investigations (Item 3)
The secretariat explained about the need of revising the Letter of Intent (LoI) suggested by the
Legal Affairs (LA) of UNESCO. The participants all agreed on the secretariats draft and will
contact UNESCO Field Offices in Egypt and Mexico about the new LoI.
4. Review of the UNESCO-IPRED action plan (Item 4)
Dr. Toshiaki Yokoi from the International Institute of Seismology and Earthquake
Engineering (IISEE) made a presentation concerning the review of the UNESCO-IPRED
action plan. The members reconfirmed the status, objectives, and challenges of the action plan.
In addition, Dr. Yokoi suggested revising the action plan and members discussed relevant by
their opinion action points.
5. Post-Earthquake Field Investigation in Bohol, Philippines (Item 5)
Mr. Soichiro Yasukawa (UNESCO Paris) made a presentation overview of the field
investigation as well as some logistical lessons learned from the Bohol mission, which took
place 24th to 28th February 2014.
Mr. Sadyrov Ruslanzhan (Institute of Seismology, Kazakhstan) explained details on the
assessment of two buildings which the team of experts conducted in Bohol, Philippines.
Dr. Koichi Kusunoki (University of Tokyo, Japan) described the assessment of the three
buildings the team of experts conducted in Bohol, Philippines.
The Group discussed about the possible work on post-earthquake quick assessment tools
using Japanese and Turkish methodology. Also Dr. Kusunoki suggested working with
Architectural Institute of Japan for sharing information on the situation in the earthquake
stricken area.
6. Reports from members (Item 6)
Dr. Yuji Ishiyama (Professor Emeritus, Hokkaido University, Japan) presented the
publication on Guidelines for Earthquake Resistant Non-Engineered Construction, which is
supported by UNESCO-IPRED. He also presented the ISO 3010 Seismic Action Plan on
Structures. He invited IPRED members to join the ISO discussion.
7. Reports from members (Item 7)
Dr. Alvarez Medel Raul (Professor, Universidad Catolica de Chile, Chile) presented the
overview of the recent earthquake and Chiles preparedness on building safety such as
continuous building code review, independent structural safety check and base-isolation
system.
8. Reports from members (Item 8)
Dr. Irala Candiotti Carlos (Head of Department, Universidad Nacional de Ingenieria, Peru)
presented the evaluation and retrofitting of schools in Peru. He gave details on the recent

earthquake and discussed the structural code for schools. He also presented the structural
safety assessment and retrofitting practices of schools.
9. Reports from members (Item 9)
Dr. Lopez-Batiz Oscar (Head of Structural Risks, National Center for Disaster Prevention
(CENAPRED), Mexico) presented the development of regulations for the structural safety of
school buildings in Mexico. He explained about the recent earthquakes and situation of
building code in Mexico, budget allocation on prevention and rescue, and CENAPRED
current activities on building codes.
10. Reports from members (Item 10)
Dr. Popa Viorel (Technical University of Civil Engineering of Bucharest, Romania) explained
the new developments in the seismic design technical regulations in Romania as well as postfield investigation following Van earthquake in Turkey (UNESCO-IPRED mission 1st to 6th
June 2012 ). He explained the building code development and incorporation of existing codes
to Eurocode. Describing Van earthquake, he explained the visual damage by the earthquake as
well as computer analysis by capacity spectrum method. He also presented the building code
dissemination project ENCIPEDIA (www.encipedia.org).
11. UNESCO Project for World Conference on Disaster Reduction (Item 11)
Mr. Soichiro Yasukawa explained the UNESCO building code global mapping project aiming
to present it at the 3rd World Conference on Disaster Reduction in Sendai in March 2015. He
explained the importance of policies on building safety and gave an introduction to the outline
of the project. He asked IPRED members for their support in this important activity.
12. IPRED Project for World Conference on Disaster Reduction (Item 12)
Mr. Soichiro Yasukawa proposed the IPRED members to organize an exhibition at the 3rd
World Conference on Disaster Reduction, in Sendai in March 2015. He explained the details
and asked IPRED members for their input.
13. VISUS school assessment tool (Item 13)
Prof. Grimaz (Professor, University of Udine, Italy) and Jair Torres (UNESCP Paris)
explained the concept and contents of VISUS (Visual Inspection for defining Safety Upgrading
Strategies). They also gave details on the pilot project in implemented by Ministry of
Education, Ministry of Environment and University of El Salvador in El Salvador.

The secretariat explained that the seventh session of the UNESCO-IPRED meeting will be in
Japan at the same time of 3rd World Conference on Disaster Reduction, which is will be held
