objetivos comunes, son tan diversas en los distintos pases que en muchos
sentidos pueden resultar casi imposibles de comparar. Desde el punto de vista
histrico los primeros trabajos realizados sobre la Educacin Infantil se
centraron sobre todo en el anlisis de los proyectos pedaggicos existentes en
distintos lugares, por lo que se minimiz la atencin al funcionamiento
cotidiano de este nivel en diferentes contextos, dejando de lado los datos
empricos al respecto. No obstante, con el paso del tiempo fue
incrementndose el intercambio de informacin sobre esta etapa educativa,
tarea en la que tuvieron un importante protagonismo los organismos
internacionales. La actividad de dichos organismos, as como la propia
evolucin de los servicios educativos para la infancia, condujo a una cierta
sistematizacin en la recogida y el tratamiento de los datos sobre los
programas formales destinados a los nios de las edades ms cercanas al
comienzo de la enseanza primara. Por el contrario, en los programas de
carcter no formal y en los destinados a los nios ms pequeos sigui
presente la dificultad para recabar datos, incluso en los aspectos meramente
cuantitativos, como las tasas de participacin y cobertura, lo que dificultaba
la realizacin de investigaciones comparativas.
El punto de inflexin de esta situacin lo sita la profesora Ancheta en el
ao 1990, con la implementacin del Marco de Accin en Dakar, que ha
permitido avanzar en la elaboracin de una base de datos mundial sobre los
servicios de atencin y educacin prestados a la primera infancia. La accin
de la IEA (International Association for the Evaluation of Educational
Achievement) y, especialmente, de la OCDE, han sido determinantes a la
hora de disponer de estudios comparativos sobre esta primera etapa de la
educacin, si bien queda an un largo camino por recorrer. Los objetivos de
la atencin y educacin a la primera infancia se encuentran en este momento
relativamente bien delimitados, pero todava resulta difcil valorar el grado
en el que las polticas se dirigen realmente al logro de dichos objetivos,
especialmente en algunos pases. Adicionalmente, es un hecho que los
organismos internacionales estn teniendo un fuerte influjo en la delimitacin
de los mbitos de estudio correspondientes a este nivel e incluso en su propia
conceptualizacin.
En esta situacin, el papel de la Educacin Comparada puede resultar de
gran utilidad, tal como la autora pone de manifiesto en su artculo,
contribuyendo a la elaboracin de un marco para la recogida sistemtica de
informacin sobre la atencin y educacin de los nios pequeos, as como a la

INGLATERRA. ESTUDIO COMPARADO

RESUMEN
La educacin infantil no ha sido en absoluto ajena a la fuerte evolucin que, durante las ltimas dcadas, han sufrido las sociedades europeas
en general y las familias en particular. Esta etapa educativa ha pasado a
realizar un importante papel de apoyo a las familias, yendo ms all de una
mera funcin asistencial, pretende llevar a cabo una esencial misin educativa. Conscientes de la importancia de los primeros aos de vida para el
desarrollo integral del menor, las administraciones pblicas de Alemania,
Espaa, Francia e Inglaterra han puesto especial inters en la atencin a
la infancia. Tras realizar un estudio comparado sobre la educacin infantil
implantada en estos pases, comprobamos como sus polticas relativas a
la educacin infantil se basan en enfoques claramente diferenciados. Su

INTRODUCCIN
Tanto el concepto y significado que cada sociedad tiene de la infancia
como la valoracin que hace de ella varan en funcin de la situacin social,
poltica y econmica que mantenga. En este sentido, la educacin infantil no
ha sido en absoluto ajena a la fuerte evolucin que, durante las ltimas
dcadas, han sufrido las sociedades europeas en general y las familias en
particular. El indudable influjo de los evidentes cambios operados en la
mentalidad de los ciudadanos, en la legislacin, en las condiciones laborales
de los trabajadores (horarios, distancias entre hogar y lugar de trabajo,
salarios...) se ha dejado notar. Del mismo modo, nos encontramos ante una
serie de importantes transformaciones en la estructura familiar, en el
desarrollo del estado del bienestar, en la incorporacin de la mujer al
mercado de trabajo y en las polticas igualitarias en cuanto al gnero.

experiencia nos dice que hay claras diferencias entre los nios que estn
educados emocionalmente y los que no. Entre los factores que intervienen en
el desarrollo de las respuestas emocionales se encuentran el temperamento, los
padres y la educacin, y es en este ltimo factor donde la escuela puede tener
un papel decisivo (TERCERO PUYOL y ROVIRA BALLABRIGA, 2008: 4).
Dada la diversidad de trminos utilizados para la denominacin de la
etapa educativa objeto del presente estudio y las dificultades de su acotacin
semntica, conviene que procedamos sin ms dilacin a la delimitacin de las
dos expresiones ms usuales en el mbito de la Unin Europea (UE), los de
educacin preescolar y educacin infantil. El primero, ms restrictivo,
hace alusin a la educacin que se imparte en determinadas edades con el
objeto de preparar al alumno para su ingreso en el nivel de educacin
primaria. Mientras que el segundo, ms amplio, comprende al primero y se
conforma como una etapa educativa con entidad propia e independiente de la
siguiente, en la que se incluyen nios con menos de un ao de vida. As pues,
consideramos a la educacin infantil como el cuidado, atencin y educacin
que recibe el nio en el periodo anterior a la educacin primaria (TORRES
SNCHEZ y GONZLEZ FARACO, 2008: 50).
Generalmente, esta etapa educativa tiene un carcter no obligatorio. Su
oferta se diversifica entre centros pblicos y/o privados y escolares o no
escolares, dependiendo de cada pas en cuestin. Pero es tanta la diversidad
de alumnado existente que la oferta educativa no se debe limitar a una oferta
de plazas escolares si lo que se desea es ofrecer una verdadera igualdad de
oportunidades para todos los nios (SNCHEZ, 2007).
Desde hace tiempo, y con demasiada frecuencia, se vienen calificando a
los centros de educacin infantil como meros aparcamientos de nios,
refirindose al tipo de funcin que a stos se les asigna y, de un modo
indirecto, a la posible despreocupacin de los padres por la formacin que en
ellos reciben sus hijos. En las ltimas dcadas, la sensibilidad social sobre el
tema en cuestin ha sufrido un importante cambio en los pases de la UE.
Son cada vez ms los partidarios de un modelo de escuela en el que se
considere a la totalidad de este periodo como una etapa integrada en el resto
del sistema educativo, cuyo fin no se centre en el cuidado y custodia los
hijos, sino que por el contrario, se imparta una educacin especfica y
diferenciada, a unos alumnos con caractersticas propias. En este sentido han
evolucionado las polticas educativas de los pases miembros de la UE.

En la escuela maternal existen tres secciones: la bsica, para los nios de2
a 4 aos; la media, para los nios de 4 a 5 aos; y la grande, para los de 5 a 6
aos. Las dos primeras secciones conforman el llamado ciclo de primeros
aprendizajes. Mientras que el siguiente ciclo, el de aprendizaje
fundamental lo integran la seccin grande de la escuela maternal junto con
los primeros dos aos de la escuela primaria -las clases del curso preparatorio
(CP) y el curso elemental (CE1)-. Quedando en evidencia su eminentemente
carcter propedutico y preparatorio para la siguiente etapa de educacin
elemental, as como la preocupacin existente por el trnsito entre la escuela
maternal y la educacin elemental o primaria.
Los Gobiernos de Inglaterra, Gales e Irlanda del Norte se propusieron y
consiguieron, aumentar significativamente la disponibilidad de plazas de
educacin infantil para los aos noventa. En esta dcada la educacin infantil
se convirti en una prioridad de mbito nacional y local, de modo que las
autoridades locales favorecieron su implantacin y calidad (ANCHETA
ARRABAL, 2007: 227).
En Inglaterra no existe un derecho general a la educacin y cuidado de los
nios menores de 3 aos de edad, aunque los padres pueden optar por pagar a
ttulo individual guarderas, cuidadoras o nieras (privately-run day nursery,
childminder o nannies). Para los nios de 3 a 5 aos se oferta de manera
gratuita una amplia gama de instituciones (pblicas, privadas y voluntarias).
Actualmente, en Inglaterra y Gales, los nios de 3 y 4 aos tienen
derecho a una plaza gratuita en un centro de educacin infantil a tiempo
parcial. Desde2004 esta responsabilidad recae sobre las autoridades locales
(Ley de2006 sobre Cuidados de la Infancia), motivo por el que las iniciativas
privadas que cumplan los requisitos exigidos son financiadas con fondos
pblicos.
Ya en 2004, la proporcin de alumnos que acuda a centros financiados
con fondos pblicos entre 3 y 4 aos era del 60%, mientras que el
restante 40% del alumnado acuda a centros privados. Los alumnos con 5
aos se encuentran totalmente escolarizados debido a que a esa edad es
cuando se inicia la escolarizacin obligatoria.

2. FINALIDAD Y OBJETIVOS
En virtud de la ley sobre proteccin de la infancia y la juventud (Kinderund Jugendhilfegesetz) de 1990, en Alemania, los centros de educacin
infantil tienen la finalidad de fomentar el desarrollo del nio como miembro
responsable y autnomo de su comunidad. stos desarrollan las labores de
instruir, educar y cuidar a los nios, del mismo modo que favorecen su
desarrollo social, emocional, fsico y mental. La educacin y la atencin que
recibe el alumnado deben ajustarse a la edad de cada nio y al desarrollo de
sus capacidades lingsticas, tnicas, En definitiva, adaptarse a las
necesidades de los nios y sus familias. A tal fin, la educacin infantil est
diseada para apoyar y complementar la educacin del nio en la familia y
para ayudar a los padres a lograr una mejor conciliacin laboral y familiar.
Con la finalidad de apoyar y complementar la labor de la familia, la
educacin infantil pretende el desarrollo personal del alumno, para que se
adapte a la vida escolar y se integre adecuadamente en la sociedad, a travs
del desarrollo de sus facultades fsicas y mentales.
A travs de las experiencias sensoriales de los alumnos se persigue que
sean autnomos en su entorno y que, a raz de sus propios deseos, ideas y
puntos de vista, sean creativos y se conviertan en actores de su propia vida
(SCHULGESETZ FR DAS LAND BERLIN, 2010).
Desde el acuerdo marco de los Lnder para la Educacin Temprana en los
Centros de Atencin Diurna para Nios (Gemeinsamer Rahmen der fr die
Lnder Frhe Bildung en Kindertageseinrichtungen), aprobado por la
Conferencia Permanente y la Conferencia de los Ministros de la Juventud
en 2004, los objetivos educativos en esta etapa deben enfocarse en las
habilidades bsicas de comunicacin y el fortalecimiento de los recursos
personales. Con ellos se pretende motivar al alumnado y prepararlo para asumir
y hacer frente a los futuros retos que se encontrar en sus posteriores
aprendizajes y en su vida, as como para desempear un papel responsable en la
sociedad y estar abierto al aprendizaje permanente (EURYDICE, 2010b: 71-72).
Concretamente los objetivos que se persiguen se centran en el desarrollo de
la personalidad y descubrimiento de las propias habilidades del nio, su
autonoma, iniciativa y satisfaccin interna por sus propios logros, desarrollar
su creatividad, sentidos y su capacidad de entender su entorno, valorar la

D. Reception Classes.
Algunas escuelas primarias pueden llegar a admitir a nios menores de 5 aos
en estas aulas de acogida. Se encuentran abiertas durante todo el curso escolar. Al
principio los nios suelen asistir slo en sesiones de media jornada, hasta
completar progresivamente la jornada a tiempo completo. Se encuentran limitadas
por ley a un mximo de 30 alumnos y la mayora cuentan con asistentes.
E. Childminders.
Se trata de nieras autorizadas que llevan a cabo este servicio, por lo
general, en su propia casa. En aquellos casos en los que se ofrece este
servicios de manera gratuita para los nios de 3 y 4 aos de edad, deben estar
registrados por el Office for Standards in Education, Childrens Services and
Skills (OFSTED) y acreditados por las autoridades locales.
Todas las nieras deben cumplir ciertos estndares de calidad en sus
instalaciones y deben estar controladas e inspeccionadas regularmente para
garantizar que tanto el lugar como el personal son aptos para el cuidado de
los menores.
Este servicio est dirigido para nios desde unos meses de vida hasta los 5
aos. A menudo suelen tener flexibilidad de jornada laboral y horario, que
depender de cada caso en particular. Algunas se encargan del cuidado de los
nios despus de su horario escolar o en los das festivos. Pueden llegar a
cuidar un mximo de seis nios de hasta 8 aos de edad, aunque no ms de
tres deben ser menores de 5 aos.

La creciente demanda de este tipo de centros en los pases de la UE ha
provocado que las distintas administraciones faciliten el acceso a los mismos
La educacin infantil no obligatoria se oferta cada vez ms de manera
gratuita, siendo accesible a las familias de bajos ingresos econmicos. La
financiacin privada del segundo ciclo de educacin infantil tiende a
disminuir, dadas las facilidades que ofrecen los centros escolares pblicos.
Incluso se suelen ajustar las cuotas a pagar en funcin de los ingresos
familiares y otros criterios.
En algunos pases, las instituciones cobran tasas para determinados grupos
de edad, frecuentemente para los alumnos que tienen menos de 3 aos. En el
caso de Espaa, los padres pagan durante el primer ciclo de educacin infantil,
pero no en los siguientes. En Francia, la prestaciones del sector pblico son
gratuitas, aunque algunos servicios adicionales como el comedor o el
transporte deben ser abonados. Si bien, en el sector privado s se pagan tasas
de matrcula. En el Reino Unido, se ofertan instituciones de manera gratuita a
tiempo parcial para los nios de 3 y 4 aos, soliendo ofrecer horas extras, en
este caso, de pago. En esta etapa, el sector privado est muy extendido, siendo

6. PROFESORADO
Con la intencin de conseguir un cuerpo de profesores de calidad y bien
formado, en todos los pases de la UE se les exige una formacin acadmica
que incluya conocimientos tericos y prcticos. Los distintos pases se han
decantado por uno de los siguientes dos modelos de formacin inicial del
profesorado: A. El modelo simultneo, que integra a la vez su formacin
pedaggica como profesional de la educacin y el estudio de las materias que
como docente tendr que ensear en un futuro. B. El modelo consecutivo, los
estudiantes adquieren primero una formacin acadmica ms general y
posteriormente cursan una enseanza profesional de carcter pedaggico,
completando su grado acadmico.
Desde el inicio del proceso de Bolonia, la formacin inicial del
profesorado ha sufrido muchos cambios. En casi todos los pases de la UE,
los maestros de los niveles de infantil y primaria lo hacen bajo el modelo

escolar: el caso de Francia

RSUM
Nous prenons le cas de lcole maternelle en France pour analyser et
caractriser un processus de scolarisation de lducation des jeunes enfants
quand celle-ci est soumise des exigences croissantes de rentabilit et
defficacit. Dans le contexte franais de ces trente dernires annes, nous
montrons que la priorit donne une logique scolaire de justification du
bien-fond de la maternelle va de pair avec une double srie de transformations de linstitution. Lune porte sur les rapports que lcole maternelle
entretient avec la scolarit obligatoire et avec les structures daccueil pour
les tout petits. Lautre est relative aux rformes du curriculum scolaire
et au dveloppement des processus dvaluation. Tous ces changements
permettent de comprendre comment lcole maternelle, lieu daccueil et
de soins, dducation et de prparation lcole pour les jeunes enfants, est

INTRODUCTION
Il est commode, la suite du programme Starting Strong de lOECD
(2001, 2006), de prsenter le systme franais dducation des jeunes enfants
comme un systme divis la fois institutionnellement et selon lge des
enfants. Dun ct, les services pour les enfants de moins de 2-3 ans et les
loisirs sont placs sous lautorit dun ministre des affaires sociales et de la
famille et correspondent des structures trs varies (crches, centres de
loisirs, assistantes maternelles, garde domicile...) (RAYNA, 2007). De

enfants qui sont un peu petits pour lcole maternelle, mais aussi un peu
grands pour la crche. Aujourdhui ces tablissements sont encore trs rares,
mais en la dlestant des tout-petits, ce projet permet de conforter lidentit
et les objectifs de lcole maternelle comme premire cole (PAPON et
MARTIN, 2008). Financs par les collectivits locales et les parents, ces
structures ne manquent pas dapparatre comme le signe dun dsengagement
de lEtat en matire dducation prscolaire.
Sans supprimer directement la scolarisation des enfants de deux ans, cette
politique actuelle prne une division forte entre la maternelle et une offre de
services diversifis pour les moins de trois ans. Elle relance du mme coup la
question des continuits dvelopper au sein dun systme divis, car les rares
travaux initis partir des annes 1980 sur larticulation entre lcole maternelle
et les structures daccueil des plus petits, comme la crche nont pas t soutenus
par une impulsion institutionnelle. De la mme manire, initi en 1990, un
partenariat interministriel entre le ministre de lducation et le secrtariat dtat
charg de la famille et des affaires sociales na pas permis de dvelopper des
structures daccueil pour les enfants de deux-trois ans, des dispositifspasserelles prparant lentre en maternelle, en principe cibles sur les milieux
dfavoriss. Ce partenariat interministriel reste peu dvelopp, tant sont fortes
en France les traditions dune action publique sectorielle et dune centralisation
administrative. Malgr des politiques de dcentralisation (NEUMAN, 2009),
lances depuis le dbut des annes 1980, le rle des autorits locales est
circonscrit, pour tout ce qui touche directement lcole, celui des moyens
quelles mettent disposition des tablissements. La forte centralisation de
lcole en France fait galement obstacle au principe de son intgration dans des
communautslocales et une vritable participation dmocratique des parents.
Cette difficult remarque ds les annes 1970 par des experts internationaux
(OECD, 1971) est redouble aujourdhui par des injonctions institutionnelles qui
privilgient un modle de relations asymtriques entre des professionnels, experts
de lenseignement, et des parents dont la collaboration est requise pour contribuer
la russite scolaire de leur enfant (GARNIER, 2010b).

ensuite sur les effets galisateurs dune frquentation cense bnficier avant
tout aux familles dfavorises (FLORIN, 2007; SUCHAUT, 2009).
Dans les annes 1970, lheure o la prvention des difficults de
lenfant devient une de ses missions, apparaissent galement les premires
critiques dun dpistage prcoce et dune cole maternelle franaise
ingalitaire. Dans le sillage des travaux de Bourdieu, les critiques remettent
en cause la notion de handicap socioculturel et les pratiques de lcole
maternelle, qui, sous couvert de dveloppement et dpanouissement de
lenfant, vhiculent des implicites socialement trs diffrenciateurs. La
critique sattache plus rcemment aux malentendus que produit la notion
dactivit en maternelle, quand elle nest pas mise explicitement en rapport
avec des contenus de savoir (BAUTIER, 2006; JOIGNEAUX, 2009). Si,
dans cette perspective, la russite scolaire dpend dune utilisation rflexive
du langage et des procdures dobjectivation des savoirs, il sagit alors de
proposer ds la maternelle une construction plus pure des situations
dapprentissage, pour rendre lenfant capable de distinguer le faire et
lapprendre. Limportance des apprentissages langagiers et cognitifs dans
le curriculum officiel est galement relaye par le dveloppement des
recherches sur les savoirs que lcole maternelle doit transmettre, de manire
ce quils soient effectivement objectivs, explicits et codifis pour
permettre leur matrise rflexive et symbolique par les lves. La continuit
institutionnelle entre lcole lmentaire et lcole maternelle favorise le
dveloppement dune rflexion didactique drive des disciplines scolaires de
lenseignement secondaire. Enfin, le dplacement des rfrences thoriques,
notamment partir de la traduction en franais des travaux de Vygotski
(1985), revalorise le rle de ladulte en tant que mdiateur des savoirs, face
une pdagogie de dveloppement, dinspiration piagtienne, que
vhiculaient les instructions officielles de 1977.
Dfinis comme des lves, les enfants font galement lobjet dune
valuation croissante. Avec la loi de 1989, en mme temps quun dispositif
national dvaluation est cr lcole lmentaire et lentre au collge,
une injonction indite porte sur lvaluation des comptences des lves de
maternelle. Lanc en 1990, un livret de comptences doit valuer lenfant
tout au long de la maternelle dans les diffrents domaines dactivits. Ds
1991, le ministre publie une liste des comptences acqurir au cours de
chaque cycle qui sajoute aux Orientations pour lcole maternelle de 1986

5. CONCLUSION
Nous avons cherch dans cet article caractriser ce qui constitue, dans
le contexte franais, un processus de scolarisation de lducation des jeunes
enfants. En premier lieu, nous avons montr le changement des rapports de
lcole maternelle avec la scolarit obligatoire, son alignement progressif
avec lorganisation de lcole lmentaire, en termes dinspection, de
personnel enseignant, de division du travail, de continuit pdagogique. Nous
avons prsent les transformations rcentes qui se jouent sur laccueil des
enfants de deux ans et qui renforcent les frontires entre lcole maternelle
partir de 3 ans et des structures pour les tout-petits. En second lieu, les
rformes du curriculum scolaire ont t analyses pour caractriser le
changement de hirarchie, de dcoupage et de cadrage spcifiquement
scolaire des apprentissages des lves, notamment le poids de la matrise de
la langue. Nous avons insist ensuite sur le dveloppement des processus
dvaluation: au niveau des lves et au niveau des effets, en termes
defficacit et dquit, dune frquentation de lcole maternelle sur la
russite scolaire ultrieure des lves. Tous ces changements permettent
dobjectiver lemprise dun registre de justification scolaire du bien fond de
lcole maternelle, quclairent galement des tudes comparatives
qualitatives sur les pratiques pdagogiques. Dans ce cadre, la participation

des parents nest considre quen tant quelle contribue lavenir scolaire
de lenfant. Cest galement la participation des enfants qui est rduite
lapprentissage de leur mtier dlve, privilgiant la vise du futur sur une
conception de lenfant pleinement inscrite dans le prsent. Aussi, la rflexion
sur le bien-tre, sur les capacits et les droits des enfants ne peut se
dvelopper quen critiquant cette emprise scolaire, ou plus largement toute
forme de normalisation de lducation des jeunes enfants. Reste que cette
conception des enfants en tant que vritables acteurs de leur ducation et
cette promotion dune ducation dite holistique, ne sont pas non plus sans
prsupposs idologiques et sociaux que montraient dj les travaux de
BERNSTEIN (1975) et CHAMBOREDON (1975). Elles ne sont pas sans
crer de nouvelles formes demprise sur les enfants et les adultes
(DAHLBERG, 2009). Cest dire quon ne peut chapper une
comprhension de la complexit des faits ducatifs, de leurs ambivalences
constitutives, des compromis quils tissent entre diffrents registres de
justification, comme entre diffrentes conceptions de lenfant et des rapports
entre enfants et adultes.
Impossible, en conclusion, de ne pas mettre cette emprise du scolaire sur
lducation des jeunes enfants en rapport avec une culture de lcole qui, en
France, est partie prenante dune dfinition de la citoyennet, celle dune
galit formelle et abstraite, dune indiffrence aux diffrences faite principe
politique. Impossible aussi de ne pas la mettre en relation avec limportance
dcisive des rsultats scolaires dans laccs lemploi, lavenir
professionnel, et plus largement linsertion sociale des jeunes. Le systme
scolaire franais se distingue par son caractre profondment ingalitaire et
litiste, que montrent tout particulirement les comparaisons internationales
(DURU-BELLAT, 2007; BAUDELOT et ESTABLET, 2009). Impossible
enfin de ne pas mettre cette emprise du scolaire en relation avec une passion
de lgalit et un questionnement rcurrent sur les exigences dquit du
systme ducatif franais (DUBET et DURU-BELLAT, 2007). En cela, la
situation franaise illustre, en les poussant jusquau paroxysme, des pressions
scolaires sur lducation des jeunes enfants, perceptibles rcemment sous des
formes plus euphmises ailleurs, y compris dans des pays comme la Sude
(JNSSON, SANDELL et TALBERG-BROMAN, 2011) ou le Japon
(HOSHI WATANABE, 2010) dont les traditions ducatives de la petite
enfance ignorent une prparation lcole. Le souci de justice et defficacit
parat en France monopolis par la question de lcole, au point de tout y

ABStRACt
Early childhood education in Sweden has long had an international reputation for being a systemic and integrated approach to childrens needs, a
family model of preschool centers and an interest in the holistic development
and well-being of children. However, traces of this reputable past are hard
to discern today as the neo-liberal agenda for education that is influencing
education around the world has impacted Sweden. The changes in Sweden,
however, have successively occurred since the 1980s, due to the failure of the
Swedish economy to provide the necessary surplus to support the extensive
social and welfare reforms that previously gave Sweden its international
reputation. The effects of the neo-liberal agenda along with the reforms
implemented by the Social Democratic government and the Conservative
government have had and continue to have an impact on early childhood education in Sweden. As more and more governments are faced with economic

problems, the case of Sweden and the measures taken by both the Social Democrats and the Conservative parties over the last few decades make a study
of the Swedish reforms of early childhood education relevant and interesting
for other countries. In this article early childhood education in Sweden will be
presented and discussed from a historical and a conceptual perspective, focusing on its objectives and features and explaining the shifts make by political
parties vis--vis early childhood education in Sweden.

La Educacin Infantil en Suecia ha tenido una gran reputacin internacional, por tratarse de una aproximacin sistmica e integrada a las
necesidades de los nios, un modelo familiar de centros prescolares y por
su inters en el desarrollo holstico e integral de los nios. Los cambios
recientes acaecidos en la educacin en Europa y en otros lugares, junto
con las reformas emprendidas por el gobierno conservador que ha estado
en el poder desde 2006 en Suecia han tenido y continan teniendo impacto
en la educacin de la primera infancia. En este artculo se presenta y se
discute la educacin infantil en Suecia desde una perspectiva histrica y
conceptual y se debaten las implicaciones que dichas perspectivas tienen
en la educacin infantil de este pas en la actualidad.

1. HISTORICAL BACKGROUND
1.1. The far past
The need for childcare provision arose with industrialization and the
growing numbers of individuals who sought gainful employment in Swedish
cities. In the late 19th century and the beginning of the 20th century, childcare
provision was supported by donations and philanthropy. Lohmander (2004)
maintains that middle class womens work was of utmost importance for the
provision of childcare:
The first pre-school teachers appeared during the late nineteenth and
early twentieth century in a context of industrialization and urbanization.
Whereas, according to prevailing views, middle class women were not supposed to work outside the home, single mothers and poor mothers did not
have a choice. They were obliged to work for their living and had to take
whatever job was offered to them. Their need for child care provision was
often met by unmarried middle-class women, who became the first preschool teachers. These teachers were expected to think of their work as
charitable work, as a vocation or inner calling, meaning in effect low pay or
very often no pay at all (LOHMANDER, 2004: 23).

among other things: The right balance must be kept between Spencers
definition of life as an adaptation to surrounding conditions, and Nietzsches
definition of it as the will to secure power. (1900, p. 119) Reflections on
this problem of balance are the essential question in Ellen Keys system of
education (LENGBORN, 2000: 10)2.
Lengborn underlines that Key was a controversial person and her views
on the role of woman, marriage, culture, religion and politics became the
subject of lively discussions in Sweden. Her radical ideas often encountered
strong resistance. Time to time she was even the object of persecution. Her
ideas on education, however, went largely unnoticed in contemporary
Sweden and caused little debate (LENGBORN, 2000: 10). Her work received
attention outside of Sweden, however, and she was called upon to lecture
around the world, notably in Germany. Keys work was translated into nine
European languages during her lifetime. In both the United States and the
Soviet Union Keys work figured in the debate on education, referred to
alongside the work of Dewey and Montessori.
In the late 1930s a consensus existed in educational and psychological
circles that poverty is the result of individual shortcomings, rather than the
result of societal dysfunction (ODOWD, 1995, 2003, 2006). Similarly, the
consensus was clear in the same circles that intelligence was hereditary,
rather than being related to social factors. This view had severe consequences
for societys responsibility for the poor and the conditions that existed in
areas in which many poor had come to reside as Sweden industrialized. The
pre-conditions for the rise of the Social Democratic party were in place with
poverty and a social relief policy that underlined the perception of the poor as

activity of the child as central; she wanted the different teaching subjects to be co-ordinated
into a comprehensive system with special classrooms for special subjects.

progress, especially as regards the education and care sectors (ODOWD and
MIRON, 1997). In this dismantling process the Social Democratic Party was
active. It should be noted that the Social Democratic model of a strong state
government and a capitalistic economy was highly successful, keeping the
Social Democrats in power for over 40 years. It was first in 1991 that the
Social Democratic government was seriously challenged by the conservative
parties. Among the many reforms introduced by the four center/right party
coalition that came to power in 1991 were: organizational decentralization,
privatization, and school choice. These reforms were implemented through
free choice and a new curriculum, designed by the Conservatives, but
implemented by the Social Democrats with broad consensus. The reform
opened private schools, of which only a few existed prior to the reform.
Miron describes this short, but intensive reform-intensive period, 1991-1994,
as a paradigm shift. The speed with which the many social and educational
reforms were made and implemented by the Conservative government in this
short period contrasts sharply with the manner in which previous Social
Democratic governments have effectuated change, i.e., working slowly and
effectively to test the reforms prior to implementation, engaging researchers
to evaluate on-going reforms, adjusting and adapting measures to ensure
success, while establishing a broad consensus throughout (HUSN, 1994).
Both the Social Democrats and the Conservatives have since the late 1970s
and the early 1980s expressed concern regarding the efficiency and quality of
the national education system. Miron maintains, however, that the difference
between them is the nature and the manner in which they wish to reform the
education system (MIRON, 1997: 130). Conservatives argue that democracy
can only be preserved in a market economy, advocating the sale of stateowned companies and introducing market-like mechanisms in many public
sectors. Viewing the education system as too large, complex and difficult to
alter, the Conservatives have focused their attention on the private sector, with
the school choice reform of 1992 as an example of this strategy. The school
choice reform6 received criticism even before the Bill was passed7. However,

the fact remains that once the free choice and privatizations policies were put
in place by the Conservative government, the Social Democrats did not alter
these policies when they returned to power. Similar arguments such as those
advanced above by the Conservative government in 1991 to promote the
Government Bill on Freedom of Choice and Independent Schools (1991/92: 95)
have been used by the Conservative government for the reforms that have
been implemented since the coalition parties came into power in 2006 and
were re-elected in 20108. For all intents and purposes the Social Democratic
party has been ineffectual when it has come to counter-acting the diverse
reforms implemented by the Conservative government, limiting itself to
opposing the reforms, but not providing alternatives. As had happened
before, when the Social Democratic party was not in power, it seemed to lose
its ability to be pro-active and reverted to being reactive only. The failure of
the Social Democratic Party to win the 2006 and 2010 elections can be
viewed as a result of voter discontent with the partys politics and the
turbulence within the party itself9, which is reflected in the ineffectual politics
and unclear political program that characterized the party in opposition. It
should be noted, however, that the Social Democratic Partys success in the
far past has been based on the manner in which they brought about change
through the use of the profits from a market-oriented economic politics to
finance social reform and welfare politics. It can come as no surprise that,
when financial difficulties arise and profits decrease, Swedish politics is not
as clearly distinguishable as an arena where there are two clear blocs, a right
and a left bloc, and thus the dismantling of the Swedish welfare state
becomes a task for both the Conservatives and the Social Democrats.
One of the changes the Social Democratic government made when it
came back into power in 1994 was to decrease the amount of funding to
independent schools, from the 85% stipulated in the Conservative
government bill (1991/1992) to 75%. However, the laws passed during this

when the Social Democratic government came back into power. A declining

Against the background of the dismantling that has occurred in the field
of education, Pramling-Samuelsson and Sheridan (2009) write:
The various reforms of the past few decades have prepared the way for
integrating preschool into the Swedish educational system and producing a
national curriculum for children ranging in age from 1 to 5 years (Ministry
of Education and Science in Sweden, 1998a). In Sweden, early childhood
education has never been just a question of child-minding. Even for the
youngest children, there have always been pedagogical intentions, and these
have been strengthened by the preschool curriculum, especially as the national curriculum for preschool is linked to the curriculum for compulsory
school (Ministry of Education and Science in Sweden, 1998b). The aims are
that the curricula should express a common view of knowledge, development and learning in the direction of the overall goals, in order to enhance
quality throughout the education system (PRAMLING-SAMUELSSON and
SHERIDAN, 2009: 135).

new curriculum is interesting when seen in the light of Vallbergs work on
the curriculum history of early childhood education.

Kelly puts forth a third model, based on a feminist ethic of care11. This
third model is based on the acknowledgement that children have needs and
that they are both formed in and by their relationships to others. However,
the acknowledgement of childrens needs, can be seen historically to have
provided space for the agendas of adults, rather than children:
The more the needs of children become harnessed by specific campaigns, such as the desire to preserve marriage, or the goal of moving women
out of the labor market, or the rights of fathers, the less possible it is to have
a debate that starts with the standpoint of children. Adult agendas take over
and children become symbols rather than real persons. (SMART, NEALE
and WADE, 2001: 22, cited in KELLY, 2005:384).

Through the principle of actuality, the ethics of care can prevent the
emergence of universal assumptions about what is in childrens best interests,
and will allow for an analysis of the quality of relationships (KELLY,
2005:389). This issue is driven home by West (1997), who maintains:
[I]f . . . the act of caring for others to whom we are connected in some
way is central to our moral lives, then our capacity for care should be at the
center of our understanding of our public and legal, as well as private and
personal, virtues, and specifically that it should be central to the meaning of
legal justice (WEST, 1997: 9 cited in KELLY, 2005:390).

family and have their own professional life outside the home. In no small
part, they were assisted by a booming economysince women were necessary on the labour market (KORPI, 2007:22).
The work of the commission laid the ground for a common organisation
to be known as the pre-school: Organisationally, it could be run as a fulltime or part-time pre-school, but the only distinguishing factor between these
two forms was the time at which activities were provided during the day, and
not their pedagogical content (KORPI, 2007:25-26).
In 1972 the Commissions report was presented to Olof Palme, who
received it positively. This became the starting point for legislation the Preschool Act that came into force in 1975. Along with this reform of child
care, other reforms were put into place to support families, notable is the
expansion of general maternity allowance from six months to nine months
and the transformation of general maternity allowance to parental insurance
which included both parents.
The Curriculum for Pre-school was passed by the Swedish Parliament
in1998. It is a curriculum that explicitly identifies early childhood education

The Swedish report compiled and sent to the OECD in conjunction with
its study of child care in 12 OECD countries begins with the following
statement:
Child care in Sweden has been given high priority for nearly three
decades and is one of the cornerstones of Swedish family policy. Reforms
in the child care area have also been widely supported in the Swedish Riksdag. This has enabled implementation of a policy, whose guidelines were
drawn up the government at the beginning of the 70s and which has since
then been subsequently developedchild care of high quality, expanded

one time since halve womens salaries for the same work been equivalent to
mens. Nor has increased female participation in the labor market signified a
qualitative change in relation to men, but only that subordination has been
established in new forms in new positions. Nowhere is this more apparent
than in the educational system. Women represent the greatest portion of the
workforce in the lower levels of the educational system, while at the top, the
number of female professors at university level account for only 21% of the
total number of professors employed at Swedish universities (STATISTICS
SWEDEN, 2011). In the Statistics Sweden report it states, since 1995 the
number of female professors in Sweden has increased with less than one
percent a year (see SELLERBERG, 2007, with reference to the hierarchy in
Swedish universities). In 2010 Eger wrote:
Sweden stands out as arguably the most egalitarian, humanitarian,
and democratic country in the world. Indeed, all key indicators point to just
that. With consistently high economic growth and a strong welfare state that
ensures low inequality, Swedes enjoy a high standard of living, universal
health care, education, and generous unemployment benefits. Further, the
Economist Intelligence Units (2007) index of democracy ranks Sweden as
the most democratic country with a near perfect score (EGER, 2010, 204).

With regard to this curriculum, Vallberg (2009) notes that towards the end
of the preceding period (The Curriculum of the Welfare State) a political,
ideological and economic system shift could be discerned (2009: 89). This
shift is also? Daun and Lfving (1995), assert that the space assigned to
issues of equality began to shrink in the 1980s, replaced by the market,
freedom of choice and privatization. Vallberg (2009) describes the
Curriculum of the Situated World Child in the following manner:
It is possible to discern a reinforced globalised, situated and childcentred trend that can be formulated in terms of the Curriculum of the
Situated World Child. Lifelong and life-embracing learning is emphasized,
and the continuous care content is toned down. The world childs rights and
competence and what is best for children should be given the highest priority.
Even though children had not participated in formulating the global, national and local plans, goals to the effect that they should be joint participants
in conversations and in the design of their own individual plans were now
expressed. The participation of children, parents and teachers as curriculum
makers is likely to be an area of further development. Learning, creating
meaning and acquisition of knowledge are not just a matter of some predetermined subject matter outside the children and formulated in a curriculum
ratified by other people, but could be something that is partly open and alive
and constructed and negotiated in the relation between children and the world
around them,i.e. a Me-in-the-World Curriculum (VALLBERG, 2006: 89).

Oberhuemer stresses the problems that have arisen as regards the unified
approach to teacher education:
In Sweden, a national evaluation of the unified teacher education/training scheme in operation since 2001, combined with recruitment problems
across the education system and particularly for work in the early years, has
fuelled debate about the present system of teacher education. Up to 3,600
new recruits will be needed by 2012 in order to combat the shortage of early
childhood teachers and maintain the current levels of quality in centres. The
fact that the new teacher education profile has resulted in a drop in the number of students wishing to work with young children is a cause for concern
among experts in the field (Karlsson Lohmander, 2009). These issues and
developments have led to a government proposal to introduce four separate
teacher preparation specialisations instead of the current unified approach.
Included in the proposals is a reduction in the length of professional study
courses for early years teachers from 3.5 years to 3 years; also, they would
no longer be able to work in the pre-school classes (in school) for 6-yearolds without an additional one year qualification. Understandably, these
proposals are controversial in the field (OBERHUEMER, 2012: 125).
Over and above these problems, Beach notes as early as 2000 that:
Previous investigations have highlighted one of the problems associated with integration via common content inclusions as a problem brought
about through different categories of students having different views of
knowledge needs and through students thus being committed to different
investments of self in different education components of teacher education
programme (BEACH, 2000: 278).

hood education. There is an obvious risk that the very special character of
pre-school teacher education will fade away -if not completely disappear
in the future, and with it a specific pre-school pedagogy. Maybe in future
the only remaining early childhood teachers will be teachers qualifying
to teach the age group 510. The important question will then be: who will
teach the children under six? (KARLSSON, 2010: 32).
4. CONCLUSION
What is apparent from the above is that early childhood education in
Sweden is undergoing change, as are other systems of early education and
care in Europe (OBERHUEMER, 2012: 129). Although Obehuemer (2012)
claims that it is difficult to ascertain if a common ground can be discerned
among the different changes of early childhood education that are occurring
throughout Europe, she seems to share Karlssons (2009) concerns regarding
the future of early childhood professionals. Although Pramling-Samuelsson
and Sheridan (2009) maintain that the needs of the child have been of central
importance in early childhood education in Sweden, where the institutional
setting has allowed for the needs of the children to influence activities, other
research shows that this might not be the case. Tullgren has shown that
during free play in pre-school, teachers influence the activities of children,
restricting their freedom to engage in activities as they choose. As a result of
her analyses, Vallberg concludes that her:
Results also justify questioning the rigid view that the content in
preschool has been child-centred, whereas the content of school has been
subject-centred. The present study shows that their respective histories are
more complex and varied than that. Different types and degrees of subjectcentring and child-centring can be discovered, something which per se creates a need for further discussion of what is implied by child-centring and
subject-centring (VALLBERG, 2006: 94).

As this article has attempted to show education in the Swedish context has
been influenced by a number of different political and social agendas which
have exerted pressure on the system in different directions, affecting how
individuals and their development are viewed. As Vallberg observes in her
study of the Swedish Curriculum history: Different kinds of patterns
inherited from the curricula of earlier periods and mixed with new elements at
different levels can be discerned in the curricula of the present day. They can
thus be said to contain traces of historical change (VALLBERG, 2006: 92).
Although the three contexts discussed in this article might at first sight
appear to have little in common, taken together they present an understanding
of what the child and childhood means in the legal and education contexts
and how children express their needs and wishes as regard early childhood
education. Neo-liberal politics implemented both by the Social Democrats
and the conservative parties have not only re-structured the education
system, its goals, content and values, but have impacted on perceptions of the
child and childhood. The building of the Swedish welfare state has
necessitated the full participation of all on the labor market and state-run and
supported large childrens nurseries, enabling mothers to work on the labor
market. In this vision, expressed by Alva Myrdal and appropriated by the
Social Democratic Party, childhood is viewed as a stage, rather than as an
end in itself. Far be it from me to question womens need to contribute to the
support of their families and to have a profession identity outside of the
home. However, the fact remains that childrens needs are in fact defined and
limited by adult agendas:

viewed from an adult perspective as not-yet adults and that childhood has
little value in itself, but rather is perceived as a transitional period towards
adulthood (NSMAN, 1999: 285). Kellys (2005: 390) discussion on the
distinction between caring-for and caring-about has relevance both for
children and those who care for them: An ethics of care necessitates that we
recognize care at the centre of how we understand children. It would
acknowledge the fundamental role that caregiving plays in childrens lives
and would give appropriate recognition to it and to those who provide it. In
particular, it would give due recognition to the actual activity of care, and
would support and protect those engaged in that work, at the same time as it
rejects the legal frameworks being used to frame the child and childhood
globally. Finally the neo-liberal politics impacting the education system in
Sweden today places individual responsibility for success and failure in all
facets of life on the individual her/himself. This is clearly reminiscent of
the far past when education was reserved for the elite and the privileged
and the state was absolved from responsibility for poverty, social injustice
and economic hardships, as these were seen as the result of individual
shortcomings, rather than societal dysfunction.
At present the situation in Sweden is highly contentious, especially as
regards education, social welfare and Swedens future. Social unrest, ethnic
conflict and discontent along with economic problems characterize present
day Sweden. This is a situation that Sweden shares with many countries in
Europe. For this reason alone the history of early childhood education in
Sweden and the reforms that have taken place appear to be relevant for other
countries to know. From the perspective of the child and care-providers the
shrinking space assigned to issues of equality that began in the 1980s (DAUN
and LFVING, 1995) is a vital issue. As Vallberg notes a political,
ideological and economic system shift could be discerned in the Curriculum
of the Welfare State (2009: 89). What remain of the values of the near past is
difficult to assess, even if traces of the past can be present, as Vallberg
maintains. It is disturbing to note HENRIKSs view of modern childhood as
children of the welfare state, i.e., legally, legislatively, socially, medically,
psychologically, educationally and politically institutionalized (HENRICKS,
1997: 35-36). Against this background there appears to be reason for concern
as regards the integration of early childhood care into the education system. It
is argued here that there is much to be said for care, cooperation and play for
children 0-5 years of age. And much to object to in the institutionalization of

children from the early age of 0. I am reminded of a quote from the 1970s,
when the debate on education and its social role was intensive among
educators themselves. Today the debate on education policy and practice is
dominated by economists, politician, administrators and other self-proclaimed
education experts, another of the effects of neo-liberal politics:
Schools in all nations, of all kinds, at all levels, combine four distinct
social functions: custodial care, social-role selection, indoctrination, and
education as usually defined in terms of the development of skills and
knowledge ... It is the conflict among these functions which makes schools
inefficient. It is the combination of these functions which tend to make
schools a total institution ... and which makes it such an effective instrument
of social control (REIMER, 1970: 13)

de educacin y atencin a la primera infancia es muy escasa prcticamente en todos los pases europeos y, a menudo, se encuentra sometida

INTRODUCTION
In the autumn of 2010, the Netherlands and Belgium were shaken up by a
terrible case of sexual abuse by Robert M. in a day-care centre in Amsterdam.
The press has seized upon this as a means of questioning the role of male
childcare workers in facilities for young children. Are men truly needed in
childcare or do they tend to be more of a risk to the safety of the youngest
children? I myself was extremely affected by this abuse of children and the
uproar in the press that this caused, because I am involved in actions and research

on men in childcare. Following the articles in the press, I received emails from
men I have been working with since 2001. In those emails, they talk about how,
for the first time in years, they are again receiving negative responses from
parents and friends. Their professional identity was being questioned because it
seems that caring young children is not supposed to be something that men do.
For many men working in childcare and in the entire education sector these
have been difficult times. Were the successful actions that were set up in
Flanders, (and that we will describe later) and which had increased the number of
men in childcare from 0.9% in 2001 to 3.4% in 2010, all in vain?
It is still not yet clear what the long-term effect will be on the number of
men opting for a job in the care of young children. This, therefore, seems the
right time following the case of paedophilia in Amsterdam (Robert M. was
condemned to 18 years of prison in May) to take a closer look at the theme
of professionalism and gender in the professions for young children.
Why are men needed as professionals in ECEC? The first question we
may ask is whether male workers are needed in services for young children.
Are women not traditionally more suitable to care for small children? Several
researchers and international organizations (such as in February 2011, in a
communication from the European Commission) argue for more men in the
facilities for young children (nursery school and kindergarten). Here, we will
briefly list the arguments cited (PEETERS, EECKHOUT, 2003;
EUROPEAN COMMISSION CHILDCARE NETWORK, 1993; OECD,
2006; CAMERON and MOSS, 2007).
Men in services for young children serve as an example for the parents.
They show mothers and fathers that childcare is not exclusively a female
affair. Young fathers often have a lack of role models and male employees
can take on this role (EC CHILDCARE NETWORK, 1993).
Childcare and kindergarten are a womens world, which makes fathers
who bring or fetch their children often feel uncomfortable. Male childcare
workers approach a father more easily and can provide an important
contribution to making services for young children more father-friendly
(PEETERS and EECKHOUT, 2003).
A mixed team offers men and women the chance to learn from each
other. Men and women differ in their approach to children and parents. We
know from research that this diversity of approach and communication is an

enrichment for the functioning of the facilities. Male childcare workers have
their own style in caring for young children and, because of this; the children
are offered a greater range of opportunities, which, in turn, expands their
space for social experimentation.
A mixed team in the provisions for young children (ECEC) has the
potential to contribute to a new culture in childcare, with men and women
dividing the tasks evenly between them. This is an important step towards
equal opportunities for men and women, in which the future generation will
also be involved. Many experts assume that, in this way, the future
generations would be more likely to divide household chores and caring
for children proportionately between the two sexes (EUROPEAN
COMMISSION NETWORK ON CHILDCARE, 1993).
A final important argument is that, in these times of an aging population,
there is a great need for manpower in the care sector and that it will be
difficult to meet this demand in the labor market if we rely only on women.
It is, moreover, also the case that the women who retire from the labor
market are mainly low qualified, while the young women who enter the labor
market tend to be more highly educated. This means that, in the future, it will
be difficult to find exclusively female low-schooled candidates to fill the jobs
in childcare (OECD, 2006; CAMERON and MOSS, 2007).

all told, 81 men. This comes to 0.55% or one man to 200 women. He
differentiated between childcare in facilities (day-care centres) where 1.5%
of the staff were men, and the family day care sector that was apparently
almost exclusively the terrain of women (0.1%). The city of Barcelona was
not doing a bad job, with 4%. Sweden had 3% for the 0 to 6-year old group
and, in Finland, 4% worked with the age group 0 to 7. In the United
Kingdom, ECEC was the most gender-segregated profession with only 2%
for the 0 to 6-year olds. (JENSEN, 1998: 126).
In the Scandinavian countries in the early 1990s, various initiatives were
taken and campaigns were launched in order to increase the number of male
staff members in services for young children (0 to 6 years old). In Denmark,
the theme was put on the political agenda in the early 1990s and good results
were achieved: 5% male staff members in childcare centres (0 to 3 years old),
9% for the age group 3 to 6 years old and in the mixed age groups (1 to 12
years old) and 25% in out-of-school care.
The Sheffield Childrens Centre in the UK has had an equal number of
male and female caregivers since the 1980s (MELEADY and
BROADHEAD, 2002) and the Pen Green Family Centre also had nearly as
many men as women employed there. At the beginning of the 1990s, a new
kind of professionalism was established in these two centres, such that since
then, the gender differences have been openly discussed and a gender-neutral
interpretation of professionalism has been constructed (CAMERON, MOSS
and OWEN, 1999; MELEADY and BROADHEAD, 2002). ECEC workers
from both of these centres, researchers and policy makers from Emilia
Romagna, (Italy), Norway, Sweden and Denmark formed a group of pioneers
who worked closely with the Childcare Network (JENSEN, 1998: 128).
Meanwhile, the Network had published the discussion document
Quality in Provisions for Young Children that was translated into all the
languages of the EU-12. The theme of male childcare workers was one of
the topics in this brochure, about which a discussion was started among
researchers, policy makers and representatives of childcare workers within
the Member States.
In 1995, the Childcare Network of the European Commission published
a report Forty Quality Targets in services for young children in which the
discussions that had been carried out within the EU-12 were summarized

into40 objectives for quality that the Member States would have to achieve
within the following 10 years. Objective 29 of this document states that 20%
of the childcare workers should be men.
The activities of the Childcare Network were terminated in 1996. It is
undoubtedly to the credit of the Network that it succeeded in putting the
gender theme on the agenda of the EU Member States. Thanks to the work
of this Network, European funding was made available to undertake
actions to make provisions for young children in Europe more malefriendly. The European Social Fund, in particular, has financed numerous
projects in various European countries in order to bring the gender balance
in the facilities into equilibrium and in which the aim was to provide a
gender-neutral structure of professionalism in the professions dealing with
young children.

Ghent and Antwerp (SIX and CORNETTE, 2012); gender bias in the
manuals of three vocational training schools Childcare (VEREECKE, 2006);
and the role that centres for career guidance play in reinforcing gender
segregation in the childcare profession (VAN RUMSTE and VAN
STEENBERGHE, 2010; SCHANDLER, 2010). This group of studies on
Gender and Professionalism gave also an insight in the origins of the extreme
gender segregation in the ECEC sector (PEETERS, 2007).

between men and women will vary according to place, culture, ethnicity and
class. Gender would, according to Cameron, Moss and Owen (1999) be
unconsciously imbedded in the construction of professionalism for
occupations dealing with young children. Caring for children paid or
unpaid is experienced as womens work, something that women, by
nature, do better. This gender mechanism operates on two levels. At the
individual level, the childcare staff members bring, via their own gender
identity, specific opinions as to how professionalism in the ECEC sector must
be interpreted: the role, tasks and behaviours of men and women in the
specific context of the work in ECEC. The gender component also plays a
role in the institutional sphere: it has its impact on the historical origin of
ECEC and on the manner in which childcare and kindergarten is organised
(the professionalism of the organisation). The gender aspect has, therefore,
also been a determining factor in the policy of the government and the
educational practices of the organised childcare facilities (professionalism of
the activities). Childcare is, after all, inspired by a certain kind of care,
namely maternal care. This is, according to various authors, the primary
reason for the extremely limited number of men in the childcare sector
(CAMERON, MOSS and OWEN, 1999: 8; CAMERON, 2001: 449;
PEETERS, 2005; FARQUHAR, 2006: 5).

saw that his mother, after she had changed and washed the little boys, blew
on their penises. The baby laughs because he apparently likes this. During his
internship, the young man does the same thing and he is reprimanded for this
by his mentor. The young man did not think this was anything at all; his
mother had been doing this throughout her career and the parents have never
complained. When the young man is caught again with the same behavior, it
is passed onto the school and there is an interview with the board who
considers refusing to grant the young man his diploma because of this
dangerous behavior. Ultimately, after a thorough screening by the school,
the young man does receive his diploma. However, the lesson is clear; what
his mother did for years without ever having any problems almost cost him
his diploma.

Although, the Flemish studies, determine that male childcare workers feel
well accepted when compared with their English colleagues who encountered
much more resistance, the research results indicate that men are more careful
with physical contact and expressions of emotion towards children. There is
a danger that, because of the safety of children and fear of discrimination, the
decision will be made to minimize physical contact and the expression of
emotions between counselors and children as much as possible. Proponents
of such a detached approach often refer to what is called a professional
attitude in other professions. The medical and legal professions assume that
the professional will keep a certain distance and not become personally
involved with his/her client. In ECEC professions, as well, some employees
feel that this is appropriate. One British researcher, MANNING-MORTON
(2006), articulates this interpretation of professionalism as follows:
Becoming too involved with the children is not professional.
However, several studies on professionalism in occupations with young
children show that this particular interpretation of professionalism is not
desirable for ECEC (CALDER, 2008; MOYLES, 2001; PEETERS, 2008).
Towards a warm professional that possess the competences to gears his /her
own feelings to what is good for the child and the parents.
Someone who works with young children cannot be aloof and distant; he
or she must, on the contrary, be emotionally involved with the child and the
parents: It is impossible to work with very young children effectively
without a commitment to these children that you could describe as
passionate (MOYLES, 2001: 81). But at the same time, there are also
inherent dangers in this emotional and physical approach. The childcare
worker must not allow him/herself to be guided by his/her own emotions. The
childcare worker or kindergarten teacher must gear his/her approach (kind
words, hugs, comforting) to what is good for the child; it must not be a function
of his/her own feelings (PEETERS, 2011). Hochschild puts it this way:
Emotional labour entails learning to manage ones own feelings in order to
evoke particular feelings in other people (HOCHSCHILD, 1983: 6-7).
Various authors (PRICE, 2001; COLLEY, 2006) have stressed the
importance of the ability to use emotions in dealing with children. If the
answer to the pedophilia scandals were to be that the childcare and
kindergarten educators now opt for a policy of detachment coolness in

dealing with children then this entails serious risks. French authors warn
that this could lead to a certain dehumanization une certaine
deshumanisation (BOSSE-PLATIRE et al., 1995). My own research
shows that this distance this non-personal involvement of the professionals
with regard to the parent and the young child evokes a great deal of
opposition in parents and I have therefore made a plea for a warm
professional (PEETERS, 2008), because raising young children should be
based on a very high level of emotional involvement.
Dalli advocates integrating the concepts of love and care into a new
construction of professionalism. She recommends giving a new
interpretation to this definition of loving children. She recognizes the
problematic definition of these concepts, yet numerous studies show that, for
employees in services for young children, liking or loving children is one
of the most satisfying aspects of their work experience (DALLI, 2006). By
interpreting the concepts of love and care differently, the status quo -which
primarily deters especially the childcare sector from developing a
professional status- can be breached. At the same time, an important aspect
of the work with young children that has, thus far, barely been addressed at
all, could then come to the forefront. In the educational arena, it would have
the advantage that the care competences would no longer be seen as
personality traits (of women) but as a set of competencies that can be learned
in training courses.

can, after all, only develop through critical reflection and discussion between
the male and the female staff members and with the fathers and mothers.
Initiatives to attract more male staff members must, therefore, be
encouraged but will, in the near future, not produce any spectacular results
because qualified male childcare workers are simply not available on the
labour market (ROLFE, 2005: 3). It is, therefore, exceedingly important to
develop the initial training courses based on a gender neutral professionalism
and to focus actions on training courses that lead to professions in ECEC.
An important role is reserved here for the centres that concentrate on
choice of studies and vocational guidance. Men, in particular, who are
dissatisfied with their current jobs (rethought career) and had been active in
the past in child work (youth movement, sports arts), should be alerted to
opportunities offered by adult education (PEETERS, 2005; CREMERS and
KRABEL, 2010).
Moreover, action must be taken to better counsel male adolescents in
their study choices. In particular, those who are interested in working with
children and young people should be brought into contact, via job fairs, with
male childcare workers who can point out the creative opportunities of a job
with children (ROLFE, 2005). Men-only orientation courses have proven to
be successful in bringing men to the initial training courses (Spence, 2012).
The Men in Childcare project in Scotland has, via this men-only orientation
course, already raised the number of men up to 4%.
Networks of male students and ECEC staff members, which already exist
in Ireland, Norway, Scotland and New Zealand among other places are
important in convincing young men to enter a training course or to prevent
the men who have taken the step to train as ECEC workers or who already
work in childcare from dropping out. Via chat forums on the internet,
these networks can reach isolated male students and ECEC workers. Research
has shown, moreover, that they are extremely popular among the users
(MANNAERT, 2006; VANDENHEEDE, 2006).
The training courses for the childcare professions must be integrated in
the training institutes where both typically male generally technical and
typically female professions are taught (VANDENHEEDE, 2006). Schools
must actively recruit male teachers and training supervisors. Male students
should preferably be supervised by male supervisors or mentors.

isclear that actions to employ more men in the provisions for young children
are only effective if they step in at all levels, and then over a long period of
time. In order to bring more equilibrium into the gender balance, the
political will is necessary to make this theme a policy priority for at least 10
years (MOSS, 2003c; CREMERS and KRABEL, 2010). Governmental support
of all kinds of actions and campaigns is, according to Moss, an important
stipulation for success. In their policy documents, the government should
continually mention the importance of the presence of men in the provisions
for young children.
And last but not least for the men in this sector, this description of the
competencies of the warm professional one that is emotionally involved
in the work with children and parents could provide a foothold; it would
be clearer what kind of physical contact is acceptable and necessary in the
care of young children. Furthermore, there would also be a framework for
the behaviour of men and women regarding the expression of emotions
and physical contact in their work with young children (PEETERS, 2012).
For, it is certainly not acceptable that a certain behaviour by a female
employee is perceived as sweet and warm while, if a man does the same
thing, he is suspect.

Dr. Peeters Is the coordinator of the Research and Resource Centre for
Early Childhood Education and Care of the Department of Social Welfare
Studies at the Ghent University (Belgium). He has been promoting several
innovative transnational Early Childhood Education and Care action-research
projects since 1992 and has written numerous scientific and other articles
http://www.vbjk.be/bibjpeeters. He received a PhD in 2008 on professionalism in
ECEC and has given many years presentations on international conferences
on professionalism, quality, gender, and diversity in the early years. He is the
author of The Construction of a New Profession (2008) on professionalism
in ECE in New Zealand, France, England, Belgium and Denmark. He is cofounder of several European Networks: the DECET Network on Diversity in
ECE and the European magazine Children in Europe, a joint publication in 17
languages (also in Spanish and Catalan). He is a board member of the
international Step by Step Association, an Eastern European and Central
Asian ECE Network of 27 countries. Together with Prof. Dr.Vandenbroeck,
Katrien Van Laere, Prof. dr. Mathias Urban (East London University) and
dr. Arianna Lazzari (Bologna University) he set up the European

RESUMEN
La comparacin internacional de la Educacin y Atencin de la Primera Infancia (EAPI) se ha expandido recientemente, como resultado del
actual desarrollo hacia objetivos y agendas globales del nuevo milenio,
y el estudio de este campo se ha establecido progresivamente como un
asunto de inters, tanto para investigadores como para polticos. En todo
caso, para profundizar en su anlisis, es necesario retomar la investigacin
histrico-comparada de las polticas de educacin y cuidado de la primera
infancia. Ello implica, en primera instancia, revisar los avances e intercambios de las primeras experiencias; en segundo lugar, abordar el anlisis que
ofrece un enfoque contextual para entender el progreso de la investigacin

INTRODUCCIN
A solo tres aos de 2015, fecha fijada para lograr la Educacin para
Todos y Todas en el mundo, la Educacin y Atencin de la Primera Infancia
(EAPI en adelante) representa una meta y un medio para garantizar los
derechos de la infancia, abriendo paso a la consecucin de los restantes
objetivos de la educacin para todos y contribuyendo poderosamente a la
reduccin de la pobreza. Desde el mbito cientfico-acadmico en este
terreno, se insiste en que la principal responsabilidad para una EAPI
accesible, asequible y equitativa se asienta en los niveles nacionales y

urbanas, la mitad de los programas eran de pago y dos tercios abarcaban toda
la jornada laboral para aliviar la carga de las madres (FISHER, 1991).
Por su parte, la investigacin comparada en materia de cuidado infantil
fue iniciada bajo los auspicios de la Organizacin para la Cooperacin y el
Desarrollo Econmico (OCDE) en la dcada de 1970 (MAHON, 2011: 2).
Cabe recordar que, hasta la dcada anterior la expansin fue bastante
moderada incluso en los pases desarrollados, a excepcin de los pases
socialistas occidentales con amplios avances desde el perodo de posguerra,
y de Francia que, adems de tener la educacin preescolar integrada en el
sistema educativo desde 1886, extendi la Ecole maternelle a partir de 1950
(KAMERMAN, 2006: 5). Consecuentemente y como se ha podido
comprobar, se dieron escasos progresos significativos en lo que a
disponibilidad de informacin comparativa se refiere hasta finales de los
noventa, que el inters acadmico se extendi ms all del campo del
desarrollo temprano de la mano de sectores acadmicos feministas a favor
del Estado del Bienestar que llamaban la atencin sobre los desafos
derivados de la crisis del cuidado (Lewis, 1997). Asimismo, los estudios e
investigaciones sobre el desarrollo infantil enfatizaban la importancia de
integrar cuidado y educacin, pero hasta la dcada de 1990 el inters en
patrones ms amplios de poltica social no se tradujo en una mayor atencin
hacia la profundizacin e implementacin del denominado modelo integrado
o unificado. En dicha dcada la Red de Atencin a la Infancia de la Comisin
Europea (European Commission Network on Childcare) una organizacin
creada ad hoc por la Comisin realiz una investigacin de poltica
aplicada. Al igual que hubo iniciativas por parte de la OCDE hacia el
reconocimiento poltico del acceso equitativo al cuidado y la educacin
infantil de calidad como base del aprendizaje y para apoyar las grandes
necesidades educativas y sociales de las familias. Por ello, el Comit de
Educacin de la OCDE asumi la exigencia de reforzar el conocimiento de
las diferentes medidas nacionales adoptadas mediante una Revisin Temtica
en las Polticas de Early Childhood Education and Care (ECEC)3 en 1998

laCINE, las tasas brutas y netas de escolarizacin desglosadas por sexo, los
docentes y su nivel de formacin, las fuentes de financiacin, el promedio del
gasto por nio y la duracin semanal de los programas de AEPI.
Paralelamente, la Oficina Internacional de Educacin (OIE) de la UNESCO,
en colaboracin con el UNICEF, prepar anteproyectos de informes de los
servicios prestados a la primera infancia en 175 pases que no pertenecan a
la OCDE y comprendan informacin comparativa sobre: legislaciones,
supervisin y coordinacin oficiales de los programas, y proveedores de
servicios; diferentes categoras, nivel de cualificacin del personal, los planes
de estudio y pedagoga de la formacin inicial; as como las polticas y
programas especiales destinados a nios vulnerables y desfavorecidos.
Con todo, en 2005 el Comit de los Derechos del Nio de Naciones
Unidas, destacaba que en muchos casos los informes nacionales ofrecan
muy poca informacin acerca de la primera infancia 5, aunque la propia
Convencin asume esta etapa de un modo ms holstico. A este respecto, los
sistemas de recopilacin de datos especficos en el rea de la educacin y el
cuidado de los nios pequeos existan y existen en muy pocos pases, pues
la informacin relevante suele derivar de reas creadas para otros grupos de
edad y propsitos. Igualmente, los informes nacionales sobre la ndole y
calidad de los servicios destinados a la primera infancia estn menos
estandarizados que los referentes a la educacin primaria, habida cuenta de
que en dichos servicios intervienen mltiples partes interesadas
gubernamentales y no gubernamentales y que abarcan a nios de edades
diferentes, lo que tambin dificulta la elaboracin de evaluaciones y
comparaciones a lo largo del tiempo. Dicha informacin tratada desde un
prisma comparativo fue figurando, progresivamente y en parte, en los
resultados del proyecto internacional sobre la educacin preprimaria que
llev a cabo la IEA (International Association for the Evaluation of
Educational Achievement) (OLMSTED y WEIKART, 1989 y 1995;
OLMSTED y MONTIE, 2001; OLMSTED et al., 2003), si bien se centraba en
una serie de pases por lo que continuaba siendo necesario realizar ms
estudios de ese tipo y a mayor escala. De igual modo, la mencionada revisin
en ECEC de la OCDE junto a las derivadas y ampliadas posteriormente, daran
lugar a tres conocidos informes (OECD, 2001, 2006 y 2011) que incluyen el

4. CONCLUSIONES
Hasta aqu, se ha comprobado cmo los nuevos discursos educativos
enfatizan la eficiencia y la equidad, modificando las concepciones
tradicionales sobre la infancia y la familia, as como cuestiones globales sobre
pobreza, empleo, demografa, migracin y mercantilizacin, apuntando que la
educacim y atencin de la primera infancia se caracteriza por su complejidad
y la necesidad de abarcar determinadas reas polticas (PENN, 2009: 25). Sin
ninguna duda, el desarrollo de las polticas de EAPI y de su implementacin
es una tarea complicada que entrecruza tradicionales barreras administrativas,
exigiendo un enfoque integrado en cooperacin y coordinacin entre los
diferentes sectores y mbitos polticos. La reciente crisis global econmica y
la presin que ejerce la misma en la financiacin e inversin en educacin,
ponen de manifiesto la necesidad de dar cuenta de la inversin en educacin y

Pedagoga Infantil vinculada desde 2005 al Departamento de Educacin
Comparada e Historia de la Educacin de la Universidad de Valencia donde
actualmente desarrolla las funciones propias con carcter docente e
investigador. Doctora con Mencin Europea y Premio Extraordinario en
Estudios Polticos y Sociales de la Educacin por la Universidad de
Valencia especializada en Educacin y Atencin de la Primera Infancia
(EAPI). Actualmente colabora en diversas redes nacionales e internacionales
centradas en el estudio e investigacin de la primera infancia, especialmente
en lo que respecta a sus derechos bsicos, desarrollando diversas lneas
como: las polticas de EAPI desde la perspectiva comparada e internacional;
los indicadores para la evaluacin educativa desde la perspectiva de la
equidad; el diagnstico e intervencin educativa en la primera infancia y
medidas para inclusin y la equidad, el derecho a la educacin inclusiva; las
expectativas para la Educacin infantil, etc.

RESUMEN
Este artculo analiza cmo se enfrentan los alumnos que terminan el Bachillerato a su futuro laboral y formativo a travs de una encuesta realizadas
en la primavera del 2011 a alumnos del distrito madrileo de la Universidad
Complutense, entre los que se encuentran los del Liceo Espaol de Pars.
La comparacin entre los resultados de los alumnos del Liceo y los de sus
compaeros parece indicar un cambio de modelo en los receptores de las
acciones educativas espaolas en el exterior. Por otro lado y desde hace
aos, la poltica comn y los objetivos educativos europeos han estado marcados por la llamada Estrategia de Lisboa que ha apostado por empleos
de calidad, basados en la formacin, que llevaran a la innovacin y al desarrollo tecnolgico y esta poltica debera tener reflejo en las expectativas
de los alumnos. La situacin de crisis econmica que atraviesa Europa y en

A travs de los resultados del estudio que aqu se presenta se pretenda
conocer mejor las expectativas y decisiones de los alumnos que formaron
parte de la investigacin al terminar el Bachillerato, pero tambin se quera
buscar informacin sobre una serie de cuestiones relacionadas con los
objetivos de las acciones educativas en el exterior (AEE) espaolas en
Francia, en particular sobre el modelo de enseanza que durante mucho

que se desarrollan dichas AEE y los fines que pretenden son bien conocidos
desde el punto de vista terico a travs de la abundante documentacin
existente pero hay pocos estudios de campo, al menos externos al propio
Ministerio de Educacin, que nos informen sobre la consecucin de los
objetivos pretendidos.
La globalizacin, tan citada cuando nos referimos a aspectos econmicos,
tambin est en la base de las polticas de las AEE. En el caso educativo,
debe manifestarse a travs de actividades de reconocimiento mutuo e
integracin cultural para evitar que dichas acciones puedan derivar haca un
colonialismo moderno. Este colonialismo malo mantendra las ventajas
sociales de ser educado en una cultura que se considerara superior en
detrimento de la otra, generalmente local. La integracin cultural pretende
que los alumnos valoren como muy positivo el ser partcipes de ambas
culturas. En el caso de las AEE entre Francia y Espaa la integracin de
ambas culturas debera hacer que los alumnos se sintieran bilinges y
biculturales, capaces de desarrollar su futuro personal y profesional en
cualquiera de los dos pases.

pretenden hacer entender mejor cmo poda reflejarse la situacin de
desaceleracin econmica a travs de parmetros asociados como el
consumo, la inversin, las exportaciones y el dficit pblico.

colectivos que se ven afectados. Por ello se evitaron las preguntas tcnicas
sobre el tema, cuyas respuestas habran estado, posiblemente, influidas ms
por los medios de comunicacin que por opiniones personales. Las crisis
econmicas, que en general afectan de forma conjunta a amplias regiones
mundiales, se han presentado como una manifestacin ms de la llamada
globalizacin. En particular, muchos espaoles han descubierto que Europa,
en particular la Unin Europea, podra tener ms influencia en su vida
cotidiana de lo que haban credo. Polticas comunes de armonizacin y
disciplina econmica son noticia a diario.
Muchos jvenes han comenzado a considerar seriamente la posibilidad de
trabajar en algn otro pas de la Unin Europea y parece que la movilidad
geogrfica de los trabajadores, uno de los principios fomentados por la UE,
puede comenzar a formar parte de la realidad cotidiana de muchos de estos
alumnos. Consecuencia de un mejor conocimiento de Europa, de sus lenguas
y de lo fructfero de las polticas de integracin cultural que deben llevarse a
cabo en los centros y acciones en el exterior, sera esperable que los alumnos
del Liceo estuvieran ms dispuestos que los de otros centros escolares a vivir
y trabajar en otro pas como una opcin que les alejara de una situacin
econmica difcil en Espaa.
3. ANLISIS DE RESULTADOS
Los resultados se presentan en las dos tablas siguientes. La primera
recoge las respuestas a las tres primeras preguntas y la segunda los datos de
las tres siguientes. Las opciones de cada pregunta estn representadas en las
columnas y el color unifica todas las opciones de una misma pregunta. En las
filas estn representados los grupos de alumnos estudiados. La primera fila
corresponde al total de respuestas, la segunda a la de los alumnos que se
haban trasladado junto con sus familias por motivos laborales en los ltimos
diez aos y el tercer grupo corresponde a los alumnos del Liceo Espaol.
El nmero total de alumnos cuyas familias cambiaron de residencia para
encontrar trabajo en los ltimos diez aos era de 50, que corresponde a un
porcentaje del 23% del total. Los alumnos del Liceo respondieron a 37
encuestas de las 220 analizadas, que corresponde a un porcentaje aproximado
del 17% del total.

dificultades, al que se unen un 0,5% de los que creen que tendrn las mismas
dificultades que antes de comenzar la crisis, es decir, que no se puede achacar
a sta las dificultades. Si nos centramos en los datos de los alumnos que se
han trasladado, la incertidumbre es mayor, con un 53,1% de alumnos que ven
su futuro laboral incierto, frente a un 28,6% que creen que s tendrn
dificultades y el 18,4% que son optimistas y creen que no les afectar. Los
alumnos trasladados son menos pesimistas que la media de sus compaeros,
pero, como se ha dicho, donde la incertidumbre es mayor. Analizando los
datos de los alumnos del Liceo Espaol, vemos que son los alumnos menos
pesimistas de todos sobre su futuro laboral. Los que sentan cierta
incertidumbre sobre su futuro laboral representan un 44,4% de las respuestas
y aunque es la opcin mayoritaria, lo es en un porcentaje menor que en otros
grupos de alumnos. Pero es sin duda el centro escolar donde hay ms
optimistas sobre el hecho de que encontrarn trabajo pronto y en la rama
laboral elegida. Las respuestas en este sentido suponen un porcentaje que casi
dobla el de sus compaeros de otros centros, el 33,3%.
En la pregunta cinco se les preguntaba si cambiaran sus opciones para el
curso prximo por la situacin de crisis econmica. Las respuesta
mayoritaria para le conjunto de respuesta fue que buscaran estudios que
tuvieran ms salidas profesionales con un porcentaje total del 41,7%,
aunque un 29,6% afirm que esta situacin no influira en su eleccin,
seguida muy de cerca por un 25,9% de los encuestados que afirmaron que
compaginara estudios y trabajo. Un 1,9% que dijo que acortara sus estudios,
y un 0,9% que los pospondra hasta que cambiara la situacin econmica. En
resumen, vemos que los efectos de la crisis econmica no iba a afectar a
aproximadamente el 30% de los alumnos en las decisiones que tomaran en
un futuro inmediato y por lo tanto si afectara de alguna manera al 70%
restante. Entre los alumnos trasladados, los alumnos que no se veran
afectados por la situacin econmica era solo de un 16,3%. Un 51% declara
que buscara estudios con ms salidas profesionales y un 26,5%
compaginara estudios y trabajo. Por ltimo un 6,1% acortara sus estudios.
En cuanto a los alumnos del Liceo, son los que declararon estar menos
afectados por la crisis econmica en sus decisiones futuras. No afectara al 44%,
es decir, s afectara al 56% de entre ellos. Este porcentaje es menor que
ese 70% de afectados en el conjunto de respuestas. Los que s se veran
afectados optaran por buscar estudios con ms salidas profesionales,
el41,2%, opcin que tambin tomaron como mayoritaria sus compaeros de

RESUMEN
En el presente estudio se revisan algunos programas de intervencin
tanto a nivel internacional como nacional relacionados con la prevencin
del fracaso y/o abandono escolar en la Educacin Secundaria Obligatoria
(ESO). Para ello, se realiz una bsqueda en las bases de datos ProQuest,
ISOC, Redalyc y Dialnet sobre intervenciones realizadas desde el ao2000
al 2010 con dicho objetivo. Aunque entre ellas existen variaciones respecto a los objetivos, duracin, actividades y resultados, todas ellas muestran
unas caractersticas comunes a la hora de elaborar cualquier programa de
esta tipologa, que son convenientes tener en cuenta para la elaboracin de

INTRODUCCIN
Las polticas educativas europeas (COMISIN DE LAS COMUNIDADES
EUROPEAS, 2007) han mostrado a lo largo del ltimo cuarto de siglo datos
considerables sobre fracaso escolar y abandono del periodo educativo
obligatorio y postobligatorio, que pueden ser factores de riesgo, exclusin
social y pobreza, afectando a la poblacin y evolucin acadmica y
profesional de los jvenes afligidos y su consiguiente participacin en la
comunidad (EUROCHILD AISBL, 2007). Es por ello que el fracaso escolar
es, en la actualidad, objeto de discusin, an si sin establecerse una
definicin clara del mismo. A nivel espaol, se encuentran, por un lado, los
que consideran que ste se refiere a no terminar la ESO; para otros, significa
no superar la Educacin Secundaria Postobligatoria, incluyendo suspensos,
repeticiones de curso o el retraso educativo, y, un ltimo grupo, va ms all,
teniendo en cuenta las consecuencias del mismo en el alumno:

1. MTODO
Para llevar a cabo el objetivo propuesto, se ha realizado una revisin de
la literatura entre los aos 2002 y 2010. Se realiz una bsqueda en las bases
de datos: ProQuest, ISOC, Redalyc y Dialnet. En cuanto a los descriptores, se
incluyeron las diferentes palabras clave: intervention school failure,
truancy, fracaso escolar en secundaria, intervencin escolar,
absentismo escolar, absenteeism, prevencin escolar, truancy

3. DISCUSIN
Analizando los resultados obtenidos presentados en la Tabla 1, se puede
establecer a simple vista, las caractersticas comunes entre los programas
presentados para tenerlas en cuenta a la hora de elaborar intervenciones futuras.
En primer lugar, se observa que todos los programas aqu expuestos,
presentan unos resultados tras su aplicacin bastante favorables en su
mayora, por lo que cualquier mnima intervencin dedicada a prevenir el
fracaso y/o abandono escolar puede ser bienvenida. Adems, no solo pueden
conseguir el efecto directo de un incremento de asistencia a clase o mejora del
rendimiento acadmico, sino que indirectamente, tambin producen otros
efectos secundarios, tales como la mejora de las relaciones con los iguales,
disminucin de conductas disruptivas, mejora del comportamiento en el aula,
control de emociones e incremento de la motivacin y autoestima
(GONZLEZ y MONTANERO, 2002; NEWSOME, 2004; WITMER, 2007).
En segundo lugar, se puede observar que la mayora de ellos, incluyen a
todos los agentes implicados en el fracaso y/o abandono escolar de los
jvenes (familia, comunidad y profesorado) a travs de la realizacin de
actividades, obteniendo en los resultados tras la aplicacin una mayor
implicacin y compromiso de los mismos, por lo que se podra establecer que
uno de los puntos relevantes a la hora de elaborar posibles programas de
intervencin para la prevencin de esta problemtica, es la de llevar a cabo
acciones que comprometan a todos los agentes implicados, tal y como seala
la bibliografa especializada (CONSEJO ECONMICO Y SOCIAL, 2009;
FERNNDEZ et al., 2010; NAVARRETE, 2007).
En tercer lugar, puede observarse que las actividades a realizar con los
alumnos ms comunes entre los programas aqu presentados estn
relacionadas con actividades dedicadas al refuerzo acadmico, planificacin
y organizacin del tiempo y accin tutorial, junto con contratos conductuales
en los que dichos jvenes manifiesten su implicacin y compromiso con el
programa (AGUADO, 2005; BROC, 2010; GONZLEZ y MONTANERO,
2002; JONES et al., 2002; NEWSOME, 2004; WITMER, 2007), por lo que
stas podran ser las actividades bsicas a incluir en cualquier programa
dedicado a la prevencin e intervencin del fracaso o absentismo escolar.
En cuarto lugar, se observa que en la mayor parte de ellos, la duracin de
los programas es prcticamente igual, por lo que ste es otro de los aspectos

En estos ltimos la especificidad radica en que la mayor oferta educativa del nivel
superior no universitario se concentra en la formacin de profesorado. Estos sistemas binarios
se caracterizan por una diversidad en su oferta educativa, con superposiciones en cuanto a los
ttulos y diplomas ofrecidos en el nivel universitario y no universitario y una fragmentacin
visible en el conjunto del sistema conformado por diferentes tipos de instituciones desarticuladas
entre s. Esta situacin se produce como consecuencia de polticas educativas fragmentadas e
implementadas por distintos gobiernos, en funcin de intereses y proyectos poltico-educativos.

RESUMEN
Investigaciones internacionales han puesto de manifiesto que durante
las ltimas dcadas ha existido una creciente expansin mundial de la
utilizacin de clases de refuerzo educativo por parte de estudiantes de
la enseanza obligatoria. Estas clases ofrecen actividades externas a la
escuela que pretenden complementar o ampliar conocimientos. A esta educacin paralela la denominan internacionalmente Shadow Education,
porque acompaa a la educacin formal como si fuese su propia sombra.
Este artculo analiza la utilizacin de la educacin en la sombra por los
alumnos de la Enseanza Secundaria Obligatoria en el contexto espaol
de la ltima dcada por medio de la informacin que proporciona PISA.
El objetivo es estimar la proporcin de utilizacin de este tipo de clases
en Espaa y averiguar cmo ha progresado este uso en el transcurrir de la
ltima dcada. Para ello hemos analizado los datos del estudio PISA desde
el ao 2000 hasta el 2009.

2.2. Actitud de los gobiernos frente al auge de este nuevo fenmeno educativo
El estudio realizado por Mark Bray (1999) puso de manifiesto las
diferencias entre las polticas educativas de los distintos pases respecto a la
forma de afrontar esta temtica. Segn Bray se podran dividir en tres grupos:
a) aquellos pases que fomentan su utilizacin y que incluso la regularizan; b)
otro grupo de pases que sistemticamente han intentado erradicarla y, c) un
tercer grupo, ms numeroso, que simplemente lo ignoran y as propician que
esta modalidad de educacin privada se mantenga en la sombra y se
autorregule por el mercado. Sirva como ejemplo el caso de las Islas
Mauricio, que en 1988 prohibi la utilizacin de profesores particulares
durante los tres primeros aos de primaria; adems de la declaracin en
contra de la utilizacin de profesores particulares a partir de 1994, puesto que
de alguna forma el estatus socioeconmico condicionaba los resultados
educativos del pas (FOODUN, 2002). Ngare (2007, citado en
SOUTHGATE, 2009) comenta que en Uganda exista una prctica comn
por parte del profesorado de la enseanza pblica, que consista en fijar las
fechas de los exmenes en fines de semana y das de fiesta, cobrando tasas al
alumnado por presentarse a estos exmenes. El gobierno de este pas, a partir
de 1994, prohibi esta prctica ilegal, pero no pudo impedir la preparacin de
estos exmenes a travs de clases particulares impartidas por este
profesorado. Tambin el gobierno surcoreano intent prohibir la utilizacin
de las clases particulares en los aos 80, pero no fue efectiva, lo que su
prohibicin se fue relajando hasta el punto que en el ao 2000 su prctica fue
legalizada (MORI y BAKER, 2010). Turqua es otro pas que reconoci la
envergadura de estas actividades educativas de carcter privado, optando por
su regulacin y reconocimiento, ms concretamente a travs de una

5. EL CASO ESPAOL
Los objetivos de este estudio son dos, primeramente estimar la tasa de
utilizacin de clases particulares por parte del alumnado espaol al final de la
educacin obligatoria, para compararla con las tasas correspondientes en
pases de la OCDE y del entorno cultural de Espaa, para ello utilizamos los
datos del estudio PISA 2009. El segundo objetivo es comprobar si en el caso
de Espaa ha habido un incremento en la utilizacin de la educacin en la
sombra en la ltima dcada, consideramos para ello los datos recogidos en
las cuatro ediciones del estudio PISA.
Espaa como pas miembro de la OCDE ha formado parte de las cuatro
ediciones de las pruebas PISA, pero con la singularidad de la participacin de
las comunidades autnomas en las sucesivas ediciones a travs de una
ampliacin de sus respectivas muestras. En la ltima edicin de 2009
participaron, con esta ampliacin de muestra, cuatorce Comunidades
Autnomas de las diecisiete que configuran el mapa autonmico espaol,
totalizando una muestra de veintisiete mil alumnos5.
Una novedad de la ltima edicin de PISA es la introduccin de una
prueba de lectura electrnica, ERA (Electronic Reading Assessment). Para la
realizacin de esta prueba fue seleccionada una submuestra formada por 2.300
alumnos procedentes de 170 centros.
La muestra total espaola en cada edicin de PISA se ha ido
incrementando notablemente como se indica en la tabla 1:

las ediciones del estudio, o sea, en PISA 2000 la competencia lectora fue
evaluada con ms detenimiento y ocup la mayor parte del tiempo total del
examen. En PISA 2003 la competencia central era la de Matemticas y
PISA 2006 se ha centrado en las competencias de Ciencias. En 2009 se ha
vuelto a evaluar la comprensin lectora.
Aunque estos datos de rendimiento acadmico no sean utilizados por este
trabajo, es importante aclarar el nfasis que PISA da a cada competencia en
sus diferentes ediciones, porque tambin afectan a las variables que hacen
referencia al uso de clases. La informacin que PISA recoge sobre las clases
particulares tambin se centra ms en la competencia diana de cada edicin,
aunque tambin recoge informacin sobre las clases particulares de otras
asignaturas.
A continuacin detallaremos las variables de cada una de las ediciones
PISA que se han elegido para el anlisis de los datos. Dichas variables se
refieren bsicamente a las cuestiones que hacen referencia a la utilizacin de
clases particulares que estn presentes en el Cuestionario de Estudiantes. El
cuestionario a que nos referimos se trata de instrumento utilizado por PISA
para recoger datos personales y familiares de los participantes, est enfocado
tanto hacia su entorno, sus hbitos de estudio y su percepcin del ambiente
de aprendizaje, como hacia su compromiso y su motivacin (OCDE, 2004)
y es contestado por el propio alumnado. Sin embargo, las cuestiones no son
exactamente las mismas, ni estn formuladas de forma idntica en cada una
de las ediciones de PISA. La tabla 2 muestra las variables de cada edicin de
PISA que se utilizan en este estudio.

Estos datos son corroborados por los hallazgos del estudio de Southgate
(2009) en el cual Espaa apareca como el segundo pas europeo que ms
utiliza la educacin en la sombra, detrs solamente de Grecia.
Otro de los objetivos de este estudio era verificar la evolucin en el uso
de clases particulares en Espaa y dems pases del estudio, igualmente
utilizando los datos de PISA, aunque en este caso se comparan las medias de
cada una de las ediciones del referido estudio.
La evolucin en la utilizacin de clases particulares en Espaa en la
ltima dcada se puede observar en la tabla 3:

Como se puede ver los resultados no dejan claro que en Espaa haya un
incremento progresivo a lo largo de las cuatro ediciones de PISA. En realidad
si comparamos el porcentaje espaol de utilizacin de clases particulares del
ao 2000 (62%) con el de 2003 (53%), se verifica un descenso. Sin embargo
en el periodo siguiente (2003 a 2006) se observa un aumento de 12,4% en su
utilizacin. En los datos de 2009 se vuelve a percibir un pequeo descenso en
el porcentual de utilizacin (63%). El grfico 4, a continuacin, muestra con
ms clareza estas diferencias:
