(December 9)
I asked for a freedom wall and interactive posters, so they could write
explicit provisions against trafficking.
Initially it should have been 24-28, but upon the return of classes, it
seemed that all the venues were full.
Escaler hall was full, so we moved to December 9.
November 27 was free, but the speakers havent been finalized yet.
Advocacy committee still awaits confirmation of speakers from SCAP.

2.) Basic Services Committee (c/o Marc Duque)


OAS level off with COA rep
o COA reps are members of CAR. We did the levelling off this
week
o Until the week after next week, it will be a process of gathering
complaints especially complaints from last year

Did a timeline during the Planning and Evaluation Seminar
(November 9)
Do two things:
o Have the first meeting with team transparency (COP, analysis
and discourse cluster of COA, Sanggu reps)
o Collate data from Sanggu and COA expenses
We had a meeting yesterday
o Release the data on SAF, Athletics and Pub fee and process
before releasing
TJ was willing to handle the packaging
o On the side of collating, I asked for the ledger. I just need to
parse it over the weekend.
5.) Constitutional Review (c/o Polo Martinez)
Task: Divide the constitution into segments and assign a committee
for each
It may seem confusing considering we have a separate committee
system
If were going to divide the constitution into segments, we have to
identify the key priority areas: Structure, Mandate, Quota,
Contingency Measures and Procedure
We are pushing for a Constituent Assembly: 3/4 of the student
government will decide on what amendments to make
Initial Plans: sub-committees on Policy, Executive-Legislative-Judiciary
(single committee on structure), and Students Rights
It would be completely superfluous for me to divide the committee
systems with no working framework in mind. We have to think of a
framework by which we could issue the directive of the constitutional
revision.
o We thought of having a Parliamentary system (to be explained
later if we have time)
o Make committees and scrap whatever I said earlier
FINAL PLAN: We have two main committees: Structure and
Contingency
Structure committee:
o Mandate and Bureaucratic practices for checks and balances.
o Entire committee will work on the same articles; the difference

The venue is Enchanted Farm, Gawad Kalinga
Rationale: Springboard for future JETS
The last JETS happneed 2 years ago
Before engaging and contacting huge corporations, start
off with small social enterprises
Enchanted Farm consists of groups of social enterprises

We wanted to focus on social enterprises because there is
a boom (Ong)
Ateneo has a strong partnership with Gawad Kalinga so
the prices will still be subject to discounts
We envision Enchanted Farm to be a village university,
silicon valley for social entrepreneurship, and a
Disneyland for social tourism (Ong)
Hands-on experiences with farm activities

Ateneans lang ang nandoon? Its 6000 per school? Will you have a
definiteive output by the end of the year?

Alex Tanjangco: Yes. What can we learn from the cultures of other
schools? We ran down our initiatives per school. We were planning out
two major projects: ABC Launch (January), Business Summit
(February)

Ga-El Mendoza: Para siyang Buklod pero puro business councils lang
ng La Salle at UP. We fixed the constitution before Alex came

Alex Tanjangco: Were trying to go into more concrete measures

Mawe Duque: I propose to suspend because its not yet a legit


alliance. Id rather we had a timeline for ABC first before approving
the budget proposal

CJ Leong: They learn things from other schools so theres a result


naman. Were only paying for their PlanSem not for their output.

Alecs Reasonda: This is just for the PlanSem so its not for the budget
of activities

Mawe Duque: Im forwarding concern to the Committe on Rules. If the


SB holds a PlanSem tapos hindi naman pala siya legit, PlanSem
nalang tayo nang PlanSem ng mga org na di naman buo

Alex Tanjangco: Last year what happened is that they werent able to
finish the constitution

CJ Leong: Hindi pwede kung sinu-sino nalang pinaplansem natin. The


reason why it should be approved is because this alliance has been
there since before pa and they were able to make a constitution. Note
to all units, hindi lang basta basta nagkaka-PlanSem

Ga-El Mendoza: JETS is a junior exposure trip. Dapat naming gagawin


last year, pupunta kami sa different corporations tas magtotour kami
inside the office to expose the juniors to the happenings of the
corporate world. So para lang malaman nila kung ano nangyayari
outside of Ateneo. Tama yung kay Karlo, pinapapunta natin sila dito
pero dapat may nakikita na output.
o What makes the Enchanted Farm really special is the hands-on
experience

Louis de Jesus: Food was bought for 45 people. Only 15 went, but
every single meal was consumed. Nothing was wasted.
Karlo Abadines: Wasnt attendance clarified before we ordered?
Polo Martinez: I concede that we were not able to confirm
everyones attendance, but we released a poll regarding everyones
most preferred date to hold the PLEVSEM. The most optimal time
for us to be able to have it was the Sunday of that week. I ordered
45 covering everyone because in principle, the standard is
everyone should at least be covered.
Louis de Jesus: You have to do it for bulk orders.
Polo Martinez: The plan initially was to have a catering which was
more than the prescribed cap cost per person. We tried to work
within the budget and I we did not hesitate in ordering what we
had given that it fell way below cap cost.

Basic idea how a parliamentary government works:


^ Meron kang body which is your assembly
^ You wont vote directly for the president or in this case, the PM. You vote
for parliamentary members within the assembly.
^ Exec and legis powers are integrated into one body. Inside the body you
may have separate committees at the discretion of the people inside.
^ As opposed to the president, the PM does not hold veto power over the
legis that the parliamentary has.
^ Parliamentary can push for impeachment for the PM during the his term

Since were dissolving CB and EO and integrating them into one, instead of
upper batch system per school who get to vote. What Im trying for is the
entire school vote for a number of reps proportionate to the number of
constituents inside the school
For example, in SOSS there are 400 students, for 100 theres a rep. Bat
hindi pwedeng per batch or per course?
In a parliamentary syster, the majority is the government

My issue there, in a real parliamentary outside, the voting of these
ministers was done by the general populace. The choices come from the
SOSS, SOM, SOSE, so kung may PMna aangat, yung bumoto lang talaga
doon is one school. There is a representation issue.
^ The logic of the parliament is that it hinges on a strong political party
system. Tou will need a strong political party system to push through with
the parliament. if for example there is no strong political party system, so I
may vote for anyone who runs and that anyone will be in the same
parliament with other anyones so there is no coherence in the legislation
given that theyre not hinging on a certain ideology
Well have to work on how these will be translated into provisions
As stated earlier, there will be two main committees

This entire month of November will be dedicated to consultation of
professionals and different stakeholders
In crafting this, Ive consulted with someone very knowledgeable in the
PolSci dept. This hasnt been fleshed out yet

^ Yes
Exec and legis are integrated. The decision making process is consolidated
so everyone gets to decide. Exec can work in isolation to CB. Exec can move
with their projects without the CB saying yes or no
The purpose of this structure is centralization, but the problem is there are
too many reps, too many people in government and because of this many
people, you create a very sluggish system

Between phases, there will be intervals. In these intervals, there will be
committee hearings. In these committee hearings, were going to make
them as transparent as possible. In principle, the three phases are open

I am expressing discomfort of the remaining time that we have. Nasa
consultation palang tayo and pag-iisipan pa natin kung parliamentary yung
goal and we have to do those phases. With what were doing right now and
acads and other priorities, Im not sure with the quality that well produce
structure-wise. Im more confident with the konting dumi ng structure
aayusin.

sure if the focus should go on that. I find it uncomfortable that its being
done in secrecy. Is there any actually attempt to actually have a forum?

This 180 degrees shift from what we have right now, that takes a lot of
studying.

Can we treat this just as a privilege speech? Na this is an idea that was
proposed but the CB is not going to vote on this so that there is some idea
as to what the boundaries are in terms of what we think of our constitution.
This is one idea that seems to address the block rep power problem, but
then its not final.

I think that as CCR chair, we can treat this as a long term project, stuff to
