A $25 million building


in Verona might seem like
small potatoes considering
the massive office complex
the city approved at Epic on
Monday night.
But outside of the

healthcare software giants


enormous campus, the
United Vaccines facility that Fitchburg company pitched about an hour
later would be one of the
biggest, most expensive
projects in the city. And it
would be a huge anchor for
the southeast side, situated

on a 6-acre slab of land just


up the road from the only
other real technology in the
slow-moving Verona Technology Park.
In order to make its
planned two-year-long
expansion happen, a company executive told the
Common Council, it needs

$700,000 to bridge financing gaps and add to a state


grant. Doing so would not
just bring the company
from a neighboring city but
allow it to expand its workforce by about 50 percent
and accommodate even
more future growth, something it wants to happen
soon.

Consultant will lead economic development efforts

Economic development
was a major topic of discussion for the Common Council
on Monday.
On a night when alders
discussed a $700,000 taxpayer subsidy to land a vaccine manufacturer, approved
a $200 million-plus building
complex at Epic and also met
in closed session to consider
buying a key downtown property, some had major reservations about hiring an economic development consulting
firm to make the city more
proactive about its growth.
But they still voted 5-3 to
hire Redevelopment Resources for the 3-4-month first
phase of a two-part plan to
review the citys situation,
come up with an action plan
and hold a boot camp to
get the long-dormant Community Development Authority active again. That will
cost $11,025, and if the city
wishes to continue employing
Redevelopment Resources, it
would begin working on that

plan for $3,800 per month on


a 40-hour-per-month retainer
basis.
Alds. Brad Stiner (Dist. 3),
Luke Diaz (D-3) and Evan
Touchett (D-4) voted against
for various reasons.
Nobody was concerned
about the groups qualifications. As a consultant for several Wisconsin municipalities,
it came highly recommended.
And with its group including
former Sun Prairie administrator Pat Cannon Verona
administrator Bill Burns boss
for nearly a decade theres
some familiarity.
But a few alders didnt like
the idea of hiring someone
without competing proposals.
One alder wished it had been
vetted through a committee and another suggested its
work would not be necessary
at all.
Ald. Brad Stiner (Dist. 3)
questioned the group and others in the room for more than
10 minutes, asking if they
were familiar with Veronas
situation and its chamber
of commerce and its chambers director, complaining

streetscapes and a parking
lot this year and on Monday
even looking at the possible
purchase of the empty Matts
House at 101 N. Main St.,
which is for sale but apparently not listed through an agent
or broker.
But the downtown has been
a tough nut to crack, and with
the economy emerging from
a long recession, the time
seemed to be right to be proactive both with recruiting
new businesses and retaining
existing ones.

North plan passes with no wording change


The Common Council
spent about a half-hour discussing the North Neighborhood Plan before passing it 5-3
on Monday.
That approval will put it
into the citys comprehensive
plan once it gets approval from
the City of Madison, which,
because of a 19-year-old
agreement with Verona, has
the right to review any planning documents that involved
the Five Points corner at
County Highways M and PD.
Madison was planning
to vote on it last week until
Veronas Plan Commission
eliminated three sentences
about mass transit and Madison staff determined that to be
a significant change. The item
was referred back to Madison
Plan Commission at an undetermined date.

past decade or more. And Ald.
Elizabeth Doyle (D-1) was
one of at least three alders who
clearly preferred to restore
the language encouraging bus
service, yet nobody offered an
amendment to do so.
Ive heard a lot of people
say they would like to see
more bus service, she said.

While there was some question about whether restoring those lines could help the
process along, there were no
motions to change it.
McGilvray voted against the
plan because of its acknowledgment of the ridiculous
300-foot-wide, 11-acre buffer
zone at Five Points that is part
of the deal with Madison and
a concern that when things
are on paper, theyre hard to
undo. The plan states that a
new agreement with Madison
would supersede the map, but
it does not exactly suggest
what would go in place of the
buffer.
Stiner also voted against,
raising the same concerns
he had the previous week in
public comments to the Plan
Commission, including traffic,
stormwater management and

approvals for Epics fifth campus, the Verona Area Community Theater building and a set
of senior apartments.
In each case, the heavy lifting had been done the prior
week at Plan Commission.
For Epic and VACT, Plan
had already approved site
plans and the council was

For the senior apartments
at Murray Glen, the approval
was for the third stage of the
planned-unit development
process. The precise implementation plan, as its called,
goes over minute details such
as the colors of the building
and the types of vegetation,
something the council generally does not concern itself with.
It will need to return next
month, however, to settle
a procedural issue with the
building height.

proposal or quit using the services altogether.

reach out and make proactive

Instead, with some alders

what steps the city ought to
be taking, they went with an
alternate idea, to put $35,000
toward hiring a consultant
and reconsider hiring an economic development director
later this year.

Why are you running or why are you the
best candidate for the job?
Im running for alderman because I believe
its important when running for public office, to
have a history that goes back further than two
years. I also believe in minimizing the outside
influence, responsible growth management,
controlling property taxes and maintaining a
healthy balance in Veronas amenities.
What should be the citys spending priorities in its next budget?
Veronas spending priorities should be handled
the same way you do your personal budget. First,
make sure the bills are covered, pay down or pay
off your debt. Next, plan ahead for future expenses
such as upgrades to the citys infrastructure.
Is the city doing everything it should be to
improve its downtown?
We need to realize that the added money being
generated by Epics growth should not be treated
like a bonus check. Verona has a debt that needs
to be paid down, bills need to be covered, and of
course we always want to look into keeping our
taxes stable. Verona really needs to look long term

in regard to attracting additional business that will


help bolster the tax base as Verona grows. If the
debt out paces the business growth, the tax burden upon the tax payers will increase, and people
will look elsewhere to live.
What is the correct balance of tax relief and
spending to accommodate the citys growth
and service over the next few years as Epics
growth continues to add to the tax base?
I think the city is looking at all of their options.
I also believe it would be foolish to fast track
any plans for improvement that would lack
practicality and in turn have a negative impact
on the downtown area. The final decision will no
doubt be a tough one.
Do you support purchasing properties
downtown to encourage development?
I support purchasing properties provided
they will be used for businesses that will inspire
more people to visit the downtown area.
Does the city have an ethical responsibility
to financially support the food pantrys operations as it expands this year?
The VANN stays in operation due to donations, grants and volunteer workers that choose
through the goodness of their hearts to make
this service possible. I would not want to risk
creating any animosity from the city (i.e. taxpayers), by forcing them to financially support a
service they may not directly benefit from.
Is the city being as transparent with all of its
actions as it should be?
I believe the citizens deserve an explanation
or clearer understanding on some of the decisions that were made by the city. I would like
to think that by doing so, it creates a better
sense of trust and credibility. Do I believe the
city should be 100 percent transparent? No, it
isnt realistic; we dont go around living our own
lives being that transparent.

I am running because I care for our community.
I cared for Verona as chief of the Verona Explorer
post for three years until I aged out of the post.
I was fortunate to get to know many residents
in our community and was able to volunteer for
our post and the Verona Senior Center, working
with Dale Hagen and helping out at Senior Center
events. I know our community, as I have lived
here for 23 years, and I know the residents, as
well as their concerns, such as traffic, the school
referendum and the fire department expansion.
What should be the citys spending priorities
in its next budget?
The priorities should definitely be placed upon
our $10.4 million fire department and the smooth
implementation of such.
What is the correct balance of tax relief and
spending to accommodate the citys growth and

service over the next few years as Epics growth


continues to add to the tax base?
Our fire department, as well as traffic control is
key in terms of our spending as a city. Growth is
important, but it needs to be responsible growth.
We need to patronize our local businesses and
support our downtown businesses.

improve its downtown?
No, we need to be patronizing local businesses
and curbing traffic issues.
Do you support purchasing properties to
encourage down town development?
Currently, I do not. However, in the future, as
our city grows, I do.
How can the city council best support the new
fire department as it transitions in to a new fire
department and 24/7 operation?
The city council can do a smooth transition if
an individual is elected that has a public safety
background who knows how a fire department
works. Additionally, an individual that knows the
firefighters as well as other public safety personnel is crucial. As the chief, I worked with public
safety employees, and I know what they do to
make our city safer.
Does the city have an ethical responsibility to
financially support the food pantrys operations
as it expands this year?
Completely. As we become larger as a city, our
food needs will grow. We need to do all we can
to help the less fortunate, as well as our seniors.
Is the city being as transparent with all of its
actions as it should be?
I would say that it is a toss-up. I know we are
doing the best we can, but there is also something
that can be done better. There is always something to strive towards, work towards and look
forward to. I want to do this as your district three
alderman on the Feb. 17 primary election.

Im running because I want to continue improving our city. Ive worked
for responsible spending, increased
transparency in city government,
reduced city borrowing, reduced city
debt and worked for improvements
to our downtown. Ive protected the
residential character of our neighborhoods by opposing the Silent Street
extension and the effort to turn Franklin
Street into a one-way street. I supported the most recent budget, which cut
the property tax rate while supporting
and increasing essential city services.
I want to keep Verona a great place to
live in and make it even better.
What should be the citys spending priorities in its next budget?

Limit the amount of money that the


city borrows. During the last budget,
I brought forward several amendments to reduce the amount of borrowing and improve the citys longterm finances. Im the only candidate
in this race with an actual record of
debt reduction.
Is the city doing everything it
should be to improve its downtown?
Despite its flaws, the downtown
plan provides a positive framework
for improving our downtown. The
city needs to continue to follow the
plan to show both residents and
the business community that we are
invested in our downtown. A vibrant
downtown will benefit residents by
offering more dining and shopping
opportunities as well as diversifying
our tax base. Strong commercial
development can also reduce the
overall tax burden on residential taxpayers. Its going to take hard work
and dedication to keep improving our
downtown, but Im eager to continue
with this challenge.
Do you support purchasing properties downtown to encourage
development?
The city should only spend public
money to acquire private property
when it will result in a public benefit.
While I understand the temptation to
try to go big, if the market doesnt
currently support a project, its generally a bad financial move to try to
subsidize it.
How can the city council best

it could, which is negotiate a settlement with the fire fighters. The city
lost the first round of the lawsuit and
was looking at anywhere from two
to five more years of litigation if we
continued with the lawsuit. The lawsuit
could have jeopardized the city moving
to 24-hour fire coverage. Not moving
forward with 24-hour fire coverage
would have made everyone in Verona
less safe. While there were things in the
settlement that I didnt like, I supported
it because it was the best way for the
city to move forward.
Does the city have an ethical
responsibility to financially support
the food pantrys operations as it
expands this year?
It was a good idea to help the
Verona Area Needs Network (VANN)
move to their new location. I support
VANN in their efforts to expand their
mission to include services that keep
people in their homes and education
that addresses the issue of generational poverty.
Is the city being as transparent with
all of its actions as it should be?
No. Too often, people have been
surprised by development projects in
their neighborhood. The city needs to
better inform residents and get input
early in the process. Ive distributed
a newsletter and proactively e-mailed
people on issues I know they are
concerned about, but the city needs
to do better.

Feb. 20 to apply for a spot
at the Exploration Academy (EA). The districts
only charter high school,
the academy will enter its
third year next school year
with 10 new open spots.
If the school gets more
than 10 applications, it
will hold a lottery after
the deadline to determine
who gets in. Those who do
not get in will be put on a
waiting list.

8-11 can apply.
The school practices
extremely personalized
learning techniques, with

students in control of
much of their days and the
projects they complete.
They work with advisers
to determine how their
projects demonstrate the
standards they must meet
throughout high school to
graduate.

Cultivate a Sense of Leisure


Work and Productivity may be important, but they
arent the only important things in life, or even the most
important things in life. Most of us would probably agree
that God and our family should come before our job, and
that the whole point of work is to help us support ourselves and our families. A much neglected area of many
peoples lives today is leisure. We are so busy with work
and the workaday aspects of life (e.g., cooking, cleaning,
etc.) that we dont find time for play. Play can be anything
from playing catch with your children to enjoying music
to playing games. The arts are also an important aspect
of leisure, and simply going to a museum or to the movies can be a nice break from the monotony of our work
lives. Children are often better at playing than adults, so
you might just let the kids decide on the playtime activity.
Try something you havent tried before. Throw a Frisbee
or make up a new game. Put on a play with your family
or friends, or play a guessing game. There is no end to
the ways in which we might enjoy our leisure time.

people." Another person
said, It was nice to know
... that we're tight knit,
that we're there for each
other. If something happens, you can count on us,
we'll be there and that's a
wonderful feeling.

will play in the background in the gallery during the exhibition.
Even now, as we
strongly appreciate and
take pride in the warmth,

strength and security of


our newly roofed homes,
we realize that our peaceful comfort can be overturned in the blink of an
eye. Like birds tossed from
our nests, we embrace the
notions of homelessness,
fear and uncertainty in the
face of the stronger forces
of nature, Kroth said in
her exhibit statement.

After a tornado swept


through Verona on June
17, 2014, resident Pat
Kroth decided to create
art from its destruction.
The contemporary
fiber artist
will exhibit
her mixed
media fiber
installation,
Nest, at
t h e A n d e r - Kroth
son Arts
Center in
Kenosha through March
22.
The onsite creation is
Kroths reflection on the
tornado using debris in the
shape of a nest paired with
sound recordings from
nature and people who
experienced the storm.
The artwork is 5 feet tall
and more than 11 feet in
diameter. It is constructed
of debris and assorted barn
boards that she saved from
her property.
To create the nest, she
added cut branches, brush
and tree limbs. Viewers
are invited to walk around
and inside of the circular structure, which fills a
first floor gallery at the art
center.

The Sons of the Pioneers, a country western musical group that began in 1934, filled the Verona Area
High School Performing Arts Center with their harmonies and tales of the old west Saturday, Feb. 7.
The groups members have changed since it began, but its accomplishments include a star on the
Hollywood Walk of Fame and being designated a National Treasure by the Smithsonian Institute.

Verona Area High School wrestling
team knew it needed to do something
extra special.
Junior Tyler Udelhoven was going
to be a top seed at 126 pounds, but
he was absent due to undisclosed
reasons. And that left a hole in the
lineup.
But an 11-2 record in place matches, including seven pins, and four
individual conference champions
still nearly put Verona at the top. In

Tuesday, Verona held them
to 15 and 12 points, respectively.

the half court, and we made
sure we contested every

Tonight was not a great meet for us,
but we werent at a full lineup either,
head coach Rachael Hauser said.
Edgewood sophomore Maddie Molitor
earned the teams lone first place, posting
a 9.075 on the balance beam. She was the
only Wildcat/Crusader to crack the top
three.
Verona/Edgewood scored much better
as a team on the floor where senior Sammy Seymour (8.85) and Molitor (8.65)
finished second and third behind Memorials Sam Adler (8.9).
Adler also claimed the vault (9.15) on
her way to top varsity all-around honors
with a combined 34.05. Hannah Semmann tied for third with Natalie Statz of
Memorial with identical 8.5s.

Statz then scored a meet-best 8.1 on


the uneven bars, while Semmann took
second with an 8.05. Three competitors,
including V/MEs Mandy Michuda and
Molitor, tied for this with 7.9s.
Molitor finished second overall as an
all-around competitor with 33.875 points.
The Wildcat/Crusaders JV team lost
110.6-102.2.
V/ME hosts Janesville Craig in a conference dual at 6:30 p.m. Thursday inside

I am really glad the team
is doing well, Coons said.
Everyone is in high morale
going into regionals. Hopefully we can take a lot of guys
to sectionals.

Regionals
The road gets more difficult for Verona at regionals at
9 a.m. Saturday at Stoughton
High School. There will be 24
ranked wrestlers at the meet,
and No. 3 Stoughton and
No. 6 Elkhorn look to be the
favorites to challenge for the
team regional title.
But after being runner-up at
conference, Ott said he hopes
the team builds on the success
to challenge the top wrestlers
and teams.
It is going to be a grind, so
hopefully they can take today,
build off of it and be ready for
next week, Ott said.
Fort Atkinson, Oconomowoc, Oregon, Sun Prairie
and Watertown also join the
regional.
In the other regional, No. 2
Milton is joined by honorable
mention Lake Geneva Badger, Beloit Memorial, Delavan-Darien, Janesville Craig,
Janesville Parker, Westosha
Central and Wilmot Union.
The winners of each
regional will travel to the
team sectional at 7 p.m. Tuesday, Feb. 17, at Verona Area

Cats cap regular season with three wins

Sun Prairie.
Roehrig drew Verona even less than
two minutes into the second period
thanks to a Sam Renlund and Jack
Anderson assist and later tacked on a
short-handed insurance goal just over
11-and-a-half minutes into the final
stanza to ice the come back assisted by
Renlund.
Freshman Jack Keryluk scored his
first short-handed and first game-winning goal three minutes into the third
period.
Though both teams rang potential
goals off the pipe in the first period,
it was Sun Prairie that capitalized first
as senior Noah Hendricks beat Jones
high to the glove side through a screen
with a little more than two minutes
remaining before the first intermission.
Jones finished the evening with 16
saves for his third shutout of the season.

Lab: Fast-growing company has outgrown Fitchburg facility despite recent expansion

federal and European laboratory certification in June,
but it still would take until
late 2016 to get the building
finished and the manufacturing process validated, he
said. And throughout 2016,
the Verona and Fitchburg
facilities would need to
operate concurrently while
one ramps up and the other
phases out.

Alders asked several questions, including
the reason for the high,
$400-per-square-foot cost
of the building (HVAC
controls that remove almost
all particulate matter), what
they would do with the
old building (sell it), how
much of it would be exempt
manufacturing equipment

(about $3 million) and how

(frequent federal inspections).
Ald. Evan Touchett (Dist.
4) wondered what would
happen when United Vaccines outgrows the Verona
facility and was told the
expansion plan was modeled for 10 years of growth.
Ald. Mac McGilvray
(D-1) asked about the jobs,
both new and existing. The
newly created positions
more than 20 of them
would pay far less than
those at SAFC, for example, because they would be
entry-level, at around $17
an hour, Kerns said. But
employees are expected to
grow into higher roles.

Kerns is a perfect example, having started as a lab


technician in 2001, according to her LinkedIn profile.
Ald. Jack Linder had to
twice ask whether the company would be moving to
Verona without TIF the
key but for test of using
the taxpayer subsidy.
The first response was

spot (central to the employees residences, an emerging greenfield spot ideal
for its young employees).

ADOPTING THE NORTH
NEIGHBORHOOD PLAN
AS AN AMENDMENT TO
THE CITY OF VERONA
COMPREHENSIVE PLAN

WHEREAS, pursuant to Section


62.23 of the Wisconsin Statutes, the
City of Verona is authorized to prepare
and adopt a comprehensive plan in accordance with Section 66.1001(1)(a) and
66.1001(2) of said Statutes, and adopted
its Comprehensive Plan on September

14, 2009; and


WHEREAS, pursuant to Section
66.1001(4), Wisconsin Statutes, the City
of Verona must follow administrative
procedures for amendments to its Comprehensive Plan; and
WHEREAS, the City of Verona has
held at least one (1) public hearing on
said Ordinance in compliance with Section 66.1001(4)(d), Wisconsin Statutes;
and
WHEREAS, the Plan Commission
held a public hearing on February 2,
2015 and voted to recommend approval
of the North Neighborhood Plan with the
following conditions:
1. The following sentences are removed from Page #8 relating to mass
transit:
* The City supports bus service
within the North Neighborhood as part
of the larger regional bus system. A potential bus stop is planned within the
central portion of the neighborhood.
2. The extension following key recommendations from Page #25 are removed from the Plan:
* Encourage a bus route, bus stop,
and use of mass transit within the
Neighborhood.
* Encourage a bus connection between Downtown Verona and the North
Neighborhood.
NOW THEREFORE IT IS HEREBY
ORDAINED by the Common Council of
the City of Verona that the North Neighborhood Plan is hereby approved and
adopted as an amendment to the City
of Verona Comprehensive Plan with the
recommended Plan Commission conditions.
BE IT FURTHER ORDAINED that
this Ordinance shall take effect upon
passage by a majority vote of the Common Council of the City of Verona and

company that first became
independent in 2006, when
it moved to Fitchburg. At
the time, Kerns explained,
the expectation was to have
20-25 employees and about
$9 million in sales revenue.
Both of those numbers
have more than doubled,
and even a 12,000-squarefoot expansion at Commerce Park in 2012 wasnt
enough, Kerns said, forcing
the company to turn down
several special projects
because it is beyond capacity.
With certification in
both the United States and
Europe for its veterinary
vaccines, business has been
booming and even this
expansion is smaller than
Kerns would have liked,
limited by the companys
capital building budget.
Thats part of the reason it
is designed with room for

a 30,000-square-foot future
addition.
There isnt much time
left on the 15-year-old taxincrement financing district, which needs to close
by 2023. But if the valuation of the building meets
the projections made Monday, it would pay off the
economic development
incentive by the end of
2019 and generate upwards
of $120,000 per year for the
city after TIF 6 closes.
City administrator Bill
Burns cautioned, however,
in a phone call with the
Verona Press on Tuesday
that state-assessed properties often dont meet
such projections and any
developer agreement likely
would need a minimum
valuation guarantee spread
out until the closure of the
district.
