EEC Document No XXI/1667/94 of 14 November 1995, laying down
certain criteria in respect of duly justified reasons for the acceptance of a
customs declaration at a customs office other than that normally
responsible, is reproduced in Annex 5, for information purposes.
Duly justified reasons can include a forced diversion to reach the normally
responsible customs office (i.e. when the normally responsible customs
office is at some distance away and in the wrong direction from the place
of establishment, rendering the application of the principle referred to at
1) uneconomic, and an urgent consignment when the normally
responsible customs office is closed.

16.4. Derogation for an urgent consignment

If, for duly justified reasons, export formalities cannot be carried out at the
normally responsible customs office, the declaration must be lodged with
the first customs office on or close to the normal route taken to reach the
declared destination.

4. "Other"
Other (for example 9+P1) is designed to give declarants the opportunity to mention a document that is not yet coded on the declaration.
For example, a 35-character free text space is added to code 9+P1 (+P means that a parameter must be given, in this case the name of the document that
is not yet coded, together with the identification data). If this space is inadequate, the rest of the text must be shown in the free text space of the code
bearing a higher parameter number, in this case 9+P2, etc.
