EXPLANATORY NOTE
Since 1973 the National Music Competition for Young Artists (NAMCYA)
Foundation, Inc. has taken charge of the discovery and development of
young talents in music, for the celebration and competitions held during the
National Music Week for Young Artists.
For over forty (40) years the NAMCYA foundation has undertaken the
task of discovering talented Filipino musicians as well as promoting and
disseminating their music. They made known Filipino music not only within
the country but internationally as well through their participation in concerts,
training, events and competitions abroad. In their efforts they have produced
millions of young musicians and music administrators that have triumphed in
foreign competitions, bringing international prestige and honor to the
country.
NAMCYA foundation has been tirelessly doing the abovementioned
activities with some support from its partners throughout its existence.
However, its continued support for its sustainability dwindles on various
socio-political and economic conditions. Along with other external factors
such as the contingency of the times, NAMCYA foundations viability has
always been uncertain. Due to such circumstances its full potential and the
fulfillment of its goals and objectives are yet to be achieved.
This bill seeks to rectify the situation by formally designating the
NAMCYA as the National Youth Development Program for Music, establishing
its role and functions, and providing it much needed funds for its continued
sustainability and growth.
Section 23, Article II of the Constitution provides that The State shall
encourage non-governmental, community-based, or sectoral organizations
that promote the welfare of the nation. Sections 14, 15, and 16 of Article

XIV of the Constitution further declares that the State shall support the
growth of artistic expressions to wit:
Section 14. The State shall foster the preservation, enrichment, and
dynamic evolution of a Filipino national culture based on the principle of
unity in diversity in a climate of free artistic and intellectual expression.
Section 15. Arts and letters shall enjoy the patronage of the State. The
State shall conserve, promote, and popularize the nation's historical and
cultural heritage and resources, as well as artistic creations.
Section 16. All the country's artistic and historic wealth constitutes the
cultural treasure of the nation and shall be under the protection of the State
which may regulate its disposition.
Given the above, it is therefore the a declared policy and objective of
the State to support the NAMCYA, so that it may continue enriching Filipino
culture, honing the Filipinos musical talents, and bringing prestige and honor
to the Philippines.
For the above given considerations the passage of this bill is earnestly
sought.
