Chidambaram returns to finance,

Sushilkumar Shinde placed in home
Shashank Vikram Singh
New Delhi : The Congress
q

has
brought
back
P
Chidambaram to the finance
ministry to handle the tough
task of reviving the economy
and to help the party in the
build-up to the 2014 Lok Sabha
polls, while his place in the
home ministry has been taken
by a "safe"Sushilkumar Shinde.
Chidambaram's appointment
comes against the backdrop of
expectations in the Congress
that he would be able to script a
turnaround, putting an end to

the gloom that the

economic downturn
has cast over the party's
electoral prospects.
The timing of the
change was influenced
by the keenness of
Prime
Minister
Manmohan Singh,
who had handled the
charge after Pranab
Mukehrjee resigned on
June 26, to have a fullscale finance minister
ahead of the monsoon
session.

LK Advani blogs a twist in 2014 poll tale

LK Advani, acting chairman of the NDA, caused a
flutter on Sunday by saying
on his blog that a nonCongress,
non-BJP
government could not be
ruled out in 2014.
"A non-Congress, nonBJP prime minister heading a
government supported by one
of these two principal parties
is, however, feasible. This has
happened in the past also," he
said but cautioned that such a
dispensation may not last
long.
As he argues his case, it is
clear he believes the chief
beneficiary of the Congress'
"collapsing fortunes" is the
BJP. But there is enough to
read between the lines. The
veteran leader's observation
can also indicate a warning
for his party. In the past, too,
Advani has asked leaders to
improve their performance
and the party's image.
In his blog, Advani refers

to a conversation he had with

two cabinet ministers at former president Pratibha Patil's
farewell party hosted by
prime minister Manmohan
Singh. The ministers had said
neither the Congress nor the
BJP would succeed in 2014
and a third front government
would spell instability for the
country. Saying he did agree
with their view, Advani said it
was impossible for any party
to form government in New
Delhi without the support of
either the Congress or the
BJP. Therefore, a third front is
ruled out.
About a non-Congress or a
non-BJP government at the
Centre, he pointed out how
the governments of Charan
Singh, Chandra Shekhar,
Deve Gowda and IK Gujral
(supported by the Congress)
and VP Singh (supported by
the BJP) did not last.
A coalition government
would be stable only if a

Congress or a BJP prime minister headed it, he said. While

criticising the UPA I and II for
mismanagement, he said the
government has been stable
because of a Congress prime
minister.
He also predicted a huge
loss for the Congress. "It
would not at all be surprising
if the next Lok Sabha elections yield a result which for
the Congress may prove the
worst in its history since
1952... It may be the first time
when the Congress' score
sinks to just two digits, that is,
less than one hundred!"
Advani pointed out the
Congress' miserable performance in Uttar Pradesh, which
include Amethi and Rae
Bareilly - pocket-boroughs of
the Gandhi family.
"So far as the BJP is concerned, the bungling in
Karnataka notwithstanding,
all recent public opinion
surveys clearly reveal that the

principal beneficiary of the

Congress party's fast eroding

reputation continues to be the

BJP," he said.

Most Congress Leader want play good role in central government

New Delhi: Congress general
secretary Rahul Gandhi in his

enhanced role ahead of the 2014 Lok

Sabha election? No answers yet to this
pertinent question but most Congress
members say they want him to enter
the government and also play a more
central role in the party. There is a
sense of anticipation in India's oldest
party since Rahul Gandhi announced
he was ready to play a more proactive
role in both the party and the government. Congress members at various

levels said that they wanted Rahul

Gandhi, 42, in the government to hone
his administrative skills and also
assume a more enhanced role in the
party. But many of them refused to be
quoted considering the sensitivity of
the issue. A Congress member said the
party scion joining the Manmohan
Singh government will spur it into
taking faster decisions and improve its
image."The party has to be on board
regarding many decisions to be taken
by the government. The process is
time-consuming. With Rahulji in the
cabinet, his view will be taken as the
party's view. Decisions will be quicker," the office-bearer, who did not
want to be quoted, said.
Son of Sonia Gandhi, Rahul came
into electoral politics in 2004. He was
appointed a general secretary in 2007
and given charge of the Youth
Congress and the NSUI.The younger
Gandhi now represents Amethi seat in

the Lok Sabha, formerly represented

by his mother. (Sonia Gandhi has
shifted to Rae Bareli.) Rahul Gandhi's
participation in the government would
enable him to take a closer look at the
inner dynamics of a coalition government, say many. Party general secretary Digvijay Singh has suggested that
the young leader should take on bigger responsibility in the party and
indicated that this would come about
by September.Party leaders feel that
Rahul Gandhi should go beyond his
present role in the frontal organisations and take a role in the party's
mainstream. Many party functionaries
insisted that a bigger role for Rahul
Gandhi was the best hope for the
Congress, whose influence across the
country has rapidly shrunk in recent
years.
Ranoj Basu, a permanent secretary
in the Congress, said: "This is the
right time for him to take a greater

role in the party and the government."

Another leader, who did not want to
be quoted, said that Rahul Gandhi's
more active involvement would help
the party."He has to be inducted as
number one (in future)... He is the
only hope."Law Minister Salman
Khurshid stunned everyone last
month when he said the party had
seen only cameos of thoughts from
Rahul Gandhi and was waiting for a
new ideological direction from him.
Congress Seva Dal chief Mahendra
Joshi said Rahul Gandhi should work
both in the party and the government
as "both will be strengthened by his
work". He rejected criticism that the
Nehru-Gandhi family scion had failed
to
deliver
in
recent
state
elections.Youth Congress chief Rajiv
Satav said Rahul Gandhi had transformed the organisation into one that
is democratic, performance driven and
has greater rural orientation.

Cabinet expansion in Odisha, 5

ministers dropped, 9 inducted
Five
ministers
were
dropped on Thursday from
the Naveen Patnaik-led BJD
ministry and nine new faces
inducted, ending speculation
over cabinet expansion two
months after a failed coup bid
against the Chief Minister in
Odisha.
Governor M.C. Bhandare
administered oath of office
and secrecy to the nine new
ministers, including three of
cabinet rank and six ministers
of state. Besides former ministers Damodar Rout and
Bijayshree Routray, the other
new cabinet minister who
took oath was Dharmasala
MLA Kalpataru Das, a first
time minister.
The six new Ministers of
State were Pratap Keshari
Deb, Subrat Tarai, Rajanikant
Singh, Sarojini Hembram,
Arun Kumar Sahu and Rabi
Narayan Nanda.

Five ministers, including

state
Finance
Minister
Prafulla
Ghadai,
were
dropped as most of them were
considered close to BJD MP
Pyari Mohan Mohapatra who
had allegedly engineered the
failed coup bid against the
Patnaik government on May
29 when the Chief Minister
was out of India.
The five ministers tendered their resignation, which
were forwarded to the
Governor for acceptance,
sources said. Besides Ghadai,
Tourism and Culture Minister
Prafulla Samal, Energy
Minister Atanu Sabyasachi
Nayak, Labour Minister
Pushpendra Singhdeo and
School and Mass Education
Minister Pratap Jena have
also resigned.
Soon after the ministry
expansion, the key finance
portfolio, so far held by

Ghadai who presented the

state budget for nine years in
a row, was handed over to
Prasanna Acharya, hitherto
Health and Family Welfare
minister while the chief minister retained departments
like
Home,
General
Administration, Works and
Water Resources.
Though there were five
vacancies in the ministry, the
number rose to 10 after
Patnaik dropped five other
ministers ahead of the expansion.
One berth in the ministry
remained vacant as Odisha
can have maximum number
of 22 ministers as per the
Constitution. Ever since the
revolt, political circles were
agog with speculation about a
major reshuffle to fill the
vacancies and dismissal of
loyalists of rebel BJD MP
Pyari Mohan Mohapatra.

Naveen Patnaik drops 5, includes

9 new ministers in the cabinet
Bhubaneswar:

Five

ministers were on
Thursday dropped
from the Naveen
Patnaik ministry
which saw nine
new faces in the
much-awaited
ministerial expansion.Governor M C
Bhandare administered the oath of
office and secrecy
to the nine new
ministers, including three of Cabinet
rank, at the swearing in ceremony at Raj
Bhavan. Those who took oath as Cabinet
Ministers are: Dharmashala legislator Kalpataru
Das, who joined the ministry for the first time,
and former ministers Damodar Rout and
Bijayashree Routray. The six new Ministers of
State were Pratap Keshari Deo, Subrat Tarai,
Rajanikant Singh, Sarojini Hembram, Arun
Kumar Sahu and Rabi Narayan Nanda.Shortly
before inducting the new ministers, the Chief
Minister dropped five ministers, including state
Finance Minister Prafulla Ghadai, from his
Cabinet. As per the Chief Minister's instruction,
the five ministers tendered their resignation
which were forwarded to the Governor for
acceptance, sources in the chief minister's office

(CMO) said.Besides Ghadai, Tourism and Culture

Minister Prafulla Samal, Energy Minister Atanu
Sabyasachi Nayak, Labour Minister Pushpendra
Singhdeo and School and Mass Education
Minister Pratap Jena have also resigned. In another exercise to facilitate reshuffle, government
chief whip Rabinarayan Pani and deputy chief
whip Arun Sahu, who was made a minister of
state, also put in their papers, the sources said.
Prabhat Tripathy and Sanjay Dasburma are
expected to be made chief whip and deputy chief
whip respectively, the sources said. The decision
to effect the ministerial expansion was believed to
have been taken by the chief minister late
Thursday night after he held consultations with
senior leaders of the ruling BJD.
There were five vacancies in the ministry.
While A U Singh Deo and Pradip Maharathy had
resigned earlier this year over liquor tragedy and
Pipili rape and murder case respectively, three
ministers - Anjali Behera, Sarada P Nayak and
Sanjeev Sahoo were sacked in the aftermath of a
failed coup attempt against the government on
May 29.Ever since the revolt, political circles
were agog with speculation about a major reshuffle to fill the vacancies and drop loyalists of BJD
MP Pyari Mohan Mohapatra, who had allegedly
led the revolt, sources said. While Patnaik had
been carefully examining the whole issue since
June, ruling BJD MLAs were lobbying hard in
their bid to secure a berth in the ministry.

several other organisations have
visited Kokrajhar and urged the
state government and the Centre
to ensure that such incidents of
violence do not recur.

conducted by the state police and other organisations hitherto

appeared to be too little and too late: none of those 15 miners were
apparently rescued alive. We are constrained to intervene since
this is not the first incident of this kind in Meghalaya," the high
court stated Wednesday while registering suo-moto public interest
litigation in relation to the July 6 incident.

the Congress is having an

advantage in the coming
elections.
"We will watch
and see, we don?t
know because he
has
always
changed his stand
in the past...I am
sure he must be
trying to define on
actually
which
course he is taking," Mukul
said. On the idea of a
national party for the tribals,
he said, "I am very happy to
belong to the Indian
National Congress, a party
which has given such a huge
platform for leaders belonging to all sections of people
across
the
country
irrespective of caste, creed
and communities.
Mukul also reminded
how Sangma was such an
important person in the
Congress prior to his rebel
against UPA Chairperson
Sonia Gandhi for her foreign origin. "Mr P A
Sangma was also one of the
most important politicians
in the party who had been
given that platform at the
INC," Mukul said. As the
state gears for the assembly
elections early next year,
the political situation is
getting hotter between the
ruling Congress and the
NCP. At present the NCP
has 13 legislators in the
House of 60 MLAs while
the Congress has 28.

Ashok Chavan proposed more civilians

in Adarsh Society: Retired Brigadier
Mumbai: Contradicting Ashok Chavan, the
promoter of scam-tainted Adarsh Society on
Monday said the former Maharashtra Chief
Minister had suggested increase in the number
of civilians in the Society, essentially meant
for defence personnel.
Adarsh's promoter M M Wanchoo told the
judicial panel conducting inquiry into the
scam that he, Society's secretary R C Thakur
and former Congress MLC Kanhaiyalal
Gidwani had a meeting with Chavan during
his tenure as the Revenue Minister in June
2000. The meeting was about Adarsh's proposal seeking land in south Mumbai. "As per
Government Resolution of 1999, we knew we
had to include 20 per cent civilians. If I
remember correctly, it was Revenue Minister
Ashok Chavan who suggested inclusion of
additional 20 per cent civilian members," said
Wanchoo, a retired Brigadier.
Afterwards, the Society wrote a letter to
the then Chief Minister Vilasrao Deshmukh
and Chavan, stating that it was ready to have
40 per cent non-defence members in Adarsh.

Chavan, who had to resign after Adarsh

scam came to light, had told the Commission
on June 30 that there was no discussion about
inclusion of civilians. "On June 2, 2002,
Gidwani and some other members of the
Society came to meet me for follow-up of the
proposal....There was no discussion about
accommodating civilians. I do not know who
made the recommendation to include
civilians," he had said.
Wanchoo further said Thakur in 1994 had
mooted the idea of forming a housing society
for defence officials. "I asked Thakur to look
for a suitable plot as he was heading the
Defence Estates Office then which deals with
land matters. Thakur found this plot and told
me that it belongs to the state government and
we should try to get it for our society," he said.
Adarsh, the 31-storey high-rise in south
Mumbai, became the centre of controversy
following allegations that ineligible persons,
including politicians, had got membership and
undue concessions were given by the state and
city authorities during the construction.

No decision on Modi's projection

as PM candidate: Gadkari
New Delhi: BJP President Nitin
Gadkari on Friday said he has

candidate, we will discuss it with you

too. Till then, discussing it is irrele-

discussed the issue of NDA Prime

Ministerial candidate with ally and
Bihar Chief Minister Nitish Kumar
and assured him that no decision has
yet been taken on Narendra Modi
being the party's choice for the top
post.
"I told him (Nitish Kumar) that we
have not taken a decision on it (Prime
Ministerial candidate). I told him that
you are a part of NDA and when we in
NDA decide who should be the

vant," Gadkari told to a news channel.

He was replying to a question on
Kumar's objection to Modi being
NDA's Prime Ministerial candidate.
"If his and our ideology was the
same, would not we be one party? He
has a right to differ," Gadkari said.
However, Gadkari indicated
Kumar and his party JD(U) are not
likely to go with Congress when he
said the Bihar Chief Minister is a
follower of Ram Manohar Lohia, a

staunch critic of Congress.

Asked about Team Anna's movement and its decision to form a political party, Gadkari said "our alternative cannot be Anna Hazare. The alternative to one political party is another
party. The alternative to Congress is
BJP."
He maintained Team Anna has a
right to form a party but said Anna is
not a politician. "He is a social worker," he said.
Gadkari said BJP had extended
support to Team Anna during their last
agitation but did not do so this time as
they had not sought the party's
support.
"If anybody is agitating against
corruption, be it Anna Hazare or Baba
Ramdev, it is our intrinsic nature to
support it. Last year, they had sought
our support and we had extended it.
This year, they did not ask for our
support," Gadkari said.
Asked about recent presidential
elections and delay in BJP making its
stand clear on the polls, Gadkari said
many leaders within his party were of
the view that Pranab Mukherjee
should be backed due to his stature
but UPA Chairperson Sonia Gandhi
and Prime Minister Manmohan Singh
did not consult the main opposition on
the issue.

"The government had sent its

emissaries to Tamil Nadu, Assam and
other states.... Though we are the principal opposition, we were not consulted. Sonia Gandhi could have called us
to discuss the issue," Gadkari said.
He disclosed former President A P
J Abdul Kalam was keen on contesting even when BJP had made it clear
that numbers were not in his favour.
He backed out only later.
"We had a frank discussion with
him... He had indicated his willingness to contest even after we discussed the numbers with him. He
changed his mind later and he has a
right to do so," Gadkari said.
Speaking about the differences
within his party, the BJP President
said the problem was that it is "too
democratic a party" and he has to face
"thousands of questions from party
leaders". He described senior party
leader L K Advani as a guide and
philosopher and a tall leader. "He has
a right to speak and write what he
feels.... Whatever he suggests we will
definitely think and work on it. I will
never react to any of his writings and
words. He has taught me this discipline," Gadkari said. Advani had
recently criticised some of the party
decisions on his blog and this was
seen as an attack on Gadkari.

Strike called by CPI-M in

Kerala disrupts normal life
q Suvarna Kumar
Thiruvananthapuram: The
dawn-to-dusk hartal called by
the CPI(M) in Kerala to
protest against the arrest of its
senior leader P Jayarajan in a
murder case disrupted normal
life across the state on
Thursday.
Security was stepped up in
politically volatile areas of
north Kerala. Two companies
of Central Rapid Action
Force had been requisitioned
by the state government for
deployment in Kannur to
meet any eventuality, police
said.
Mobility of people was
virtually crippled as buses,
taxis and autorickshaws kept

Indian
Union
Muslim
League's youth wing activist
Abdul Shukkoor at Ariyil in
Kannur district in February
last. CPI(M) dubbed the arrest
as a "political act" by the
Congress-led
UDF
Government as part of its
plans to break the party by
framing leaders in cases on
bogus charges.

Revenue (Amendment) Bill

Shreedhar Murthy
Bangalore: The Karnataka
Assembly on Friday passed
the Karnataka Land Revenue
(Amendment) Bill, 2012
which empowers the state
government to regularise
unauthorized constructions
built on government land. All
dwelling units unauthorisedly
built on government land prior
to January one, 2012 will be
covered under the law for regularisation. However, houses
built unauthorisedly on government land coming under
Bruhat
Bengaluru
Mahanagara Palike (city corporation), City Municipal
Corporations and Town
Municipal corporations will
not be regularised. Existing
government approved conditions for eligibility under

'Ashraya Housing scheme'

shall apply in toto and the area
actually occupied by the built
up house or built up area upto
2,400 sq feet, whichever is
less, shall be regularised,
Revenue Minister K S swarappa said while moving the Bill
for consideration. Several
members from the ruling BJP,
Opposition Congress and JDS
wanted government to extend
the
benefit
to
those
unauthorised dwellings in
urban areas including cities,
but the government said it
would bring in a separate
amendment for these sections.
Congress leader Siddaramaiah
and other leaders demanded
that the government should
provide at least 60-day dealine
to facilitate applications for
regularisation.

2000. Between 2000-2008, the

bilateral trade multiplied nearly fivefold. Dr. Rajiv Kumar, Secretary
General, Federation of Indian
Chambers of Commerce and Industry
expressed his optimism and said,
"Following the signing of the FTA
between India and Sri Lanka, we have
seen both countries benefit with trade
and investment flows going up over
time. It is important that India and Sri
Lanka now focus on new horizons and
work together to sign a comprehensive economic partnership agreement". The Indian investments in Sri
Lanka have been on the rise. Today,
total cumulative investments stand
around USD 600 million. The key
sectors include telecom, healthcare,
real estate, IT, hospitality and tourism.
On the other hand, the investments
from Sri Lanka into India are focused
in sectors such as textiles, food
processing and logistics.
It is anticipated that the bilateral
Comprehensive
Economic
Partnership Agreement (CEPA) under
discussion between the two countries
can be a significant catalyst to economic engagement. The proposed
agreement covers four areas: trade in
goods; trade in services; economic
cooperation (in areas such as
fisheries, energy, pharmaceuticals,
textiles, financial, infrastructure and
tourism) and investment issues.
The other participants attending
the CEOs Forum meeting from India
include: Mr. Arup Roy Choudhury,
Chairman, NTPC Ltd; Mr. Atul Punj,
Chairman, Punj Lloyd Group; Mr.

REACTION OF STUDENT ON DECISION OFMAKINGPOLITICALPARTYBYANNAHAZARE

Feedback of students on Anna Hazare decision of making political
party
The decision taken by team anna may be a good step to reduce corruption
from India as his team may win the election if they will form a political party,
but when they will get the power they will have to face a no. of controversies
because of opposition and even they will not be able to do the things rightly.
As we people are not patient we will start blaming that team anna is also
failing to do the justice and it was their emotional step to control the public to
win the elections and ultimately team anna will have to quit. Team anna have
a very few no. of people who can form the govt. so to form the govt. they have
to take help of other political parties who must also have some limitations
which team anna have to consider. So problems are so many but it all depends
on team anna's courage that they will be able to overcome they obstacles or
not??

May be doing anshan is little lame idea than getting into a party and ruling
actively. May be i am not very sure but as far as my views are concerned
"political" means something need to constructed good about society. But than
as we all know, its no where actualy happening. Political these a days means
corrupt association.
So basically i mean if anna is taking an attempt to make a political party
he might change its meaning bring back actual meaning to politics if people
trusted him so much why don't they trust him now

Team Anna, although comprised of upright individuals, dosen't have a

fixed ideology, which is evident from the differences in the viewpoints of its
various members.
This may play a deterrent in the team's success as a political outfit.
Moreover, subsequent corruption and venality cannot be ruled out. After all,
each major party today started off with lofty ideals and promises.
Thuse, in my opinion Team Anna Should have remained a force outside the
ambit of political system, generating momentum for anti-corruption crusades
from the outside, rather than inside.

Kofi Annan resigns as UN-Arab League envoy for Syria

United Nations: United
Nations and Arab League

envoy Kofi Annan has

resigned from his post as
international envoy for Syria
after trying in vain for six
months to broker peace and
bring the country's warring
parties to the table.
Annan's resignation was
announced by UN Secretary
General Ban Ki-moon, who
expressed "deep regret" on
Annan's decision to step
down as the international
envoy. "Annan has informed
me, and the SecretaryGeneral of the League of
Arab States, Nabil El Araby,
of his intention not to renew
his mandate when it expires

on August 31, 2012," Ban

said in a statement here.

Ban said he is consulting

with El-Araby to appoint a
successor to Annan who can
"carry on this crucial peacemaking
effort."
Ban
expressed his deepest gratitude to Annan for the "determined
and
courageous
efforts" he made as the Syrian
joint special envoy.
Annan "deserves our profound admiration for the selfless way in which he has put
his formidable skills and prestige to this most difficult and
potentially thankless of
assignments". Annan's resignation comes six months after
he was appointed by the UN

to engage with President

Bashar Al-Assad's government and the rebel forces to
bring an end to the violence in
Syria which has so far left
nearly 10,000 people dead
and thousands more displaced. Blaming the Syrian
government and opposition
forces, Ban said they continue
to demonstrate their determination to rely on ever-increasing violence.
He also expressed his dissatisfaction with the UN
Security Council that has
remained sharply divided
over the measures that should
be taken against Assad's
regime. "In addition, the persistent divisions within the
Security Council have themselves become an obstacle to
diplomacy, making the work
of any mediator vastly more
difficult," the UN chief said.
Annan assumed his post in
February and had proposed a
six point peace plan that
called for an end to violence,
access for humanitarian agencies to provide relief to those
in need, the release of
detainees, the start of inclusive political dialogue, and
unrestricted access to the

country for the international

media.
The former UN chief had
also met Assad to press him to
end the crackdown on civilians and to restore peace in
his country.
During his tenure he had
also met with leaders like
Russia's President Vladimir
Putin and Foreign Minister
Sergei Lavrov focusing on
what measures need to be
taken to end the violence and
the killing in Syria and how to
proceed with a political transition there.
The UN Chief expressed
concern at the escalating violence in Syria saying "more
bloodshed is not the answer;
each day of it will only make
the solution more difficult
while bringing deeper suffering to the country and greater
peril to the region."
"Tragically, the spiral of
violence in Syria is continuing. The hand extended to
turn away from violence in
favour of dialogue and diplomacy - as spelled out in the
Six-Point Plan - has not been
not taken, even though it still
remains the best hope for the
people of Syria," he said.
