are building our future. We
can only ensure prosperity
and a good quality of life in the long term if we have new
ideas, which we translate into innovative products.
We at the Federal Ministry of Education and Research
are working to strengthen early childhood education.
Together with the Lnder, we are doing everything to
ensure that all young people gain school-leavingquali
fications. We are improving vocational education and
training and helping even more citizens to engage in
life-long learning and expand their qualifications. We are
helping students to finance their studies and are ensuring
that our universities are well equipped for the future.
Furthermore, with our efficient research policy we are
ensuring constant improvements in our quality of life
despite the many societal changes we are facing.
Our aim is to strengthen Germany as a research hub,
promote talent and create jobs through new technologies.
The Ministrys roughly one thousand members of staff
inBonn and Berlin are helping to achieve this goal with
their great commitment and expertise.

The Ministry as a partner in education


andresearch
There is something of a discoverer in every child. Curiosity
is one of our strongest motivations. From early childhood
onwards we want to learn something new, to develop
and implement ideas. We want to cultivate a culture in
Germany which honours and rewards performance and
creativity. The Federal Ministry of Education and Research
supports people and their ideas by funding research
institutions and higher education institutions, by awarding
scholarships and prizes and by organizing competitions
in education and research.

The remit of the Ministry


The BMBF performs various tasks under its terms
ofreference under the German Basic Law. The most
important tasks include:
funding science and research

(from basic research to cutting-edge technology);


providing support for the gifted at school, during

training and in higher education;


fostering young research talent and promoting

international exchanges in training and further


training, studies and science;
working in association with the Lnder to shapevoca-

tional training provided outside of schools, continuing


education and training as well as training grants.

The leadership of the Ministry


Professor Dr Johanna Wanka was appointed Federal
Minister of Education and Research in February 2013.
She is supported by Parliamentary State Secretaries
Thomas Rachel and Stefan Mller, both Members of the
Bundestag, and State Secretaries Cornelia Quennet-Thielen
and Dr. Georg Schtte, who are civil servants.

The aims of the Ministry


More equity in education
The education system has become more efficient
and more equitable in recent years. Our key concern
is to reduce the influence of social background on
educational success. Good and equitable education
opens up individual opportunities for everyone and
enables participation and integration. It also ensures
a supply of talented young people in science,industry
and society.
Career opportunities
Against the background of demographic change we
simply cannot afford to allow young people to fall short
of their potential. We want to reach out to all young
people. School students, trainees, students and people
interested in continuing education should receive
systematic counselling so that various educational
pathways are open to them. We will establish a locally
anchored network with advisory and information
services. Furthermore, we want to show that dual
training is a genuine alternative to academic training
from a career point of view and provides a good starting
point for possible self employment.
Strengthening innovativeness
Cutting-edge research ensures innovations which
are the key to prosperity, productivity and jobs.
Investments in education, science and research must
therefore also continue to grow significantly. This is
why the BMBF is developing its interdepartmental
High-Tech Strategy to become a comprehensive
national innovation strategy:

The High-Tech Strategy is an expression of our firm


conviction that competence, creativity and innovativeness are drivers of growth, employment and prosperity
in a knowledge-based economy andsociety. Working
together with industry, science and society we want to
develop new, creative solutions in important cuttingedge fields which will contribute to meeting the great
societal challenges of our age and at the same time
open up market opportunities for our companies.
German science must continue to be the worlds best
An excellent, multi-faceted and cooperative science
system with strong higher education institutions and
non-university research institutions provides the best
foundation for solving the great societal challenges
ofour day. This is why we have introduced the Higher
Education Pact, for example, to help the highereducation institutions to improve conditions for study.
Bycontinuing the Pact for Research and Innovation
we are strengthening the non-university science
organizations. In addition, we are continuing topromote strategic higher education profiles andsupport
cooperation within the science system.
Funding research
Our task is to promote science not only with regard
to its economic benefit, but also as basic research.
Findings in many disciplines touch on questions
regarding our conception of ourselves and our co
existence. It is important therefore that researchers
face the interested and critical questions posed
bythepublic.
