3.0

Contracted Maintenance

3.0.1. Objective and Purpose:This Part of the CAME describes the contracted maintenance arrangements of M/s
SEL Aviation Private Limited. It includes details of these arrangements, together
with the division of responsibility for these arrangements, between SEL Aviation
Private Limited and Contracted CAR 145 Maintenance organization together with
copies of the Maintenance Contracts in force for Base and Line maintenance
support.
Engine off wing maintenance is not applicable in this case, all these types of work
will be carried out by SEL Aviation Pvt. Ltd.
Continuing Airworthiness Manager will be Liasioning with the contracted
maintenance organization.
It is the responsibility of SEL Aviation Private Limited to get component
maintenance / shop maintenance level (other than line and base maintenance)
work/inspection done by another CAR-145 Organization.
M/s SEL Aviation Private Limited has made maintenance contract in accordance
with guide line provided in CAR-M. A copy of Maintenance Contract is attached
which will indicate the primarily responsibility of the maintenance provider and
M/s SEL.
3.0.2 Responsibilities:Quality Manager will ensure that the audit of CAR-145 AMOs relevant to the
maintenance being performed on the aircraft and its components operated /
managed by SEL Aviation Private Limited are carried out.
3.1

Maintenance Contractor Selection Procedure

This activity is to be carried out in agreement between the aircraft owner and the
CAR-145 maintenance organization. Before any contract is signed with maintenance
Organization the Quality Manager and/or CAM will verify that:
a.

The awarding of maintenance contract to a CAR-145 approved maintenance


organization can be in two ways.
i) In case of major maintenance or servicing of airplane/engine, it can be
given to an approved firm abroad who are holding the
FAA/CAA/EASA approval. Firms engaged in repair/overhaul of

aircraft components, rotables, and items of equipment when
undertake work on similar equipment received from an Indian
operator, needs DGCA approval if such agencies hold FAA/EASA
approval.
ii) In case, if a local firm in India is holding similar CAR-145 approval
from DGCA then usually such task will be entrusted to the local firm.
b.

The criteria for assessment and selection of contractors for maintenance /


repair / servicing / testing of aircraft / components / rotables including
engine are as follows:
i.

The maintenance organization is appropriately approved in


accordance with CAR145, and has the necessary sufficient licensed
maintenance personnel to support maintenance at base and
outstation including facilities, suitable conditions, availability of tools
& equipment, current technical documentation etc at outstation and
base to cater the requirements (scheduled or Unscheduled). This
verification takes into account any engine or component maintenance
capability that may be required (though this may be available through
sub-contract to other suitably approved CAR 145 AMOs). The
maintenance data and amendments will be provided by SEL and
amendments are updated by CAR 145 organization.
ii. The previous experience of the external contractor for similar type of
repair / maintenance.
iii. Status of maintenance approval for carrying out repair by the
regulatory authority of the country and also the DGCA.
iv. Whether the contractor is an authorized repair/service centre of
original equipment manufacturer.
v. Previously demonstrated performance in terms of turnaround time,
quality, and field experience feedback data in terms of similar work
for other operators.
vi. Maintenance facility should have facility to cover largest type of
aircraft proposed. Storage facility should be there, which ensures
segregation of aircraft component and materials, including protection
against deterioration, contamination or damage.
vii. Maintenance facility should have planning cell to plan the
maintenance of the aircraft (hanger planning, man-hour planning,
shift arrangements etc.)
viii. They should be in position to undertake modification and repair as
per requirement and should meet the criteria of AAC 2 0f 2013.

ix. In case there are two shift, all applicable procedure should exists and
be followed. Incoming shifts are made fully aware of any outstanding
or incomplete tasks (like handover, takeover etc).
x. They should have the capability to support worldwide where ever
required.
To the extent possible all scheduled / planned maintenance will preferably be
carried out at main base of contracted CAR 145 organization where sufficient staffs,
facilities is available to carry out maintenance subject to the scope of approval and
location of aircraft.
Contracted Maintenance organization-outstation facility:
The AMO shall have its BMM/LMM approved and shall depute a person byname and
position to coordinate planning and control all maintenance activities at the main
base or at an outstation for as and when required. He shall also be appointed for all
records and maintenance planning system for all scheduled and unscheduled
maintenance covering the following:

Ensuring that the scheduled and planned maintenance is only allocated to


station with adequate and appropriate staff for maintenance and
certification, facility and suitable conditions commensurate with the scope of
approval, aircraft downtime and availability.
a) Technical data availability at the outstation. The control check system
shall be in place to ensure currency and usage.
b) Availability of equipment, tooling and spares and company
procedures and technical instructions at the station for maintenance
including trouble shooting for the type of aircraft. Regulatory
documents shall be available and accessible.
c) Certifying and support staff availability and details with shift
arrangements and handover procedures should exist and are
followed.
d) Access to repetitive and deferred defects records/information for
trouble shooting and rectification.
e) Adequate facility to perform any unscheduled maintenance with
scope and capability details.
f) Details of any sub-contracted activity for support.
g) Ground handling

c. Based on above factors, maintenance and repair contract is entered into for a
specified period after ensuring the firm possesses the CAR-145 maintenance
approval for carrying out such work.
d. The contract will contain a provision for DGCA staff to have the right of access
to the contractor.
e. It may be noted that contracts are given only to those firms that have been
approved by the DGCA, India. Prior to finalizing any maintenance or repair
work the Quality Manager of the organization will conduct an audit of the
contractor to assess the capability, organizational structure, competent and
trained personnel to perform the contracted work in accordance with
operators approved maintenance program.
f. However, when an Indian operator wants to send his aircraft, engine or
equipment for servicing to the DGCA approved organization/manufacturer or
their subsidiaries then they are not required to obtain approval from DGCA
g. Foreign Firms engaged in repair/overhaul of aircraft components, rotables,
and items of equipment when undertake work on similar equipment received
from an Indian operator, needs DGCA approval if such agencies hold
FAA/EASA approval.
h. If required before flight at base or outstation to provide ground support
equipment appropriate, including equipment for ground de-icing and antiicing of aircraft as necessary.
3.1.1 Intimation to DGCA of Changes to the Maintenance Support:The DGCA Regional Office will be intimated by M/s SEL Aviation Private Limited of
any proposed continuing airworthiness management arrangements in writing
giving the time required by CAR M Subpart G.
Changes to the nominated Maintenance Contractor or subcontracting CAR-M
organization to another CAR 145 Organization will be intimated to DGCA Regional.
3.2

3.3

Quality audit of aircraft

Quality Manager approved under CAR-M, Sub Part G shall carry out audit of the
aircraft being maintained by contracted CAR 145 Organization (Audit Plan Enclosed
in Part 5 of this CAME).
The Quality Manager shall carry out physical inspection of the aircraft to ensure the
following:
The main objective of Quality Audit of Aircraft is to set out the differences between
an airworthiness review and quality audit. These procedures include ensuring:
Compliance with approved procedures.
Contracted maintenance is carried out in accordance with the contract.
The Maintenance is carried appropriately qualified/ approved personnel.
Appropriate action is taken on the defect reported by the pilot or observed
by the maintenance personnel.
All documents required on board are available and in satisfactory condition.
All mandatory marking / placarding is satisfactory.
The record of CRS , maintenance schedule is found satisfactory.
All the system of aircraft functioning satisfactory
Continued compliance with CAR M.
The audit of individual aircraft will be carried out by the Quality audit team. The
main objective of quality audit of aircraft is to ensure continued compliance with
CAR M requirements. The audit shall be carried out during maintenance checks
and before the actual time of departure of aircraft.

PART- 3 CONTRACTED MAINTENANCE
During audit, it shall be ensured that all maintenance work on the aircraft is in
compliance with the approved procedures and contracted maintenance is carried
out in accordance with the contract.
During audit of aircraft before the actual time of departure, it shall be ensured that
the aircraft is meeting with all the laid down requirements for the intended flight
and carrying all valid documents on-board the aircraft.
3.3.1. Compliance with approved procedures:Quality Audit will ensure that all procedures defined in this exposition and
Maintenance Organization Exposition of contracted CAR 145 maintenance
organization or other contracted CAR 145 approved organization are being
performed and meets the requirements of CAR and as per the contract.
3.3.2. Contracted maintenance is carried out in accordance with the contract:Quality Audit will ensure that maintenance is being carried out by approved CAR 145
organization as per the conditions of maintenance contract signed between SEL
Aviation Private Limited and CAR 145 approved organization. It will also ensure that
periodic schedules, component replacement, any regulatory or manufacturer
requirements are being fulfilled periodically by the contracted CAR 145 maintenance
organization or other CAR 145 approved organization as per approved maintenance
Program. This also ensures that other CAR 145 approved organization has sufficient
number of trained Manpower, tools, equipment and space to perform maintenance of
the aircraft. The QM through quality audit will also ensure that the maintenance
organization holds adequate and current edition of maintenance data for
maintenance of SEL aircraft.
Before assigning any work to any sub contracted maintenance organization by the
primary contracting org. same shall be intimated to CAM & QM for information and
subsequent action. QM of CAR-145 org will carry out audits for the same; QM of
CAMO may associate for audit.
NOTE- The responsibility of training of maintenance staff is bestowed on Contracted
AMO. However if training of SEL personnel is necessary the contracted AMO will
provide the applicable training provided a one-off contract exists between concerned
AMO & SEL.

3.4

Relevant Technical
Contract(s)

Identified

in

Maintenance

The relevant maintenance procedures are included in the Maintenance Contracts


copies of which, less the financial, details are provided as appendices to part five of
this CAME. SEL Aviation Private Limited Technical Procedures are identified in Parts
One and two of this CAME.
Whenever any new aircraft is added or if there is any change in contracted CAR 145
maintenance Organization, Revision has to be brought in CAME, in addition to the
intimation given to Regional Airworthiness Office as described. SEL Aviation Private
Limited shall enter into a maintenance contract for such new aircraft with the CAR
145 maintenance Organization and a copy of the maintenance contract shall be
incorporated as an appendix.
3.5

Continued compliance with CAR M:

Quality Audit will ensure that Continuing Airworthiness Management is being


performed as defined in this CAME and CAR M under the Supervision of
Airworthiness Manager. It will also ensure that Tasks required to meet Continuing
Airworthiness are being performed periodically contracted CAR 145 approved
Organization and Airworthiness Review Certificate being issued by adequately
qualified personnel.
3.6

Quality audit of sub-contracted CAR M tasks.

SEL Aviation Private Limited may sub-contract the tasks associated with continuing
airworthiness to CAR M approved organization, if the tasks do not cover under its
scope of approval. But it will be responsibility of M/s SEL Aviation Private Limited
for the proper accomplishment of these tasks. All the Sub-contracted tasks are
mentioned in the relevant contracts.
Sub-contracted Task are given below1. Preparation of Draft maintenance Programme & Its amendments.
2. Collection of Data and initial assessment.
3. Plans and defines maintenance checks or inspections in accordance with the
approved maintenance programme, the required liaison with SEL, including
feedback.

(a) Applicable work package, including job cards,
(b) Scheduled component removal list,
(c) ADs to be incorporated,
(d) Modifications to be incorporated
4. various aspects of AD assessment, planning and follow- up
5. and make recommendations on embodiment of an SB and other
associated non-mandatory material
6. Service life limit controls & component control/removal forecast.
7. day-to-day control of technical log deferred defects
8. Maintained Continuing airworthiness records
Note 1-Subcontracted CAMO will ensure continuing airworthiness planning and
planning will be done as per CAMO procedure part 06 (Maintenance Planning).
Note 2- The ultimate responsibility for any sub-contracted continuing airworthiness task
will be of the CAM SEL.
3.7

Contracted Ground Handling:-

Further to the points mentioned in the CAME-1.11.4, Part-1, an agreement will be signed
between SEL and ground handling agency case to case basis. The task to be performed
will be mentioned in the said contract. The maintenance and flight crew should be aware
of terms of the agreement that affect their responsibilities. It will be the responsibility of
the flight crew to ensure that the tasks are performed as per the contract and are
satisfactory. The continuation of the contract will depend upon on the satisfactory
performance of the handling agency as monitored by the flight crew.
The personnel engaged in ground handling will be duly qualified and trained. The
contracted ground handling agency will ensure the initial and continuation training of
their personnel.
Quality audit will be carried out to ensure continuing satisfactory performance by
contracted organization.
