NOTICE
The Master Minimum Equipment List (MMEL) is distributed by the Department of
Transportation Federal Aviation Administration. This Master Minimum Equipment List
Operation and Maintenance Procedures Guide contains only the items from the Master
Minimum Equipment List which have Operational (O) or Maintenance (M) procedure
requirements. Cessna does not support Minimum Equipment List items not published in the
MMEL.
Cessnas policy is to revise this guide only to accommodate changes to a new MMEL
revision, which requires a change to, or a new, Operational (O) or Maintenance (M) required
procedure. If a revised MMEL is released, but does not affect any required procedure, the
Operational and Maintenance (O&M) Guide will not be revised at that time. Cessna reserves
the right to make format changes without generating a new revision.
Operational (O) and Maintenance (M) procedures in this guide are recommended by Cessna
Aircraft Company. Most of the procedures in this guide have been approved in some MELs.
This document is not FAA approved, but is intended to aid operators in writing and gain
approval for their specific Minimum Equipment List (MEL). It is not the intent of this guide to
be used as part of any specific MEL. The Operator is responsible to ensure that all crew
members are properly trained in the use of MEL (O) and (M) procedures.
The Narrative section of each Maintenance (M) procedure is intended to satisfy the FAR 135
MEL requirement for training non-maintenance individuals who are authorized, in the MEL, to
perform maintenance tasks.

1. Flow Control Valve

(O) One may be inoperative provided;


a) All other components and functions of the pressurization system
operate normally,
b) The pressure regulating shutoff valve on the affected side is closed and
c) The aircraft is operated at FL 250 or below.
OPERATIONAL PROCEDURES
To ensure the Pressure Regulating Shutoff Valve on the affected side is
closed, Air Source Select must be set to the properly functioning side.

Select Air Source Select switch to OFF.
Verify no airflow in the cockpit or cabin.

NOTE: Momentarily selecting L then R then OFF may help verify no flow.

2. Pressure Regulating

Set the AIR SOURCE SELECT knob to the operating side (L or R).
Place a placard stating, Select (L or R), FRESH AIR, or OFF only
(L/R) Flow Control Valve INOP above the switch.
Make appropriate entry on the discrepancy report.

(O) One may be inoperative provided:


a) The affected pressure regulating shutoff valve is verified in the
closed position,
b) All other components and functions of the pressurization system
operate normally, and
c) The aircraft is operated at FL 250 or below.

OPERATIONAL PROCEDURES
To ensure the Pressure Regulating Shutoff Valve on the affected side is

OPERATIONAL PROCEDURES
To ensure the Cabin Pressurization Auto Schedule is operating normally.
One method would be to verify satisfactory completion of the pressurization
preflight test.

DIFFERENTIAL PRESSURE EICAS DISPLAY INOP.
Make appropriate entry on the discrepancy report.
Refer to chart on page 27 to convert altitude to differential pressure.

Select AIR SOURCE SELECT switch to OFF or FRESH AIR.


Place placard stating CABIN ALTITUDE WARNING SYSTEM INOP.
FLIGHT ABOVE 10,000 FEET MSL NOT AUTHORIZED adjacent to
the pilots side of the MFD.
Make appropriate entry on discrepancy report.

b) Cabin and cockpit temperature control system is operating
normally, and
c) Glareshield avionics fans are operating normally.
MAINTENANCE PROCEDURES
Procedure to deactivate the air conditioner and ensure it has not and will not
adversely affect any other structure or system.

Disconnect aircraft power.


Pull and collar the HZ063 circuit breaker in the aft Jbox.
Ensure the AIR COND switch is in the OFF position.
Place an INOP placard above the AIR COND switch on the co-pilots
tilt panel.

6. Position the aircraft battery switch to BATT.
7. Position the AVN PWR switch to ON.
8. Audibly and physically inspect for glareshield cooling fan operation.
9. Start the engines and position the aircraft in a suitable run up area.
10. Verify airflow from the cockpit footwarmer ducts.
11. Verify airflow from the cabin bleedair distribution ducts.
12. Make appropriate entry in the discrepancy report.

MAINTENANCE PROCEDURES
Procedure to secure cabin outflow valve(s) in the open position and
aircraft is operated unpressurized

Gain access to the Outflow Valves which are located on the Aft
Pressure Bulkhead in the aft cabin.
Remove the bolts and washers securing either valve from its mount on
the aft side of the bulkhead.
With all lines, hoses and wiring still connected, secure the valve away
from its mount using MS3367-4-9 tie-wrap, wire, or other suitable
device. The Outflow Valve must not be allowed to slip back into
position and block the opening in the Aft Pressure Bulkhead.
Place an INOP placard near the PRESS CONT switch.
Make appropriate discrepancy report entry.

22 AUTO FLIGHT
1. Auto Pilot

(M) May be inoperative provided aircraft is operated with a crew of two and
operating requirements do not require its use.
NOTE: RVSM is not authorized.
MAINTENANCE PROCEDURES
Procedure to ensure no electrical or mechanical fault exists that will have an
adverse effect on any flight control system.
NOTE: With the autopilot inoperative, aircraft must be operated
using a crew of two.
1.

Electrically isolate all four Autopilot Servos:


a) Select Battery and AVN PWR switches to OFF.
b) Disengage the AFCS circuit breaker on the pilots cb panel.
AILERON SERVO:
1. Remove fuselage fairing panel 315AC to get access to the
aileron autopilot servo. Refer to Chap. 6 Access Plates and
Panels Identification Description and Operations.
2. Disconnect and bag electrical connector (PY300).
RUDDER SERVO:
1. Remove tailcone stinger to gain access to the Rudder autopilot
servo. Refer to Chap. 53, Tailcone Stinger Maintenance Practices
2. Disconnect and bag electrical connector (JT302) from the electrical
connector (PT302).
ELEVATOR SERVO:
1. Open tailcone baggage compartment door. Refer to Chap. 6,
Dimensions and Areas Description and Operations.
2. Remove aft baggage compartment panels 312BBC and 311BDC to
get access to the elevator servo. Refer to Chap. 6, Access Plates
and Panels Identification Description and Operations.
3. Disconnect and bag the electrical connector (JT300).
PITCH TRIM SERVO:
1. Open tailcone baggage compartment door. Refer to Chap. 6,
Dimensions and Areas Description and Operations.
2. Remove aft baggage compartment panel 311 ATC to get access to
the elevator servo. Refer to Chap. 6, Access Plates and Panels
Identification Description and Operations.
3. Disconnect and bag the electrical connector (JT 301).

travel in all 3 axes to ensure that autopilot clutches are disengaged,
and travel is unobstructed.
Place a placard next to Autopilot (AP) switch on Autopilot Controller
stating AUTOPILOT, YAW DAMPER, AND ELECTRIC PITCH TRIM
INOP - SINGLE PILOT AND RVSM OPERATIONS NOT
AUTHORIZED.

(M) May be inoperative provided the flight is conducted at FL300 or below.


NOTE: Autopilot must be considered inoperative and RVSM is not
authorized.
MAINTENANCE PROCEDURES
Procedure to ensure no electrical or mechanical fault exists that will have an
adverse effect on any flight control system.
NOTE: With the Yaw Damper inoperative, the Autopilot and
Electric Pitch Trim will also be inoperative.

Electrically isolate all Autopilot and Yaw Damper functions:


a) Select Battery and AVN PWR switches to OFF.
b) Disengage the AFCS circuit breaker on the pilots cb panel.
Electrically isolate the Rudder Servo:
a) Select BATTERY and AVIONICS POWER
switches to OFF.
b) Gain access to the Rudder Autopilot Servo
(YSV-P1) in the tailcone by opening the large battery access door
321BL, which acts as the tailcone baggage LH aft closeout. Refer to
Chapter 6, Access Plates and Panels Identification - Description
and Operation.
c) Disconnect the electrical connector (PT305)
from Rudder Autopilot Servo (YSV-P1). Bag and secure the
connector away from all control cables.
d) Close Panel 321BL.
Check operation of flight controls for freedom of movement and
smoothness through complete range of travel.
Place a placard next to Autopilot (AP) switch on Autopilot Controller
stating AUTOPILOT, YAW DAMPER, AND ELECTRIC PITCH

TRIM INOP - SINGLE PILOT AND RVSM OPERATIONS NOT


AUTHORIZED .

3. Electric Elevator Trim

(M) May be inoperative provided:


a) Electric Trim System is deactivated, and
b) Manual Trim is operative and unaffected.
NOTE: Autopilot must be considered inoperative and RVSM is not
authorized.
MAINTENANCE PROCEDURES
Procedure to ensure that the failure of the Electric Pitch Trim will not
interfere with the operation of the Manual Trim.

Disengage the AFCS circuit breaker and secure with tie-wrap.


Check Manual Trim for freedom of movement throughout travel for
smooth operation. This will determine if there is any mechanical
damage that would interfere with flight controls and preclude dispatch.
NOTE: If the Electric Trim is inoperative, it should be confirmed
that the problem is not in the Manual (mechanical) Trim
system in the airplane and that the failure does not affect
Manual Trim. Pitch Trim should be checked for full travel,
smoothness, and proper operation.

Electrically isolate the Pitch Trim servo (See 22-1 for procedure).
Place placard on pedestal stating AUTOPILOT, YAW DAMPER AND
ELECTRIC PITCH TRIM INOP SINGLE PILOT AND RVSM

Extinguishers

(O) Any in excess of those required by operating rules may be inoperative or


missing provided:
a) The inoperative fire extinguisher is tagged inoperative, removed from
the installed location, and placed out of sight so that it can not be
mistaken for a functional unit, and
b) Required distribution is maintained.
OPERATIONAL PROCEDURES
Procedure to remove and tag the affected fire extinguisher from its holder
and place out of site.

1. Windshield Anti-Ice

(O) May be inoperative provided:


a) Aircraft is not operated in known or forecast icing conditions,
b) Aircraft is not operated in RAM air temperatures below 0C, and
c) The crew has a means to clear the windshield of moisture.
OPERATIONAL PROCEDURES
Procedure to clear windshield of moisture.
1.

Place an INOP placard above affected WINDSHIELD ANTI-ICE


switches.
2. A member of the flight crew shall posses a non-scratching, micro-fiber
cloth within reach.
3. Make appropriate entry in the discrepancy report.

2. Engine Anti-Ice
System

(M) May be inoperative provided:


a) Engine anti-ice valve(s) remain OPEN,
b) Takeoff and landing field temperatures are 10 degrees C or below,
and
c) Anti-ice ON performance data are used

NOTE: See AFM Performance Data


--------or------(M) May be inoperative provided:
a) Engine anti-ice valve(s) are failed CLOSED,
b) The flight is conducted in day VMC,
and
c) Aircraft is not operated in known or forecast icing conditions.

MAINTENANCE PROCEDURES
Procedure to determine if the engine anti-ice valve has failed in the open or
closed position.

With engines shut down, make note of the temperature of the Engine
Inlets (use of hand touch is sufficient).
Position the aircraft in a suitable run-up area.
Verify L and R ENGINE ANTI-ICE circuit breakers are engaged.
To verify whether the affected valve has failed open or closed:
a) Verify ENGINE ANTI-ICE switch is OFF.
b) Set the parking brake and start both engines. Refer to AFM Normal
Checklist for engine start.

c) Gradually increase both throttles to achieve 70% N2.


d) Run engines for approximately one minute to allow inlets to warm
up and have assistant verify inlet temperatures are the same as
step 1.
i. If inlet(s) are hot, the valve has failed OPEN.
e) Turn ENG A/I switches ON.
f) Verify both ENG A/I COLD L R EICAS message(s) display.
NOTE: ENG A/I COLD L R may not display if ambient temperature is
high.

g) Run engines for approximately one minute to allow inlets to warm


up and have assistant verify inlet temperatures are HOT.
i. If inlet(s) are the same as step 1, the valve has failed CLOSED.
