Promises made

Education Related :
As per 13th schedule of the A.P
Reorganization Act
The Government of India shall take steps to establish institutions of
national importance in the 12th and 13th Plan periods in the successor
state of Andhra Pradesh.
1. This would include one IIT, one NIT, one IIM, one IISER, one
Central University, one Petroleum University, one Agricultural
University and one IIIT.
2. The Government of India shall establish one AIIMS-type Super
Specialty Hospital cum-Teaching Institution in the successor State
of Andhra Pradesh.
3. The Government of India shall establish a Tribal University each in
the State of Andhra Pradesh and in the State of Telangana.
4. A Horticulture University shall be established in the successor
State of Telangana.
5. The Government of India shall establish the National Instittute of
Disaster
Management in the successor State of Andhra Pradesh
Actions taken or promises made:
1. An IIT, AIIMS and an agriculture university- 500 crores allotted in
Budget 2014-15.
2. National Academy for Customs and Excise would be set up at
Hindupur in Anantapur district.
3. AIIMS to be setup in mangalagiri.
4. Foundations for IIM in Visakhapatnam were laid recently.
5. Tribal university was proposed to be set up in vizianagaram in AP
but later proposed to be setup in sabbavaram in Visakhapatnam
district.
6. the IIM would be set up at Aanandapuram in Visakhapatnam and
the IIT at Yerpedu in Chittoor district, a state government release
said here today.

7. An IISER (Indian Institute of Science Education and Research)


would also be set up at Yerpedu.
8. the state government had earlier proposed to identify location of an
NIT in West Godavari district, but later decided to change the
location. Instead, an IIIT would now be set up in West Godavari
district.
9. Similarly, the location of a proposed tribal university in
Vizianagaram has also been changed to Visakhapatnam district.
10.
A Central university would be set up either at Hindupur in
Anantapur district or near Tirupati.

At the meeting under Naidu today, the idea of appointing an
Experts Committee for improving quality of education was
discussed, the release said.

A.P Reorganisation Act :


Sec 46 (1): President shall make a reference to the Fourteenth Finance
Commission to take into account the resources available to the
successor States and make separate awards for each of the successor
States.
Action taken: The recommendation was made on June 2 by the
president and an additional time of 2 months was requested by the
commission and has submitted the report on 15th dec, 2014.
The Then PM has responded to the requests of the opposition by orally
promising on the floor of Rajya Sabha that the first years revenue deficit
would be addressed in the Budget 2014-15. However no such
allocations were made in the Budget.
Meanwhile, an Inter- ministerial joint committee was formed to make
recommendations to bridge the likely resource gap in the central budget.
However, an ad-hoc support of Rs.500 crores for current financial year
has been declared. (Refer to Doc.1)
Sec 46 (2): Notwithstanding anything in sub-section (1), the Central
Government may, having regard to the resources available to the
successor State of Andhra Pradesh, make appropriate grants and also
ensure that adequate benefits and incentives in the form of special
Development package are given to the backward areas of that State.

Sec 46 (3) The Central Government shall, while considering the special
development package for the successor State of Andhra Pradesh,
provide adequate incentives, in particular for Rayalaseema and north
coastal regions of that State.
Action taken: GOI announced that Rs.350 crores for 7 backward
districts (@ 50 crores for each district) may be provided to Govt. of AP
(Refer to Doc.1)
Sec 94(1): The Central Government shall take appropriate fiscal
measures, including offer of tax incentives, to the successor States, to
promote industrialisation and economic growth in both the States.

Infrastructure Related: 13th schedule of


Act.
1. The Government of India shall develop a new major port at
Duggirajupatnam in the successor State of Andhra Pradesh to be
completed in phases with Phase I by end-2018
The authorities have started acquiring the land. However the hundred
days grace period was over and presently there are no updates.
2. The Indian Railways shall, within six months from the appointed
day, examine the feasibility of establishing a Rail Coach Factory in
the successor State of Telangana and improve rail connectivity in
the State and take an expeditious decision thereon ;

3. The Government of India shall examine the feasibility of Metro Rail


facility in Vishakhapatnam and Vijayawada-Guntur-Tenali
Metropolitan Urban Development Authority within period of one
year from the appointed day and take an expeditious decision
thereon.

NOV 4:The proposed Visakhapatnam metro rail project will cover 30 km in


the first phase and the detailed project report will be prepared in a few
months

Indian Railways shall, within six months from the appointed day,
examine establishing a new railway zone in the successor State of
Andhra Pradesh and take an expeditious decision thereon;
SAIL shall examine, within six months from the appointed day, the
feasibility of establishing an integrated steel plant in Khammam district
of the successor State of Telangana;
SAIL shall examine, within six months from the appointed day, examine
the feasibility of establishing an integrated steel plant in YSR District of
the successor State of Andhra Pradesh

4000 MW power facility


The chairman of NTPC said that the project work will commence immediately and the
first unit will be completed within 39 months
