The Security Council,

Recalling all its previous resolutions on Lebanon, in particular resolution 1701 (2006),
Deeply regretting the violations of international law that have resulted in many human right
abuses and loss of human lives,
Reaffirming UNIFIL's role in the consolidation of a ceasefire between Israel and Lebanon, to
safe keep the lives of the civilians in Lebanon,
Expressing its concern on the growing tension between Lebanon and Israel and alarmed by the
growing power of Hizboolah as a military group in Lebanon,
Noting the need of the withdrawal of Israeli forces from Ghajar and adjacent territory, in order
to reestablish peace between the parties involved,
Determined to act for this withdrawal to happen at the earliest,
Concerned about the effects of the conflict in Syria on Lebanon, and aware of the Syrian
refugees in Lebanon,
Emphasizing the importance of the respect of the Blue Line by all parties involved, to establish
a ceasefire and getting to a long term solution,
Aware of its responsibilities to help secure a permanent ceasefire and a long term solution to the
conflict,
Declaring that in the case of not having the cooperation from any involved party, the Council
shall take further actions in order to assure the reestablishment of peace and security in the region,
Determining that the situation in Lebanon constitutes a threat to international
peace and security,
1. Exhorts a full cessation of hostilities by Hizboolah, and cessation of any offensive military
operations by Israel;
2. Urges the Lebanese government to comply with signed treaties, in particular with the Taif
Accords, and previous resolutions, in order to disarm the Hizboolah military wing;
3. Calls upon Israel and Lebanon to support a permanent ceasefire by fully respecting the Blue
Line;
4. Appoints the UNHCR to further address the matter of refugees in Lebanon in order to cover
their basic needs;
5. Requests Lebanon and Israel to engage in a dialogue mediated by Saudi Arabia, in order to
negotiate and possibly reach a long term solution;
6. Dictates that if the Hizboolah fails to comply with the present Council's resolutions, we shall

proceed to freeze their assets and establish an arms embargo;

Decides, in order to supplement and enhance the force in numbers, equipment, mandate and
scope of operations, to authorize an increase in the force strength of UNIFIL to a maximum of
20,000 troops, and in addition to their current mandate the force shall:
(a)
Assist the UNHCR with the attention and protection of refugees in Lebanon;
(b)
Assist the Government of Lebanon in the reinforcement of borders, to prevent and
eliminate the arms traffic;
(c)
Monitor the compliance with Security Council resolution 1701(2006), and signed
treaties, in particular the Taif Accords;

8. Further requests the Government of Lebanon to reinforce their borders, in order to avoid and
stop and arms traffic and requests the UNIFIL as authorized in paragraph 7 to assist the
Government of Lebanon at its request;
9. Requests the Secretary General to report to the Council within 20 days of the implementation of
this resolution and subsequently on a regular basis;
10. Decides to remain actively seized of the matter.
