esidents of Brewerville City, mainly women and girls


took to the streets early Monday Morning, escorting
the mortal remains of Ma Musu Fofana, a 12-year-old
girl, a year shy of becoming a teen, wrapped in rice
bag and placed in the back of a pickup truck.
The school-age girl was raped Sunday evening by a 40-year-old
man, who is a caretaker for a lawyer and lives in the area. The
angry women and girls marched with tree branches in their hands
chanting: We want Justice. With tears in their eyes many were
singing: Your Children dying oh Ellen oh, Ellen Wake up oh
say, referring to the President and calling on her to take action.
Residents of the city, miles away from Monrovia woke up to the
news of the rape and the women ran out of their homes, some
with lappas in their hands. Many were shocked that a young
child like that could be abused, without any help to save her life.
Momo Kiazulu, uncle of the child said she was found struggling
to reach home, in deep pain after she had been raped on Sunday
evening. He said when he asked her what was wrong with her,
she told him that a man wearing a black T-Shirt and smoking
weed had jumped on her and raped her, as she returned home as
early as 7pm on Sunday.
I met her on her knees she was helpless. She could not walk.
So, we decided to put her in the pickup, he said. We found him
in his brief (underwear). He was smoking marijuana, the people
wanted to jump on him but we said no and took him to the police
station.
Sadia Kargbo, is aunt to the dead child and they were like sisters.
Sadia says she accompanied Ma Musu to buy something for
their Grandmother and when they got on the road they both went
separate ways to look for what they had gone to buy.
Last night we went on the road to go buy tea, they gave us
money to go buy battery, so I said oh Ma Musu, you go and buy
the battery, she said shedding tears bitterly.
Sadia says after she bought the tea, she went into the shop to the
Fula woman and I asked her if she saw Ma Musu and she said
Ma Musu was here but she gone. So I thought she went home
because she didnt see me. I went home but they said Ma Musu
had not come yet. We were watching show and my sister said
here Ma Musu here somebody raped her.
Still in his underwear pants
She said Ma Musu told them what had happened to her and her
brothers decided to take her to the hospital. The relative of the
dead girl who could not stop crying said they met the man as the
victim had described him and her brothers decided it was best to
take him to the police station.
When she came she said one man raped her, she called the mans
name and she said the man was huge, wearing black T-shirt with
brief on him, she said. We put her in the car and were bringing
her to the drug store and we stopped to the place she described.
We met the man sitting there naked with only brief on, smoking
with the black shirt near him. Thats how my brothers grabbed
him put him in the car and drove him to the police depot.
Police, hospital, made matters worse
She said the child was bleeding profusely when they reached the
police station and the family was given some paper to take her
to Redemption Hospital.

At Redemption, a government-run facility, Sadia explained


that nurses on duty said they could not treat the girl who was
bleeding because they were afraid of Ebola. She said they turned
them away and the family took her to a local clinic called Faith.
At Faith Clinic there was no hope that she could get treatment
because the health workers there refused to her and they family
was left with no option but to take her to the John F. Kennedy
Memorial Hospital.
When we came to the Depot, the police people gave us paper
and said we should go to Redemption, but Redemption people
refused to take the girl. We took her to faith Clinic but Faith
Clinic said they were not taking her, she said.
Sadia further narrated that while on their way to the JFK, they
were stopped by police at a Check Point on Capitol Bye Pass,
near the Old Maternity Center. She said the police officers at
the checkpoint told them that it was past Curfew hours, so they
could not be allowed to proceed further. She said the more the
family begged for mercy, the more stubborn the police became.
The girl lay weak in the old red pickup truck for almost two
hours bleeding continuously.
We were on our way to JFK, but the police stopped the car
on the road near Central and she died. We told them it was an
emergency but they pulled the car off the road, said Sadia with
tears rolling down her cheeks.We begged them to take the girl
to the hospital but they refused. They kept doing it and they girl
died in the car.
Lucy Konta, Grandmother of the dead girl was so angry that she
threatened to kill the perpetrator of the act. She said she was at
home when she heard that her granddaughter had been raped.
She said a neighbor of her granddaughters family had come to
tell her that morning that the child was sick, only to find out that
the child had died after being raped.
This morning I helped a woman give birth to a child. We
were celebrating then a motorbike with one girl and a boy on it
came to call the girls mother, she said.We asked them what

The grandmother was angry and she along with other women
stormed the police station demanding the release the alleged
rapist from custody. They stood before the police depot in
Brewerville yelling as police officers stood and watched them,
dumbfounded.
I want the man who raped my grandchild Musu, to come and
rape me too, let, me die, she shouted.
They told us the man was not here (police station), I saw my
granddaughter lying down dead in the pickup back to Iron Gate,
dead. All her neck swollen and the blood was coming from her
nose and ears.
Ma Musu would have turned 13 in March this year, but she did
not live to be because someone raped her and the police or the
health system failed to care for her on time to save her life. Her
grandmother said she never thought she would live to witness
such horrific thing happen to her own grandchild. She said
she does not trust the police to render justice because people
who rape are sometimes set free based on compromise from
authorities.
We always hear raping, raping on the radio but this is the first
time in my case, she said.
Im feeling bad. I want them to kill him too like he killed my
granddaughter or I will kill him my self. Just now I broke a
bottle, I want them to castrate him. I dont think they will do
anything to him. The people should have killed him before they
brought him here.
Brewerville is a crime-prone community when it comes to rape
and kidnapping, at the close of last year, a girl was discovered
dead after being allegedly gang raped, but the culprits were
never brought to justice. In the same year a young girl was raped
in the same area.
The Liberia National Police through the Women and Children
Protection section late last year released its yearly report ranking
child rape as the highest gender and sexual based violence from
January to November of 2014.
The report stated that there were 382 cases of SGBV, which
include: rape, Statutory rape, corruption of minor sexual assault
and sodomy among others. Out of the 382 cases, 114 were sent
to court while 268 are pending investigation by Police authority.
The report pointed out that from the analysis conducted, rape
against children is very high in Liberia despite the Ebola
outbreak which constitutes 85% survivors between ages 3-16
years or even younger.
Rape on the rise
Since the ascendency of President Ellen Johnson, she has
advocated against violence and sexual abuse of children including
rape thereby allowing the establishment of a specialized court
styled Criminal Court E directly responsible for trying rape
cases.
It can be recalled that the court last year reported that over 200
rape cases were on the docketed, but the court did not report the
amount that have been tried since its existence.
Since the outbreak of the Ebola virus, the ministry of justice and
the Judiciary has ordered its staffs to used discretionary powers
upon the defendants before they are imprisoned.
Rape is a non-bailable offense under Liberian law but despite that
it remains in the increase with perpetrators targeting children.
Many are looking to see justice in this case and hope they wont
be let down by their government this time.

Speaker Tyler Must Clear His Name

FOR THE LAST few days the National Legislature of Liberia


has seen disagreements amongst lawmakers with some
lawmakers opting for the head of the Legislature, Speaker
J. Alex Tyler to discontinue presiding until he can clear his
name before the Liberia Anti-Corruption Commission.
In an apparent attempt to ignore the concerns raised by some
of his colleagues, Speaker Tyler has refused to relinquish his
role as presiding officer temporarily to pave the way for him
to clear his name.
This has prompted the protesting lawmakers to angrily
disrupt sessions, stalling the House of Representatives
discussion on national issues for a whole week.
Unlike lawmakers in the United States and other parts of the
world who are paid based on the number of sittings, Liberian
lawmakers make huge salaries even if they do not go to work
for months or take time debating issues not in the interest of
the state.
The ongoing disruption of regular sessions at the National
Legislature is of major concern to the Liberian population
and the lawmakers should not be lawbreakers.
Speaker Alex Tyler as head of the body that makes the laws
governing the state must take the lead in respecting the law
by relinquishing his presiding role to enable him face the
Liberia Anti-Corruption Commission to clear his name of
any wrongdoing.
When the head of the lawmaking body takes such decision
to relinquish his presiding role until such allegation of illegal
payments is resolved it will show willingness on the part of
the Speaker to ensure good governance.
In other countries around the world, lawmakers go to jail
for offenses ranging from tax eviction, child molestation
and other acts not in conformity with their positions as
lawmakers.
It is a big shame for Speaker Tyler to arrogantly continue
presiding when there is an allegation hanging over him. As
a responsible lawmaker he should take the big decision to
temporarily give up his position and face the LACC.
The LACC has already confirmed that it is investigating a
case involving the Speaker which is sufficient ground for the
head of the first branch of government to protect the integrity
of the Legislature by giving up his post until investigations
are concluded.
Such action will further beautify the emerging democracy in
Liberia and will serve as a reference point for other African
countries.
Head of a lawmaking body cannot be facing investigation
while at the same time presiding over lawmaking-that is
weird and Speaker Tyler must listen to concerns raised by
his colleagues.
On the other hand, lawmakers opting for Speaker Tyler to
relinquish his post have other responsible means through
which they can evoke the rules of House of Representatives
and other statues to have the Speaker comply with their
demands.
While disruption of legislative proceedings is not unique
to Liberia as it is common in Legislatures around the world
where lawmakers even fight during deliberations, we caution
our Liberian lawmakers to use the law in ensuring that
Speaker Tyler complies with their demands.
Speaker Tyler must do the honorable thing to save the
integrity of the Legislature by relinquishing his post until his
name is clear from the LACC investigation.

n the Monday, January 5, 2015, edition of Front Page


Africa, Vol.9 No1, journalist Danesius Marteh equated a
missing page from the NEC Chairman, Jerome Korkoyas
speech during the certification program of the senatorselect to a letter supposedly signed by me in 2011 declaring CDC
No.1 in the first round of the Presidential & Legislative elections
of that year. I need to set the record straight once more.
Those who are familiar with the electoral process will note that
at the end of the polls, results of the elections from the field are
released on a progressive basis. That pattern was followed in
2011, and it continues today. During the day the final results of the
2011 Presidential election were being released by me at the now
James M. Fromayan Conference Hall, Mr. Bobby Livingstone
then director of Public Relations of the NEC brought prepared
formal letters to me meant to inform the two parties (CDC & UP)
that they were going for a run-off election since no party received
the legally required 50% of the valid votes cast plus one to claim
outright victory in the first round. Mr. Livingstone was pushing
for the Chairman of the NEC to read the letters live on radio in
the presence of National and international media institutions. My
deputy, Cllr Elizabeth Nelson was annoyed with his insistence
that I read the letters live on radio. I quickly read one of the
letters on stage to myself and realized that Livingstone had
swapped the election results. He had the result meant for CDC
in the letter written to UP and vice versa. I called his attention to
what he had done. He apologized to me and indicated that it was
an error on his part. I was not convinced with his claim that it
was an error for him not to know the votes obtained by each of
the two parties.
Two days after that incident, Mr. Livingstone re-wrote the letters
and brought them to me for signature. I read both and the figures
were accurate. There was a paragraph that was not properly
constructed. I re-constructed it and then Mr. Livingstone did the
final letters on computer for my signature. When he completed
the letters and brought them to me, I was pleased in that the
figures for the two parties were consistent with what I released
two days before. The UP without doubt came first (see attached
table). I then signed the two letters and gave them to Mr. Bobby
Livingstone for delivery to the two parties.
On hindsight, I am inclined to believe that Mr. Livingstone and
his accomplices cut my signature from the corrected letters and
pasted it on the one he intended for me to read on air. From there
on, thousands of that letter were produced in newspapers and
aired on radios for a gullible society that on the average cannot
discern facts from falsehood. Mr. Livingstone had his phone
switched off the entire night of the incident. This isalso where
most of our media practitioners both in the print and electronic
are indistinguishable from the illiterate people in the streets. They
often do not do critical analysis of issues, rather they dwell on
none issues. The very enlightened and analytical minds are few
in this noble profession. Lets assume the worst case scenariothat I did write CDC stating that it came first in round one of the
October 11 Presidential polls. People, including journalists with
serious analytical mind would ask these fundamental questions.
1. Does the Chairman of NEC at the stroke of a pen assign votes
to a party or candidate besides what emanates from the field? 2.
Could the total number of votes accumulated by the CDC add up
to place it in number one position for the run-off election? Infact,
an honest institution would never claim votes that it did not earn
on the field. The results of the election were known to the parties,
the media, civil society and the international community. Let us
put it another way. I am a teacher for a class of ten students. I
administered a history test and student DanesiusMarteh ranked 6
in the test with 72%. The test papers are distributed and student
Joseph Tokpa made the highest 94%. If I went in the class and
said that Danesius Marteh made the highest in the test, will
Marteh jump up jubilating on ground that he made the highest
in the test?
What then do you expert student Tokpa to say? After all, the
numbers have to add up. Only a feeble and less sophisticated
mind can say that as Chairman of NEC, one can alter figures

from the field in favor of a party or candidate without protest


being filed against such action. The seven commissioners on the
Board of NEC can not even dare do that. We should appreciate
the fact that the Supreme Court of Liberia has the final say in any
protest emanating from election. Cllr. Winston Tubman, the then
Standard-bearer of CDC knows this very well.
I am told that in releasing the results of the just ended Special
Senatorial election, a commissioner of NEC mistakenly assigned
the result of the victor to a candidate who lost the election. Can
the candidate in this particular case who lost the election claim
that the NEC cheated him? It is easy for some candidates to
complain of fraud irregularities etc. at the end of any major
election. What journalists and those who want the electoral
process in Liberia to improve need to do is to always ensure
that those who cry foul after election should use the appropriate
channel to prove their cases. The process of investigating
election complaints begins with the NEC. The aggrieved party
will go to the Supreme Court as a last resort. In any event, the
burden of proof for alleged fraud or other illegal acts rests on the
shoulder of the complainant.
The fact that the leadership of the CDC always claimed that I was
at the Commission at the time cheating them was no surprise to
me. What they failed miserably to do was to produce a scintilla of
evidence to substantiate their many claims against me. As deputy
chairperson under Cllr. Frances Johnson Allison, I experienced
an arson attack few months leading to the 2005 Presidential and
Legislative elections. In an official reaction, I went on record
suspecting the CDC of that arson attack at my home on the Old
Road. My wife was so terrified the next day because had it not
been for Gods protection, my family including our three-month
old daughter would have been killed for nothing.
Few days before the 2014 Special Senatorial election, a former
chairman of the Congress for Democratic Change, Mr. Joshua
Sackey confessed on a local radio station that the arson attack
(Petro bomb) on my home was indeed their (CDC) handiwork.
He claimed to have participated in the planning of the attack.
That vindicates me although it is nine years after the fact. But
for journalist like Danesius Marteh, such a criminal act is not
newsworthy. I just do not see the logic in equating a missing
page from Chairman Korkoyas speech to what transpired in
2011. Only people who do not know me will ever question my
ability to read. I can proudly place myself among Liberians who
read with comprehension. Sometime it becomes necessary not
to always follow the noise of empty vessels who have no track
record of any tangible achievement in this country. No one can
ever sweep my achievements at the NEC under the rug. Every
structure at the NEC HQ. was a result of my leadership. The
mini-ware houses in the various counties were constructed by
the Fromayan led Commission. This is why in recognition of
such visionary leadership, Cllr. Elizabeth Nelson, as acting
chairperson of the Commission along with her colleagues decided
to name the NEC Conference hall after me. Needless to say that
Cllr. Elizabeth Nelson was a strong pillar in our team. My major
legacy at the NEC was the conduct of the National Referendum
in which the proposition concerning the absolute majority for
all elective public positions was eliminated for ever. With the
absolute majority requirement only applicable for the offices
of President and Vice President, the Government of Liberia has
been saving millions of United States on un-necessary run-off
elections.
Some of the newly elected senators who won on narrow margins
would most likely not have survived a run-off election. They
also need to be thankful to our leadership. Finally, I would
like to admonish young journalists such as Danesius Marteh
emulate veteran journalists like Cllr. G. Henry Andrew; Rufus
M. Darpoh; Tom Kamara all deceased. A page from the fountain
of knowledge from Mr. Kenneth Y. Best is also recommended.
One can only emulate reputable and powerful journalists by
equipping yourself educationally. A sound command of the
English Language is the key. There is no cutting corner in the
business.

Noise ? What noise ? Sometime ago , the President nominated someone
to head a ministry . But it took one Senator to question or so to speak
( make noise in the Senate ) concerning the integrity of the nominee ,
who was named in the audit report of the GAC about some corrupt deals
, and his nomination was put on hold by the Liberian Senate waiting
clarification from him about those deals . A few good men still exist in
the unrighteous political house of the Liberian Legislature . The Speaker
still maintained that his corrupt actions was in the best interest of the
country and the people . Calling for the Speaker to account for his corrupt
deal by few good men , joined by strange political bed fellows as Rep.
Snowe and other political voices , should not be ssen as noise making ,
but rather , all should join in support against this kind of corruption where
one sees himself well above the law ! Sometimes some do get away with
their corrupt deals , but that should not deter the rest of the people from
pushing forward against corruption . With 2017 just around the corner ,
support the few good men standing up in the unrighteous house of the
Liberian Legislature .

One should welcome the statements made by the ..... Gender Ministry,
we are not kicking against the practice of FGM; our approach is to
modernize it. We know that our traditional people have come a long way
with our culture and there is no way you can just wipe it off. But creating
skills training that the women can get involved in, will gradually take
them away from the practice of FGM. And I think it is the best way to
give them an alternative rather than take everything away from them,
Pointed out Rosaline Browne. " The key to ending this old aged pratice
is through education and training , which is the much better approach .
Through education , those involved in the old practice will come to see
and understand the reasons why the new way is not only better , but is
helping to improve their old culture .

OPPORTUNITY FOR CHANGE IN LIBERIA

he mid-term senatorial election is over and winners are rejoicing


while losers are yet to figure out why they fought a losing battle. I
am not surprised with the results that surfaced because, many of the
defeated senators had alienated themselves from the voters after got
elected, seeking instant gratification and therefore, not making any significant
contributions in the lives of the electorates. The voters began to cry out loud
at the reckless and corrupt behaviors of elected officials and they played deaf,
dumb and blind. It is increasingly evident their admiration for corruption
supersedes the voters interest.
Subsequently, they had lost credibility with the people and replacing them
became necessary no matter who were the opposing candidates running against
incumbents. Sadly, softhearted voters elected some men with questionable
characters, dragging baggage of corruption with them to the House of Senate
already tinted with its share of corruption. However, I am confused with
the ingredients Liberians are looking for in our elected officials. As I read
many write-ups regarding this mid-term election, there are many pertinent
questions that need honest answers: 1. Why message to Ellen Johnson Sirleaf
alone? 2. Why not message to our lawmakers who are equally looting the
countrys resources with impunity? Did the voters who find themselves in
abject poverty cast their ballots based on principles and benefits or just hate for
Ellen Johnson Sirleafs corrupt administration and only Robert Sirleaf became
the punching bag? Did he get what he deserved? My answer is yes based on
family connection but, if the voters did make a wise choice remain to be seen.
In my opinion the Press Union could have done justice for the people of
Montserrado County by organizing a debate among the Montserrado County
contenders since it is the seat of the national government with the highest
unemployment rate; high schools and colleges without libraries and qualified
teachers; mass failure at the University of Liberia in Montserrado; poor
transportation system in the city; lack of good hospitals; teachers trading
grades for sex; government officials have become sex predators with impunity,
leaving young girls pregnant without support; lack of decent public toilets
in the city; mentally ill individuals walking the streets in the city and the
city with no adequate light and water; unskilled young men and women are
prostituting to make ends meet; no zoning for entertainment centers around
Monrovia; drug use is on the rise among young people with no drug rehab
center; homeless young men and women sleeping in the cemetery in central
Monrovia.
A well-organized debate would have given each candidate the opportunity to
address these fundamental issues affecting the people of Montserrado County.
Who are the real losers in this election? My answer is simple. The people of
Montserrado County are the losers and not President Ellen Johnson Srleaf as
being reported. When 14 lawmakers came out of House of Representatives
and endorsed a candidate and many went along to elect their candidate of
choice, what kind of message did we send to them? It is no secret that most
of these so-called representatives have squandered or stolen their county
development money that could have gone toward providing vital health and
education services.
If Liberia should make progress, the vision for transformation depends on the
collective decisions we make across ethnicity, likeness for an individual, being
a war hero, or do or die party affiliation. It is indisputable that many rightthinking Liberians would love to see their place of birth, Liberia, develop and
grow as a flourished nation and because of that, some of us choose to speak
persistently against corruption in government not because of personal envy,
out of malice or hatred. We too are Liberians and love our country, but people
who lack patriotism, insight, foresight, hindsight, and balanced judgment and
leadership skills are being elected by our poor people who are surviving on
US $1.00 a day.
Most of these recycled government officials are consumed by greed. As soon
as they become comfortable in their positions they pretend to be literally deaf,
dumb and blind to the plight of the suffering people. They squarely represent
a threat to nation building and not opportunity for those who wait for hours
in line to cast a ballot paper in their favor. Should Liberians continue to elect
people with tinted and questionable characters, we are denying ourselves
the opportunity to be an agent for positive change to effect transparency and
accountability for good governance in the Republic of Liberia.
Let us not forget the one time political icon and student activist, Commany
B. Wesseh, a newly elected Senator, who challenged the tyrannical and
corrupt government of President Samuel K. Doe, but has become a passive
passenger comfortably riding in the Unity Partys vehicle of corruption with

Ellen Johnson Sirleaf sitting in the driver seat disregarding all rules of law.
What is troubling, Mrs. Wesseh is also a devoted member of Ellens much talk
about kitchen cabinet where corruption and ill-advised decisions have been
masquerading for the last nine years. The question again, why was not there
a strong message to Mr. Wesseh who found sanctuary in Ellens Temple of
Corruption?
I firmly believe, like most Liberians, that we were duped by the many
progressive fellows who spoke against injustice and corruption perpetrated
by past governments. They are now mute, dinning and wining with the most
corrupt government in the history of Liberia. However, let me congratulate
Mr. Wesseh for his undeserved victory, but the people have spoken to give him
another opportunity to redeem his tarnished political character. Mr. Wesseh
should keep in mind that undeserved victory can be redemptive.
The war against corruption cannot be won if eligible voters cannot act as
crusaders of anti-corruption in Liberia and while they continue to organize
support groups as means for handouts to elect men who have been indicted
for misappropriations of government money. I recalled Madam President
commissioned four government officials of integrity institutions challenging
them to fight corruption without fear or favor and to expose the perpetrators
and prosecute them.
Notwithstanding, the presidents well-publicized anti-corruption campaign is
a massive scam. It is a cynicism that is well managed by those in power. The
Liberian Anti- Corruption Commission (LACC) has indicted senior political
figures on corruption charges, including the Speaker of the House, Alex Tyler,
who violated Government of Liberia policy on contracts. His name has being
shamelessly surfacing in many unethical behaviors yet serving as the third
senior government official in the country. He masterminded the fixing of his
and other honorable" members salaries, allowances, and other corrupt
benefits at the detriment of the suffering people. Nonetheless, with the ongoing
fight by some lawmakers for the Speaker to recuse himself from the leadership
of the house should be considered as the appropriate thing to do in the interest
of integrity. However, Speaker Tyler refusal is to show how powerful he
is among his colleagues as the sitting speaker. Our selfish leaders who are
stubborn and arrogant must pay the price on Election Day and those who are
fanning the fan of support for that which we know is morally and politically
wrong must not be voted out of office. Let them understand that this nonsense
will no longer be tolerated by those who elected them.
What is so embarrassing is that the so-called Ethics Committee members
in the House of Representatives have been consumed by corruption and are
unable to investigate alleged violations of the code of conduct governing the
performance of official duties or the discharge of official responsibilities. The
widespread looting of public funds by government officials with impunity
has become business as usual. Representatives, senators, ministers and
other presidential appointees flaunt their wealth with recklessly. President
Ellen Johnson Sirleaf has shown no interest in prosecuting those who steal
government money because of her tolerance for corruption generally. In fact,
it appears, there are no men of good character in the political leadership of this
EJS administration.
What is repugnant nowadays are the defensive mechanisms employed by some
corrupt officials to hoodwink the electorates and the so-called Iron lady is
now inept to be the voice of the people. Her greatness is being fundamentally
undermined by massive failure of governance locked into a culture of coverup. It is therefore, incumbent upon all well-meaning Liberians, nonpartisan,
advocacy groups to lunch voters empowerment campaign in every, city, town
and village as a critical tool to teach our people the importance of electing a
candidate running for public office in a democratic society. Let our people
be taught that elected officials are not more powerful than them and are
accountable to them. Moreover, let us make our people aware that they are
invested with constitutional power to change a government that fails to meet
the basic needs of its citizens. The constitution has things to teach our people
that not only have value, but authority to act in their own interest. Unless
we the people forge a united front to fight against continued escalation of
corruption and failed leadership in Liberia, the lives of the downtrodden will
remain unchanged. It is a challenge for all of us as we look forward to the
2017 election.
In conclusion, all those who are in agreement with how President Ellen
Johnson Sirleaf is ruling Liberia, may the Almighty God rule your life in
similar manner.

percent due to a large extend
on the Education Act of 2001
which made primary education
compulsory, and also by the
2006 elimination of school

situation
the
government
of
Liberia
re-announced
elimination of school fees for
students in elementary and
junior high school for both
public and private schools.
However it appeals that
mission and private schools
are not adhering to the
new pronouncement by the
Education Ministry.
The Episcopal Church has not
considered free education even

in Liberia. Mission and private


schools educate the majority
of secondary school students
and a large minority of primary
school students. Most parents
prefer mission schools because
of what they considered quality
education coupled with biblical
and Islamic disciplines they
instill in students.
One common story told of the
Liberian civil war is that school
participation fell intensely. This
led to the an entire generation
of children and young adults
not having the opportunity
to attend school but instead
were used in the war as child
soldiers says the International
Institute
for
Educational
Planning(2011).
When the war ended in
2003, the Government and
International Partners such
as UNICEF and USAID
spent more money building
schools
and
community
colleges, training teachers
and distributing educational
materials. These measures
were intended to boost
school enrollment and reduce
illiteracy
amongst
young
people. While there has been
considerable increase in school
enrollment with UNESCO
putting the number at 46.16
percent in 2011. According
to the Ministry of Education
74, 996 students enrolled for
academic 2010/11 but there
is no information available
on its website for the number
of students that completed
the school year. While this
registered
a
significant
increment compare to 2005/06
figure [37,776], this gain could
be derailed due to financial
crisis in the country and the
Ebola prevention measure that
limits 45 students per class.
When the countrys economic
dipped to negative 0.4 percent,

SCIENTIST INVENTS
RAPID TEST CAPABLE OF
DETECTING MANY VIRUSES

Nyan has invented a diagnostic test that can detect and
distinguish seven different viruses at the same time. The
viruses include HIV, hepatitis viruses, and another virus
called Dengue hemorrhagic fever virus (which has similar symptoms
like the Ebola virus) infection. As lead-inventor, Dr. Nyan developed
the test while working at the Laboratory of Emerging Pathogens at
the US Food and Drug Administration (FDA) in the United States of
America.
The test is what scientist called a rapid procedure that can give testresults in less than one hour by using the patient blood samples.
According to the US Federal Registry publication of October 15,
2014 entitle Quantitative Multiplex Methods for Rapid Detection
and Identification of Viral Nucleic Acids, the test has been patented
by the US government.
Information available with the FDA and the NIH technology office,
the US government may have interest in filing an international
patent application for Dr. Nyans inventions. Already, part of the test
on diagnosis of Hepatitis B virus was published in May 2014 in a
journal, called Clinical Infection Diseases.
The test, which also has the capability of detecting Ebola virus and
other tropical infections could be useful in countries that are now
affected with the present Ebola epidemic. Ability for rapid diagnosis
is a problem in many poor countries and places that do not have
advance health care systems. Thus, this test is a major development
that could empower health care workers with a quick means of
diagnosing many viral diseases in countries with less resources. Dr.
Nyan, who testified on September 17, 2014 to the US Congress on the
Ebola crisis in West Africa also works as an unpaid volunteer with
the Diaspora Task Force on the Ebola Crisis, with which he serves as
Director of its Secretariat. The Diaspora Task Force has carried out
medical relief supplies to the Ebola affected region and is recruiting
Diaspora medical personnel to send them to work in the region.
Also, Dr. Nyan is championing the creation of institute for diseases
control in Liberia and the region as a post-Ebola public health
measure. A German trained medical doctor, Dr. Nyan also worked at
the National Institutes of Health where he was trained in biomedical
research. It can be recalled that Dr. Nyan 1999 at the NIH developed
a non-invasive diagnostic test for Helicobacter pylori infection. In a
scientific environment where minorities and people of
African descent are disadvantaged, Dr. Nyan hopes that his intellectual
property rights will be fully protected and that the product of his
invention will served the poor and needed populations in society.

Assignment Title: Feasibility Studies for the Automation of Motor Vehicle Registration and Drivers License
Processes
The Ministry of Transport (MOT), Republic of Liberia, intends to apply part of its budgetary allocation to a consultant for feasibility
studies for the automation of its current operational and administrative processes of Motor Vehicle Registration and Drivers Licensing.
The automation process will involve the introduction of computerized information system in the entire motor vehicle and driver s
license registration life cycle. This will ensure recording, processing, approvals, printing of motor vehicle certificates, and printing
of driver s licenses to be automated at every stage in the administrative, transactional, and operational processes.
The vehicle registration and driver licensing processes will further strengthen our record keeping and avoid revenue losses due to
illegal duplication of vehicle registration documents. The new computerized system will link the various ports of entries in Liberia
through the Liberia Revenue Authority (LRA) to the central database and make the tracing of vehicles in Liberia easier to implement.
This national database will also be available to law enforcement arm of Government (LNP) to effectively monitor vehicle activities
in Liberia.
The present business operations of motor vehicle and drivers licensing are presently done manually. The manual processing of data
poses room for error and untimely completion of tasks and reduces productivity. This causes lack of effective data and information
management.
In a bid to improve organizational performance and effectiveness in the administrative and operational processes of motor vehicle
and driver s license registration, the Ministry of Transport now intends to conduct a feasibility study on a computerized information
system with the expected solution of automating manual processes.
SCOPE OF WORK
The scope of work covers:
1.
Review and document existing processes of motor vehicle and driver s licensing registration.
2.
Provide options on how the automation objective can be accomplished.
3.
Provide procedures of scenarios that may require business process re-engineering/ re-alignment to accommodate a computerized
information system workflow.
4.
Provide information on applicable budgets/ estimates for the implementation of the automated system.
5.
Determine strategy, challenges, costs benefits, and similar considerations, in the event the Ministry of Transport would opt to
undertake the automation investment in a Public Private Partnership (PPP).
6.
Determine implementation milestone and expected results against each input task in the automation process.
7.
Provide information on hardware, software, services, and related costs associated, if the Ministry of Transport is to implement
a turn-key solution.
8.
Determine gains to be achieved in terms of benefits to the Ministry of Transport once the automation process is completed. A
trend analysis of costs recovery shall be helpful.
9.
Develop methodology/ guides on how the computerized information system can be acquired.
10.
Develop sustainability strategy (personnel, costs, etc.) on how the automation process can be sustained pre and post
implementation.
11. Provide any other relevant information on best practices, and information on how the automation can be a successful venture
by the Ministry of Transport.
Note: In addition to our central office in Monrovia, the automation process will also include our regional offices located in Zwedru,
Gbanga, Ganta, Greenville and Harper.
The Ministry of Transport now invites eligible consultants to indicate their interest in providing the services. Interested consultants
must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments,
experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants must also provide documentary
evidence that they are duly registered under the laws of the Republic of Liberia and are current tax payers.
SELECTION OF CONSULTANTS
Consultants will be selected using procedures set out in the 2010 Public Procurement and Concessions Commission Act, of the
Republic of Liberia.

described as totally unacceptable latest
call by the Government of Liberia
(GOL) for tuitions of private school
students nationwide to be paid in six-installments.
Recently the government through the education
ministry announced that schools would resume
on February 2, 2015 following months of abrupt
closure due to the dreadful Ebola virus in Liberia.
Since the pronouncement by the Liberian
government there has been wide spread criticizing
from some individuals and institutions as the
country has not been declared Ebola free by any
recognized organization such as WHO.
The BFF also characterized as troubling the
governments declaration through the Ministry of
Education (MOE) for students to resume classes
without the wearing of their prescribed schools
uniforms.
According to BFF President Augustine S. Arkoi
who is also an educator and civil society activist,
such assertions by the Liberian government leave
much to be desired.
He pointed out that the pronouncement by the
Ministry of Education for students to attend classes
in color clothing would create difficulties for
teachers and school administrators to effectively
identify and monitor their behaviors on campuses.
The situation, he maintains, has the potential to
expose female students to sexual harassment and
molestations by unscrupulous individuals in the
society because most of the students will wear
clothing that expose their body parts.
Students may use the wearing of color cloths
approved by the government to engage in
unnecessary dress code something that will distract
the attention of fellow students and teachers as
well said Rev. Arkoi.
The BFF President indicated that without providing
much-needed subsidies to private educational
institutions, it is disappointing for the Liberian
government to make such abrupt declarations
without any consultations with the nations
educational stakeholders.
Rev. Arkoi pointed out that the decision by the
Johnson-Sirleaf led government is a recipe to
cause mass exit of professional and experienced
teachers from the private school system in Liberia
and subject it to fragility and disintegration as
authorities of such private schools would find it
difficult to address salary and other obligations to
their teachers.
The BFF boss however challenged the Liberia
government to accompany the reopening of
schools with the ratification of the mess faced
by the nations educational system as previously
confirmed by the Liberian President, Ellen
Johnson-Sirleaf.
I want government to guarantee the payment of
salaries for Liberian teachers as they resume their

normal duties while at the same time scouting


abroad for international volunteer teachers such
as the United States Peace Corp Volunteers
aimed at resuscitating and enhancing the Liberian
educational system which moribund state has
been exacerbated by the outbreak of the deadly
Ebola Virus Disease, with the closure of learning
institutions for nearly one academic year Rev.
Arkoi lamented.
He asserted that owing to Ebola which has
devastated the country and effectively disrupted
economic activities, Liberians, especially ordinary
citizens, awash by abject poverty would find it
difficult to meet the basic educational needs of their
children, hence, President Johnson-Sirleaf must
roll up her sleeves by ensuring unrestrained access
to education for all Liberians including students of
both public and private schools, many of whom are
self-sponsored.
The Liberian government, as the larger employer
and custodian of state resources must ensure that
the citizens have access to technical, professional,
vocational and other learning opportunities to make
them national assets and not liabilities, Arkoi
stressed.
According to Rev. Arkoi, the outbreak of the Ebola
Virus Disease in Liberia has also created more
burdens for both public and private schools in the
country with respect to the dire need to acquire and
ensure the availability of anti-Ebola materials for
use regularly by students and school administrators.
He named chlorine, soap, rubber buckets, as well as
disinfectants and other sanitizers, which are critical
in the fight against Ebola that should be made
available on all campuses during regular school
hours.
The BFF Boss maintained that the importance
and availability of anti-Ebola materials couldnt
be compromised if Liberian students and
administrators are to be firmly protected from the
spread of the deadly disease.
The BFF CEO concluded by calling on President
Ellen Johnson-Sirleaf and authorities of the
Ministry of Education to primarily employ the
necessary post-Ebola protocols and procedures that
guarantee not only the health security of students
and teachers nationwide, but to as well consult
with local and international education stakeholders,
such as WHO, CDC, EU, USAID, UNICEF,
among others to provide needed subsidy to ensure
the prevention of any further disruption of learning
activities, and mass dropout of students during the
academic year.
Early last week during the opening of the national
legislature a group of school children barricaded the
national legislature calling on that body to ensure
free school across the country for all children.
The group argued that the Ebola virus has affected
the country economic and as such parents were
unable to provide school fees for their children.

representing petitioner Saah
Gbollie and Jim Tornonlah was
order to leave the ground of
the Temple of Justice by Chief
Justice Francis Korkpor.
The Court rescheduled the
hearing of petitioner Saah
Gbollie against Senator elect Jim
Tornonlah Monday, based on a
submission made by the legal
counsel of Tornonlah.
Cllr. Goda Elliot requested the
court on Friday for time on
grounds that the legal counsel
(Cllr. Theophilus Gould) of
petitioner Gbollie filed an
amended petition and she did not
file her returns to the amended
petition. But Cllr. Gould prayed
the court to deny the submission
on grounds that the only
amendment was done only in the
name of the Senator elect.
The only amendment, we did,
was the spelling of the name
of the Senator elect in counter
argument, Cllr Elliot said yes,
but the rules of the court call for
filing a returns/ brief if there is
an amendment in the petition.
Based on Cllr. Elliot submission
the court heard four petitions

Constitution.
Article 83 C states that The
returns of the elections shall
be declared by the Elections
Commission not later than
fifteen days after the casting of
ballots. Any party or candidate
who complains about the manner
in which the elections were
conducted or who challenges
the results thereof shall have

the right to file a com plaint


with the Elections Commission.
Such complaint must be filed not
later than seven days after the
announcement of the results of
the elections.
The Elections Commission shall,
within thirty days of receipt of the
complaint, conduct an impartial
investigation and render a
decision which may involve a
dismissal of the complaint or a
nullification of the election of a
candidate. Any political party or
independent candidate affected
by such decision shall not later
than seven days appeal against
it to the Supreme Court. The
Elections Commission shall
within seven days of receipt of
the notice of appeal, forward
all the records in the case to the
Supreme Court, which not later
than seven days thereafter, shall

hear and make its determination.


If the Supreme Court nullifies or
sustains the nullification of the
election of any candidate, for
whatever reasons, the Elections
Commission shall within sixty
days of the decision of the Court
conduct new elections to fill the
vacancy. If the court sustains
the election of a candidate, the
Elections Commission shall act
to effectuate the mandate of the
Court.

Nimba County. The clinic will

ArcelorMittal
Liberias mining operations.
According to Hilary Byrne,
resettlement
coordinator
of ArcelorMittal Liberias
community liaison department,
a request for the clinic was made
by town leaders in 2011, and
was approved by ArcelorMittal
Liberia management.
The clinic will be a standard
health clinic that meets
the Ministry of Health and
Social Welfares (MOHSW)
design
requirements,
including
plumbing
and
lighting.
ArcelorMittal
Liberia will construct the
clinic while MOHSW will
provide equipment, staff, and
maintenance.
When we heard about the
clinic, and saw the yellow
machines clearing the site, we
were so happy. We dont have
a clinic to serve us, and we are
tired of travelling distances
to receive medical attention

loan which according to him
motivates LIBA to help acquire
the loan for the business.
Both LIBA and the CBL have
over the past couple of years
praised Liberian businesses
including SMEs for paying
loans on time.
But with evidence that the
future of many of these local
business heavily depends on
the effective implementation of
the Liberalization policy which
also relates to the local content
policy, firms like Fair Play are
modeling a system that many
other SMEs can replicate.
Since 2010, the company has
employed over 50 persons
and currently awards contracts
to 150 persons both in
Buchanan and Yekepa, Nimba
County where they are also
implementing several projects
for ArcelolMittal Liberia.

ArcelolMittal remains the


firms main client but it has
also implemented for foreign
companies like UMARCO,
CHICO,
AFCONS
and
Mahathai Liberia, Inc. amongst
several
other
companies
operating in Grand Bassa
County.
Fair Play has since 2010
implement several projects
for Mittal, putting projects
like pedestrians walkway,
warehouse and the fencing
of the concession area in
Buchanan, as its successes.
Based upon our commitment,

much that whenever they have
contract we are always allow to
be one of the bidders and when
we bid we often bid within the
confine of their budget, the
Fair Play boss disclosed.

This is intended to appreciate

the firm said in a statement

The local content policy
initiative is expected to
facilitate the formation of links,
extend and expand present
programs between foreign
and domestic enterprises in
the country, which is expected
to make the SMEs more
sustainable.
With the level of progress Fair
Play and several other Liberian
businesses
have
shown
especially in paying back loan
and effectively implementing
projects,
many
Liberians
supporting the local content
policy or act are demanding
more implementation from the
government.
Last year during the nationwide
consultation organized by the
House of Representatives on
the draft petroleum law, many

their main concern with many
calling for local businesses to
completely provide technical
of hospitality services.
With international oil company
like Chevron seem prepare to
carryout massive activities in
Buchanan due to the presence
of a lay-down yard close
the Buchanan sea port, the
expectation is now high for
Liberian businesses to be given
priority.
The five main areas of the
policy includes oil and gas,
mining, agriculture, forestry
and infrastructure and NIC
has assured that with the local
content policy effective, small
businesses in the country will
be given priority.
Liberias
Investment
commission sees the aspiration
of the local content policy as
the beginning of enacting a
local content law, which will
require concessionaires and
foreign companies, to develop
domestic production and local
human capital and to promote
comprehensive growth.

GHANA 1-2 SENEGAL: SOW STEALS


IT LATE FOR GIRESSE'S MEN

ndre Ayew put the Black Stars in


the lead with a first-half penalty
before Mame Biram Diouf levelled
the score, with the Fenerbahce man
popping up late to steal the win
Senegal ended their eight-match winless run in
the African Cup of Nations as Moussa Sow struck
deep into injury time to see off Ghana 2-1 at the
Estadio de Mongomo.

In Avram Grant's first competitive game in charge


of Ghana, Sow had the final say after coming off
the bench as Senegal came from a goal down to
claim victory in their opening Group C clash.
Marseille's Andre Ayew had initially settled any
nerves for Grant's side 14 minutes in by opening
the scoring with a penalty as Ghana threatened
even without captain Asamoah Gyan - absent with
a mild bout of malaria.

However, Ghana failed to add to their lead and


the Lions of Teranga punished them, with Mame
Biram Diouf heading home from Pape Souare's
delivery before the hour.
Alain Giresse's men made all the late running and
were rewarded when Diouf turned provider for
Sow to allow the Fenerbahce striker to roll home
the winner and give his side their first AFCON
success since the 3-2 victory over Guinea in 2006

Amid a fast-paced opening, Diouf
almost latched onto a lofted pass
inside the area five minutes in
before Dame N'Doye opted to
shoot instead of pass from a tight
angle.
Somewhat against the run of play,
Ghana took the lead as Andre
Ayew dispatched a spot-kick
after Christian Atsu was brought
down in the area by goalkeeper
Bouna Coundoul.
It was perhaps harsh on Senegal,
who started well, but Ghana's
pace on the counter continued
to cause problems with Ayew's
brother Jordan next to go close
with a curled shot just wide.
Giresse's men threatened an
equaliser when Kara Mbodj's
header crashed against the
crossbar before Diouf's overhead
kick forced Razak Brimah into
a smart save after the half-hour
mark.
Andre Ayew's penalty separated
the sides at the break, but Senegal
drew level 17 minutes into the
second half courtesy of Diouf's
header.
The Stoke City forward initially
headed against the upright before
he dived to snaffle up the rebound,
scoring in his third consecutive
international outing.
Diouf's equaliser seemed to give
Senegal added impetus and the
former Hannover man should
have put his side ahead soon
after, only to blaze over from
inside the area.
However, Diouf made amends
in the 93rd minute with a clever
lay-off for Sow, allowing the
substitute to slip home the winner
past the onrushing Brimah,
leaving Grant's men with work
to do ahead of their clash with
Algeria on Friday.
Next up for Senegal is a meeting
with 1996 winners South Africa.
