Since the beginning of the real-estate massive moves in the Middle East, all designs of mega
construction projects were performed by foreign designers, due to the fact that they have vast
experience and talented architectural designs for this kind of projects; which have led in return to
high costs designs in addition to having a tenuous connection with the Middle Eastern culture and
philosophy. Provided that they are touching the water of a new environment, the remaining designs
of such projects are usually carried out by foreign consultants or under their supervision.

Hilal Structural Design & Consultation


Hilal Structural Design and Consultation- established by late Prof. Dr. Mohamed Hilal in 1940 - has
been engaged in the structural design, supervision and/or repair/rehabilitation of all forms of public
and private structures, such as municipal, residential and industrial buildings, mosques, water
purification plants, water and sewage tanks, etc. M. Sameh Hilal joined the Office in August 1972 as
a design engineer until August 1974. Since April 1978 he has become a partner and Senior Engineer.
As of January 1985, he has become the owner of the Office.

Methodology
1-Introduction
Real estate industry have taken nowadays an unexpected route, especially after the global Middle
Eastern economical changes; narrowing the competition among those heavy weighted investors
and stakeholders locally & globally. Responding to those challenging constraints, SAM cultivated a
wide spectrum of flexible services catering to one simple objective: to protect and preserve our
client's best interests thereby achieving project objectives within budget and time constraints.
Being one of the major real estate Egypt service providers, SAM is committed to play an important

estate market in Egypt.

2- Detailed methodology
We have successfully reached our target through our internal teams in all fields of design connected
together with wide communication channels supervised by the project management department to
assure maximum global vision for each team individually. We provide our customer with all facilitates
to get a real estate property in the best quality ever.
Each technical team in SAM is supervised by a consultant engineer, highly experienced in his/her
field to assure maximum quality level throughout the entire design phase on all levels. Any project is
like a Bermuda Triangle: cost, schedule, and quality; one could say that on a good day, you could hit
two out of three, but you never can declare success in all three. Effective project management
begins with executive commitment and sponsorship.
On the other hand, our project management team concentrates on the harmony between time and
cost that leads at the end to a unique and distinguished product provided that each and every
single product has a defined start and a defined end.
a) Project Management Department:
- Our project management style is based on the modern strategy for project management that use
and place all available resources in the right order to satisfy all the projects needs in accordance
with the projects priority list at the optimum time to maintain the projects time schedule. Most
projects implementation cut across multiple business units, each with their unique business
requirements; the implementation often has differing degrees of priority, depending on the business
unit.

Role of project management department:


If you search for project management leadership styles on the Internet, almost every expert
agrees that no management style is able to fit all projects. Unfortunately, managers who are
unable to be flexible, trustworthy, open, and inspiring may have a combination of the varying
traits of management styles with no clear definition to guide a team. SAM selective project
managers keep a special leading style specific for every project or choose the correct club for
the shot,

The P.M. will be mainly putting one target ahead, which is the interest of the owner and extremely
concentrating on the fulfillment of the requirements needed for the project.

The P.M. will supervise the preparation of :


1 - Preliminary and schematic designs
2 - Construction and execution documents
3 - Bidding and tendering works

The P.M. will be also in charge of preparing periodical coordination meetings between the
architecture, structure and electromechanical teams. He/she will discuss as well any problem that
might face any of the involved teams, and to ensure that work is going on progress according to the
time schedule approved by the owner.

The P.M. will be in charge of collecting the documents from the teams consultants and deliver it
to the owner after revision from SAM QA/QC department.

The P.M. will be in charge of having approvals over the documents delivered and check the
raised comments with the consultant of each team individually.
The P.M. will cooperate with the owner to obtain all necessary permits from Local/federal
authorities in order to constantly proceed with the work at site.
The P.M. will have qualified candidates to undertake the tasks as a contract manager

b) The Technical Design Department:


After getting the owners final approval of the project design concept, SAM prepares the scope of
work for the designers, taking into consideration the global time schedule of the project including the
correlated permitted activities, time spans and stages.
The Preliminary and Schematic Designs:

After the development of the architectural conception design of the project by our architect and
QA/QC departments, the architecture in house team works to produce the primary working
drawings under supervision from the architect.

The remaining teams in all sectors will proceed on their preliminary and final drawings under the
supervision of our consultants in all the sectors.
Every team will prepare a design report for his specialized design including:

Design criteria
Codes and standards
Design objectives
List of drawings
Outline specification

All the owner requirements and documents should be submitted to the owner for discussion, revision,
and approval from his/her side after being revised by the QA/QC departments.
Site surveying and geotechnical investigation reports when required shall be prepared
according to a scope of work given by the consultant. Accordingly we will prepare a
comprehensive report submitted to the owner including his concept, findings and comments.
The related report should also include factors and aspects affecting the budget.
The P.M.O. can increase project efficiency through the centralization of services such as staff,
supplier, customer and equipment management. Centralizing these services also standardizes
how they are implemented, thereby reducing the costs incurred by using different methods on
different projects.

Execution documents:
We will prepare the required scope of work, for this stage or phase, the scope of work shall include:

The working drawings


The technical specifications
The bills of quantities
The general & particular conditions for contracting
The design drawings required for the license (Architectural, structural/civil, the design
calculations log book, plumbing/sanitary & Electrical drawings, etc.)

Within the stage of provision of the building license as well as preparation of the tender documents,
the following items/steps are to be achieved during this stage:

The structural drawings as well as the design/structure calculation logbook (Without details).
The main part of the architectural drawings (layout views, projections, facades, sections, plans
without details) in addition to electrical and sanitary drawings.
The drawings are to be forwarded to the insurance company, which will issue the insurance
certificate.
After the submission of all related drawings, SAM designers will go on with their detailed
drawings to finish the complete drawing package issued for construction. All will be under the
supervision of SAM consultants, as well as performing required coordination between different
tender bid works.

Tendering and Bidding


It is recommended to perform the re-qualifications of the reliable and efficient contractors in order to
prepare a short list of qualified and competent contractors. Assignment and selection of such
contractor will be carried out in respect to a point evaluation system. The first five contractors
obtaining the highest evaluation points are selected and/or proposed and could be invited to
participate in the project bid or tender. Such system could also be applied (as and when required)
for the completion of the project works, trades and activities.

Making sure that SAM customers have up-to-date, accurate information, SAM updates plans
and produce Report Status for projects, programs and portfolios. Depending on the level of

automated function.
SAM has always worked on arranging periodic meeting between the owner and the foreign
architect to review the conception design requirements and specifications, after the
conception design final approval. The in-house teams and consultants have worked
simultaneously in each sector under one solid project management team to achieve the
promising targets.
SAM must proactively offer a suite of services that will meet the current, as well as future
projects. These services fall into four distinct categories. General Services disseminate project
status information and reduce costs through standardization. Supportive Services provide the
training and support to help project managers succeed on their projects. Controlling Services
assess and review the status of project management and projects to define problems and
recommend corrective action.
