Focus is in Senate, recognizing that votes on key-amendments will occur within
a few days; this constitutes a high-priority work-in-progress.
Regarding Illegals, the Republican-led House is poised to pass legislation [H.R. 240] unraveling Obama's
executive actions on immigration (tied to a must-pass funding bill for the Department of Homeland
Security), a plan that tacks significantly to the right of what had been under consideration last week;
Senate moderates [Heidi Heitkamp (D-N.D.), Angus King (I-Maine), Mark Kirk (R-Ill.), Jon Tester (DMont.) and Joe Manchin (D-W.Va.)+ dont like linking the issue with a must-pass bill to fund domestic
security programs, worried that a stalemate could shut down the Department of Homeland Security.
The opposition from these key senators makes it almost certain that the plan would fail to gain the 60
votes needed to break a Democratic filibuster ... 'I think the defunding action leads us to a potential
government shutdown scenario, which is a self-inflicted political wound for Republicans,' said Sen. Mark
Kirk, a moderate Illinois Republican facing reelection in 2016. 'I don't want to,' West Virginia Sen. Joe
Manchin, a Democrat who has opposed Obama's executive action on immigration, said when asked if
he'd back the House's approach.
There will apparently be three amendments offered on the floor of the House. Rep.
Martha Roby Admitted Her Bill Does Not Stop Amnesty; by voting for the "Cromnibus,"
Rep. Roby voted to fund Obamas amnesty in its entirety through the end of February,
when the DHS appropriation expires. Through the "CRomnibus" she voted to fund many,
if not most, of Obama's amnesty processes for the rest of the fiscal year. Her bill, HR 31,
does nothing except stop the future actions of one part of Obama's government-wide
scheme to grant amnesty to millions of illegal aliens. H.R. 190 [co-sponsored inter alia
by Reps. Aderholt-Mulvaney-Barletta] is stronger, inter alia not providing support for
the Executive Amnesty; the third [Blackburn] amendment is strongest, intended to
attack Sanctuary Cities and to reverse priority for Honduras, Costa Rica and El Salvador
[DACA]. These issues have currency, inasmuch as the latest manifestation of BHOs
Catch and Release program entails Tearing-down Immigration Enforcement; training
documents from U.S. Customs and Border Protection (CBP) reveal Border Patrol agents
are now receiving guidelines instructing them that the vast majority of illegal immigrants
