Steers the ship of state to arrive at the “destination of a
just humane & prosperous society
Indicators
• Does candidate:
– Have a clear and comprehensive platform of government; and
– Consistent and clear positions on key issues (i.e. peace and order,
debt servicing, electoral reform, agrarian reform, housing the
poor, education for all, accessible health care, etc.)?

• Does candidate:
– Works hard and smart; and
– Demonstrate political will (risk-taking and courage to implement
reforms)?

• What actions has candidate taken to address the root


causes of poverty and social injustice?
– Programs (Organizational/Crisis Management, Reforms, Projects);
– Legislation/Policy; and
– Positions on issues?

• Does candidate have the education and work experience


to address relevant issues and work with the legislative
body?
– Economy ‒ Socio-Cultural
– National Security ‒ Governance
– Environment.

• Does the candidate have a sound and effective


legislative record (number of bills passed)?

Indicators
• Does candidate involve stakeholders in decision making?
– Participatory vs. autocratic.

• Does candidate promote social justice?


– Basic Needs (food, health, education, shelter).
– Interests of marginalized (women, indigenous people,
handicapped).

• Does candidate inspire unity, trust, and optimisim in


people?
– Understand the concerns and share the values of the ordinary
Filipino;
– Has a compelling vision which inspires hope; and
– Makes you be proud to be Filipino.

• Has the candidate consulted both strong and


marginalized stakeholders/sectors/constituencies and
peers/colleagues in aid of (conducting) his/her legislative
agenda?

Role: Bantay ng Bayan


Promotes the rule of law, protects public resources and
fights injustice, graft and corruption
Indicators
• Does candidate:
– Demonstrate good moral character (lifestyle);
– Have a circle of associates (allies, backers, party, broad-based
volunteers) who are people of integrity and are pro-reform; and
– Sacrifice personal/familial/vested interests for the common good
(political dynasty, conflict of interest, nepotism)?

• Does candidate:
– Advocate and practice meritocracy in government;
– Personally comply to laws (self, family and subordinates;
– Prosecute/punish offenders; and
– Protect and promote human rights?

• Does candidate use the national wealth and resources


for the common good?
– Transparent use and accounting of public funds; and
– Protects natural resources and promotes sustainable
development?

• Has the candidate initiated formal inquiries to expose


injustice and corruption and has this led to prosecution
and/or to an enactment of a law?
