ARUSHA URBAN WATER SUPPLY AND SEWERAGE AUTHORITY

EMPLOYMENT OPPORTUNITIES
The Arusha Urban Water Supply and Sewerage Authority (AUWSA) is a legally established entity
responsible for the overall operations and management of water supply and sewerage services in
Arusha City. It is among of the best Authorities in Tanzania.
The core function of the Authority is to deliver excellent water supply and sewerage services for
all categories of customers and stakeholders in Arusha City.
In order to attain its vision and mission, AUWSA is seeking to recruit dynamic, experienced,
competent and qualified Tanzanians to fill the following vacant posts within the Authoritys
establishment.
1.0

HEAD OF PROCUREMENT MANAGEMENT UNIT: (1 Vacant Post)

1.1

Appointing Authority: Management Committee.

1.2

Reports To: Managing Director.

1.3

Minimum Required Qualifications and Experience:

The successful applicant must be / have:

Holder of First Degree in Materials Management or its equivalent issued from a


recognized Institution.

Must be registered by the Procurement and Supplies Professionals and Technicians


Board (PSPTB), as Approved/Authorized Procurement and Supplies Professional.

Should have a strong background in public procurement functions and must have
analytical skills, broad minded, creative, unquestionable integrity.

Minimum of three years working experience since acquired Procurement and Supplies
Professional.

Computer skills are essential.

Employment Terms: Three years Contract - Renewable upon satisfactorily


performance.

1.5 Main Duties & Responsibilities:


i)
Head of Procurement Management Unit (PMU) is responsible for administrative
issues on day-to-day basis.
ii)

Perform all the functions of procurement in accordance with provisions contained in


the Public Procurement Act No. 7 (2011) and Regulation No. 446 and particularly:
a. Manage all procurement and assets disposal by tender activities of the procuring
entity except adjudication and the award of contract;
b. Support the functioning of the Tender Board;
c. Implement the decisions of the Tender Board;
d. Liaise directly with the Authority on matters within its jurisdiction;
e. Act as a secretary to the Tender Board;
f. Plan the procurement and disposal by tender activities of the procuring entity;
g. Recommend procurement and disposal by tender procedure;
h. Ensuring establishment of periodic materials requirements of the Authority and
ensure their timely procurement at minimum cost and with due regard to quality
and quantity specifications.
i. Ensuring availability of policy, standards and procedures for services required for
the proper operations and maintenance of the water supply and sewerage
systems.
j. Ensuring coordinated procurement of materials and service in compliance with
Authoritys tendering and ordering procedures.
k. Review and ensure approval all purchase orders before they are issued to
suppliers.
l. Ensuring timely deliveries of purchased materials and takes appropriate corrective
action on any delayed items.
m. Monitoring all available information sources on market trend that may have an
effect on prices/lead times and make recommendations for action to the
Managing Director.
n. Ensuring that the Authority is continuously informed of new water materials and
shipment techniques.

o. Co-ordinate with departmental and sectional heads for the salvage of usable
materials and the disposition of absolute and non salvageable items.
p. Establish, evaluate and maintain reliable primary and secondary sources of
materials supply to ensure continuity of the Authoritys operations
q. Close follow up of suppliers to ensure timely deliveries of purchased materials
and

take appropriate correction action on any delayed items

r. Timely and correctly answering of audit queries relating to procurement.

Perform any other duties as may be assigned by the Managing Director

PACKAGE:
Most competitive salary and remuneration in line with AUWSA Scheme of Service and
Salary Structure will be offered to the right candidate, having relevant qualifications,
required skills and experience.

Ability to work under teamwork spirit, establish and maintain effective working
relations with different people and stakeholders.

NOTE:

Ability to work under minimum supervision.

The two referees letters should be from either of the following registered
Board (NBAA/PSTPB)
