MEETING OF THE REGIONAL DIRECTORS

February 04-07, 2009

February 05, 2009 - Interaction with Registrar, SRD (1000 – 1030 Hrs.)

Points for discussion:

1. CRCs of RR Forms of July 2009 session

1.1. Soft copies sent by e-mail on 03.02.009. Hard copies being distributed in the meeting.
1.2. Programme fee enhanced effective from July 2009. Enhanced programme fee has been
incorporated in all the CRCs.
1.3. Subsequent to implementation of ‘Walk-in Admission’, students were admitted to the 1st
year of Bachelor’s Degree and Master’s Degree Programmes in January 2009 cycle, in
addition to July 2008 cycle. Therefore, there will be Re-registration for the 2nd year
courses in July 2009 as well as in January 2010 (no re-registration for 3rd year in
Jan.2010). CRCs sent for July 2009 cycle be utilized for Jan.2010 (except in MP, MCA,
BCA & MPB). Due care needs to be taken to ensure that students sought admission in
the first year of BDP/Master’s Degree in Jan.2009 cycle are allowed to re-register for
the 2nd year in Jan. 2010 only.
1.4. Consequent upon winding up of CIC Programme, CIC-2 & CIC-5, hitherto offered as
elective course for B.Com students, has been withdrawn and removed from the list of
courses under ‘Group-1’.
1.5. Subsequent to revision of MPB Programme structure from January 2009 cycle (ref:
Circular dated 11.08.2008 issued by SOMS), a separate RR Form has been prepared for
the students registered from January 2009 cycle onwards. Therefore, there will be two
sets of RR Forms for MPB. Due care needs to be taken while sending the RR Forms to
the students of pre-Jan.2009 and the students registered from Jan.2009 cycle onwards.

2. Schedule of activities

2.1. Schedule of activities under ‘Walk-in Admission’ circulated vide Notification


No.IG/SRE-Ex.IV/WiA/2008/ dated 12.03.2008 remains unchanged for January as well as
July cycle of admissions (detailed schedule available on the website: www.ignou.ac.in
>Divisions> Student Registration Div.> What’s new>Walk-in Admission in all the
Academic Programmes-Guidelines). Any change, as and when takes place, will be
communicated to RDs.

3. Admission of BPP qualified students in Dec.2008 TEE

3.1. Offer letters are under dispatch for admission to July 2009 cycle. As already notified
(Circular No.IG/SRE-Ex.IV/BPP-BDP/2008/ dated 25.08.08), clearance of both the
components (i.e. TEE as well as Assignments) is mandatory for BPP students registered
from Jan.2008 onwards, for seeking admission to B.A/B.Com etc. (under non-formal
stream).
4. Direct admission to MCA-3rd sem. (under Integrated Prog.)- July 2009 cycle
for BCA students of July 2006 batch.
4.1. Offer letters are being dispatched to all the eligible students. As usual, Region-wise list of
eligible students will be sent to the RDs in due course along with copy of offer letter and
the Registration Form.
4.2. Issue of a new ‘Student Id. Card’ (indicating the Prog.Code: BCA-MCA Intg.Prog.)
has been introduced for the first time from July 2009 cycle (specimen enclosed).
Necessary instructions have been incorporated in the offer letter and a blank Student Card
is being sent along with the offer letter. Students need to surrender the old Id. Card
issued for BCA Prog. (logic: Representations received from various Exam. Centres stating
that students holding the BCA Id. Cards are appearing in the term-end exam. for MCA
courses without any endorsement, whatsoever, by the RD concerned on the Id. Card of
BCA).
4.3. Successful completion of BCA is not mandatory for direct admission to MCA-3rd
sem. under Intg. Prog. The only condition is that a student must have paid the fee
for all the six semesters and have at least two years left, out of the maximum
duration of eight years (in order to remit the fee for 3rd, 4th, 5th & 6th semesters of
MCA). A student has no liberty to seek admission under this scheme at any point of
time. Offer letter is sent by SRD to all the eligible students ‘ONCE’ only.
4.4. Keeping point 4.3. above in view, BCA students of July 2003, July 2004 & July 2005
batches are also eligible for direct admission to MCA-3rd sem. in July 2009 cycle.
4.5. In order to avoid unnecessary legal complications, RDs may kindly ensure that BCA
students of pre-July 2003 batches are not admitted to MCA-3rd sem. in July 2009
cycle under any circumstances.
5. Equivalence of Degrees/Diplomas of sister universities
5.1. Notifications issued from time to time regarding equivalence granted/rejected are already
uploaded on the website [www.ignou.ac.in>Divisions> Student Registration Div.>
What's New> Equivalence/recognition granted and/or rejected for purpose of
admission to IGNOU’s Academic Programmes>].
5.2. This includes equivalence of certain ‘Hindi courses’ run by various Govt. Institutions for
promotion of Hindi language, which are recognized by Govt. of India for purpose of
employment in Govt. services only. Details of such courses are available on the website.
These courses are not accepted for purposes of admission to IGNOU’s academic
programmes.
5.3. RDs may kindly refer to the above Notifications before any matter pertaining to
equivalence and/or recognition is referred to SRD.
6. Revised eligibility criteria for BCA/MCA (non-maths/non-computing
students)
6.1. Consequent upon winding up of CIC Programme, the matter pertaining to eligibility
criteria for non-maths/non-computing students for admission to BCA/MCA Programmes
has been referred to School of Computer & Information Sciences.
7. Revised eligibility criteria for MBA students – July 2009 admissions
7.1 Clarification sought by RDs on the revised eligibility criteria and the cut off score of
CAT/MAT etc. has already been referred to School of Management Studies.
Clarification will be sent in due course.

November 20, 2009 - Interaction with OSD, SRD (1530 – 1600 Hrs.)
Points for discussion:
1. Admissions January 2010 - Issues related to Advertisement
1.1. Advertisement already released in the National dailies. Last date to receive the admission
forms at the respective Rc:
November 20, 2009 - Without any late fee
and with late fee of Rs.200/- up to November 30, 2009
1.2. Last date to receive the filled-in Admission Forms for Management Programme-2010 as
well as MPB (Jan. session) is 30.11.2009.
2. Admission of BPP qualified students in June 2009 TEE
2.1. Admission offer letters have already been dispatched to all the qualified students for
admission to January 2010 cycle. As already notified, clearance of both the components
(i.e. TEE as well as Assignments) is mandatory for BPP students registered from
Jan.2008 onwards, for seeking admission to B.A/B.Com etc. (under non-formal stream).
Our letter No.IG/SRD-R.I/BPP-BDP/2009/583 dated 17.09.2009 may be referred to.
2.2. Last date without late fee has been extended up to 30.11.2009 in case of 136 BPP
students whose result have been declared on 12.11.2009. A Rubber Stamps to this effect
has been affixed on the offer letter also. Admission Forms of all these students be
accepted without any late fee up to 30.11.2009.
2.3. It is clarified that the validity of 2 (two) years of BPP result (which now includes
Assignment component as well) will remain unchanged. BPP qualified students will now
be eligible for 3 (three) chances under ‘Walk-in Admission’, as against the prevalent two
chances for seeking admission to B.A/B.Com etc. (under non-formal stream). An
example is shown below:

2.4. If the students fail to avail all the three opportunities, then they will have to seek
admission afresh in BPP like any other candidate of non-formal stream and clear it once
again.
3. Equivalence of Degrees/Diplomas of sister universities
3.1. Notifications issued from time to time regarding equivalence granted/rejected are already
uploaded on the website [www.ignou.ac.in>Divisions> Student Registration Div.>
What's New> Equivalence/recognition granted and/or rejected for purpose of
admission to IGNOU’s Academic Programmes>].

available on the website. These courses are not accepted for purposes of
admission to IGNOU’s academic programmes.
3.3. Master's degree obtained without a first degree is not recegnized for purposes of
admission to IGNOU's academic programmes.
3.4. There is no condition for B.Ed. eligibility stating that the Bachelor's degree should be
of 10+2+3. IGNOU offers admission to B.A/B.Com etc. under non-formal stream
through Bachelor’s Preparatory Programme(BPP). At no stage BPP is treated at par
with 10+2.

3.5. However, three year Bachelor’s degree awarded under non-formal stream is based on the
UGC Regulations published in the Gazette of India vide Notification No.F.1-117/83
(CPP-II) dated 18th October, 1995. Thus, it is considered at par/ equivalent with any
other Bachelor’s Degree for purposes of higher studies and/or employment in
Government Services; wherever the eligibility requirement is a Bachelor’s degree in any
stream from a recognized university.

4. Recognition of IGNOU Programmes by Regulatory Bodies


4.1. Circulars/Notifications issued by various Regulatory Bodies pertaining to recognition of
IGNOUs’ Degrees/Diplomas have been scanned and uploaded on the website for the
benefit of all concerned. The link is (www.ignou.ac.in> Divisions> Student Registration
Div.> What’s New> Recognition of IGNOU's Degrees/Diplomas by AIU/UGC/ AICTE/
NCTE/INC). An e-mail to this effect has also been sent to the RDs on 26.06.2009.
5. Direct admission to MCA-3rd sem. (under Integrated Prog.)- Jan.2010 cycle
for BCA students of Jan.2007 batch.

5.1. Offer letters have already been dispatched to all the eligible students. As usual, Region-
wise list of eligible students have also been sent to the RDs along with a few copies of the
offer letter and Registration Form (Ref. our letter No.IG/SRD-R.I/BCA-MCA IP-2010/
2009 dated 22.08.09 and e-mail dated 24.09.2009).
5.2. Successful completion of BCA is not mandatory for direct admission to MCA-3rd
sem. under Intg. Prog. The only condition is that a student must have paid the fee
for all the six semesters and have at least two years left, out of the maximum
duration of eight years (in order to remit the fee for 3rd, 4th, 5th & 6th semesters of
MCA). A student has no liberty to seek admission under this scheme at any point of
time. Offer letter is sent by SRD to all the eligible students ‘ONCE’ only.
5.3. Keeping point 5.2. above in view, BCA students of July 2004, July 2005 & July 2006
batches are also eligible for direct admission to MCA-3rd sem. in Jan.2010 cycle. Please
ensure that students of pre-July 2004 are not admitted to 3rd sem. MCA-
Jan.2010 session under any circumstances.

6. Change of Course, Prograrmme and Medium of Instruction


6.1. Rules pertaining to Change of Elective/ Course/ Medium/ Programme along with schedule
of payment is given in the Prospectus as well as Programme Guide of the respective
Programmes.

6.2. Change of Programme/Medium/Course/Elective has been decentralized to RCs (Ref. Our


letter No.IG/SRE-Ex.IV/WiA/Course Change/2008/581 dated 12.08.08). Students are
required to prepare the Demand Draft drawn in favour of ‘IGNOU’ payable at the city of
the RC. Kindly ensure that the rules for change of elective in BDP [especially course(s)
to be opted in a specific ‘Group’ and the combination of courses to be taken
together] are followed while processing the change of Course/Elective.
6.3. Datga of all such changes effected in respect of ‘Change of Course/Elective/Medium/
Programme’ be transmitted electronically to SRD in the given software. Hard copy of
the letter issued to students need not be sent to Hqrs.

6.4. Learners of BDP after completing the minimum duration of 3 years (and paid the fee for
all the three years) have the liberty of changing the Course/elective at any point of time,
but within the maximum duration prescribed.

7. Maximum duration fixed in Management Programmes (including MPB)

7.1. Consequent upon fixing of Maximum duration in Management Programmes, all the MBA
old students (3.80 lakh) have been informed to complete all the requirements for the
award of Degree/Diploma by Dec.2010 TEE. An intimation to this effect has also been
sent to RDs vide our letter No No.IG/SRE-Ex.III/MP Max.dur./ 2007/567 dated
27.02.2007 followed by a reminder on 10.11.2009.

7.2. It is clarified that students who fail to successfully complete all the requirements by
Dec.2010 TEE will have to seek admission afresh in Management Programmes. They
will be exempted in appearing in the OPENMAT once again. However, SDM(DE)
students seeking admission afresh are required to qualify OPENMAT as they were earlier
admitted to the Programme without the requirement of clearing OPENMAT.

7.3. Such students can seek transfer of credits earned in the previous enrolment, which would
be granted as per credit transfer scheme being finalized by the School of Management
Studies. The detailed credit transfer scheme would be publicized by the School in
due course.
7.4. It is pertinent to mention that the validity of registration of the courses being done for
January 2010 and July 2010 sessions by the students of pre-July 2003 cycle, will be
reduced to TWO semesters and ONE semester respectively, as against the normal four
semesters, due to fixing of maximum duration in Management Programmes. This clause
has already been incorporated in the RR Form of January 2010 semester.

8. Change/ correction of name

8.1. Of late it has been observed that a number of cases are forwarded by RCs for correction of
name. Due care needs to be taken for proper verification at the time of checking of the
‘check list’ of data entered in the computer records to avoid any embarrassment in future.
It has been noticed that in one case the name of the student has been entered as ‘N.A’ and
the degree has been awarded. Yet in another case the name shows ‘DENA BANK’. In
many cases ‘Father’s name’ has been entered against the Student’s name.

8.2. As usual, RDs can correct the spelling mistake and forward the data to SRD for
incorporation in the Master records.

8.3. In case of change of name (including surname), students are required to complete the
formalities given under Clause 1.25 on page No.4 of SRED Manual, which is reproduced
below:
Change of name of the student for specified reasons can be made by the university on the
specific request made by the student duly supported with the following documents:
(i) Original copy of Notification in a daily newspaper notifying the change in name for
information of the public.
(ii) Affidavit on non-judicial stamp paper of the appropriate value sworn-in before 1st Class
Magistrate specifying the change in the name.
(iii) Marriage Card/Marriage Certificate in case of women candidates for change in surname.
(iv) Gazette Notification about change in name.
(v) Demand Draft of Rs.200/- drawn in favour of IGNOU payable at the city of the Regional
Centre/ New Delhi.

8.4. The application duly supported with above documents should be submitted to the
Regional Director for onward transmission to Registrar, SRD, IGNOU, New Delhi.

8.5. While sending the recommendation for change of name, RDs may forward all the above
documents to Registrar, SRD. However, the Demand Draft may be retained at the RC, if
it is payable at the city of the Regional Centre.

8.6. As per university rules, change and/or correction in name is permissible before declaration
of final examination results and award of Degree/Diploma/Certificate.

9. Admission of foreign nationals residing in India

9.1. UGC vide Circular No.F.III-17/2/2004/(NIC) dated 01.08.2006 has informed that foreign students
coming to India on student research visa indulge in undesirable activities to prolong their stay.
Subsequently, based on the Academic Council’s resolution at its 37th meeting held on 22.11.2006,
a Circular No.IG/SRE-Ex.III/Forgn Stu./2006/630 dated 21.12.2006 was issued to RDs. The
abstract of the Circular is reproduced below:

(i) The University should check before finalisation of admission of any foreign student
residing in India that the student has valid student visa for the minimum duration
of the programme,
(ii) the student should be enrolled only in one programme of the University at a time
and the fee should be charged at par with the foreign students,
(iii) admission should be processed by the International Division of the
University after ensuring the antecedents of the foreign students from the Ministry
of External Affairs/MHRD, and
(iv) Programmes with fixed number of seats should not be opened for foreign students
residing in India.

9.2. The above has come in to force w.e.f. July 2007 admission cycle.
