STEP SIX: COMPANY COMMERCIALIZATION REPORT


Q: What is the Company Commercialization Report?
A: The Company Commercialization Report captures the quantitative
commercialization results of the firm's prior Phase II projects. Instructions for
completing the Company Commercialization Report (CCR), as well as definitions,
may be found in the CCR Guidance document.
Q: I have never submitted an SBIR, am I still required to submit a Report?
A: Yes, all firms regardless of having participated in the SBIR are required to submit
the Company Commercialization Report with their proposal (see Section 3.5.d of the
Program Solicitation).
Q: What is the CAI (Commercialization Achievement Index) for?
A: A Commercialization Achievement Index (CAI) will be calculated for firms with
4 or more Phase II projects awarded at least 2 years ago (for example, an award made
in 2010 will not be counted until 2012); firms with fewer than 4 awards will receive a
CAI of "N/A". Think of CAI as a gauge on the commercialization history of firms
that have participated in SBIR and STTR programs in the past. The CAI, along with
the Phase II sales and investment information on the report, as well as any additional
explanatory material relating to your firm's record of commercialization prior SBIR
or STTR projects, will be used to evaluate the proposal for the "potential for
commercial application" criteria (see Sections 4.2 and 4.3).
Q: When does the information need to be completed?
A: Please make sure the information your firm has entered on this website is
finalized, complete and accurate by the solicitation close date, when the information
will be captured for analysis by DoD.

A: From the Main Menu click on Company Commercialization Report. The


Company Commercialization Report screen will list all prior Phase II award entries
you have saved to date, followed by several buttons:
Add new Project
Entry

For each Phase II award you have received to date, you must
add a new project entry by clicking on this button. You will
then be asked to enter Phase III sales and additional investment
associated with this Phase II project. Fill out the form and press
SAVE at the bottom of the screen.
Update Firm
If any inconsistencies or updates have to be made to your main

company information including number of employees, address
change, revenue gains or losses or number of Phase I and Phase
II, this button provides easy access to update your firm's
operating information.
Add a Brief
You may, at your option, prepare a brief narrative discussing

your firm's commercialization track record including items such
as 1.) Commercialization success that are not fully captured in
the quantitatve results, 2.) Any mitigating factors that could
count for low commercialization and 3.) Recent changes in the
firm's organization or personnel designed to increase the firm's
commercialization. The narrative is to be a maximum of 5
pages and will not count toward your total page count.
Enter Firm Point Enter or update the firm's point of contact who is responsible
of Contact
for verifying Phase II commercialization sales and investment
figures contained in the Company Commercialization Report
and may be contacted about the firm's Commercialization
Report.
View
After entering data on all prior Phase II contracts, view the
Company Commercialization Report, which summarizes the
Phase II project information you have entered through this site.
If the agency requires a hard copy, sign and date the Report
print-out, then attach to the back of your proposal. Mail
according to the instructions provided by the Agency to which
you are submitting.
Delete Project(s) If you entered an invalid Phase II project entry, please delete
the project from the database. Once the Phase II project is
deleted, there is no way to restore it; you would have to start
over by adding a new project entry.
Edit Existing
You may edit a project at any time by clicking on the Contract
Project Entries
Number (in blue) from the list of Phase II project entries at the
top of the screen. Remember to press the SAVE button on the
bottom of the screen to save your changes.
Step by Step Instructions for Company Commercialization Report Submission
Click on the Add New Project Entry button to enter information on a prior
SBIR/STTR Phase II award received from the DoD or any federal agency.

your entry to the DoD database. Definitions for "sales" and "additional
investment" may be accessed by clicking on the hyperlinked words. You will
still be able to return and edit this later.
A page will return confirming the entry has been saved. Press "Continue" to
return to the list of entered Phase II projects. Repeat this process until all prior
Phase II awards have been entered.
Click on Enter Firm Point of Contact and fill out name, phone number, fax
number and e-mail of contact responsible for verifying Phase II
commercializtion sales and investment figures contained in the
Commercialization Report
Once all of your firm's prior Phase II awards have been entered, click on the
View button to view the report. If the agency your are submitting to requires a
hard copy, then sign the report, and attach to the back of your proposal. Your
electronically submitted version MUST match the signed paper submitted with
your proposal.
Follow DoD Component instructions for mailing or electronically uploading
the proposal.

Q: What is the statistical meaning of the Commercialization Achievement


Index?
A: If a firm that received N phase II SBIR and/or STTR awards in years up to and
including 2009 has a Commercialization Achievement Index of C, it means that:
If the firm's N awards were compared with a group of N DoD SBIR/STTR awards
selected at random from comparable time periods, there is a C percent chance that the
commercialization resulting from the firm's awards would exceed the
commercialization resulting from the randomly-selected group.
For example, if a firm that received 10 phase II SBIR awards in years up to and
including 2009 has an Index of 95, it means that:
If the firm's 10 awards were compared with a group of 10 DoD SBIR/STTR
awards selected at random from comparable time periods, there is a 95 percent
chance that the commercialization resulting from the firm's awards would exceed the
commercialization resulting from the randomly-selected group.
Q: How is the Index Calculated?
A: The following describes how we calculate the Commercialization Achievement
Index for a particular firm submitting an SBIR proposal.
1. DoD maintains a database of over 20,000 phase II projects awarded between the
beginning of the program and the current year that includes, for each project, the
following data on commercialization success (in military and/or private sector
markets):
(a) Sales Revenue from new products and non-R&D services resulting from the
phase II technology; and

(b) Additional Investment in the technology from sources other than the federal
SBIR/STTR program.
We have normalized the data over time using time-based weights, since more recent
projects have less time to show commercialization success than earlier projects.
2. To calculate the Commercialization Achievement Index for a firm that has won N
phase II awards in years up to and including 2009, we select N phase II awards at
random from our database and calculate the mean commercialization success (Sales +
Additional Investment) of this random sample. We repeat this procedure thousands of
times, yielding a distribution of means. For example, here is the distribution for N =
10:

We determine the Commercialization Achievement Index for the firm that has won N
awards by comparing its mean commercialization success against the distribution for
N awards. For instance, if a firm has won 10 phase II awards in years up to and
including 2009, we compare its mean commercialization success (Sales + Additional
Investment), normalized over time) against the distribution shown above for N = 10.
So, for example, if the firm's mean commercialization success is $1,500,000 per
award, then its Commercialization Achievement Index is 70 (note that we round up to
the nearest round number).
