The region of Navarra
The region of Navarra, the Comunidad Foral de Navarra, is located in the north of Spain, at the western
foot of the Pyrenees, where it shares a 163 kilometer stretch of the frontier with France. The population of
Navarra, 642.051 inhabitants (National Statistics Institute- INE, 2011), represents 1.36% of the Spanish
population and covers an area of 10,421 km2.
Navarra is a strong industrial region that is the
home to some major companies in the sectors of
Renewable Energies, BioTech, Automotion & Food
Processing, and it hosts over 120 multinational
companies. Indeed, Navarra is a worldwide leader
in technological development and production in the
Renewable Energies sector, and today 79,58% of
the electricity consumed in Navarra comes from
renewable sources. In addition, the region boasts
one of the most productive car manufacturing plants
in the world and a vegetable food industry which is
renowned for his high quality.
Among the most important assets in Navarra
is its well-balanced productive structure, its
excellent geographical position and degree
of internationalization, as well as its good
infrastructure.

Navarra is one of the Spanish regions with the

best national indicators in terms of social welfare,
access to services and quality of life. With a Gini
index of 28 and an OCDE human development
index (HDI) of 0.97, Navarra is one of the regions
with the highest quality of life worldwide.
Through optimal and stable economic
development, Navarra with a Gross Domestic
Product (GDP) of 18,726 M (INE 2011)
representing 1.8% of Spains GDP, belongs to
the group of Spanish regions that register the
best economic indicators. In terms of GDP per

capita, Navarra lies in 37nd position in the list of
271 European regions, with a GDP per capita of
30,500.
Navarra is currently one of the most innovative
regions in Europe and it is a leader in promoting
R&D, with its growing investment in R&D supported
especially by the private sector. The region had a
R&D expenditure to GDP ratio of 2.05% in 2011,
one of the best regions in Europe.
Navarra is also the home to important research
and higher education centers (Public University
of Navarra, University of Navarra, Spanish Open
University) and to 17 Research Centers. In terms of
qualified personnel in technological and innovative
disciplines, the region ranks 19th in Europe and
it is renowned for its range in terms of higher
education. Moreover, 39,7% of the population
between 25 and 64 years of age has passed
through higher education in Navarra, which is
reflected in the availability of highly qualified
professionals in the region.
The regional administration is proud of its high
level of self-government, which enables it to adapt
its policies to the specific development strategies
of the region. Moreover, Navarras government
promotes a flexible and close relationship with the
businesses located in the region.

Priority areas
MODERNA contains the challenges that the economy of Navarra faces, and defines the strategy
and major action lines towards 2030 in the areas of Green Economics, Health Economics and Talent
Economics. To this end, the plan lists up to 458 actions to be executed in the different strategic sectors
and transverse factors reinforcing the competitiveness of our economy.
All these actions are achieved throught a bottom-up model managed by the MODERNA Foundation. It is a
system of regional Open Innovation that ensures the incorporation of the best ideas to our economy at the
right place.

Smart Specialization Strategy

The MODERNA Plan (Model of Economic Development for Navarra) is a medium and long-term strategic
plan that fosters change in the Economic Development Model of Navarra, moving towards a knowledge
based economy that focuses on people. The plan was promoted by the main political, education,
business and social institutions.
MODERNA aims to take advantage of Navarras full potential for development and is a driver for future
economic change. Citizen participation and institutional consensus are key to the preparation and
development of MODERNA.
OBJECTIVES OF MODERNA
MODERNA contains the challenges that the economy of Navarra faces, and defines the strategy
and major action lines towards 2030 in the areas of Green Economics, Health Economics and Talent
Economics.
MODERNA proposes 3 objectives for the future of Navarra:

fair distribution of wealth.

The IT&Communications sector

Highlights
The rapid development of Information and
Communication Technology (ITC), the increase in
its use in enterprise, public services and homes,
and, more particularly, the strong growth of the
Internet are having a significant economic and
social impact throughout the world.
ICT is playing an increasingly decisive role in
Navarres economy. It is one of the most relevant
sectors in the regions economy, not only due to
its size and its own contribution to this economy
in general, but also as a result of its importance
to economic progress, the enhancement of
productivity and the development of other business
sectors.
The ICT sector is, therefore, a dynamic sector.

The need to innovate is an intrinsic characteristic
of and practically obligatory for all companies that
belong to it. The development of new technology
and applications is one of the constants that drives
the sector and companies accept permanent
innovation, to which they must devote resources,
as part and parcel of their work.
Navarres ICT sector consists of the following
sub-sectors:
The ICT sector is a cross-cutting sector with

an ever-increasing influence over local economic
sectors as a whole. Consequently, the ICT sectors
capacity for innovation is almost immediately
reflected in boosts to innovation in other sectors of
production, including not only emerging sectors like
renewable energies, the environment and health,
but also mature sectors such as the agri-food
sector, building and tourism.

contents, the chief objective of which is to achieve
competitive success within companies, allowing
them to launch new products and services onto

The ICT sector in the

Community of Navarre
Almost 4,000 people work in the ICT sector in
Navarre, of whom 56% are graduates or higher.
The sector performs 77% of its activity in the
Pamplona District, reflecting a tendency of such
companies to take up locations in the most heavily
populated areas.
In terms of turnover, 21% of the companies
belonging to Navarres ICT sector invoice between
250,000 and 1million, and 11% have a turnover
of over 1million a year.
The most important sub-sectors in Navarre are
Information Technology (59%), Digital Contents
(24.2%) and the Manufacture of Electronic
Components (5.9%). The development of the
last sub-sector in this list is due to the services it
provides to the automotive and agri-food sectors,
both sectors of great strategic importance in
Navarre.
68% of Navarres ICT companies are less than 15
years old and are, above all, SMEs. It is a young
sector that emerged and consolidated itself in
the full swing of New Technology development, a
dynamic, cutting-edge sector capable of moulding
itself to the innovation that the sector demands.
The companies that form part of Navarres ICT
sector are also firm believers in quality: more and
more companies now have quality certificates
to guarantee their competitiveness. The most
common certification is ISO 9001, followed by ISO
27001, and special mention should be made of
the 7 CMMI (Capability Maturity Model Integration)
certificates held in the region, placing the
Community amongst those at the top of the list in
terms of quality and competitiveness in the sector
at national level.
More and more companies in Navarres ITC
sector are concentrating their efforts on the
internationalisation of their products and services.
28% of the firms in the sector export their
products or services, chiefly to European countries
(Germany, Bulgaria, France, Italy, the Netherlands,
Poland and Portugal) and South America.
International markets are playing an increasingly
important role for Navarres ICT companies,
becoming a priority objective within their growth

strategies and attempts at breaking boundaries to
access new markets and customers.
ATANA, the Association of Navarres ICT
Companies, unites 80% of the regions ICT sector
companies that develop, research, produce
and/or market products related to Information,
Communication and Electronic Technologies.
ATANA is the leading associational group that
draws together endeavours and capacities in its
field of technology in the Community of Navarre.
ATANA works to promote the development, growth
and consolidation of its associate companies,
encouraging research, training and cooperation,
and spearheading initiatives for the promotion
of the products and services supplied by these
companies in both home and foreign markets. The
association also collaborates with official bodies to
help spread Information Society Technologies.
Backing the development of

Navarres ICT sector
Several initiatives have been implemented by the
different administrations (European, Spanish and
Navarrese) over recent years to help boost the ICT
sector. The ICT sector in Navarre is supported by
policies that aim to strengthen its development,
two of the most important initiatives in recent times
being Plan MODERNA and the different Technology
Plans implemented in the region.
The new strategies adopted by the different
administrations aim to contribute to a change
in the economic model in place in our region
through the widespread, intensive use of ICT, with
a particular emphasis on projects that combine
sustainability and energy saving with the leadership
of the ICT industry in strategic areas. Companies,
Public Administrations and organisations from
the sector work in coordinated fashion to make
Navarre an international benchmark within the ICT
sector and Information Society.

The General Directorate for the Information Society
is responsible for the 2nd Information Society
Promotion Plan of Navarre 2005-2007,
which follows the introduction and the boost
of New Information and Communication
Technologies (ICT) in companies, homes and
public administrations in Navarre. Knowing that
at a European level there is a large amount of
initiatives which, basing on this sector, could
be a source of inspiration for the design of new
politics, the General Directorate decided to boost
a European network which could make possible
the identification of good practices in the field of
Information Society.
Total budget 1.163.400 .
2.Offered service
Iniciativas Innovadoras participated in the
design and definition of the project based on
the activities and orientations prioritised by the
General Directorate for the Information Society
until its successful presentation to the INTERREG
III B Atlantic Space transnational cooperation
programme.
This programme gave the opportunity to ollaborate
with members from Ireland and the United
Kingdom, which have much more experience in
the field of Information Society than the region of
Navarre.

JAVYSER rises in 1998 with the purpose of give a

response to the computer necessities generated
in a world in constant movement and evolution
where the technologic advance affects to all the
society sectors.
In 2002 starts a propitious expansion phase by the
increase of the clients number which allow us to
acquire our own local, increase staff and add the
new activity line of informatics maintenance.
Since 2008, and after arrive to agreements with
diverse distributors, JAVYSER starts to provide

Inside the strategic plan of the company, for 2013

and 2014 it has been designed a strategic of I+D
orientated to the development of software and
informatics structures with the principal strategic
objective of facilitate the mobility. Inside this
objective it is included the creation of applications
for mobile dispositive and the use of other
equipment associated or complemented to them.
Actually there are three big projects in progress
inside the ambit of the development for mobile

dispositive:
lRolling Score: Project implicated with the music
and the NNTT. It has been presented to the
government of Navarra and in its development we
have the collaboration of the City of the Music of
Navarra and with integrants of the Orchestra and
National Chorus of Spain, the Symphonic Orquest
of Bilbao and other organizations of recognized
prestige.
lFauna: Project developed in collaboration with
ANPA (Palentines Natural Association) and
focused to the registration of visualizations
lDocumental Base: Project focused in the
distribution inside the company documentation.
Methodologies
For the technical procedure and client services it is

used the informatics tool Autotask which permits
a direct communication and bidirectional between
client and company.
For the procedure of the big development software
projects we works with the methodology SCRUM
that, among other things, convert to the client or
final user in an active project collaborator.

General Description
The Public University of Navarre (UPNA) was

established by the Parliament of Navarre in 1987
aiming to increase the existing offer of degrees in
Navarra, and stimulate and promote the study and
research in the region.
With two campuses, more than 8.000 students
are enrolled in one of the 18 bachelor degrees
and more than 20 master degrees, offered with
the support of more than 1.000 teaching and
research staff.
Research of excellence, with international
projection, and the transfer of results to the society
and the economic-industrial sector are priority
options for the Public University of Navarra, as
reflected in its current Strategic Plan 2010-2015.
In UPNA there are around a hundred research
groups, involving 850 researchers, including
both university professors and research trainees.
Directly linked to them there are the Research
Service, the Research Results Transfer Office
(OTRI Navarra), the Institute of Agro biotechnology,
the Library, the Service of Research Support (SAI),
the Doctoral Committee and the Committee of
Research.
In the specific field of ITs, the activity is supported
by more than nine research groups.
One hundred fifty researchers are involved in
projects related to transfer knowledge in this field.
To reinforce this specific transfer activity in
2007 the R&D center Jernimo de Ayanz
was created. Under the leadership of the Vice
Rector of Research, this center is dedicated to
developing projects in the areas of electronics and
communications by cross acting in the industrial
world and particularly in ICT applications.

CEIN, the Business Innovation Center in

Navarra, is a regional business innovation
agency that provides assistance to prospective

Sodena, Sociedad de Desarrollo de Navarra, is

the main instrument of the Government of Navarra
for Regional Business Development. It was
constituted in 1984 as a public limited company
and it is a self-financing organization.
Aligned with Navarras strategy for economic

development, Sodena is particularly interested
in supporting projects related to the following
sectors:

>> Biotechnology
>> Clean Technology
>> Information and Communication Technologies
(ICT)
Venture capital is the main financial instrument
used to materialize investment projects, a
constant feature since Sodena was founded. The
current portfolio accounts for more than 150M
invested in 65 different ventures. Sodena usually
participates as a co-investor and with a minority
stake. Sodena s strategy is to participate in
business projects that create value and wealth
to the Region in all phases of development, from
creation and consolidation to expansion and
growth.
Priority areas
Given the strong technological expertise in the

region, ICT is considered to be of high priority for
the region of Navarra and therefore for Sodena s
ventures.
Sodenas main strategy to this sector, also in line
with the Digital Agenda for Spain, is to promote
the setting up of new companies which in turn can
develop other strategic sectors. Some of those
already identified are:
>> E-health applications in the Biotech/Healthcare

sector
>> Smart grids in Clean Technology

>> Sensor Networks in the Agri food sector
Sodenas specialized and experienced staff

support potential private investors in all phases of
their investment decision making process through
a variety of services, such as:
>> Intelligent information
>> Relevant networks and contacts
>> Collaboration with agents, consultants and
other regions
>> Sufficient financing mechanisms
As a technical partner, Sodena facilitates all
relevant information regarding the ease and cost
of doing business in Navarra and introduces the
investor to relevant parties during their fact-finding
visits to the Region.
As a financial partner, Sodena oversees the
different areas of activity that private investors
have not undertaken sufficiently but are
considered strategic for the region. Venture
capital is the main financial product offered by
Sodena. Seed capital is also available for new
innovative companies and start ups.
Achievements and future prospects
Sodenas current portfolio includes ICT companies

such as iSOCO, Open Bravo and Smart Futura.
Sodena also participates in specialised investment
funds such as Ronda TIC FCR and Inveready
Seed Capital SCR.
ICT companies invested by Sodena have so far
created more than 200 direct jobs.
Sodena considers ICT as a high potential sector
for Navarra and it is eager to evaluate and support
new opportunities in this sector.

General Description
The MODERNA Foundation is a public-private

non profit organization in charge of developing
the regional economic development strategy
(The MODERNA Plan) through a distributed
leadership model. We launch collaborative actions
and projects in a flexible and decentra-lised way
through the MODERNA Teams.
>> We support the pilot projects that test future

solutions with a consensus model and results.
>> We form mixed teams of professionals who
make change possible in their own sectors and

work environments.
>> We seek leaders to promote the actions
agreed in the Plan.
To achieve the goals, the Foundation applies

a bottom-up model: all the good ideas
to foster competitiveness are discussed
in teams where all the relevant actors
participate, and the projects are monitorized
and connected by the MODERNA
Foundation.
In 9 months, the Foundation has launched
90 projects of improvement of the economic
conditions and 250 projects of SMEs.

>> BEI-MODERNA credit line: 250 M from
the European Investment Bank for the

This service is aimed at fostering
biomedicine cluster initiatives, synergies and
collaboration leading to the identification and
implementation of new collaborative projects
in any area (infrastructures, knowledge,
R&D, marketing, etc.). The main cluster
management activities are:

Priority Areas
MODERNA contains the challenges that the

economy of Navarra faces, and defines the
strategy and major action lines towards 2030 in
the areas of Green Economics, Health Economics
and Talent Economics. To this end, the plan lists
up to 458 actions to be
executed in the different strategic sectors and
transverse factors reinforcing the competitiveness
of our economy.
