TU 204 e 23. Explanations to the manual ‘The manual consists of 2 parts. Part | includes guidance to the master, stability deta end technical information necessary for preparing and evaluation ofa loading condition ‘The Par Il includes the print-outs from computer calculation for typical joading conditions wth bulk and grain cargoes. ‘The loading and unloading sequences and additional requirements o° SOLAS Chapter VlReg. 72 are presented In the Loading Manual Addendum - Loading and Unloading ‘Sequences - doc. 640 -TU - 205. ‘The stabilty, longitudinal strength calculations and joadinglunioading sequences are carries out by ALCOS (Auto Loading Computer On-Board System) computer progrem version 2.0 ‘approved by BRS. “The X- coordinates are measured from MP positive forward. “The Manuaf uses metric tons ( 1 t= 1000 kg) and design drauaht - the crauaht from the lop cofkee! Operation of the ship 2.4.1. Restrictions and recommendations forthe Master Goneral precautions against capsizing Compliance with the stabiliy criteria does not ensure immunity ageinst capsizing regardless of the circumstances of absolve the master from his responsibilses ‘Master should therefore exercise prudence and good seamanship having regard to the season of the year, weather forecasts and the navigational zone and should teke the appropriate action as to speed end course warranted by the prevailing circumstances. Particularly dangerous is the situation when the wave length is ofthe order of 1.01.5 sh's langth. A ships speed andlor course should be altered appropriately to avoid the above-mentioned phenomena. Water trapping in deck wells should be avoided. If freeing ports are not sufficient for the crainage ef the wall, the speed of the ship should be reduced or the course changed, or bth Masters should be aware that steep or breaking waves may occur in certain areas, oF in certain wind and current combination river estuaries, shallow water areas, funnel shaped ‘bays, ele) These waves are particularly dangerous, especially for small ships. Free surface effects should be considered whenever the filing level in a tank is less tren 98% of full condition, Free surface effects need not be considered where a tank is rominelly {ull Le filing evel is 98% or above, Tanks which are taken into consideration when determining the free surface correction ray be in one of two categories: “Tanks with filing levals fixed (eg, liquid cargo, water ballast). The free surece correction should be defined for the actual filing evel to be used in each tank, 2. Tenks with filing levels variable (e.g. consumable liquids such as fuel ol, diese i ‘and fresh water, and also liquid cargo and water ballast during liquid transfer (operations). The free surface correction should be the maximum value sttainle between the filing limits envisaged for each tank, consistent with any operating instructions. In calculating the free surtace effects in tanks containing consumable liquids, it should be ‘assumed thal for each type of liquid at least one transverse pair or a single centreline tank fas a free surface and the tank or combination of tanks tsken into account should be thase lwhere the effect of free surfaces isthe greatest ‘Where water ballast tanks, including ant-rolling tanks and anti-heeling tanks, are to be fled or discharged during the course of a vayage, the free surface effecs should be calculated 10 take account ofthe most onerous transitory stage relating to such operations, The corrections to the initial metacentric height and to the righting lever curve should be aderessed separately as follows. {In determining the correction to intial metacentric height, the transverse moments of inertia of the tanks should be calculated at O° angle of heel according to the catagories indicated above. The righting lever curve may be corrected by correction based on the momert of inertia caletisted at O° angle of heel, modified at each sngle of heel calcuisted Inorder to retain shi stability, the free surtace of liquid are to be minimum. DEFINITIONS The term’ grain’ covers vineal, maize(comn), oats, rye, barey, rice, pulses, seeds and processed forms thereat, whose behavior is similar to that of grain in its possible state 41.2. The term ' filed compartment, timed’, refers to any cargo space in which, ater loading and trimming as required under 2. the bulk grain is at its highest possible level. 1.3. The term "filed compartment, untrimmed’, refers to a cargo space whichis filed to the maximum extent possibie in wey of the hatch opening but which has not been trimmed outside the periphery of the hatch opening, 4.4. The term partly filed compartment * refers to any cargo space wherein the bulk grein is net loaded in the manner prescribed in 1.2, and 1.3. 41.5. The term’ angle of flooding (®)' means the angle of heel at which openings in the aul superstucures or deckhovses, vnicn cannet be closed woathortight, immerse. In ‘pplying this definition, small ‘openings through which progressive flooding cannot take place need not be considered as open, 116. The term * stowage factor for the purposes of calculating the grain heeling moment caused by @ shit of grain, means the valume per unit weight ofthe cargo as altested by the loading fecily, 1e. no allawance shall be made for lost space when the cargo space is nominally filled 1.7. The tarm ‘spacially sutale compartment refers to a cargo space which is constructed with at least two vertical or sloping, longtudinal, graintight divisions which are Coincident with the hatch side girders or are so positioned as to limit the effect of any trensverse shift of grain. If sloping, the divisions shall have an inciination of not ess than 30° to the horizontal 2, STOWAGE OF BULK GRAIN 24. All_ necessary and reasonable trimming shall be performed to level all free grain surfaces and to minimize the effect of grain shitting. 2.2 In any filed compertment, rimmed. the bulk grain shail be trimmed so as to fil all spaces under the decks and hich ‘covers to the maximum extent possible. 23. In any filed compartment, untrimmes, the buk grain shall be filed to the maximum exient possible in way of the hatch opening but may be at its natural angle of 840. Unless account is taken of the adverse heoling effect due tothe grain shift according to IGC, the surface of the bulk grain in any party filed compartment shall be secured so a to prevent a grain shit by overstowing ( see 3). Allematively, in partly fled compartments, the bulk grain surface may be saoured by stropping oF lashing. 3. OVERSTOWING ARRANGEMENTS 3.1. Where bagged grain or other suitable cargo is utlized for the purpose of secuing party filed compartments, the free grain surface shall be level and shall be covered with '@ separation cath or equivalent or by a suitable platform. Such platform shal Consist of bearers spaced nt more than 1.2 m apart and 25mm boards laid thereon spaced not more than 100 mm apart. Platforms may be constructed of oher materials provided they are deemed by the Administration to be equivalent. 3.2. The platform or separation cloth shall be topped off with bagged grain tightly stowed and extending to a height of not less than one sixteenth of the maximum breadth ofthe ‘Fain surface or 1.2 m, whichever is the greater. 3.3. The bagged grain shall be carried in sound bags which shall be well filed and secuely closed, 3.4, Instead of bagges grain, other suitable cargo tightly stowed and exerting at least the same pressure as bagged grain stowed in accordance with 3.2 may be used. 4. STABILITY REQUIREMENTS: 4.1. The intact stability characteristics of any ship carying bulk grain shell be shown to meet, throughout the voyage, et least the following criteria after taking into. account in the manner described in part B of the IGC and, in figure , the heeling moments due to grain shit: 4.1.1. the angle of heel due tothe shift of grain shall not be greater than 12 degree 4.1.2. the statical stability diagram, the net or residual area between the heeling arm curve ‘ang the righting arm curve up to the angle of heel of maximum difference betwaen the ordinates ofthe two curves, or 40° or the angle of flooding (0), whichever is the least, shall in all conditions of loading be not less than 0,075 metreradians, and 4.1.3. the inital metacentric height, after correction for the free surface: tanks, shall not less then 0.30 m 640-TU-204 88 fects of liquids in 4.2. Before loading bulk grain the master shall, if so requited by the Contracting Government of tne country of the port of loading, demonstrate the abilty the stip at all stages of any voyage to comply with the stability criteria required by the section 4.1 43. After loading, the master shall ensure that the ship is upright before proceeding to sea 4.4. For the purpose of demonstrating compliance with the stability criteria, the ship's stability calculations shall no-mally be based upon the following assumption: 44.1. For the purpose of this regulation, terminal representative means a person appoinied by the terminal or other facility, where the ship is loading or unloading, who 14s responsibilty for operations conducted by that terminal or facility with regard fo the particular ship, 2. Toenable the master to prevent excessive stresses in the ship's structure, the ship shall be provided with a booklet, which shall be written in a language with which the shp's officers responsible for cargo operations are familar. IF this language is not English the ship shall be provided with a booklet wrtten.also in the English language. The booklet shall, asa minimum, include 1 stability data, as required by regulation 11/22; 2 ballasting and deballasting rates and capacities; 33 maximum allowable load per unit surface area ofthe tank top plating; 44 maximum allowable foad per hold; 55 general loading and unloading, instructions with regard to the strength of the ship's Structure including any limitations on the most adverse operating conditions dusing, losing, unloading, ballasting operations and the voyage. {6 any special restrictions such as limitations on the most adverse operating consitions inposed by the Administration or organization recognized by it if applicable; and 7 where strength calculations are required, maximum permissible forces andl moments fon the ship's hull during loading, unloading and the voyage. 3 Before a solid bulk cargo is loaded or unlosced, the master and the terminal representative shall agree on a plan which shall ensure that the permissible forces ynd moments on the ship are not exceeded during loading or unloading, and shall include the sequence, quantity and rate of loading of unloading, taking into consideration the peed of loading or unloading, the number of pours and the deballasting or ballasing, capability of the ship. The plan and any subsequent amendments thereto shall be lodged with the appropriate authority ofthe pert State 4 Bulk cargoes shall be loaded and trimmed reasonably level, as necessary, to the boundaries of the cargo space s0 as to minimize the risk of shifting and to ensure that adequate stability will be maintained throughout the voyage. 5 When bulk cargoes ate carried in ‘tween-clacks, the hatchways of such ‘tween-dlecks shall bo closed in thoea caeer where the Iaading information indicatne an unaeeep ble level of stress of the bottom structure ifthe hatchways are left open. The cargo shall be trimmed reasonably Ievel and shall either extond from side to side or be securec by additional longitudinal divisions of sufficient strength. The safe load-carrying capacity fof the “tween-decks shall be observed to ensure that the deck-structure is not overloaded 6 The master and terminal representative shall ensure that loading and unloading ‘operations are conducted in accordance withthe agreed plan 7 If during loading oF unloading any of the limits ofthe ship referred to in paragraph 2 are exceeded or are likely to become so if the loading or unloading continues, the Taster fas the right to suspend operation and the obligation to notify accordingly the appropriate authority of the port State with which the plan has been lodged. The master and the terminal representative shall ensure that corrective action is tasen. When unloading cargo, the master and terminal representative shall ensure that the unloading method does not camage the ship's structure.
