Greetings,
Swachh Bharat Abhiyan (Hindi: , English: Clean India Mission) is a
national campaign by the Government of India, covering 4041 statutory towns, to
clean the streets, roads and infrastructure of the country.
This campaign was officially launched on 2 October 2014 at Rajghat, New Delhi,
where Prime Minister Narendra Modi himself cleaned the road. It is India's biggest
ever cleanliness drive and 3 million government employees and school and college
students of India participated in this event. The mission was started by Prime
Minister Modi, who nominated nine famous personalities for the campaign, and they
took up the challenge and nominated nine more people and so on (like the
branching of a tree). It has been carried forward since then with people from all
walks of life joining it.
Objectives:
This campaign aims to accomplish the vision of a 'Clean India' by 2 October 2019,
the 150th birthday of Mahatma Gandhi. It is expected to cost over INR62000 crore
(US$9.7 billion) Fund sharing between the Central Government and the State
Government and Urban Local Bodies (ULBs) is 75%:25% (90% : 10% for North
Eastern and special category states). The campaign has been described as "beyond
politics" and "inspired by patriotism".
Specific objectives are:
#. Elimination of open defecation
#. Conversion of insanitary toilets to pour flush toilets
#. Eradication of manual scavenging
#. 100% collection and scientific processing/disposal/reuse/recycling of municipal
solid waste
#. A behavioral change in people regarding healthy sanitation practices

#. Generation of awareness among citizens about sanitation and its linkages with
public health
#. Supporting urban local bodies in designing, executing and operating waste
disposal systems
#. Facilitating private-sector participation in capital expenditure and operation and
maintenance costs for sanitary facilities.
Animal and slaughter houses are the state subject and these are not properly
handled by the District Administration, where as field functionaries are not
effectively enforced the legislations concerned about the Prevention of Cruelty to
Animals (Slaughter Houses) Rules, 2001 read with the rules and regulations framed
by the Urban and Local Bodies and Pollution Control Department. In Haryana as
many as 7890 illegal meat shop cum slaughter houses are functional, violating the
said legislations read with the instructions issued by the FSSAI on 14-11-2014, all
these illegal activities causes:

Animal abuse, during cruel shifting in non ISI specified goods transport
vehicles, where as during abuse, animals are being passing harmful gases, which
spoiled environment.
2.
Slaughtering process needs more water and proper disposal of solid waste
along with proper sanitation, which are being ignored by the concerned officials.
3.

Unhygienic meat is being served to the public, which creates many diseases.

There are set procedures, to handle the said situations but field functionaries are
failed to perform their official duties, hence you all are requested to streamline the
functioning and crack down all illegal slaughter houses, to keep neat and clean
environment and to obey the orders passed by the Honble Supreme Court of India
in CWP No. 309 of 2003 and orders passed by the Honble Punjab and Haryana High
Court in CWP No. 6384 of 2001.
Being a Member of the State Committee for Slaughter Houses, I have arranged
training programme at Faridabad, Karnal and Jhajjar and found the clear cut
violation of the said legislations and orders passed by the Court of law, where as
many Deputy Commissioners of Haryana not keen to arrange training programme.
