requested
by Saudi Aramco contractor liaison
organizations (i.e., PMT, Contracts Admin.
Unit).

3.4

If necessary, authorize attendees temporary


access to the safety orientation location.

3.5

Provide Industrial Security with Emergency


Response Pocket Cards to give visitors when
they sign in at the security gate, if feasible.

3.6

Provide copies of Emergency Response


Pocket Card, Site-Specific Safety Card, and
Safety Handbook to session attendees.

3.7

Announce at the beginning and administer at


the end of each session a short graphicallybased review test. Give attendees who pass
this test a signed personal pocket card (with
their name and badge or government number)
to indicate successful completion.

3.8

Implement control measures to verify if/when


a person has received a safety orientation and
to ensure that all newcomers receive an
orientation before entering this facility, in
accordance with the Industrial Facility Safety
Orientation Flowchart (see Attachment A2).

3.9

Maintain records/database of each safety


orientation session, including topics covered
and attendee signatures (see Attachment A4).

3.10 Provide Saudi Aramco contractor liaison


organizations (i.e., PMT, Contracts Admin.
Unit) with copies of attendance sheets for
forwarding to the contractor company.
3.11 Require contractors to provide translation of
the safety orientation presentation and
materials as needed for their personnel.
3.12 Periodically review implementation of the
program for continuous improvement, and to
verify if a safety orientation has been provided
for all newcomers. Take corrective actions as
necessary.
4.

Training
All involved personnel shall be trained in this
program (see Attachment A2).

EMERGENCY RESPONSE POCKET CARD
An Emergency Response Pocket Card is to be developed by each proponent organization and given to all
newcomers at their safety orientation. Escorted visitors are to be given an Emergency Response Pocket Card by
their escort, who will also provide a brief explanation of the topics on this card. The Emergency Response
Pocket Card is unique to each facility/location and covers the following topics, at a minimum:
1. Site-specific emergency response procedures (including how to report an emergency, alarm signals, and
evacuation procedures)
2. General site layout, including evacuation routes, assembly areas, and first aid facilities
3. Site-specific incident/near miss/unsafe condition reporting procedures
4. A statement that any questions regarding the content of this card should be discussed with the
newcomers or visitors Saudi Aramco point of contact.

SITE-SPECIFIC SAFETY CARD


The Site-Specific Safety Card is to be developed by each industrial facility (and non-industrial facilities as
applicable) and given to all newcomers at their safety orientation. The Site-Specific Safety Card is a pocket-size
card covering the following topics, at a minimum:
1. General overview of major hazards (i.e., flammable, toxic) at the facility
2. Site-specific smoking rules, including specific areas where smoking is permitted
3. Specific areas where mobile phones or other electronic devices can be used
4. Site-specific photography rules and authorization procedures
5. Rules related to driving within the facility (including speed limits, escorts, etc.)
6. Site-specific PPE requirements (specific areas where hard hats, safety glasses, safety shoes, hearing
protection, etc., is required)
7. Other site-specific safety rules.

SAUDI ARAMCO SAFETY HANDBOOK


The Saudi Aramco Safety Handbook is to be briefly reviewed during the safety orientation. It is a pocket
booklet that can be easily carried and contains Saudi Aramcos minimum behavioral safety rules, safety
standards and important safety topics. The Safety Handbook is available from the Loss Prevention Department
and is to be given during the safety orientation to Saudi Aramco employees and contractor supervisors and
foremen who are on a new work assignment in that area. It may also be given to others if beneficial.
