Open Data Challenge Series Jobs Challenge Champion

About us
The Open Data Challenge Series (ODCS) is a series of seven challenge prizes to generate innovative
and sustainable open data solutions to social challenges. For each challenge, teams will compete for a
potential 50,000 prize. Winning projects will combine open data expertise with a credible plan and
market to build solutions with the potential to have a positive impact on the challenge area.
Combining the technical expertise and network of the Open Data Institute and the challenge prize
methodology and charitable aims of Nesta, these challenge prizes will galvanise a new community to
use open data as the key ingredient in helping solve social challenges. The ODCS is funded by the
InnovateUK and BIS.
The Jobs Challenge will be the last in the series of seven and will run from January 2015 to July 2015.
The team is currently exploring available data and relevant challenge areas while looking to find a
Challenge Champion to support the delivery of this challenge.

About the assignment
The Challenge Champion role is primarily a community management role to identify and drive
participants to take part in the Challenge by helping them get familiar with the data available and
enthusing them with the possibilities in terms of the development of new products and services.
The Challenge Champion will be part of the core team that will deliver the Jobs Challenge and will be
required to deliver key elements of community engagement, subject specialist advice, communications
and team cultivation during the lifecycle of the challenge.
The Challenge Champion will work independently and with sub-contractors if/when required to:
raise awareness and understanding about the challenge area by sharing knowledge and relevant
information/research;
inspire participants with potential solutions and ideas using existing open data sources;
identify and approach potential participants for the challenge; support individuals to collaborate
and motivate them to participate through online engagement and networking at meetups;
coach and support the teams at the creation weekend;
work with the three finalists to support their project development in the incubation period, and;

represent the ODI, work collaboratively and evaluate effectively to support the future delivery of
challenges.
We anticipate that the deliverables listed will require c.15 days work over the 7 month period of this
assignment.
Deliverables [and anticipated dates of delivery]
Develop content to outline the existing open data tools and products related to the challenge
and articulate specific ideas for adoption by participants (ie what could be created if certain
datasets were combined) [January/February]
Attend two meetups relating to the launch of the challenge and present if required [25 Feb/ 14
April]
Develop content (blogs/tweets) to support competitors to understand the nuances of the
challenge and specifically:
Inspire interest and action
Outline the available data and what could be possible
Articulate potential ideas for adoption by participants
Expand upon the challenge landscape - competitors, key stakeholders etc.
[February/March/April]
Drive up participation numbers in the challenge and support potential participants with their
applications. Identify new participants and ensure minimum 15 teams involved.
Attend the creation weekend, provide coaching support and sharing expertise to ensure the
teams ideas are polished [25 + 26 April]
Work with three finalists for 0.75 day to act as a critical friend to support their development
objectively e.g. challenge their approach, support their progress and enable the best possible
support from ODI and Nesta [May]
Participate in the celebration event [10 June]
Contribute to the evaluation of the challenge [June/July]
We are looking for expressions of interest from people who are able to be flexible with their availability
over a period of 7 months. You will need to be able to attend one weekend event, two meetups
(mid-week evenings) and to fit meetings into your daily schedule where required. We are open to how
you fit this role into your working and home life. We would welcome expressions of interest from those
currently in education or study, those already working in a related organisation and looking for a
part-time secondment, or those who are able to fit this into an existing portfolio career.
Skills, knowledge and experience
We are looking for a passionate and knowledgeable individual with networks both in the theme area
(jobs) and in relation to open data. This person will be passionate about the possibilities for innovation in
the sector and about the opportunity to generate a new community committed to Jobs and open data
innovation. The successful Challenge Champion will be a good communicator with an accessible writing
style; they will need to demonstrate impressive organisation skills and a clear focus on high quality

delivery. As they will be part of a small, busy team it is also essential that the Challenge Champion is
friendly, approachable and a natural team player.

About the team


The Challenge Champion will be an Associate of the Open Data Institute and will deliver their services
alongside the small team of Senior Programme Manager Ed Parkes (Nesta), Programme Manager Briony
Phillips (ODI) and a team coordinator.
Briony Phillips will provide the main point of contact for the Challenge Champion as the challenge
progresses, she will monitor and support delivery against key milestones.

1. What is an example of an activity that you have undertaken which demonstrates how you have
brought entrepreneurs, designers and/or developers together to work towards social impact?

2. What do you believe is the greatest challenge in the Jobs sector today? (200 words.)
3. How would you ensure people were motivated and excited to participate in the challenge? (200
words.)
Interviews will take place in London (or via Skype) on Thursday 5 February and candidates will be
informed of the final outcome by Friday 6 February wherever possible.
