An Act declaring the Board Examinations and Bar
Examinations for lawyers as equivalent to
government eligibility examinations.
When was R.A. 1080 approved?
It was approved on June 15, 1954.
What is the equivalent of the Board and Bar
Examination?
It is equivalent to a first grade regular examination
given by the Civil Service Commission
What is the requirement for CSC eligibility for the
Board and Bar examination?
At least four years of study in college and practice
for at least two years for first grade regular
examination.
Less than four years of college study for second
grade regular examination

When and where was P.D. 997 passed?


The law was passed on September 16, 1976 in the
City of Manila.
Reasons for Passing P.D. 997
To
meet the efforts of the government to
emphasize scientific and technological programs.
To
meet constitutional provision to promote
scientific research and invention.
To
meet constitutional provision on the
advancement of science.
To promote recruitment into the government of
scientific and technological personnel.
Because the CSC, responsible for government
service examination, does not have a test for
scientific and technological personnel.
Because scientific and technological specialist in
the government service need to be given some
form of recognition.
Because
technical
qualifications
through
education, research and experience, can be
considered adequate for government job.

technology?
To give support and encouragement

What is a technology specialist?
A person with a Bachelors Degree with major or
specialization in any of the following fields:
1. Applied Sciences
4. Engineering Sciences

eligibility?
3 years experience in research and/ or teaching
Graduate degree
Who may sit in the deliberations of the qualifying
committee?

When did E.O. 200 take effect?
The law took effect on September 20, 1994.
How does E.O. 200 describe the licensure
examinations?
The most vital means of initially certifying the
technical fitness or competence of an aspirant of
the practice of a profession.
What does E.O. 200 mandate?
The PRC shall undertake measures towards the full
computerization of the licensure examinations of all
Professional Regulatory Boards under its
supervision.

What duty should the regulatory boards perform


pursuant to E.O. 200?
Work with PRC to establish guidelines for the
implementation of full computerization of licensure
examination.
What areas require guidelines for computerization

All board examination shall be computerized in
1993, except those professions with examinees
below 1000 which shall be computerized in 1994

It is a computer database from which questions are
extracted and randomly arranged.
When was the first fully computerized ECE Board
exam given?
It was given on November 6 and 7, 1993.

How are questions entered into the test bank?


An initial of 500 questions for each subject.
Minimum of 300 test questions every examination.
Ideal 3000 test questions or more.
Can questions in the test bank be removed or
replaced? Yes
How will the questions of the examination be rated?
55% for objective type questions, 45 % for problem
solving, essay type or similar nature of questions
How many sets would be generated for each board
examination? At least two sets.
How different would the sets be for an examination?
Same questions but having different sequence of
arrangement.

At the PRC facilities and only by authorized
computer personnel.

Questions which have been used in the last
examination.
Questions which have become irrelevant.
When can questions be redeposited?
Questions, if they are still relevant, and after

It was implemented on January 31, 1994.
Why is this resolution implemented?
To bestow honor and distinction to the topnotch
and their alma matter for their laudable excellent
performance.
To motivate future examinees and their colleges
to excel through qualitative educational
preparation.
To enhance the standard of education.
To upgrade and enhance the quality of graduates.
How and when is the topnotch list released?
Rank, Name, College, and the Rating of the
Topnotch shall be indicated the same time as the
official release of the examination results.

PRC Resolution No. 93-268


Guidelines for the mass oath taking of professionals.
When was this implemented?
This was implemented on April 19, 1993.
What are the specific oaths to be taken?
Oath as a professional
Oath as a new member of the Accredited
Professional Organization (APO)
Why is the oath taking necessary?
Because it is required by the law that every
successful examinee must, before exercising the
rights and privileges of a professional, take this
professional oath in the form prescribed by the
commission, before any person authorized to
administer the same.
When should the mass oath taking be given?
Within 15 days after the release of the examination
results.
How should the mass oath taking be conducted?
There shall be solemnity in the occasion.

Uniform prescribed by their schools/colleges
Formal attire
