    ASSIGNMENTDESCRIPTION

    ThegoalofthisactivityistoassisttheclientwithdevelopmentofPublicPrivatePartnership(PPP)enablingenvironmentthatwillbemorelikelytofurthergenerateinterestof
    investorsinKazakhstan.Inordertoachievethisgoal,thefollowingtasksareidentified:
    1.Provideassistanceindevelopingprojectfinancingroadmapandanimplementationactionplanwithemphasisonthehowthatisinlinewithinternationalcommercialpracticesand
    canbeimplementedinthemediumterminKazakhstan.ThepracticeswouldcoverallfacetsofbottlenecksincludingPPPcommitmentsbytheState,legislative,financing,
    contractual,policyetc.coveringlocalandforeigninvestors/lenders/institutionalinvestors/marketplayersetc.Theassignmentwillfocusmoreonsolutions/mechanismswhichare
    practicalandeasyinapplication.
    2.SupportindevelopinganeffectiveprocessinpreparationofPPPprojectsthatwouldgeneratestrongPPPpipelineandattractinvestorinterest.Theassignmentwilldevelopmarket
    readiness,screeningfiltersandExcelbasedtoolstotestthefinancialviabilityandpotentialPPPstructures.Thesetoolswilltestoptimalmeasuresofstatesupporttoensure
    investmentattractivenessofprojectssuchascapitalgrant,availabilitypaymentsetc.Theconsultantwilldevelopthefiltersandtoolsinpartnershipwiththeclient.Thetoolswillbe
    testedonfewprojectsinlearningbydoingmethodduringtheassignment.

    TheWorldBankintendstofinancetheassignment/servicesdescribedbelowunderthefollowingtrustfund(s):

    Theconsultantwillbeafirm.
    SUBMISSIONREQUIREMENTS
    TheWorldBanknowinviteseligibleconsultantstoindicatetheirinterestinprovidingtheservices.Interestedconsultantsmustprovideinformationindicatingthattheyarequalifiedto
    performtheservices(brochures,descriptionofsimilarassignments,experienceinsimilarconditions,availabilityofappropriateskillsamongstaff,etc.forfirmsCVandcoverletterfor
    individuals).Pleasenotethatthetotalsizeofallattachmentsshouldbelessthan5MB.Consultantsmayassociatetoenhancetheirqualifications.
    Interestedconsultantsareherebyinvitedtosubmitexpressionsofinterest.

    3.Provideinformationonthetechnicalandmanagerialcapabilitiesofthefirm.*

    Selectionandcontractingwillnormallybemadefromresponsestothisrequestforexpressionofinterest.Theconsultantwillbeselectedfromashortlist,subjecttoavailabilityoffunding.
