We feel honoured to be part of this inaugural conference, which has a mandate of deliberating on how to transform the Post & Courier sector from the traditional to a modern and robust industry in the 21st Century. This is a noble mandate, which we must discharge with zeal in order to realize our common goal despite our diversity.
Ladies and Gentlemen,
The Postal Corporation of Kenya was established by an Act of Parliament (PCK Act 1998) and operates as a commercial public enterprise. The Corporations mandate includes provision of accessible, affordable and reliable postal services to all parts of Kenya as a public postal licensee where communication through the post office forms part of the basic human right as is enshrined in the 1948 United Nations Charter. Our mission is to deliver superior financial payments, distribution and communication solutions to our customers and create value to stakeholders. The Post Office remains the most accessible, affordable, effective and time tested communications platform in Kenya with 623 outlets spread across the country. Ladies and Gentlemen, As you know, the Postal industry is operating in a highly competitive environment due to liberalization, globalization and technological advancements. All public postal licensees/ national designated operators should upgrade, through automation, their business processes to retain their customers, define their own market presence and remain competitive. In this regard, before the end of April this year, Posta Kenya will have concluded the implementation of an Enterprise Resource Planning System (ERP), which we expect to be fully operational. The system will automate end-to-end business operations and will go a long way in improving on our effectiveness and efficiency in all business processes. So far, this ERP project has cost the Corporation USD 3 Million. Other technological advancements include acquisition of an E-Payments Solution that we branded Posta Pesa, in August 2013, and is enabling Posta Kenya transact various business operations electronically. Once fully operational, the E-Payments Solution will transact Agency Banking, Mobile Money Transfers, Card-based operations, Ecommerce, Online cash disbursements, E-payments for utility bills, E-ticketing and EGovernment Services. So far, we have successfully partnered with several banking institutions including Kenya Commercial Bank, National Bank, Cooperative Bank among others. Ladies and Gentlemen, The developing countries, especially in East Africa in particular need to leverage through our respective Governments, the Universal Postal Union, Pan African Postal Union and other International Funding Agencies to invest in: o Review of the postal regulations to enhance trade in the Region o Fast tracking the rollout of the National Address System,
o Expand the mandate of the Universal Services Fund to include Postal
development, o Accelerate the automation and modernization of the Post, o Ensure the inclusion of dot.post & e-commerce in our strategies, o Provide a roadmap for optimum levels of in the public postal sector and determine capacity building needs, and o Explore new revenue streams such as development of the logistics network and Post Bus Services to enhance connectivity and mail conveyance in the East African Region. In Kenya, the Government has developed the Huduma Services concept where the Post Office is a one-stop-shop for all public services for citizens. Several Countries in Africa have already come to benchmark with us on the Huduma services in a bid to implement the same system in their respective administrations. These countries are; Nigeria, Zimbabwe, Malawi, South Sudan and not forgetting our close neighbours Uganda and Tanzania. Ladies and Gentlemen, I had an opportunity to chair the EACO Postal Services Development Working Group 4 early this week from Monday 23rd to Tuesday 24th February 2015. I appreciated the high level of deliberations and energy exercised by participants in all the four working committees represented. I look forward for the same enthusiasm to be extended to this conference which is about our future as the Postal/Courier sector. I wish to urge all our stakeholders present including the Governments, National Regulators, fellow Designated National Postal Operators, Courier companies and other industry players to actively participate in the conference for the common good. We are all here to realize the noble dream of transforming the Postal & Courier sector through leveraging of Information Communication Technologies. It is only through adoption of the best practice in the industry that we will remain relevant to the fast changing market. Finally On behalf of the Posta Kenya, i want to thank you for coming to Kenya for this important forum. I call upon the stakeholders present to collaborate with the Post in respective East African states considering the vast regional network and deliberate effort to remain relevant and competitive by adopting ICTs in their business processes going forward.
