Indian industry is now capable of taking up half of DRDOs load in

developing defence capabilities
(Dr Avinash Chander, Secretary Department of Defence R&D, DG R&D and SA to RM)

Make in India initiative is aimed at making India a manufacturing hub and developing
Indian industry

One of the sectors that has been included by the Government in this campaign is
Defence Manufacturing

The challenge for participants in this round is to scope the impact of indigenization in the
defence sector and devise a strategy for the challengers to effectively use this opportunity
to become the leaders in their industry. Here is what you need to do:

What are the unique challenges of the defence manufacturing sector in India?

Discuss the existing policy framework. Recommend on whether India needs a new policy
design for this sector and highlight some international best practices

Scope out a plan for a small and medium sized enterprise in this area to expand its
capabilities in defence manufacturing

Finance Minister Arun Jaitley set the

military budget at 2.29 trillion Indian
rupees ($38.35 billion) for 2014-15, 50
billion rupees more than what the
previous government agreed in an
interim budget earlier this year.

Up until now, defence has attracted less

than $5 million in foreign investment.
Foreign firms have said they need
higher investment caps and greater
management control if they are to
develop a bigger industrial base in India.

Indian Private Sectors have Capability

Country has been procuring Defense Systems since

long and there was a never an opportunity for the
Private Industries for Participation

It was okay to purchase for immediate need, but

should this opportunity have been given to Indian
industries to develop as a long term strategy?

Being such a big country with enormous talent, we

look to countries like Israel, Germany , France,
America to be self-sufficient in the defence arena

Government has long been focusing on the Public

sector to decide on procurement

Should Government fund Private players? Should

the FDI policy be revised?
