Description, justification and

The scheme namely Establishment of Engineering


Wing for Sports, Archeology, Museums, Tourism
and Youth Affairs was initiated in ADP 2011-2012,
reflected at serial no. 717 with computer No.110088,
having cost of Rs:15.000 million an allocation for
Rs. 5.000 million, and Rs. 10.000 million was
released during CFY. The P&D Department in
principle has allowed the continuation of the
scheme for financial year 2013-14.Now the
department proposes BPS 20 post may be included
for approving the technical sanctions.
Traditionally the Development budget of the
Department has remained around 0.3 % to 0.7 %of
annual budget of the province. Schemes on the
average range from rupees three millions to rupees
fifty millions on the average per developing scheme.
This has been instrumental in keeping execution of
Departmental schemes on low priority and consequent
low utilization of available funds. Hence it is felt that if
an exclusive engineering cell is created within the
Department, it will facilitate not only early and focused
implementation of Departmental schemes that would
also improve quality consideration. Technical sanction
problem with list of technical sanction Annex 1 & 2.
The proposed scheme is in line with the policy of the
provincial government and it aims to create a wing in
the Department to internally undertake all the works
and their formalities by itself. It will help to carry out

the various activities of the attached formations of the


department in time.

The following is the abstract and details costs are according to establishment Department, KP
Project policy:7.1

ABSTRACT AND DETAILS OF COMPONENTS


The original PC-I was approved for Rs. 15.000M and it was revised for Rs.23.124M and
now only Rs. 1.000M additional would be required to engage BS-20 Officer who
otherwise fits the qualification of Chief Engineer as in the case of C&W. We may also
request the C&W Department for deputing an officer for posting as Chief Engineer to
clear the pending technical sanctions besides those of the newly approved schemes. The
present revision is for seven months only i.e. 30/06/2014 :

after completion of the project:
The scheme is to enable the department and its
attached formations in preparation, implementation,
execution, monitoring and evaluation of the various
developmental and non-developmental works within
the department expertise of C&W are not enough to
meet the special requirement. Salary pattern of the
Finance Department has been adopted drafting the
PC-I, which will finally be taken on the current side in
case the PC-I execution justifies the creation of
these post on regular basis. The chief Engineer shall
have experience to vet as per delegation of power
the technical sanctions of engineering wing.

Demand and supply

it is pertinent to state that even now special rates are


used in comparison to CSR 2009 for execution of
schemes in Sports, Youth Affairs, Archaeology,
Museums and Tourism Corporation, Khyber
Pakhtunkhwa for which various executing agencies
are requested who in turn employees consultants to
prepare project documents. The creation of
Engineering Wing shall apparently solve the issue of
delays in execution of development agenda of the
department.

The initial environmental examination indicates
that the proper disposal of sanitation would
help in maintaining clean environment.

All the sub schemes have to be completed
during current FY and therefore, no escalation
of cost is expected.

Implementation Schedule (including starting and completion dates)


The scheme is expected to be completed by the end of FY i.e 30/06/2016

Additional projects / decision required to maximize socio-economic benefits from the


proposed project.
The Directorates and corporation being the attached formations have to share their
needs and feedback with the engineering wing on monthly basis to keep the track of
the development activities in line with the resources and time allotted.

Certified that the project proposal has been prepared on the basis of guidelines provided by
the Planning Commission for the preparation of PC-I for Social Sectors.
The cost estimates are according to the open market rates.
