Statistics Canada's Long-Term Care Facilities Survey


The Long-Term Care Facilities Survey (LTCFS), financed by Health Canada, the Public Health Agency of Canada and the Canadian Institute for Health Information, replaces the Residential Care Facilities Survey. The survey includes only facilities that provide residents with a
minimum of professional nursing care or medical supervision. 1
The facilities in scope can provide care for people who are aged, physically challenged or disabled, developmentally delayed, psychiatrically disabled or addicted, or for emotionally disturbed children. 2
The data tables presented in this release include only facilities that deal primarily with residents who are in the facility because of old age.
The survey asks facility administrators about the characteristics of their residents and about other financial and statistical data relevant to the operations of the facility. 2
These data tables are for the period April 1, 2012, to March 31, 2013.

Defining Residential Long-Term Care Facilities
Residential long-term care facilities are non-hospital facilities that have 4 or more beds and that are approved, funded or licensed by provincial/territorial departments of health and/or social services. This analysis considers only facilities providing type II care or higher.
Type II care: That required by people with a relatively stabilized (physical or mental) chronic disease or functional disability. They have reached the apparent limit of recovery and are not likely to change in the near future. They have relatively little need for the diagnostic and
therapeutic services of a hospital, but they require personal care for a total of 1.5 to 2.5 hours in a 24-hour day, with medical and professional nursing supervision and provision for meeting psychosocial needs.
Type III care: That required by people who are chronically ill and/or have a functional disability (physical or mental), whose acute phase of illness is over, whose vital processes may or may not be stable, and whose potential for rehabilitation may be limited. These residents
require a range of therapeutic services, medical management and skilled nursing care plus provision for meeting psychosocial needs. A minimum of 2.5 hours of individual therapeutic and/or medical care is required in a 24-hour day.
Higher type of care: That required by people who need substantially more nursing and/or medical care than described above. It is assumed that there would be very few residents who would be receiving care of this type. Care above type III is usually provided in a hospital
setting.
Breakdowns by Jurisdiction
Data is aggregated and presented by jurisdiction. These data tables do not include Quebec. "Territories" includes data for all territories. Data from the territories is combined to meet the confidentiality requirements of the Statistics Act and is not shown separately. There are no
facilities in Nunavut that meet the specific criteria for classification as a residential long-term care facility.
Breakdowns by Ownership
The LTCFS collected data on the person, group of persons, agency or corporate body that is the registered owner according to the deed or statute in the following categories:
Proprietary: Applies to a facility owned by an individual or group. These are private organizations and/or corporations operating for a profit.
Religious: Applies to a facility owned and operated by a religious organization on a non-profit basis.
Lay: Applies to a facility owned and operated by a voluntary lay body on a non-profit basis. This category excludes facilities maintained by industrial or commercial corporations (see Proprietary)
Municipal: Applies to a facility owned and operated by a city, county, municipality or other municipal government, or by another body that is empowered to levy taxes or to otherwise operate similar to a municipality.
Provincial or Territorial: Applies to a facility owned by a branch, division, agency or department of a provincial or territorial government.
Federal: Applies to a facility operated by a department or agency of the Government of Canada (e.g., Veterans Affairs, Health Canada, National Defence).
Regional Health Authority, Board, District, Corporation: Applies to those facilities owned and operated by a regional governance structure responsible for the continuum of health services for defined geographic regions.
In these data tables, ownership was aggregated into the following groups:
For profit: Proprietary
Non-profit: Religious; Lay
Public: Municipal; Provincial or Territorial; Federal; and Regional Health Authority, Board, District, Corporation.
Breakdowns by Size of Facility
Data is aggregated and presented by size of facility. Size of facility is determined by total licensed or approved beds as of the last day of the fiscal year, as reported by the facility. The following categories were created: 449, 5099,100149, 150199 and 200+.
Licensed or Approved Beds
Refers to the number of beds licensed or approved by provincial or municipal authorities in all facilities reporting a given variable. Includes beds not presently in use and licensed respite beds.

for buildings, furniture and equipment, land improvements, automobiles, etc.; rent or leased costs of building and/or equipment; insurance premiums; licences and fees paid to government or other regulatory bodies; etc.
