FOUR CONCACAF TEAMS TO COMPETE AT 2003 FIFA


WORLD YOUTH CHAMPIONSHIP IN UAE

Canada, Mexico, Panama and the USA will carry the CONCACAF banner
at the 2003 FIFA World Youth (Under-20) World Championship, which will
be held in the United Arab Emirates (UAE) later this month.
The tournament, which was postponed from its original dates of 25
March 16 April 2003 due to the threat of war in the Persian Gulf region, is taking place
from 27 November 19 December.
Under the Organizing Committee Chairmanship of CONCACAF President, FIFA Vice
President, Jack Warner, the 24-team tournament has six groups of four teams in the
opening round with the top two along with the four best third-place finishers advance to
the knock-out stage.
Making their sixth appearance at the FIFA event, Canada will compete in Group C at
the Rashid Stadium in Dubai, along with Brazil, Czech Republic and Australia, while
Mexico, who are in their 10th world championship, find themselves in Group E at the
Khalifa Stadium in Al Ain, with Saudi Arabia, Ireland and Cote d'Ivoire.
Playing in their first FIFA world championship, Panama are in Group A at the Zayed
Sports City Stadium in Abu Dhabi, joining Slovakia, Burkina Faso and the host country,
while the USA, who are in their ninth appearance at the FIFA competition, are in Group F
at the Al Nahayan Stadium in Abu Dhabi with Paraguay, Germany and Korea Republic.

2004 OLYMPIC REPORT

MENS OLYMPIC UPDATE


Twelve mens under-23 teams
will aim for berths to the final
round of CONCACAF Olympic
Qualification after the conclusion
of their respective
second round series this month.
The second round began in late October
with Panama eliminating St. Lucia 13:1 on
aggregate score.
The remaining five match-ups will kick
off on 15/16 November (first-leg) and conclude on 19/23 November 2003 (second-leg).
The seven second round winners will
join the host Mexico in the final round of
CONCACAF qualification from 2-12
February 2004 for only two berths to the
Olympic Games in Athens, Greece.

CHAMPIONS CUP

After playing to a 3:3 draw in


the first-leg in September, CD
Toluca FC (MEX) won the 2003
CONCACAF Champions Cup
with a 2:1 victory over visiting
CA Monarcas Morelia (MEX) in
the second match at the Estadio
Nemesio Daz in Toluca, Mxico
on 8 October and claimed the
final series 5:4 on aggregate.

WOMENS OLYMPIC UPDATE


The 2004 CONCACAF Womens Olympic
Qualification Final Round was relocated
from Mexico to Costa Rica. It will take place
from 25 February 7 March.
The shift of venue gives Costa Rica a bye
from competing in the CONCACAF Olympic
preliminaries and they now join Canada in
Group A of the Final Round, while the USA
has also earned a bye and have been placed
in Group B.
Costa Rica was originally scheduled to
host a preliminary three-team competition
(with Honduras and Nicaragua), but now
Mexico takes their place in the round-robin
qualifying event that will be held in
Honduras from 10-14 December 2003.
The remaining preliminaries will feature
two more three-team competitions as
Guatemala host Panama and Belize from 1923 November, while the Cayman Islands
greet Jamaica and US Virgin Islands from 37 December. Completing the opening round
will be two head-to-head games. Haiti will
travel to and play the Dominican Republic
on 31 October and 2 November, while
Suriname host Trinidad & Tobago in
Parmaribo on the 9 and 12 November.
The five preliminary qualifiers (winners
from the home-and-home and three-team
competitions) will join Canada, Costa Rica
and USA in the CONCACAF Womens

the 35th minute of the first half
with a goal by Paulo Da Silva off
a corner kick for a 1:0 lead.
In the second half, Toluca
made it 2:0 with a tally by
Vicente Snchez in the 54th
minute. Damin lvarez cut the
deficit to 2:1 with a goal for
Morelia with nine minutes
remaining but Toluca held on for
the win to claim their second
overall CONCACAF Champions

The CONCACAF Champions
Cup is the longest running international competition in the
region and has been the premier
club competition in the
Confederation, since its inception 1962.
Toluca now qualifies, as the
CONCACAF representative, to
the next edition of the FIFA
World Club Championships
scheduled for 2005.

CONCACAF 2006 WORLD CUP QUALIFYING

The long, winding road to the FIFA World Cup


Finals of Germany 2006 will begin for the 34 CONCACAF entries in a little less than two months time,
based on the final format submitted to FIFA for
approval in December 2003.
The first games will be played on the 18 February
2004, with the last ones scheduled for 12 and 16
November 2005; almost two years of intense competition to see who
will represent the Confederation in Germany. This slight variation
from the schedule previously presented to FIFA allows for a later
start to the first round and avoids January dates not on the FIFA
International Calendar.
Initially, 20 teams will be divided into ten groups of groups of
two to play home and away to produce ten qualifiers and they will
then be joined by the 14 teams that received a first round bye. These
24 teams will be divided into 12 groups of two to play home and
away with the series winners advancing to the semi-final stage. The

gather for the second and last
time in 2003 when they meet
on Tuesday, 4 November at the JW Marriott
Hotel in Miami, Florida USA.
Having last met on 7 February 2003 in
New York City, the Executive faces another
lengthy agenda requiring attention to such
items as: FIFA World Cup 2006 Qualifying,
2004 Champions Cup, 2005 Gold Cup and
final fixtures approvals for the CONCACAF
qualifying tournaments to the FIFA Under19 Womens and Futsal World
Championships.
As usual, the Executive will hear reports
on all past and current competitions, as well
as reports from the regional bodies of the
Caribbean Football Union and the Union
Centroamericana de Ftbol, and CONCACAF
departmental reports.

first stage will be completed by the weekend of 19-20 June and the
semi-final stage begins on 18 August and end on 17 November 2004.
At the semi-final stage, the twelve qualifiers will be divided into
three groups of four, with the top two from each group moving on to
the final qualifying stage.
The final group of six qualifiers will play, home and away, from
9 February 2005 - 12 October 2005 at which point the three certain
CONCACAF qualifiers and the team in fourth place will be known.

Panama claimed first-place with seven


points, while Paraguay took second with four
points, and Mexico and Canada finished
third and fourth, respectively, with three
points each.
Prior to the final day of competition,
Panama and Paraguay played to a 1:1 tie on
17 October, while Canada topped Mexico 2:1.
Mexico and Panama had opened the
four-nation tournament on 15 October, posting 2:1 victories over Paraguay and Canada,
respectively.
All four teams will compete at the 2003
FIFA World Championship, which will be
held in the United Arab Emirates from 27
November 19 December.

New projects for the


FIFA Goal development
programme were
approved at the FIFA
Goal Bureau meeting in
Doha, Qatar, on 15 October, which includes
the following CONCACAF members:
Anguilla, Guadeloupe, Martinique, Jamaica
and St. Lucia.
Asia (7): Afghanistan, China PR,
Uzbekistan, Sri Lanka, Chinese Taipei, Iraq,
Thailand. Africa (7): Congo DR, Egypt,
Gabon, Morocco, Nigeria, Rwanda, Tunisia.
CONCACAF (5): Anguilla, Guadeloupe and
Martinique (in coordination with the French
Football Federation), Jamaica, St. Lucia.
South America (2): Brazil, Chile.
Oceania (2): New Zealand, Tahiti. Europe
(3): Bulgaria, Northern Ireland, Slovenia.
This brings the total number of approved
projects to 161 in 158 countries around the
world. So far, 54 of these projects have been
completed.
FIFA and the confederations also intend
to work more closely to improve the implementation of future projects.

USA CLAIMS THIRD-PLACE


HONOURS OVER CANADA

The USA claimed the third-place honours


at the 2003 FIFA Womens
World Cup after defeating
Canada 3:1 in front of 25,253
spectators at the Home Depot
Center in Carson, California on 11 October.
Midfielder Kristine Lilly got the USA on
the board (1:0) in the 22nd minute of the
first half, but 16 minutes later Canada equalized with a goal by forward Christine Sinclair.
In the second half, the USA took the lead
2:1 with a tally by defender Shannon Boxx in
the 51st minute. Forward Tiffeny Milbrett
put the game away for the USA as she scored
with 10 minutes remaining for the 3:1 final.
This is the first time since 1995 that the
USA finished third in a FIFA Womens World
Cup, while Canada achieves the fourth position in 2003 after finishing 12th in 1999.
Germany won the 2003 FIFA Womens
World Cup Final on 12 October in Carson
with a 2:1 overtime victory over Sweden.

Haiti signs Fernando Clavijo as new technical director


Former USA defender Fernando Clavijo has signed a contract to
become the new technical director for Haiti in early October.
The Uruguayan native became a USA citizen and played 61 international matches for the USA including the 1994 FIFA World Cup.
The 47-year-old Clavijo is expected to be at the helm with Haiti
through to 2006 and as the squad looks ahead to CONCACAF World
Cup 2006 qualifying in this coming January 2004.
Presidents re-elected in Guatemala,
St. Vincent & The Grenadines
The National Football Associations of Guatemala and St. Vincent
& the Grenadines re-elected their respective Presidents in September.
Jos Mauricio Caballeros Palomo won another four-year term at
the Federacion Nacional de Ftbol de Guatemala after defeating
Byran Jimnez by a slim 15 votes to 14 on 27 September, while Major
St. Clair Leacock will once again be at helm of the St. Vincent & The
Grenadines Football Federation after the election on 13 September.
Antigua & Barbuda Football Association's supension lifted
On the basis of the report submitted by the official FIFA delegation that visited Antigua and Barbuda in August, the FIFA Executive
Committee lifted the suspension imposed on the countrys National
Association on 17 October.
The Antigua & Barbuda Football Association was suspended 20
May 2003 after FIFA made the decision on the grounds of the latest
developments in the nations football stating that the then current
chaotic situation in the administration was preventing the national
association from conducting its duties.

Futsal Courses held in Cuba, Trinidad & Tobago


As part of the FIFA GOAL Programme in the
CONCACAF region, the Port of Spain Development
Office organized two futsal courses for coaches and
referees, in Port of Spain, Trinidad & Tobago
from 22-27 September and La Habana, Cuba
from 6-11 October.
The first course in Trinidad & Tobago featured
31 participants (17 coaches, 14 referees) from 15 English and Dutch
speaking Caribbean National Associations, while the second one in
Cuba drew 48 attendees (28 coaches, 20 referees) from five Spanish
speaking National Associations in Central America and Caribbean.
Due to the success of both of the Futsal courses, the number of
CONCACAF National Associations competing in next years qualifying competition, that will advance two teams to the 2004 FIFA
World Championship in Chinese Taipei, is expected to increase.
Turks & Caicos Islands organizes Referees Development
Programme
The Turks & Caicos Islands Football Association in conjunction
with The Football Association (England FA) organized a Referee
Development Programme from 26-28 September in Turks & Caicos.
Senior English Referee, Derek Bray, conducted the course, for
existing trainee referees. He also gave advice on the introduction of
in-service training schemes such as Referee Mentors; Referee
Assessing; and training of future Referee Instructors.
The course in Turks & Caicos Islands focused on theoretical and
practical aspects of refereeing and culminated in three of the existing
referees officiating a friendly match between two of the Men's
Football League teams while being observed and assessed by the
other course participants.
