JOB SUMMARY

The Compliance Officer will provide efficient and effective contract compliance support to
Global Fund in the Philippines TB consolidated Grant program operations. ensuring that
narrative and financial reports are prepared according to donor requirements, that
projects are properly budgeted for and reported on, that funds are called forward and
transferred in timely fashion, and that contractual requirements are met.
The Compliance Officer assists operations and programme staff to monitor performance
and ensure maximum utilisation of funds available and the avoidance or disallowed
costs and under spends. The Compliance Officer should ensure that sub-recipients fully
adheres to internal quality standards and that the requirements in the various grant
contracts and projects are met.
III.

PRINCIPAL DUTIES AND RESPONSIBILITIES


1. Manage the PBSP-GF TB subcontracts and grants program and ensure
compliance with GF and PBSP policies, procedures, and regulations.
2. Develops templates for the subcontracts and grants program and studies, selects
and recommends contract types (Fixed Price, Cost Reimbursement, Indefinite
Quantity Contracts, Purchase Order, Service Agreements, etc) and methods of
solicitations from available options.
3. Works closely with the Component Leaders, Finance and Administration
Manager, PBSP-HO, and other team members on all matters relating to
subcontracts, grants and STTA requests.
4. Orients PBSP-GF staff and grantees on the subgrant policies and procedures
and conducts orientation and training on subgrant monitoring thus, ensuring that
the subcontractors and grantees have adequate appreciation of terms and
conditions of the subcontract /grant agreements including clauses which provide
guidelines on amendment, suspension, termination, disputes and other standard
provisions in the administration and management of the
subcontracts/agreements.
5. Drafts subcontract, grant agreements and amendments as needed.
6. Update the Component Leaders on the status of contractual compliance by
subcontractors.

7. Analyzes and leads the assessment of the budgetary and financial aspects of
subcontractor proposals, technical and financial management capabilities;
8. Organize meetings of relevant Selection Committees which will evaluate
applications for grant awards; prepare minutes and proceedings of selection
committee meetings;
9. Prepares notification letters for grant recipients; prepares the grant agreement or
subcontract agreement and communication or relevant correspondences;
10. Monitors compliance of contractors to their contract terms and timely follows up
submission of required periodic reports; in coordination with other concerned
units/components;
11. Reviews the completeness and accurateness of submitted proposals and
applications, agreements, outputs/deliverables in coordination with concerned
unit/component;
12. Ensures that subcontracts, STTA, grant-related and solicitation-based
procurement files are maintained in a current and complete manner and are
audit-ready at all times;
13. Updates and maintains the list of associations, business organizations and other
non-government organizations which are potential recipient/s of grant or
subcontracts;
14. Facilitates subcontract, agreement and grant termination and closeout; and
15. Performs other functions assigned by the PBSP- GF Program Director.

At least 2-3 years in dealing with NGO, LGUs, DOH and Donors is
required. Good understanding of monitoring and managing donor
Contracts. Demonstrated experience of managing projects and project
accounting processes involving more than one partner to strict
funding criteria and on the ground outcomes.

Other/Special Skills

:
Knowledge of international donor funding environment,
including reporting requirements, trends, procedures and
priorities.
Verbal communications and inter-personal skills including the
ability to communicate clearly and assertively with a wide range
of people. Able to communicate technical issues to non technical
colleagues.
